북한의 관영미디어는 매일 문재인 대통령과 김정은 위원장 및 트럼프 대통령이 공동으로 평화선언에 서명하기를 요구한다. 한국전쟁의 종전선언과 남북한이 영원히 평화 속에 산다는 평화선언은 속임수다. 지난 몇 년간 북한은 평화를 외치며 뒤로는 군사력을 증강하고 핵과 미사일 실험을 해왔다. 싱가포르 정상회담에서 “완전한 비핵화”를 보장한 김정은에게 트럼프가 기울었던 것처럼 김정은은 결국 문재인 대통령과 트럼프 대통령이 평화선언을 받아들이기를 희망하고 있다.

북한의 평화선언 의도는 미국으로부터 남한 떼어놓기

북한의 전략은 분명하다. 김정은은 남한이 미국의 궤도에서 이탈할 때까지 결코 더 이상의 핵실험을 하지 않을 것이다. 김정은은 평화협정으로 가는 한 단계로서 평화선언을 위해 외교, 선전, 정보활동을 계속 해나갈 것이다. 그것은 2만 8500명의 주한미군을 철수 시키도록 계획된 장치이며 남한을 친북 성향으로, 그리고 한미동맹을 약화시키기 위한 것이다. 비록 김정은이 핵과 미사일 실험을 삼간다 하지만 북한에는 120만 명의 군대가 있으며 그들 50% 이상이 남한을 타격할 수 있는 거리에 있다. 그리고 수천 개의 포대의 지원을 받고 있다. 이에 반해 남한의 군대는 단지 60만 명에 불과하다.

아무도 김정은에게 평화선언에 대한 조건으로 북한의 군사력을 감축시키라는 요구를 하지 않는다. 김정은은 서류를 통해 얻어내기 전에는 완전한 비핵화에 대한 절차를 제출하지 않을 것이다.

1953년 7월 첫 번째 한국전쟁을 종식하는 정전이 서명된 이래, 한국은 65년 이상 평화를 누려왔다. 하지만 평화선언으로 제2의 한국전쟁 위험성은 증가될 것이다. 만일 종전 협정이 서명된다면 1950년 6월 북한이 남한을 침공 직후 즉각 미국이 움직이지 않았던 것처럼 남한을 구하기 위해 서두르며 미국은 군사력을 사용하지 않을 것이다.

평화선언과 더불어, 당연히 북한은 핵과 미사일 실험 후 북한을 제재해온 미국의 제재를 해제해 줄 것을 요구할 것이다. 평화선언은 한국전쟁의 공식적인 종식을 뜻하며 제재 해제는 김정은이 핵을 가지고 무엇을 하더라도 제재할 길이 없게 됨을 의미한다. 문 대통령은 내달 3차 남북정상회담을 위해 평양에 가서 틀림없이 완전한 비핵화를 요구할 것이다. 그러나 북한의 선전매체는 6월 12일 싱가포르 미북 정상회담에서 트럼프 대통령과 김정은 위원장이 서명한 공동성명서에 약속된 “완전한 비핵화”에 대한 미국의 간청을 이미 조롱하고 있다.

트럼프 대통령은 문제를 악화시킨 데 대해 크게 비난받고 있다. <거래의 기술>이 대필 작가에 의한 것이라는 분명한 징후처럼, 트럼프가 북한에 잘 속는 것을 합리화 하기는 쉽지 않다. 그러나 트럼프 대통령이 비책을 갖고 있으리라고 믿는 사람도 있다. 그들은 트럼프의 커다란 계획은 김정은의 자존심을 달래며 잘 대해주고 그에게 현대 문명의 기적을 제공하는 것이라고 믿고 있다. 김정은은 풍요함을 빈곤에 허덕이는 북한 주민을 위해 쓰기보다는 그와 그의 가족과 친구들을 위해 쓸 것이다.

정전이 가져온 실질적인 평화와 번영 효과 깨달아야

존 볼턴 안보보좌관은 트럼프 대통령이 비핵화란 용어로 김정은을 위해 문을 개방해 놓았다고 트럼프의 편을 들어줬다. 물론 볼턴 보좌관은 북한의 실질적인 비핵화에 대해 트럼프 대통령은 어떤 환상도 갖고 있지 않으며 미국 행정부 내에 어떤 누구도 꿈을 꾸지 않는다고 말했다. 트럼프는 북한 사람들이 그들의 요구 사항에 대해 트럼프 대통령을 신뢰할 수 있는 사람이라고 믿게 하려고 해왔을 수도 있다. 한미 군사훈련도 취소한 트럼프 대통령이니 제재를 풀고 평화선언에 서명하지나 않을까?

북한은 그들이 보관해왔던 55구의 미군 유해를 송환함으로써 협력한다는 인상을 심는 데 성공했다. 그리고 지난 9월 마지막 핵실험 폭발 때 이미 쓸모가 없어진 핵실험장을 폭파시키는 기막힌 연출도 했다. 북한은 협상 시기를 저울질하며 수백구의 미군 유해를 보관하고 있다. 북한은 서해에 있는 미사일 발사대를 포함해 아마도 몇 개의 핵 실험장을 제거하는 척 할 것이다.

트럼프는 더 많은 약속을 위한 대가로 북한이 요구하는 무엇을 주려고 하는가? 볼턴은 현실적인 방법을 보여 줬다. “우리가 원하는 것은 말이 아니며 북한이 비핵화를 이행하는 것”이라고 말했다. 문제는 비핵화가 이뤄지지 않고 있다는 것이다. 북한은 한반도에 마지막으로 평화를 선언하는데 서명한 서류가 무엇이든 간에 개의치 않고 세계 9번째 핵 국가의 위치를 결코 포기하지 않을 것이다.

지난 65년간의 실질적인 기적은 정전 속에 한반도가 평화를 유지하고 있었던 것이다. 트럼프 대통령과 문재인 대통령은 정전 아래 남한이 세계 경제대국으로 부상하고 가장 생산적인 국가가 되었다는 사실을 존경해야 한다. 한국의 기적은 판문점에서 출발한 용어나 조건들에 대한 큰 틀의 조치에 달려 있다. 우리는 우리가 이룩한 업적에 대해 감사해야 하며 북한의 독재체제 지배 속으로 남한이 놓이게 되는 “평화정권”이라는 미명 아래 남한의 민주주의와 자본주의 체제가 대체되지 않도록 해야 한다.

Warning to the US and South Korea: North Korea Demands a ‘Peace Declaration’ to Undermine the South Korean System, Destroy US-ROK Alliance

North Korea’s state media every day demands a “peace declaration" to be signed by South Korea’s President Moon Jae-in, U.S. President Donald Trump and North Korea’s Kim Jong-un. This declaration, declaring the Korean War is over and North and South Korea can live forevermore in peace, is a subterfuge. For years, the North has been calling for “peace” while building up its armed forces, testing nukes and missiles, hoping finally that Moon and Trump will fall for it as surely as Trump fell for Kim’s assurances of “complete denuclearization” at their summit in Singapore.

The strategy is obvious. Kim is not going to order more nuclear tests while trying to pull South Korea out of the U.S. orbit, but he’s waging a diplomatic, propaganda and information campaign beginning with the peace declaration as step on the way to a peace treaty. That’s a device to compel the U.S. to pull its 28,500 troops from the South, exposing South Korea to the North and weakening the U.S.-South Korean alliance. Remember, even if Kim refrains from nuclear and missile tests, he’s still got 1.2 million troops, more than half of them within striking distance from the South, backed up with thousands of artillery pieces, against about 600,000 in the South Korean armed forces.

No one is demanding Kim reduce the size of his military establishment as a condition for a “peace declaration,” much less a treaty. There’s no chance he’s going to submit to “complete denuclearization” before ramming through a declaration that, if anything, would only increase the dangers of a second Korean War after more than 65 years of peace since the signing of the armistice that ended the first Korean War in July 1953. Having signed such a treaty, U.S. forces would be stripped of their power to rush to the rescue of the South as they did after the North Korean invasion of June 1950.

Along with the peace declaration, of course, the North Koreans are demanding the United States drop the sanctions imposed after its nuclear and missile tests. The “peace declaration” would bring the Korean War to a formal close while removal of sanctions would mean there would be no way of enforcing whatever Kim agreed to do about his nukes. Moon no doubt will call for denuclearization when he goes to Pyongyang next month for the third inter-Korean summit, but North Korea’s propaganda machine is already deriding U.S. pleas for “complete denuclearization” as promised in the brief joint statement that Trump and Kim signed in Singapore on June 12.

Trump is largely to blame for worsening the problem. It’s hard to rationalize his gullibility on North Korea as the clever manifestation of the author of the (ghost-written) “Art of the Deal,” but there are those who think he’s got a secret scheme. His grand plan, they believe, calls for being nice to Kim, stroking his ego, then offer him the wonders of modern civilization. Rolling in riches, Kim would be free to keep most of the loot for himself and his family and friends rather than spread it among his impoverished masses.

Trump’s national security adviser, John Bolton, credited Trump with keeping the door open for Kim to come to terms on denuclearization. Sure, Bolton said “nobody in this administration” is “starry-eyed about the prospects of North Korea actually denuclearizing,” implying Trump never had any illusions. In fact, Trump may have gotten the North Koreans to believe they could trust him to cave in to their demands. Having canceled joint military exercises with the South Koreans, might Trump now go along with ending sanctions and signing this “peace declaration”?

The North Koreans succeeded admirably in giving an impression of cooperation by handing over 55 boxes of remains of missing troops that they’d been storing for just the moment, and they made a great show of blowing up a nuclear test site that they’d already blown up in their last blast last September. They have hundreds more boxes of remains that they can save for just the right moment in negotiations, and they can probably pretend to get rid of more sites, including the one at Sohae for making engines to power their missiles.

Is Trump ready yet again to give them what they want in exchange for more “promises”? Bolton showed a measure of realism. “What we really need is not more rhetoric,” he said. “What we need is performance from North Korea on denuclearization.” Trouble is, that’s not happening. North Korea is not going to give up its place as the world’s ninth nuclear weapons power regardless of whatever meaningless piece of paper is signed declaring peace at last on the Korean peninsula.

The real miracle of the past 65 years is that the Korean peninsula remains at peace under terms of the armistice. Both Trump and Moon should respect the success of the truce under which South Korea has grown into one of the world’s richest, most productive nations. The Korean “miracle” rests in large measure on the terms and conditions set forth at Panmunjom. Let us be thankful for what we’ve got and not replace the democratic, capitalist system with a “peace regime” intended to put the South under the thumb of North Korean dictatorship.
