트럼프 미 대통령은 11월 초에 있는 미 의회 중간선거에서 그의 진실을 판가름하게 된다. 선거를 통해 트럼프의 미사여구, 과장법, 매사에 민주당을 공격하는 것, 독재자를 옹호하고, 세금, 보건, 동맹, 협약 등이 정말로 잘 되어 가는지를 알게 된다.

민주당 선거 전략가들은 435명의 하원의원과 6년 임기의 100명의 상원의원 중 35명을 선출하는 중간선거에서 상·하원 양원을 장악하는 것이다. 만일 민주당이 희망하는 것처럼 장악한다면 탄핵을 주장하고 많은 사람들이 트럼프의 충동적이고 무모한 정책이라고 여긴 정책들을 축출할 것이다. 공화당 선거 전략가들은 트럼프의 인기와 권력을 유지하도록 하는 이 중요한 시험에 있어 트럼프를 지켜주도록 2016년 대통령선거에서 많은 노동자들과 중산층들에게 어필한 특별한 전략을 의존하고 있다.

많은 전문가들이 힐러리 클린턴의 승리를 잘못 예측한 것처럼 아마도 트럼프가 아직도 미국 전역에서 지난번과 같은 지지를 받고 있다는 사실을 알고 충격에 빠질 수도 있다. 공화당은 그렇게 되기를 희망한다. 하지만 트럼프는 많은 비평가들이 이미 너무 많이 부담하고 있는 세제개혁과 전임 대통령이 밀어붙인 의료보험 부담 적정 보호법(Affordable Care Act)인 오바마 케어에 이르기까지, 그의 정책에 많은 부분에 팽배한 불만에 직면하게 된다.

틀림없이 일반 유권자들은 이들 안건들을 많은 논란이 일고 있는 일부 외교정책의 문제점보다 더 중요시 여긴다. 외교적으로 가장 큰 문제는 사우디아라비아의 왕세자인 무함마드 빈 살만과 북한의 김정은 위원장과 같은 무자비한 독재자를 외견상으로 방어하는 입장인 것처럼 보이는 것이다.

트럼프는 비평가인 자말 카슈끄지 기자가 폭력배들과의 다툼에서 살해됐다는 사우디의 설명을 받아들이며 무함마드 빈 살만 왕세자에 면죄부를 주고 싶겠지만 아무도 그 사실을 믿지 않는다. 트럼프는 살만 왕세자가 사우디 정부에 비판적인 사람들을 살해해 왔던 것처럼 이스탄불에 있는 사우디 영사관 내에서 카슈끄지 기자를 살해하라고 명령한 것으로 전 세계가 확신하고 있기에 살만 왕세자에 면죄부를 주는 데 어려움을 겪고 있다. 카슈끄지는 사우디 국민으로 미국에 체류하며 워싱턴 포스트에 사우디 정권을 비난하는 기사를 기고해왔는데 그 파괴력이 너무 커 살만 왕세자나 트럼프 대통령이 바라는 것처럼 쉽게 덮을 수 있는 그러한 사건이 아니다.

북한 이슈는 마이너…중간선거 이후가 문제

다음의 안건은 지금은 잊혀지고 있는 북한의 김정은인데 유권자들은 트럼프가 그 문제를 해결하고 있다는 주장과 혹은 적어도 그러한 방향으로 진행되리라고 믿는 경향이 있다. 중간선거 후 열리게 될 트럼프 김정은과의 2차 정상회담은 틀림없이 북한 문제가 다시 헤드라인에 오르게 되겠지만 현재는 북한 문제는 이슈가 아니다.

민주당이 상하원 양원을 장악하는 것을 막기 위해 트럼프는 필사적으로 선거운동을 하고 있다. 그는 전국을 돌며 지지층의 집회에 모습을 나타내며 멕시코 남부 국경을 넘어 쏟아져 들어오는 중미 불법이민자들에 대한 우려와 경제성장을 강조하고 민주당이 행하는 일을 비난하며 유권자들의 감성에 호소하고 있다.

군비 증액을 찬성하지만 그들 법안을 충족시키는 데 필요한 증세에는 반대하는 트럼프의 우군인 보수파들은 11월 6일을 잘 넘겨 모든 사람들을 놀라게 할 수도 있다.

하지만 트럼프는 현재 여론조사에서 뒤지는 것으로 나타난다. 트럼프는 민주당에 대중의 상상력을 사로잡을 만한 지도자가 없다는 사실에 안도한다. 현재 언급되는 인물은 오바마 정부의 부통령, 상냥하지만 효과적이지 못한 조 바이든 부통령, 사회주의자인 버니 샌더스 상원의원과 자신은 미국의 순수혈통이라며 조상이 체로키(Cherokee)였다는 것을 증명하기 위해 DNA 테스트를 주장한 가장 매력 있는 여성인 엘리자베스 워렌 상원의원 등이 언급될 정도다.

대법원 판사로 지명된 브렛 캐버노는 17살때 술에 만취된 15살의 여학생을 건드렸다는 추문에 휘말렸지만 트럼프는 그를 상원 인준 청문회에 올림으로써 헤드라인을 장식해 인기를 얻었을지는 모른다. 어떻든 브렛 캐버노는 판사로 임명되어 선서로써 그 이야기는 과거의 뉴스가 되어 버렸다.

카슈끄지 기자의 살해사건은 쉽게 잊혀지지 않을 것이다. 아마도 미국의 외교정책에 악영향을 끼칠 것이다. 미국은 북한과 밀접한 관계로 북한으로부터 미사일을 수입하는 중동지역의 위협국가인 이란을 대적하는 동맹으로 사우디아라비아를 믿고 있다. 북한의 유일한 동맹국으로 유엔 경제 제재에도 불구하고 석유와 또 다른 생필품을 북한에 공급하며 김정은의 핵을 제거하도록 설득하는 데 실패한 중국의 위협이다.

만일 트럼프가 상하원을 장악하지 못한다면 트럼프는 탄핵의 공격을 막아내며 레임덕 상태로 4년 임기 중 후반기 2년을 맥없이 보낼 것이며 2020년 대선에 재선되기도 쉽지 않을 것이다. 그러나 트럼프는 2016년의 교훈을 통해 많은 전문가들이 예상하는 것보다 더 잘할지도 모른다.

US President Donald Trump faces his mome nt of truth in mid-term congressional elections in early November.

That's when we'll know whether his rhetoric, his hyperbolic utterances, his attacks on Democrats for just about everything, his defense of dictators, his policies on taxes, health care, alliances and treaties really are working.

Strategists for the Democratic Party see the elections, for all 435 members of the House of Representatives and 35 of 100 senators, each of whom serve six-year terms, as a chance to take over both houses of Congress. For sure, if they succeed as hoped, there will be an outcry for his impeachment and ouster for what many see as his impetuous, reckless policies.

Republican Party strategists, however, are counting on the same extraordinary appeal that drew many working-class, middle-American voters to Trump in the 2016 presidential election to stand by him in this crucial test of his popularity and power. Just as so many of the experts were proven wrong in their forecasts of victory for Hillary Clinton, so they may also be shocked to discover that Trump still holds the same appeal across America.

Or so the Republicans hope. Actually, however, Trump faces widespread discontent over many of his policies, ranging from taxation reform that critics see as designed to enrich those who are already too much, to attack on Obama care, the affordable care act rammed through by his predecessor in the White House, Barack Obama.

Those issues undoubtedly count for more among average American voters than some of the foreign policy questions that also are extremely controversial. At the top of that list would be his seeming defense of ruthless dictators, including Saudi Arabia's crown prince, Mohammed bin Salman, and North Korea's leader Kim Jong-un.

Much as Trump would like to give "MBS" a pass, accepting the Saudi explanation that the thugs who killed the activist critic Jamal Khashoggi were acting on their own, nobody's buying that story.

Trump is having a hard time exonerating Salman when the whole world is convinced he ordered the murder inside the Saudi consulate in Istanbul just as he has done away with other critics of his regime. The fact that Khashoggi, a Saudi citizen but an American resident, was criticizing Saudi rule as a columnist for the Washington Post has given the case such a high profile that it may just not blow away as Salman, and Trump, would like.

Then there's North Korea's ruler, Kim Jong-un. Voters have pretty well forgotten about him, for the moment, almost inclined to accept Trump's claim to have solved the problem, or at least to be on the way to doing so. A second Trump-Kim summit, which may be held after the midterm elections, will undoubtedly put North Korea back in the headlines, but for now North Korea really isn't an issue.

To avoid a Democratic takeover of both houses of Congress, Trump is campaigning with a kind of desperation. He's appearing at rallies of the faithful across the country, appealing to the instincts of voters worried about illegal immigrants from central America pouring across the southern border with Mexico, campaigning on the growth of the economy, denouncing the Democrats for just about anything that goes wrong.

It's easy to speculate that Trump's side, conservatives in favor of increasing military expenditures but against collecting the taxes needed to cover the bills, will shock everyone by doing well on November 6.

Right now, however, Trump remains well behind in popularity polls. He can be thankful that the Democrats really don't have a compelling national leader who captures mass imagination. Those who are mentioned, the genial but ineffective Joe Biden, vice president under Obama, and two senators, the socialist Bernie Sanders and the woman’s favorite, Elizabeth Warren, who claimed descent from native Americans and got a DNA test to prove an ancestor was a Cherokee, just don't measure up.

Interestingly, Trump may even have gained popularity by headline-grabbing extended hearings for Senate approval of Brett Kavanaugh as a supreme court justice after a woman carried on about him getting on top of her before falling off in a drunken stupor when he was 17 and she was 15. After Kavanaugh was finally approved and sworn in as a justice, that tale receded into yesterday's news.

The murder of Khashoggi, though, may be a lot more difficult to forget, and it may have repercussions on U.S. foreign policy. The U.S. counts on Saudi Arabia as an ally against Iran, a regional threat with close ties to North Korea, from which it imports missiles. Then there’s the rising threat of China, North Korea’s only real ally and the source of oil and other vital supplies that get into the north despite sanctions, and the failure to induce Kim Jong-un to do a thing about getting rid of his nukes.

If both houses of the congress are not on his side, Trump may limp through the second half of his four-year term as a lame duck fending off impeachment and unlikely to be reelected to a second term in 2020. But one lesson of 2016 is that he may do better than many of the pundits imagine.
