미국 경제는 수치로만 보면 대단하다. 실업률은 감소했고 GDP는 늘고 있다. 트럼프는 ‘미국을 다시 위대하게’라는 캠페인 슬로건을 달성해내고 있음을 자랑한다.

하지만 불편한 느낌이 만연하다. 부자가 더 부자가 되는 동안, 대부분의 사람은 물에 빠져 허우적대면서 익사하지 않으려 발버둥치는 느낌이다. 트럼프 대통령은 전 세계를 상대로 무역전쟁을 하고 있다. 중국이 대표적이다. 하지만 그러한 무역전쟁은 미국의 경제 호황을 계속 유지할 수 없을지 모른다는 불안감을 부르고 있다. 대부분의 미국인은 미국의 무역적자폭이 크다고 생각하지 않지만 무역적자는 이제 수 조 달러에 이르며 경고음을 내고 있다.

관심을 기울여야 할 부분은 트럼프가 제기한 2000억 달러에 달하는 중국에 대한 수입 관세다. 그러한 아이디어는 빠른 속도로 연간 4000억 달러에 달하는 대 중국 무역 적자폭을 줄이겠다는 것이지만 그러한 관세 증대가 미국 경제를 정말로 개선할 것이라는 확신은 어디에도 없다.

실제로는 정 반대 효과가 발생할 수 있다. 중국이 미국의 농업 수출품에 보복관세를 매겨 미국의 수출에 큰 감소가 발생할 수 있기 때문이다. 그러할 경우 미국 경제에 발생할 충격이 어떤 것인지는 아무도 모른다. 하지만 분명한 것은 높은 보호관세가 역작용을 일으켜 생산성을 감소시키고 그 결과 긍정적인 경제 수치들을 바꿔 놓을 수 있다.

“미국의 관점에서 보면 미국은 자유무역을 하지만 중국은 그렇지 않다는 것입니다.” 월드뱅크의 무역과 투자 전문가 이코노미스트 캐롤라인 프론드(Caroline Freund)의 말이다. 그는 워싱턴에서 열린 피터슨 국제경제연구소의 미·중 경제와 교역관계 컨퍼런스에서 이렇게 말했다. “미국 정부는 중국이 게임의 규칙을 지키지 않는다고 여긴다” 또 말하길 “중국의 발전을 저지하기 위해 적극적인 활동을 펴고 있다”고도 했다. 그러한 미국의 생각에 대해 그녀는 한마디로 ‘불장난’이며 ‘세계 경제에 실질적인 위험을 초래하는 것’이라고 문제를 제기했다.

트럼프의 관세 정책은 아시아에서 한국과 일본, 그리고 캐나다와 멕시코와 같은 미국의 이웃 국가들을 포함해 광범위한 나라에 즉각적인 영향을 미치고 있다. 미래의 역사학자들은 의심할 여지없이 이러한 미국의 정책이 정말로 미국의 대규모 무역적자를 줄이기 위한 대담한 정책이었는지, 그리고 재정 파탄이라는 머리를 내미는 파국을 막는 균형 예산에 도움이 되었는지 논쟁하게 될 것이다. 하지만 이 보호무역주의자들의 정책은 1930년의 그 악명 높은 ‘스무트-홀리법’을 제정해서 2차 세계대전을 촉발시켰던 낡고 후진 시대로 회귀하는 느낌을 주고 있다. 보호무역을 강화했던 스무트 홀리법은 77년 전, 일본의 진주만 공습의 배경으로 자주 언급되고 있다.

아시아 지역의 긴장은 일본이 중국 본토와 동남아를 침략한 1930년대에 비하면 그리 높지 않다. 중국은 자신들의 미국 시장이 갖는 엄청난 중요성을 잘 알고 있다. 미국에 보복관세를 부과하는 중국은 북한에 대한 보호자로서의 지원과 남지나해 문제로 미국과 잠재적 충돌 가능성에도 불구하고 미국을 군사적으로 자극시키려 하지 않는다. 그럼에도 불구하고 무역전쟁은 첨예한 갈등을 통해 가공할 만한 국면으로 진전될 수 있다. 심지어 실전(實戰)으로까지 말이다. 그러한 전쟁은 미사일과 대량파괴무기, 핵과 화학무기, 생물무기들이 동원되는 전쟁이다.

전쟁을 준비하기 위해 내핍은 기정 사실이 된다. 그렇게 되면 어떻게 되는가? 미국 경제는 무역전쟁 속에서 후퇴를 넘어 공황으로 치닫게 되고 미국의 수출은 급전직하 하게 된다.

1929년 미 주식시장의 붕괴와 이로 인한 대공황 이후, 미국 경제를 최악으로 몰아넣은 리먼 브라더의 파산을 가져온 주식시장의 폭락이 10년을 지났다. 부자는 더 부자가 되고 중산층은 미국에서 살아남기 위해 안간힘을 다하고 있다. 중국 전문가들은 대부분 트럼프의 관세정책과 기타 무역 규제가 결국 미국을 약화시킬 것로 확신하고 있다. 워싱턴의 피터슨 국제경제연구소의 명예 임원인 프레드 버그스텐은 “중국은 미국을 추월할 것으로 보이며 다가오는 수 십 년안에 모든 방면에서 그렇게 될 것”이라고 전망했다. 결국 버그스텐은 중국이 미국을 경제 체제에서 대체할 것이며 그러한 현상은 100년 전 경제력에 있어 미국이 영국을 대체했던 현상과 같다는 것이다.

버그스텐은 트럼프의 관세 집착이 그 자신을 ‘보호무역 저 너머로 사라진 변방인’으로 만들게 될 것이라고 말한다. 하지만 중국 역시 비난을 살 만하다. “중국의 문제가 트럼프를 앞선다”고 버거스텐은 믿고 있다. 그는 “미국이 중국의 굴기를 억제하려 하면 금융과 무역과 같은 다른 문제에 봉착한다”면서 “미국에는 중국의 체제가 심각한 문제라는 점에 광범위한 동의가 있으며 이 문제가 지적되어야 한다”고 말했다.

예상대로 중국의 전문가들은 매우 다른 견해를 가지고 있다. 황친후이 중국 산업경제연구소 총괄지도연구원은 “우리는 시장이 주도할 수 있도록 북돋우고 있다”며 중국은 “개발도상국 단계에서 현실에 바탕한 경쟁에 초점을 맞추고 있다”고 주장했다.

논지가 어떻든 간에 중국이 미국을 따라잡는 것을 넘어 미국 경제가 허우적거리는 동안 미국을 추월할 것이라는 느낌들은 도처에 만연하다. 버그스텐은 “세계 경제에 대한 미국의 리더십 역할을 방기해 버리고 있는 트럼프 대통령으로 인해 세계 경제는 진공 상태가 될 것”이라고 말한다. 그 결과는 “중국으로 하여금 패권 추구에 나서게 하는 것”이라는 점이다.

중국전문가들은 대부분 트럼프의 관세정책과 기타 무역 규제들이 결국 미국을 약화시킬 것으로 확신하고 있다.

Trump Tariffs Threaten U.S., Global Economy Despite Upbeat Numbers

The U.S. economy, judging from the numbers, is doing great. Unemployment is down, the gross national product is rising and Trump is boasting loudly that he’s living up to his campaign slogan, “Make America Great Again.”

There is, however, a pervasive sense of unease. While the rich get richer, most people feel as if they are just treading water, managing to stay afloat or maybe drifting downward. President Donald Trump’s trade war with much of the rest of the world, notably China, contributes to the uneasy feeling that the numbers cannot stay so high for long. Most Americans don’t think a lot about the trade deficit, but it’s now on course to reach a trillion dollars, a figure that has to be cause for alarm.

Adding to concerns is Trump’s stated plan to slap additional tariffs of about $200 billion on imports from China. The idea is to cut down a trade deficit with China that is rapidly approaching $400 billion a year, but it’s far from clear if the increased tariffs will really improve the U.S. economy.

In fact, they could have quite the opposite effect, resulting in retaliatory Chinese tariffs that would result in a huge decrease in U.S. exports, notably agricultural products, to China. There’s no telling what the impact on the American economy might be, but certainly high protective tariffs could have a reverse effect, bringing about a decline in productivity and reversing some of those positive numbers.

“The U.S. view is the U.S. does free trade but China does not,” says Caroline Freund, trade and investment expert with the World Bank, talking at a conference on Sino-U.S. economic and trade relations at the Peterson Institute for International Economics in Washington. “The U.S. administration deems China is not playing by the rules” while “actively trying to slow Chinese progression.” Such thinking, she says, “is playing with fire,” posing “a real danger to the whole world.”

Right away, Trump’s tariffs stand to affect a wide range of other countries, notably South Korea and Japan in Asia and America’s closest neighbors, Canada and Mexico. Future historians no doubt will be debating whether these moves are bold measures needed to lower the enormous trade deficit, and help to balance a budget that would appear headed to catastrophe, but right now these protectionist policies seem like a reversion to the bad old days that precipitated World War II after imposition of the infamous Smoot-Hawley tariffs in 1930, often blamed for persuading Japan to attack Pearl Harbor nearly 77 years ago.

Tensions in Asia these days are not nearly as high as they were in the 1930s when the Japanese overran much of the Chinese mainland and Southeast Asia. The Chinese are well aware of the overwhelming importance of their American markets. While imposing retaliatory tariffs, they are not about to threaten the U.S. militarily despite potential collisions in the South China Sea and Chinese support of its North Korean protectorate. Nonetheless, the trade war raises the dread specter of a much more acrimonious confrontation, even a real war, this one waged with missiles and even weapons of mass destruction, nuclear, chemical and biological.

In the run-up to war, however, domestic suffering would have to be a factor. How might that happen? The U.S. economy could plunge into recession or even depression in a trade war in which industrial production declined and U.S. exports dropped precipitously.

Ten years after the stock market tumble that led to the demise of Lehman Brothers and the worst U.S. economic downturn since the stock market crash of 1929 and the Great Depression that ensued, the rich are indeed richer while the middle class struggles for survival. U.S.

China specialists, moreover, are convinced, as a result of Trump’s tariffs and other trade maneuvers that the U.S. is in decline. “China is likely to outdistance the U.S. on all measurements in the coming decade,” says C. Fred Bergsten, director emeritus of the Peterson Institute for International Economics in Washington. Ultimately, Bergsten foresees a systemic shift in which China “replaces the U.S.” just as the U.S. replaced Britain as the leading economic power more than a century ago.

Trump’s insistence on imposing tariffs makes him “an outlier who’s gone way overboard on protectionism,” says Bergsten, but the Chinese also are to blame. “Chinese problems predate Trump,” he believes, citing “widespread agreement in the U.S. that there are serious problems in the Chinese regime that need to be addresses. Still, he says, “If the U.S. tries to suppress China’s rise, you get financial, trade and other issues.”

As might be expected, Chinese experts take quite a different view. Huang Quinhui, director-general of China’s Institute of Industrial Economics, argued, “We encourage the market to take the lead” while China “is focused on competition based on the reality of the developmental stage.” Policies, he said, “are implemented at different stages of development.”,

Whatever the argument, the sense prevails that China is not only catching up but maybe soaring ahead while the U.S. economy flounders. “President Trump’s abdication of the U.S. leadership role in the global economy could lead to a vacuum ,” says Bergsten, “and encourage China in a dash for dominance.”
