[미래한국 분야별 大진단] 반대세력 공격 속에 위태로운 트럼프 대통령

워싱턴 = 미국의 도널드 트럼프 대통령은 야당인 민주당이 하원의 다수당으로 등극하며 1월에 새 의회를 구성하게 되어 위태로운 미지의 수역을 항해하게 된다.

상원을 장악한 트럼프의 공화당이 대통령을 축출하는 것을 막겠지만 하원의 민주당 의석수는 트럼프 대통령을 탄핵할 수 있는 숫자다.

사실, 트럼프를 끌어 내리는 것은 성공하지 못할 것이다. 트럼프와 친구 그리고 의회의 동료들은 트럼프와 러시아 사이의 관계를 조사하는 로버트 뮐러 특별검사가 의회나 법원이 철저한 조사를 위한 끊임없는 공방으로 청문회를 연기할 수는 있다. 하지만 대통령직을 유지한다 하더라도 트럼프는 그와 그의 정책에 대한 극심한 반대로 레임덕을 맞을 수 있다.
 

곧 트럼프는 증권시장의 불확실성으로 경제 문제에 봉착하게 된다. 그는 집권 1년반 동안 자신의 정책으로 성공했다며 자신의 업적을 내세우기를 좋아했다.

현재 트럼프는 일부에서 경제 침체를 예측하는 상황 속에 깊은 비난과 경기 하강에 대한 비웃음을 받는다. 동시에 트럼프는 재정 결손에 직면한다. 트럼프는 국방비 증액을 찬성하지만 부자감세, 부유세율과 대다수의 미국인들이 그들의 세금부담에 별로 관심을 보이지 않고 있기에 그 목표 달성은 매우 어렵다. 대부분의 미국인들의 임금이나 비용은 같거나 다소 줄게 된다.

그럼에도 불구하고 트럼프는 동부지역이나 극동부지역의 엘리트 주의에 대한 적개심을 나타내는 중산층이나 노동자 계층의 인기에 의존하고 있다. 트럼프는 주로 시골지역과 도시간의 사회분열과 적대감과 반트럼프에 대한 언론매체들의 끊임없는 비난을 “미국을 위대하게 다시” 라는 슬로건을 내세워 인기를 유지한다. 트럼프는 거북스러운 불법 이민에 대해 멕시코 남쪽 국경에 장벽을 세워야 한다고 주장하며 불법 이민자들이 미국인들의 직업을 빼앗고 범죄를 유발하고 그들의 역사적인 일상생활을 위협한다는 사실을 상기시킨다. 트럼프는 장벽을 세우는 데 50억 달러가 소요되는 막대한 기금이 필요하다는 것을 잘 안다. 비록 민주당에서 장벽 세우는 것을 반대하고 있지만 많은 사람들이 장벽 세우는 것을 지지하고 있기 때문이다.

트럼프의 중남미 불법 이민과의 전쟁은 미국이 주요 무역 상대국들과의 불균형 무역으로 손해를 본다고 주장하는 트럼프의 선거운동과 유사하다. 가장 심한 무역전쟁은 년간 4000억달러의 흑자를 내고 있는 중국이다. 미중 양국이 보복관세를 부과하는 미중무역 전쟁은 중국이 자국 영토라고 주장하고 있는 남중국해에 대해 미국이 중국과의 전쟁 불사로 정말 전쟁이 발발할 수도 있다.

트럼프, 직무 수행 가능성 예측할 수 없어

무역전쟁은 전 세계에 나쁜 영향을 끼치고 있다. 문재인 대통령과 트럼프는 북한과 화해를 추구하며 역사적인 한미동맹의 필요성을 확인하며 트럼프는 남한의 문재인 대통령과 극심한 대결을 피하려 하는 것 같다. 또한 트럼프는 중국 다음으로 많은 무역흑자를 내는 일본을 비난하지만, 미일 동맹과 오키나와 등 미군기지의 중요성을 감안해 혹심한 비난은 자제하고 있다. 하지만 지난 6월 싱가포르에서 열린 미북정상회담에서 김정은에 대한 사랑은 어떻게 할까? 김정은은 북한의 핵탄두나 장거리미사일이나 그 무기들을 만드는 시설물을 전혀 폐기하지 않을 것처럼 보인다. 그러나 트럼프와 김정은은 다시 만나고 싶어 한다.

트럼프는 워싱턴에서 그를 파괴하려는 늑대들로부터 빠져나가는 방법으로 정상회담을 생각하지만 김정은은 한국전쟁을 실제적으로 종식하는 종전선언이나 평화협정을 모색하고 있다. 짐 매티스 국방장관을 축출함으로써 트럼프는 남한으로부터 주한미군을 철수하도록 북한이 집요하게 요청하는 데 방해가 되는 장애물 하나를 제거했다.

하지만 트럼프 대통령의 미래는 예측할 수 없다. 2019년을 맞아 미북정상회담과 세 차례의 남북정상회담으로 이끌어진 사건의 연속을 예측할 수 있는 사람은 아무도 없다. 그리고 트럼프가 워싱턴에서 뮐러 특별검사의 조사, 경제문제, 중국과 점증하는 대결 등 어떻게 이 고비를 넘길 수 있을지 아무도 확신할 수 없다. 2019년은 트럼프의 목을 노리는 많은 적들을 패퇴시킨 후, 트럼프가 전보다 더 패퇴할지, 아니면 더 강해질지를 보고자 하는 세계적인 이목 속에 좋은 소식이나 나쁜 소식의 홍수로 매우 흥미로운 한 해가 될 것이다.

Trump’s Presidency on the Line in 2019

Amid Hostile Forces at Home, Abroad, Second Summit, Phony Deal with Kim

WASHINGTON = President Donald Trump sails into dangerous uncharted waters with the seating of a new Congress in January in which opposition Democratic Party members have a commanding majority in the lower house. That means, after acrimonious hearings, the Democrats in the House of Representatives may have enough votes to impeach him even though the upper house or Senate, in which Trump’s Republicans have a majority, is not likely to vote for his approve his ouster.

In fact, calls for Trump’s downfall probably won’t succeed. He and his friends and allies in Congress can delay hearings while Robert Mueller, the special counsel, wraps up his investigation into relationships between Trump and the Russians, unraveling endless conflicts of interest for scrutiny by Congress and the courts. If Trump survives as president, he may be weakened by outcries against him and his rule.

Trump right away also confronts economic issues, notably an uncertain stock market. He loved to take credit during the first year and nine months of his presidency for the rising market, attributing its success to his policies. Now he faces deep criticism and scorn for declines amid the whole question of what some see as an economy in decline. At the same time, the U.S. also faces yawning economic deficits. Trump is all in favor of increasing defense spending, but that goal is extremely difficult amid cuts in taxes on the rich, the wealthiest interests, while most Americans see little or no difference in their burden. Wages and costs for the vast majority of citizens either remain about the same or are actually falling.

Nonetheless, Trump still counts on a reservoir of popularity among middle and working-class citizens who remain hostile toward the elitism of the eastern and far eastern states. Social divisions and rivalries, rural versus urban regions, resentment against the incessant anti-Trump criticism of media icons, play into his popularity as captured in the slogan, “Make America Great Again.” His call for stifling illegal immigration, for building a wall blockading the southern border with Mexico, resonates among those who see “illegals” taking away jobs, bringing in crime and building up a political force that threatens their historic “way of life.” Trump knows his demand for a vast outlay of funds, as much as five billion dollars, for “the wall,” has tremendous support even if Democratic leaders in Congress strongly oppose it.

Trump’s battle against immigration from Central America parallels his campaign against what he sees as highly unfair practices by America’s leading trade partners. The most severe battle is with China, whose surplus with the U.S. hovers near $400 billion a year. The danger is the U.S.-China trade war, in which both sides are imposing retaliatory tariffs, will turn into a real war in the years to come while the U.S. faces off against China in the South China Sea, which China claims as its own.

The trade war has repercussions for countries around the world. It’s likely that Trump will avoid severe confrontation with South Korea’s President Moon Jae-in while Moon and Trump together look for reconciliation with North Korea and confirm the need for the historic U.S.-Korean alliance. Similarly, though Trump also has criticized Japan for its unending surplus with the U.S., a distant second to that of China versus the U.S., he is refraining from severe criticism in view of the importance of the U.S.-Japan alliance and U.S. bases on Okinawa and elsewhere.

But what about Trump’s professed “love” for Kim Jong-un in the wake of their summit in Singapore last June? It’s not at all likely that Kim will get rid of his nuclear warheads and long-range missiles, and the facilities for making them, but Trump and Kim seem to want to meet again. Trump will see another summit as a way to distract from the wolves in Washington who want to destroy him while Kim looks for an “end-of-war declaration” or even a “peace treaty” formally ending the Korean War. By getting rid of Jim Mattis as defense secretary, Trump has eliminated one obstacle to a deal that common sense suggests would be a device for North Korea to intensify demands for withdrawal of U.S. troops from South Korea.

The future of the Trump presidency, though, is unpredictable. No one at the dawn of 2018 would have forecast the succession of events that led to the Trump-Kim summit and three summits between Moon and Kim. Nor can anyone be sure how or whether Trump in 2019 will weather the storms in Washington, the Mueller investigation, economic troubles and rising confrontation with China. All that’s sure is the year will be exciting, full of news, both good and bad, while the world waits and watches to see if Trump will go down to final defeat or come out stronger than ever against the many foes demanding his head.
