김정은의 ‘평화공세’ 문 대통령의 한국방어의지 시험

워싱턴 = 우리는 김정은의 한국을 향한 ‘평화 공세’가 어디로 갈지 지켜봐야 한다. 남북한 간의 대화를 수용하고 동계올림픽에 북한팀을 파견할 수 있다는 김정은의 결정에 환희가 가득하다.

문재인 대통령과 장관들은 기뻐 뛰고 있다. 미국에서도 또 다른 남북한 협정이 체결될 가능성이 있다며 이제 서로 욕설로 응수하고 위협했던 것이 끝날 것으로 보인다며 많은 사람이 기뻐하고 있다.

하지만 역사를 보면 술 취한 듯한 도취는 심각한 숙취로 끝날 가능성이 높다. 이 평화 공세를 통해 북한이 이루려는 목적들이 있다. 한미동맹 붕괴는 그 중 하나다.

이곳 미국의 수도에서 백악관, 국방부, 국무부의 전략가들은 북한이 무엇을 요구할지 주시하며 문 대통령과 협력을 유지하고 있지만 그것이 아마도 주된 우려 사항일 것이다.

트럼프 대통령은 그가 초래한 모든 비난에도 불구하고 정답을 갖고 대처하고 있는 것 같다. 그는 남북 협상을 통해 돌파구 열릴 가능성이 있다고 칭찬했을 뿐 아니라 한미 연례군사훈련을 연기하자는 문 대통령의 제안을 받아들였다.

더 나아가 그는 김정은과 개인적으로 만날 의사가 있다고 말했다. 이 말은 트럼프가 김정은과 햄버거를 먹겠다고 말했던 1년여 전 미국 대선 당시의 모습을 연상시킨다.

트럼프 대통령은 이 말을 하면서 다음 두 가지를 하고 있다.

첫째, 그가 잘하는 것으로 김정은을 유화적인 입장으로 나오게 한 것은 자신의 공로라고 말하고 있다. 북한에 ‘화염과 분노’로 상대하겠다고 경고하고 김정은이 핵탄두를 발사할 단추가 자신의 책상에 있다고 말하자 그보다 더 큰 단추를 누를 준비가 되어 있다고 엄포를 놓았던 자신의 말이 이번에 매우 긍정적인 효과를 냈다고 트럼프 대통령은 주장한다.

둘째, 트럼프 대통령은 커져가는 강력한 제재에 타격을 받고 있는 김정은 정권이 이 고통 속에서 숨돌리는 것이 필요하다고 믿고 있다. 그는 대통령으로 자비로운 사람인 것으로 보이고 있다.

트럼프 대통령은 북한 미사일과 핵시설에 선제공격 명령을 내리기보다 김정은에게 자신이 얼마나 친절하고 자비로운 사람인지 알리기를 원하고 있다. 그가 이전에 했던 말들과 너무나 대조되는 평화의 메시지로 응답하고 있는 것이다.

하지만 동계올림픽이 서울과 워싱턴의 일부 사람의 기대대로 별 문제없이 치러졌다고 하자. 올림픽 경기에서 북한팀은 문재인 대통령뿐 아니라 김정은에게 거대한 정치 선전의 성취가 될 것이다. 그렇다고 뭐가 달라지나?

한 가지 분명한 것이 있다. 김정은은 핵프로그램을 포기하지 않을 것이다. 그는 미사일 시험발사 중단을 하지 않을 것이다. 그는 미국과 한국이 동계올림픽과 동계장애자올림픽 때문에 3월로 연기한 군사훈련을 재개하면 격노할 것이다.

김정은의 엄포가 어느 때보다 더 위협적일 수 있지만 미국은 제재 물품의 북한 출입을 막기 위해 북한 항구 주변을 봉쇄할 수 있다. 그렇다면 올림픽 후 한국의 위기가 개선되는 것이 아니라 더 악화될 수 있다.

北 참가로 뭐가 달라지나?

문 대통령은 올림픽 후 그런 상황 속에서 동맹국 미국을 여전히 지지할까? 그럴 것이다. 그는 계속 북한에 핵프로그램을 포기하라고 요구해왔다.

그는 한국군의 군사력 강화를 외쳐왔다. 하지만 문 대통령 주변의 좌파 참모들은 문 대통령이 미국을 설득해 군사훈련을 취소할 수 없으면 축소하라고 설득하면서 북한에 맞서려는 문 대통령의 의지가 약해질 수 있다는 것이 우려다.

이 부분에서 우리는 ‘동결 대 동결’의 문제를 보게 된다. 북한의 한국전쟁 동맹인 중국과 러시아는 전장 지휘관들이 훈련과 대비에 필수라고 동의하는 전시훈련을 미국과 한국이 포기하면 북한은 핵과 미사일 실험을 하지 않는 거래를 주장하고 있다.

올림픽 때만큼 이 ‘동결 대 동결’을 주장할 가장 좋은 때가 언제이겠는가? 이 거래 하에서도 북한은 핵과 미사일을 포기하지 않을 것이고 자신들의 군사훈련을 멈추지 않을 것이라는 것은 생각하지 마라. 김정은과 그의 협상단, 올림픽 특사들은 문 대통령이 이 계략에 넘어가도록 압박할 것으로 보인다.

문 대통령은 성가시게 조르는 이 요구에 굴복할 것인가? 그는 북한과의 장기적인 대치 국면의 미래를 결정할 의지의 시험에 직면하고 있다. 이곳 워싱턴에서는 그가 어떻게 반응할지 아무도 정확히 알지 못한다.

다만 문 대통령을 설득해 한국의 이익을 기꺼이 희생하며 북한이 그동안 해왔던 것처럼 결국 위반하고 이용만 할 또 다른 거짓 평화 협의를 체결하도록 하려는 김정은의 명백한 시도가 무산되기를 기도할 뿐이다.

WASHINGTON=You have to wonder where Kim Jong-un is going with his current "peace offensive" directed at South Korea. The euphoria over his decision to authorize North-South talks and maybe send a team to the Winter Olympics is intoxicating. President Moon Jae-in, his ministers and aides are jumping with joy, as indeed are a lot of people in the U.S. who see finally the possibility of yet another inter-Korean agreement and a peaceful end to recriminations and threats.
If history is any guide, however, the drunken mood of exhilaration is likely to end in a severe hangover as have so many understandings in the past. North Korea wants to attain major goals from this gesture. Obviously, a break in the U.S.-South Korean alliance is one of them. Here in the U.S. capital, that's perhaps the primary concern as strategists in the White House, the Pentagon and the State Department try to anticipate North Korean demands and still cooperate with President Moon.
President Trump, despite all the criticism that he's aroused, seems to have come up with the right answers. He's not only applauded the possibility of a breakthrough but gone along totally with Moon's call for postponing annual U.S.-South Korean military exercises. Moreover, he's said that he personally would be willing to meet Kim Jong-un. That remark echoes his comment during his presidential campaign, more than a year ago, in which he said he'd enjoy having "a hamburger" with him.
Trump by making these remarks is doing two things.
First, as he loves to do, he personally is taking credit for having drawn Kim Jong-un into a conciliatory position. Trump is claiming that his rhetoric, in which he's warned of the "fire and fury" that he could inflict on North Korea and is ready to press a "button" bigger than the "button" that Kim has on his desk for firing a nuclear warhead, is having a serious positive impact.
Second, Trump is betting that Kim's regime, hit by increasingly strong sanctions, is indeed in need of relief from suffering, and he's hinting that he as president would like to be merciful. Rather than order a "preemptive strike" on his missile and nuclear facilities, Trump would like Kim to know he might be kind and merciful. He's responding with a message of peace that is quite startling when contrasted with his previous remarks.
But what's really going on? Let's say the Olympics fulfill all the dreams of wishful thinkers in Seoul and Washington and go off without a hitch. The spectacle of North Korean athletes at the Games would be a huge propaganda coup, as much for Moon Jae-in as for Kim Jong-un. And then what?
One thing is for sure. Kim is not going to give up his nuclear program. He's not going to stop missile tests. And he's going to be extremely angry when the U.S. and South Korea follow through on their stated plan and stage the exercises in March that they put off for the duration of the Winter Olympics and then the Paralympics. The U.S., if Kim’s bluster seems still more threatening than usual, may consider a blockade around North Korean ports to make certain no sanctioned goods enter or leave the North. The Korean crisis could grow worse, rather than better, in the aftermath of the Olympics.
Will President Moon, under such circumstances, still support the U.S. alliance after the Olympic Games? Yes, he has often demanded North Korea give up its nuclear program, and he's called for strengthening South Korean forces. The concern here is that North Korea may have weakened Moon's will to stand up against the North while leftist advisers surrounding him try to talk him into persuading the Americans of the need to scale down if not cancel military exercises.
That's where we get into the issue of freeze-for-freeze. North Korea's old-time Korean War allies, China and Russia, have both called for a deal under which North Korea agrees not to engage in nuclear and missile tests if the U.S. and South Korea give up the war games, which commanders agree are essential for training and readiness.
What better time to press for freeze-for-freeze than during the Games? Never mind that North Korea, under freeze-for-freeze, would not give up its nukes and missiles and would not stop its own military exercises. Kim Jong-un and his negotiators and emissaries at the Games may be expected to intensify pressure on Moon to fall for this ruse.
Will President Moon yield to such importunate demands? He faces a test of will that should determine the future of the long standoff with North Korea. Here in Washington, no one is certain exactly how he will respond but can only pray that Kim Jong-un will fail in his transparent attempt to win him over and subvert a president seen as all too willing to sacrifice the best interests of the South for the sake of another phony peace deal that North Korea will then violate and try to exploit, as it has done often before.
