코로나의 세계적 확산은 한 세기 이상 논의되어 온 문제를 제기한다. 모든 사람들에게 음식과 숙박과 같은 필수품을 충당하기 위한 일정 금액의 돈을 보장해 주는 것은 어떨까. 모든 시민들은 고정된 금액을 받을 자격이 있기 때문에 이 기금 조성의 용어는 ‘기본소득(UBI)’이다.

트럼프 대통령이 수입이 일정 수준 이하로 떨어진 경건하게 살아가는 모든 미국 납세자에게 1200달러씩 나눠주겠다는 약속에 따라 나도 그 수표를 받게 되어 그 생각을 하게 됐다. 자격을 갖추는 데 어려움이 없었다. ‘경기 부양 지원금, 대통령 도널드 J 트럼프’ 왼쪽 하단 모서리에 대문자로 단어들이 인쇄돼 있다. 감사합니다, 트럼프 대통령!정말 감사하다, 지원금 잘 받았다, 한 푼이라도 중요하다. 그러나 짐작하겠지만 그런 종류의 돈은 빨리 사라진다. 다음 수표는 언제 나오나. 우편물 안에 있나. 아니면 책상 위에서 서명을 기다리는 것인가.

우리는 일자리가 사라지고, 기업들이 직원을 감축하거나 재개장하지 못하고, 살아남기 위한 투쟁은 적자생존 경쟁으로 변하면서 우리 모두가 헤쳐나갈 수 있는 어떤 형태의 재난기본소득를 말하는 것인가.

사실 기본소득은 매우 논란이 많다. 어떤 사람들은 그것을 공산주의나 사회주의로 본다. 모든 성인은 국가로부터 구걸할 필요 없이 생계를 꾸려나가야 한다. 이 논리에 따르면 면제를 받는 것은 배우자가 직장에 있거나 장애인이거나 아픈 동안 아이들을 돌보는 사람들을 위한 것이다. 이어 상속·신탁자금으로 충분한 소득을 가진 사람과 60대가 됐을 때 받을 수 있는 사회보장 제도에 의존하는 퇴직자들이 있다.

트럼프 대통령이 두 달 전 미국 시민들에게 보낸 그런 수표들은 특이한 것이 아니다. 한국의 가족들도 비록 그렇게 풍요롭지는 않지만 많은 자금을 지원 받았다.

예를 들어 4인 가족에게는 100만 원, 약 812달러의 지원금이 주어졌다. 미안하지만 가족 중 두 명이 일하고 있었다면 지원금은 그대로다. 그리고 만약 그 가족이 단지 3명이라면 지원금은 더 적었다. 그래도 그 지원금을 받은 사람들은 기뻤다.기본소득에 대한 찬반 논쟁은 끝없이 계속된다.

찬성하는 면에서 보면, 지원금을 얻는 사람들은 시간을 내서 공부하려는 경향이 더 강해지고, 새로운 직업을 위한 자격을 얻게 될 것이고, 아마도 그들은 더 많은 물건을 사고, 소비 지출을 증가시킬 것이다. 그러나 부정적인 면에서는 그들은 확실한 장려책이 되지 못한다. 정기적인 지원금을 받게 되면 상근직으로 근무하지 않아도 되는 이유로 볼 수도 있고, 제도에 문제가 될 수도 있다.

재난기본소득의 빛과 그늘

사실 지금까지 주어지는 금액은 너무 적어 대부분의 사람들의 비용을 충당하지 못한다. 1회성 지출로 하루하루 먹고살기 위한 도전이 날로 악화되는 동안 빠르게 사라진다. 모든 사람이 재난기본소득에 의존하기 위해서는 정기적인 지원금이 필요하다.

두 가지 더 염두에 둬야 할 점이 있다. 첫째는, 그 돈이 어디서 나올까. 한 가지 쉬운 대답은 세금이 상당히 인상되어야 한다는 것이다. 미국 경제의 40%를 점유하고 있는 미국 인구의 1%인 부자들은 감세로 인해 여전히 부유하다. 실업자였고 거의 일하지 않은 사람들, 이미 어떤 형태의 복지를 받고 사는 사람들을 포함한 모든 사람들을 위한 재난기본소득은 더 높은 세금을 요구하게 될 것이다

그러나 여기서 공산주의나 사회주의에 대해 이야기하고 있다는 주장은 어떨까. 잊어버려라. 공산주의와 사회주의 체제는 가장 억압적이고, 지위가 가장 높은 사람 위주며, 자기 국민에 대해 전혀 관대하지 않다. 북한을 보라, 아마도 가장 극단적인 경우일 것이다. 아니면 억만장자와 수백만 명의 백만장자가 자국민에 대한 우려로 그들을 통제할 수 있는 데까지 통제하는 시진핑 국가주석의 손아귀 아래 급증하고 있는 중국을 보라, 그는 가난한 사람들이 월급을 받을 수 있도록 하는 것에 대해 별로 걱정하지 않는다.

재난기본소득, 언발의 오줌누기 효과뿐

우리는 앞으로 몇 달 혹은 몇 년 동안 재난기본소득에 대해 더 많이 듣게 될 것이다. 트럼프 대통령을 비롯한 세계 지도자들은 일자리를 잃은 사람들을 구제해야 한다는 압박에 직면할 것이며 그들은 결코 일자리를 되찾지 못할 것이다.

현재 미국 도시들의 혼란은 아프리카계 사람들을 죽인 책임이 있는 경찰관들의 인종차별주의로 인한 불안감 이상을 반영하고 있는데 가장 최근에는 잔혹한 경찰들이 조지 플로이드라는 이름의 남자를 미니애폴리스의 경찰차 옆에서 8분 동안 무릎으로 그의 목 뒤를 압박해 살해했다.

크고 작은 도시에서 일어나는 불안은 전국의 불평등, 기회 부족, 소득 손실에 대한 근본적인 분노에서 비롯된다. 국민의 신뢰를 다시 사들이거나 잘못된 것을 바로 잡거나 신경을 안정시키기 위해서는 지원금 수표보다 훨씬 더 많은 것이 필요할 것이다.

지원금은 이론적으로 좋은 방법일지 모르지만 근본적인 문제 해결책이 되지 못할 것이다. 그렇다고 해서 말하지 않겠다는 뜻은 아니다. 감사합니다. 트럼프 대통령님, 만일 또 다른 수표로 지원금을 보내 주신다면.

The global outbreak of COVID-19 raises a question that’s been discussed, off and on for more than a century. What about guaranteeing everyone a certain amount of money on which to cover necessities such as food and lodging? Since all citizens would be entitled to a fixed amount, the term for this dispensation of funds is “universal basic income” or UBI.

I got to thinking about it after President Donald Trump sent me a check in accordance with his promise to hand out $1,200 for every God-fearing U.S. taxpayer whose income fell below a certain rather high level. I had no trouble qualifying. The words, “Economic Impact Payment, President Donald J. Trump,” were printed in capital letters in the lower left-hand corner. Thank you, President Trump!

Really, Mr. President, I did appreciate the handout. Every penny counts. As you might imagine, however, that kind of money disappears fast. When’s the next check coming? Is it in the mail? Or on your desk awaiting your signature? Are we talking about some form of UBI, enough for every one of us to get by as jobs disappear, companies slash staffs or fail to reopen, and the struggle to survive turns into a race for survival of the fittest?

In fact, UBI is extremely controversial. Some folks see it as next to communism or socialism. Every adult should be making a living without having to beg from the state. Exemptions, according to this logic, are for those taking care of kids while their spouses are at work or are disabled or ill. Then there are those with enough income from inheritances and trust funds plus retirees who count on social security checks for which they are eligible when they get into their sixties.

Those checks that Trump sent out to U.S. citizens two months ago are not unique. South Korean families also got an infusion of funds, albeit not so generous. A family of four, for instance, was entitled to one million won, about $812. Sorry, if two people in the family were working, the handout remained the same. And if the family amounted to only three people, then it was less. Still, those who got the money were glad to have it.

The arguments for and against UBI go on endlessly. In favor, it’s easy to figure that those who get it will be more inclined to take time off to study, gaining qualifications for a new job, and perhaps they’ll buy more stuff, driving up consumer spending. Negatively, however, they may lack a certain incentive. They may see a regular UBI check as a good reason not to bother to work full-time, and they may prefer to exist as burdens on the system.

In fact, the sums given out so far are much too small to cover expenses for most people. They are one-shot disbursements, quick to disappear while the daily challenge of making a living worsens by the day. We need regular checks for all to count as universal basic income. Otherwise, there’s no way the system really smacks of socialism or communism.

There are, moreover, two other points to bear in mind. The first is, where would the money come from? One easy answer is that taxes would have to go up considerably. The rich, the one percent of the U.S. population that controls 40 per cent of America’s economy, have gotten still richer off of tax cuts. A universal basic income for all, including those who have been unemployed and rarely worked, who subsist already on some form of welfare, would require higher taxes.

But what about the argument that we’re talking about communism or socialism here? Forget it. Communist and socialist systems are among the most oppressive, the most status-minded, the least generous toward their own people. Look at North Korea, probably the most extreme case. Or look at China, where billionaires and multi-millionaires proliferate under the benevolent hand of the malevolent President Xi Jinping, whose concern for his people goes as far as his ability to control them. He is not preoccupied by worries about making sure the poor get a monthly handout.

We are going to be hearing much more about universal basic income in coming months or years. President Trump and other world leaders will face mounting pressure to bail out people who have lost jobs, who may never recover them.

The current turmoil in American cities reflects more than unrest attributable to the racism of police officers responsible for killing people of African descent, most recently a guy named George Floyd, who died as a brutal cop kneed the back of his neck for eight minutes beside a police car in Minneapolis.

The unrest, breaking out in cities large and small, springs from underlying anger over the inequities, the lack of opportunities, the loss of income across the country. It will take a lot more than a handout check to buy back public confidence or calm nerves to right wrongs. Universal basic income may be a fine idea in theory but will not begin to resolve underlying problems.
