도널드 트럼프 대통령은 그가 미국의 동맹국 지도자들을 칭찬하는 것보다 김정은을 더 칭찬할지도 모른다. 김정은이 북한 주민들이 차려 자세로 기다리고 있다고 말하자 트럼프 대통령도 미국 국민들도 똑같이 했으면 좋겠다고 말했다. 아마 트럼프 대통령은 농담을 했을 것이다. 그러나 메시지는 분명하다. 그는 김정은을 칭찬하고 신뢰하며 대통령으로서 같은 권위를 누릴 수 있기를 희망했다.

현 상황에서 백악관은 보수나 진보 세력들이 트럼프의 입장이 무엇이고, 무엇을 원하고, 다음에는 어떤 일이 발생할까에 대해 혼란을 봉합하며 혼합된 메시지를 내놓으며 친구나 적에게 똑같이 대하고 있다. 트럼프는 김정은과 함께 있는 동안 김정은이 멋있고 국민을 사랑하는 사람으로 칭찬했다. 그러나 트럼프 대통령은 김정은이 세계에서 가장 잔인한 세습 독재자라는 사실을 간과하고 있다. 트럼프 대통령은 김정은이 아무 조치도 취하지 않고 미국의 양보를 얻어내려고 하는데 정말로 핵을 폐기하리라고 생각하는 잘못을 범하고 있다.

한 가지 결과로 트럼프는 김정은의 인격에 다른 면이 있고 개혁에 정말 관심을 보였다며 남한 사람들 가운데 통일이 정말 가능한 것으로 생각한다는 허황된 꿈을 가졌다. 김정은이 문재인 대통령과 권력을 공유하고 남북한이 함께 생존할 수 있다고 생각하는 사람들이 추진하는 남북한 연합에 대한 말이 나온다.

트럼프 대통령은 이런 헛된 희망을 부추긴 데 대해 일정 부분 책임이 있다.

트럼프는 김정은과의 대화 속에 많은 진전을 이뤘다고 자랑한다. 트럼프는 김정은이 과거를 묻어버리고 남한과 우의를 돈독히 하고 가치와 염원을 나누고 평화와 선을 위해 동반자로 함께 나갈 준비가 되어 있다고 말한다.

그러나 북한과의 협상에서는 오랫동안 환멸과 실망의 과거 추억 속에 아주 느리게 협상하는 트럼프의 연약함과 무지를 이용해 모든 이익을 챙기는 북한의 평상시 협상 모습을 읽을 수 있다.

트럼프의 기만

첫째, 한미 양국은 동맹에 필요한 합동 군사훈련을 취소했다. 해마다 8월에 열리는 을지훈련(UFG)을 취소하는 그 자체는 크게 문제가 되지는 않겠지만 만일 내년에 겨울이나 봄에 정기적으로 해왔던 한미 군사훈련을 재개하게 되면 북한은 엄청나게 아우성을 칠 것이다.

트럼프와 문 대통령은 김정은과 만난 후 김정은과 그들의 관계를 잘 유지하기 위해 북한이 완전한 비핵화를 위해 어떠한 조치를 취하지도 않음에도 불구하고 북한의 상투적인 말에 틀림없이 굴복할 것이다.

둘째, 북한이 핵실험과 미사일 실험 후에 미국과 유엔으로부터 받고 있는 북한에게는 부담이 되는 경제 제재를 폐기할 것을 요청할 것으로 보인다.

북한은 풍계리 핵실험장을 폭파시켰고 장거리 미사일 발사에 필요한 기술과 기계 장치를 같은 방법으로 폐기시키겠다고 약속하며 작년 이래 어떠한 실험도 하지 않아 신뢰를 보여 주었다고 주장할 것이다.

트럼프 대통령은 풍계리는 작년 9월의 가장 큰 핵실험으로 이미 쓸모가 없어진 실험장이며 아직도 현장 기술 부지는 폭파되지 않았다는 사실을 염두에 둬야 한다.

트럼프의 기만은 한국의 진보나 보수에게 동등하게 나타난다. 진보세력들은 미국 대통령이 북한을 향해 온건노선을 취해 기쁘고 보수들은 트럼프가 북한에 대해 뭐라고 말하든 무슨 행동을 하든 상관하지 않고 트럼프를 지지한다. 그들은 트럼프가 불법이민자들을 거칠게 단속하는 것을 기뻐한다. 그들은 남중국해에 군사 기지를 건설하며 북한에 대한 유엔의 경제제재를 준수하지 않는 중국과, 일본과 한국을 포함해 유럽에서 아시아에 이르기까지 미국의 친구나 동맹을 화나게 만드는 트럼프의 무역정책에 박수를 보낸다.


김정은과 민주주의는 공존 불가능
 

한국의 보수층들이 한때는 북한의 위협에 대해 강하고 단호한 모습의 대통령으로 간주했던 트럼프에게 환멸을 느끼지 않는다면 실망감을 충분히 느낄 이유가 있다. 우리는 서울 한복판에서 태극기를 흔드는 보수층과 더불어 북한의 과거의 행태와 거짓 약속에 알고 걱정하는 많은 남한 사람들을 비난할 수는 없다. 그들은 과거의 경험을 통해 북한이 한미동맹을 약화 시킬 뿐더러 1987년 민주항쟁으로 쟁취한 민주헌법체제에 살고 있는 남한 사람들의 민주주의 체제를 약화 시킬 것으로 걱정한다.

세계에서 가장 거칠고 부패된 3대 세습체제의 김정은 정권이 남한의 민주주의와 타협이 되는 길은 없어 보인다. 김정은은 상호 공존주의를 믿지 않는다.

김정은은 남한을 세계에 번영하는 민주주의 국가로 만든 민주주의와 자본주의 구조로 남한 사람들이 북한이 어떻게 돼가는가를 들여다보는 것을 용납하지 않을 것이다.
김정은이 남북한을 지배하는 꿈을 추구하는 동안 남한 사람들은 남한 사람들이 이룩해 놓은 것에 대해 배신감을 갖는 것은 당연하다.

President Donald Trump may admire Kim Jong-un more than he does the leaders of America's allies. When Kim speaks, "his people sit up at attention" said the American president. "I want my people to do the same."  Trump was no doubt joking, sort of, but the message was clear. He admires and trusts Kim and wishes he as president could exercise the same authority.

As it is, the White House is emitting mixed messages, sewing confusion among friends and foes alike, raising questions among conservatives and liberals as to where Trump stands, what he wants and what's going to happen next. He has praised Kim Jong-un as one who "loves his people," as a nice person with whom he gets along just fine, but he's obviously overlooking the downside of one of the world's cruelest hereditary dictators. He has also been fooled into thinking Kim is really getting rid of his nuclear program when he is doing little or nothing about it while attempting to wring one concession after another from the Americans.

One result is that Trump has raised false hopes among South Koreans that reunification is really possible, that Kim wants to show another side of his personality, that he is seriously interested in reform. Talk of  "confederation" of the two Koreas is in the air, advanced by those who think that somehow North and South can survive on equal terms, that Kim would want to get along with South Korea's President Moon Jae-in as an equal with whom he would even agree to share authority.

Trump is partly to blame for raising these false hopes. He persists in boasting of the amazing progress that he made in his conversation with Kim, and he talks as though Kim is ready to bury the past and welcome South Korea as a partner in a spirit of fraternal friendship, shared values and aspirations and a common goal of peace and good-will. The record shows, however, that North Korea is back to business as usual, extracting every benefit from the weakness and ignorance shown by Trump in a slow-motion bargaining game reminiscent of the long history of disillusionment and disappointment in deals with North Korea.

First the U.S., with South Korea, called off the joint exercises that both American and Korean commanders viewed as essential to the alliance. Cancellation of Ulchi Freedom Guardian, held annually in August, may not by itself make all that much difference, but one can be sure the North Koreans will raise a terrific outcry if the U.S. and South Korea decide next year to go ahead with war games normally held in the winter and spring.  Trump and Moon, anxious to put the best face on their relationships with Kim after their meetings with him, will no doubt want to yield to North Korean rhetoric even if the North has shown no sign of living up to anything to do with "complete denuclearization."

Second, the North Koreans are hinting that the U.S. and UN have to do away with some of the onerous sanctions imposed after the North's nuclear and missile tests. They are saying they have shown good faith by not holding any such tests since last year while blowing up the nuclear test site at Punggye-ri and promising to do the same to the site responsible for engineering and testing the mechanisms needed to power long-range missiles. Trump has to know that Punggye-ri was rendered unusable in the North’s last, and biggest, nuclear test last September and that the engineering site has yet to be destroyed.

Trump's deceptions appeal to liberals and conservatives alike. Liberals are all too glad to see the American president advocating a dangerously soft line toward North Korea. American conservatives love Trump regardless of what he says and does about North Korea. They are happy about his harsh crackdown on illegal immigration. They applaud his tough ;trade policies that have angered American friends and allies from Europe to Asia, including both Japan and South Korea, not to mention China, now likely to refuse to abide by UN sanctions on North Korea while building up bases in the South China Sea.

Korean conservatives, however, have every right and reason to be disappointed if not disillusioned by Trump, a leader whom they had once regarded as strong and resolute in the face of North Korean threats. One cannot blame conservatives, not just the flag-wavers who demonstrate in central Seoul but many more who are aware of North Korea's record and understandably wary of false promises. They know from past experience that the North Koreans will whittle away at not just the U.S.-Korean alliance but also the democratic system under which people have lived in South Korea since the promulgation of the "democracy constitution" amid mass protests in 1987.

There is no way that Kim Jong-un, a third-generation heir to power over one of the world's harshest, most corrupt systems, can agree to compromise with South Korean democracy. He does not believe in "live and let live." He will not permit South Koreans to see for themselves what is going on in his kingdom while penetrating the fabric of democracy and capitalism that has made South Korea one of the world's leaders as a prosperous democratic society. Koreans have every reason to be concerned about what many see as betrayal of all they have built in the South while Kim Jong-un pursues his dream of domination of all Korea, North and South.
