싱가포르 = 전세계 1/3의 해상 물동량이 일본과 한국, 그리고 중국을 오가는 이 섬의 도시에서 트럼프와 김정은은 세기적인 정상회담을 열었다. 그러한 와중에 거대한 승리를 얻은 쪽은 분명히 중국이다. 트럼프가 주한미군을 철수시킬 수도 있다는 것과 연례 한미 군사훈련을 취소하겠다는 결과 발표에 왕이 중국 외교부장은 기쁨에 넘쳤다. 그는 “중국이 선도적으로 제기한 바에 적절한 접근이라 생각한다”고 말했다. 그는 또 “중국은 현재 전개되고 있는 한반도 상황을 관리하는 데 긍정적이고 건설적인 역할을 했다”고도 말했다.

실제로 만일 이 회담에서 김정은을 제외한 개인적인 승자가 있다면 그는 시진핑 중국 주석이다. 한국이나 일본에서 미 군사력이 급격히 철수할 경우, 중국은 틀림없이 한반도에서 남중국해로 자신의 영향력과 권위를 확대할 것이다.

일본은 예상대로 중국과는 다른 관점을 취했다. 일본이 북한의 중단거리 미사일 사정권에 여전히 놓여 있음을 생각해 본다면 일본의 안보 상황은 명백한 것이다. 오노데라 일본 방위성 장관은 “한국에서 한미 군사훈련과 미군의 주둔은 동아시아 안보에서 사활이 걸린 문제”라는 점을 지적했다. 그리고 이러한 인식을 미국과 일본, 미국과 한국이 공유하기를 희망했다.

이러한 미일간의 대조적 반응은 천우신조의 기회로 동북아시아에 영향력을 확대하려는 중국의 기대와 미국이 이 지역을 포기하려는 것에 대한 일본의 우려를 반영한다.

트럼프는 정상회담이 있은 후, 한반도에서 2만 8500명에 달하는 주한미군이 언젠가는 철수하기를 희망한다고 말했다. 하지만 트럼프는 일본 오키나와에 집결해 있는 5만 명의 미군에 대해서는 언급하지 않았다. 예측되는 바는 분명하다. 일본은 평화헌법 제9조를 결국 폐기하고 일본 전역을 타격할 수 있는, 중국은 물론이고 북한의 중단거리 미사일을 방어할 군사력을 증강해야 한다는 것이다.

트럼프는 북한을 자극하거나 상황을 더 악화시킬 수 있는 한미 연례 군사훈련을 취소하기로 한 미북 정상회담 후 횡설수설하는 기자회견으로 공포심을 불러왔다. 트럼프는 한미 군사훈련이 북한에 대해 ‘도발적’이라는 점에 분명히 동의했다. 그것도 북한의 말을 빌려 동의했다. 한술 더 떠 트럼프는 한미 군사훈련이 ‘비싸다’고 했다.

믿기 어려운 것은 정상회담에 함께 했던 트럼프 행정부의 강성 매파 보좌관, 존 볼턴과 국무장관 마이크 폼페이오가 정말로 트럼프로 하여금 군사훈련 취소를 결정하게 했느냐는 것이다.
회담이 있기 약 1주일 전, 싱가포르 샹그릴라호텔에서 회담을 진행했던 짐 매티스 국방장관이 이런 결정에 찬성했다는 것도 믿어지지 않는다.

군에 대한 이해 바탕도 없고 아시아에서 경험도 없는 트럼프는 자신이 무엇을 하고 있는지 모르고 있는 것처럼 보인다. 실질적 이익을 챙긴 중국은 동북아에 영향력을 확대하면서 자신의 오랜 적인 일본을 위협할 것이고, 일본은 전쟁을 위한 군사력 보유를 금지한 일본 평화헌법의 제9조를 폐지해야 할 이유를 깨닫게 될 것이다.

중국 역시 남중국해에서 자신들의 우선권을 강고히 하면서 이 지역에 대한 자신의 주권을 주장하게 될 것이다. 미국의 항공기와 전함은 중국이 남사군도에 베이스를 구축함에 따라 중국의 통제권에 도전하겠지만 미 당국은 트럼프가 한반도와 아마도 일본에까지 미국의 군사력이 필요하지 않다는 관점 때문에 빠르게 사기가 저하되고 위축될 것이다.

시 주석 하에서 중국은 자신들의 영향력을 동아시아에서 인도양까지, 그리고 아마도 그 너머로 확장하는 꿈을 안고 있다. 중국은 히말라야를 건너 파키스탄에 이르는 도로를 건설하고 있다. 이로써 중국은 아라비아 해에 있는 파키스탄의 항구 과달에 이르고 중국의 기술자들은 그곳의 국제 화물 공항에서 일하고 있다. 중국의 궁극적인 꿈은 아시아를 통해 성대(盛代)를 누리는 것이다. 한반도로부터 황해로, 인도양을 건너 중동으로 말이다.

트럼프는 김정은에게 굴복했다. 그는 자신이 김정은에게 굴복함으로써 자신이 ‘좋은 친구’라고 칭찬한 시진핑에게도 굴복했다는 것을 알지 못하는 듯하다.

분명한 것은 김정은이 최근 북경과 대련에서 시진핑의 두 번에 걸친 격려로 트럼프를 만났다는 것이다. 김정은과 트럼프의 대화를 바탕으로 시 주석은 중국이 북핵 문제에 관해 미국 편이 아닌지 의심하는 북한과의 관계를 더 공고히 다졌다. 김정은이 당분간은 핵실험과 미사일 발사 실험을 하지 않을 것으로 보이므로, 시 주석은 김정은의 꿈인 경제 발전의 대북지원을 보장할 수 있게 됐다.

이러한 성공을 바탕으로 북한은 지난해 9월 6차 핵실험 이후 중국으로부터 받았던 가혹한 제재를 덜 수 있게 됐다. 김정은은 중국에서 뿐만 아니라, 한때 자신을 ‘로켓맨’이러고 불렀던 트럼프가 어리석게도 ‘새로운 관계를 건설할 것’이라는 약속으로 보상을 받았다.

분명한 것은 김정은이 트럼프에 대해 한때 ‘노망난 늙은이(dotard)’라고 이제는 비난하지 않을 것이라는 점이다. 김정은이 사용한 단어 dotard란 ‘이해 분별력도 없고 정신 나간 노인’을 칭하는 이상한 단어이기 때문이다.

SINGAPORE = The Chinese clearly were the big winners in the "summit of the century" the meeting between President Trump and Kim Jong-un in this island city state through which about a third of the world's shipping passes moving to and from ports in Japan, Korea and China too.

China's foreign minister, Wang Yi, was overjoyed about the results in which Trump said the U.S. might eventually withdraw its troops from Korea and called off annual military exercises. "It is fair to say that the relevant approach and initiative proposed by China" said Wang Yi, the foreign minister, "played a positive and constructive role in getting the situation on the peninsula to where it is now."

Indeed, if there was any individual winner, beside Kim, that honor had to go to China's President Xi Jinping. With an abrupt drawdown in U.S. strength in Korea, and maybe Japan as well, the Chinese would have clear sailing ahead for expanding influence and authority in East Asia from the Korean peninsula to the South China Sea.

The Japanese, not unexpectedly, took quite a different view. Considering that Japan remains well within range of North Korea's mid and short-range missiles, the security implications were obvious, as Itsunori Onodera, defense minister, pointed out. "The drills and the US military stationed in South Korea play a vital role in East Asia's security," said Onodera, hoping "to share this recognition between Japan and the US, or among Japan, US and South Korea."

Those contrasting responses reflected both China’s delight in seeing an heaven-sent chance to expand its influence in Northeast Asia and Japan's anxiety over the prospect of the U.S. abandoning the region militarily.

Trump after the summit said he hoped someday that the U.S. could pull most of its 28,500 troops from the Korean peninsula. He did not talk about America's 50,000 troops in Japan, most of them at bases in Okinawa, but the inference was clear: The Japanese might finally have to do away with Article 9 of their "peace constitution" and build up their military

establishment in defense not only against China but also against North Korea, whose mid- and short-range missiles can hit targets anywhere in Japan.

Trump raised fears in a rambling press conference after the summit in which he said he was calling off the annual military exercises that North Korea has been denouncing as "provocative," and worse, for years. Trump clearly agreed. Borrowing North Korea's word, he too said they were just that, "provocative," and moreover "expensive."

It's difficult to believe that Trump's hawkish national security adviser, John Bolton, and his secretary of state, Mike Pompeo, both of whom were with Trump in the summit discussion, would have endorsed Trump's abrupt cancellation of military exercises. Nor would the secretary of defense Jim Mattis, who had been in Singapore a week earlier for the Shangri-La dialogue, a gathering of defense ministers held annually at the Shangri-La Hotel, have favored the idea.Trump, with no experience in Asia and no background in the armed forces, seemed unaware of what he was doing. China, as the real beneficiary, would be able to spread its influence over Northeast Asia, threatening an old enemy, Japan, which would in turn see the need to do away with Article 9 of its "no war" constitution banning Japanese forces from ever again fighting wars overseas.

China would also be able to solidify its advances in the South China Sea, almost all of it claimed as belonging to China. U.S. planes and warships might challenge Chinese control even as the Chinese build up its bases on the Spratly Islands, but U.S. authority would dwindle rapidly as Trump made good on his general view that U.S. forces are not needed in Korea and probably Japan too.

The Chinese under President Xi dream of expanding their influence from East Asia to the Indian Ocean, and possibly beyond. They have built a road across the Himalayas to Pakistan, giving them access to Gwadar, the Pakistani port on the Arabian Sea that Chinese engineers and technicians have turned into an international cargo terminal. The ultimate dream is to reign supreme throughout Asia, expanding power from the Korean peninsula and the Yellow Sea, across the Indian Ocean to the middle east.

Trump, yielding to Kim Jong-un at the summit, appeared totally unaware of the gift that he was bestowing not just on Kim Jong-in but on Xi Jinping, whom he praised as his "good friend."

Clearly, Kim had decided to see Trump at the summit with the encouragement of Xi, whom he had seen twice in recent months, first in Beijing and then in Dalian. On the basis of Kim's conversation with Trump, Xi solidified his relationship with North Korea, allaying suspicions that perhaps China was really on the side of the U.S. on the nuclear question. Since Kim is not likely to be testing nukes and missiles for some time, Xi now is able to assure him of China's full support of his dream of economic development.

On the basis of this success, North Korea can expect relief from sanctions, which China is no longer enforcing as it had, reluctantly, since the most severe sanctions were imposed after the North's sixth and last nuclear test last September. Kim stands to be rewarded by the Chinese even as Trump believes, foolishly, that he has struck up a new relationship with the one whom he had once reviled as "little rocket man."

Clearly, Kim had not been altogether mistaken to have denounced Trump in those days as a "dotard" a strange word that meant an old man in his dotage, slightly out of his mind and out of touch.
