Facing the Trump-Kim Summit: What About Denuclearization and What’s the North Asking?

도널드 트럼프 미 대통령은 문재인 대통령과 김정은 위원장 간에 남북 정상회담의 여파 속에 결정적 질문에 직면했다. 문 대통령과 김 위원장이 모든 안건을 애매모호하게 처리한 후 트럼프는 김정은에게 핵 프로그램 폐기의 당위성을 어떻게 확신시킬 것인가?

제재와 압박은 김정은에게 군사분계선을 건너와 판문점 정전마을에서 문 대통령을 만나게 만들었다.

이 제재와 압박을 완화 시키는 데 필요한 사안들에 대해 언급을 하지 않으면서 남북 두정상의 쇼맨십과 가식적인 언어를 알고 있는 트럼프는 무슨 행동을 취해야 하고 무슨 말을 할 수 있을까?

트럼프 대통령이 한반도에 핵 없는 완전한 비핵화라는 공동의 목표를 인용하기 전에 왜 문 대통령과 김 위원장은 평화, 번영, 한반도 통일의 판문점 선언의 마지막 문구가 나올 때까지 기다렸을까? 라고 의아해 할 수도 있다.

물론 그들은 북한이 주도한 조치들이 한반도 비핵화를 위해 의미 있고 중대하다는 사실에 동의할 수 있다. 하지만 그들은 북한의 핵문제나 미사일에 대해 원칙적으로 아무 언급도 없었다.

또한 그들은 미국이 요구하는 CVID(완전하고 검증이 가능하며 불가역적인 비핵화)에 대해 전혀 언급이 없었다.

작년 이후 핵실험을 동결시키는 움직임과 별개로, 김정은이 북한의 핵과 미사일을 제거하라는 요구를 받아들이지 못할 경우, 트럼프는 전례 없던 김정은과의 미북 정상회담에서 거의 불가능한 미션에 직면하게 될 수 있다.

트럼프는 김정은에게 심각하게 핵을 포기하도록 해야 한다. 만일 트럼프가 얻는 게 없다면 회의를 짧게 끝내고 나오게 될 것이다. 김정은은 이 문제가 대두될 것이란 사실을 알고 있었던 듯하다.

청와대 대변인은 정상회담 후 첫 조치로 다음 달까지 김정은이 북한의 핵실험장을 완전히 폐쇄하겠다는 것을 남북 정상회담에서 밝혔다고 말했다. 핵실험장이 북한의 6차 핵실험과 지난 9월의 마지막 핵실험으로 붕괴되었다는 반박 보도도 있었다.

김 위원장은 문 대통령에게 아직도 가동할 수 있는 2개의 갱도에 기자들을 초청해서 스스로 보게 하겠다고 말했다.

그러한 조치는 김정은이 트럼프와 회담을 앞두고 미국인들에게 비쳐지는 자신의 이미지를 각색하려는 움직임으로 보인다. 김정은은 ‘남한이나, 태평양과 미국을 향해 자신이 핵을 사용하는 사람이 아니라는 사실을 사람들이 알게 될 것’이라고 문 대통령한테 말한 사실을 인용했다.

그리고 김정은은 미국 사람들과 자주 만나기를 원한다고 말했다. 전쟁을 종식시키고 침략을 하지 않도록 신뢰를 구축한다는 생각은 65년 전에 판문점에서 서명한 정전협정을 대체하는 평화조약에 미국이 서명해야 된다는 암시다.

우리는 북한 협상의 한 부분이 주한미군의 규모를 줄이거나 오랜 기간 동안 쌓아온 한미동맹을 폐지하는 것으로 추론해 볼 수 있다. 한미관계에 끼어든다는 것은 쉽지 않다.

남북 정상회담 다음날, 문 대통령은 트럼프 대통령한테 전화를 걸었고 그 다음날 국방장관과 외교장관은 미국의 그들 파트너와 대화를 나눴다. 짐 매티스 국방장관은 송영무 국방장관에게 과거처럼 미국의 철갑 같은 공약을 확인했다.

그리고 강경화 외교장관은 마이크 폼페이오 국무장관에게 남한은 비핵화를 위해 계속 북한을 압박할 것이라고 말했다. 그 두 장관은 트럼프 대통령과 문 대통령이 날짜가 잡히지 않은 미북 정상회담 전후로 만나야 된다고 말했다.

김정은은 유엔과 미국의 제재로부터 벗어나고 싶어 한다. 그리고 북한의 체제 안전을 보장받고 싶어 한다. 김정은이 위협을 포기하고 미국인과 친구가 되고자 하는 진심을 미국인들에게 확신시킬 다른 방법이 있을까?

한 가지 추론은 김정은이 북한에 엄청난 영향력을 행사하는 중국을 상대로 미국이 균형을 잡아주기를 원할지도 모른다는 점이다. 최근 김정은은 베이징에서 시진핑 주석을 만났을 때 환대를 받은 것 같다.

그러나 북한 사람들은 유류, 식량, 생산품들을 거의 중국에 전적으로 의존 하는데 대해 답답해하고 분개한다.

북한과 광범위한 관계를 시작하면 앞으로 도로, 철도 운송과 함께 정기적이고 빈번한 이산가족교류와 더불어 기본적인 교류인 전화, 우편, 이메일 등 많은 기회가 열린다.

만일 미국과 북한이 정상적인 교류를 트기 위해 수 십 년 동안 상호 비난과 의심을 극복한다면, 정말 비핵화가 가능할까? 아마 중국은 북한에 대한 지배력 상실을 언짢아 할 수 있다.

그러나 북한은 두 개의 거대 강대국 사이에서 독립적으로 중립국 형태의 모습을 견지할 수도 있다. 미북 사이의 진실한 화해 무드는 남북한처럼, 트럼프 대통령과 김정은 위원장의 정상회담에 대해 흥분과 희망을 남겨준다.

What can Trump do or say, knowing that these two leaders, for all their showmanship and flowery language, skirted the one area that he sees as essential for easing the sanctions and threats that forced Kim to cross the North-South line and meet Moon at the truce village of Panmunjom Why, Trump might be asking, did Moon and Kim wait until the next to last paragraph of their Panmunjom Declaration for Peace, Prosperity and Unification of the Korean Peninsula before citing 'the common goal of realizing, through complete denuclearization, a nuclear-free Korean Peninsula" Yes, they could agree "the measures being initiated by North Korea are very meaningful and crucial for the denuclearization of the Korean Peninsula." No, they said nothing about the nature of these measures, much less the North's nuclear and missile tests. Nor did they refer at all to the U.S. demand for CVID, "complete, verifiable, irreversible denuclearization." The failure of Kim to begin to meet demands for getting rid of his nuclear and missile program, aside from going through the motions of 'freezing' tests not held since last year, means Trump faces an almost impossible mission when he sees Kim for their unprecedented summit. Somehow, he's got to get Kim seriously to talk about giving up his nukes. Otherwise he will have to make good on his vow to cut the session short if he sees it as going nowhere. Kim, however, appears to have anticipated just this problem. As an initial post-summit step, according to Moon's spokesman, Kim promised at the summit to completely shut down the North's nuclear test site by next month. Contradicting reports that the site had already been destroyed in the North's sixth and last nuclear test last September, he reportedly told Moon he'll invite journalists to see for themselves that two of the site's tunnels could still be used. That invitation shows Kim's drive to polish his image in the eyes of the Americans before meeting Trump. Incredibly, he's also quoted as telling Moon "people will see I'm not the kind who fires nukes at South Korea, the Pacific or America" and he wants frequent meetings with the Americans. The idea is "to build up trust so they promise to end the war and not invade us" - a strong hint the U.S. should sign a peace treaty replacing the armistice signed at Panmunjom 65 years ago.  One may assume the North Koreans as part of the bargain would want the U.S. to scale down its forces in the South and abrogate the longstanding U.S.-South Korean alliance. Driving a wedge between the U.S. and South Korea, however, won't be easy. The day after the summit, Moon got Trump on the phone, and the next day South Korea's defense and foreign ministers talked to their American counterparts.  U.S. Defense Secretary Jim Mattis assured Defense Minister Song Young-moo of "the ironclad US commitment," as he has often done, and Foreign Minister Kang Kyung-hwa told Secretary of State Mike Pompeo the South would go on pressing for denuclearization. They agreed their respective presidents, Trump and Moon, should meet soon – whether before or after Trump's summit with Kim was not clear. The interplay between Trump and Kim, however, may not be just a matter of Trump making demands that North Korea is not likely to meet and Kim setting conditions for the U.S. to reject. Kim would like to get out from under UN and U.S. sanctions, and he wants to be sure no one's thinking of attacking the North, but could he have other reasons for convincing the Americans he's serious, that he's giving up his threats and wants to be friends? One plausible theory is that Kim sees the U.S. as counterbalancing heavy Chinese influence over North Korea. He appeared to get along wonderfully with China's President Xi Jinping when they met recently in Beijing, but North Koreans are restive and resentful of their perpetual dependence on China, the source of almost all their oil and much of their food and other products. Therein lies opportunity for opening up a wide range of ties with North Korea, including road and rail transport, regular and frequent visits of separated families, even such basic channels as phone, postal and email communications. If the U.S. and North Korea manage to overcome decades of recriminations and suspicion enough for normal exchanges, could real denuclearization also be possible? China might not be happy about losing its domination over North Korea, but the North would have a degree of independence, perhaps even some semblance of neutrality, between these giant forces. The notion of real rapprochement between the U.S. and North Korea, like that between South and North Korea, adds excitement, and hope, to a summit between Trump and Kim.
