어려운 시기에는 강경한 조치가 필요하다. 한국의 국내총생산이 감소하고 있다. 매우 걱정스럽다. 마지막 세계 경제 위기가 한창이던 2008년 이후 현재의 팬데믹으로 한국 경제가 위축되고 있다. 이는 2차 대유행으로 코로나가 급속도로 확산되면서 경제적 어려움을 겪고 있는 국가에 대한 수출 감소와 더불어 국내 공장과 기업의 폐쇄 때문이다.

한국에서는 진보성향의 문재인 정부가 1929년 뉴욕 증시 폭락 3년 후인 1932년 대선에서 압승을 거둔 프랭클린 루스벨트 미 대통령이 고안한 뉴딜을 상기하는 이른바 뉴딜을 내놓았다. 다음 날 연예잡지 ‘바라이어티’는 ‘월스트리트가 달걀을 낳는다’라는 머릿기사를 올렸다.

그가 알려지게 된 것처럼 FDR(프랭클린 루스벨트 대통령의 약칭)의 1930년대 광범위한 프로그램들을 지원하는 뉴딜 정책은 오늘날 삶의 황혼기에 수백만 명이 절실히 필요로 하는 노인들에게 의료보험과 함께 연금을 제공하는 1935년 설립된 사회보장 프로그램으로 가장 잘 기억되고 있다.

유권자들이 공화당 허버트 후버 대통령 재임 4년 동안 경제는 29%가 위축되고 실업률은 25%가 치솟아 경제를 망쳤다고 신랄하게 비난한 후 1933년 루스벨트가 집권했다. 미국은 1941년 2차 세계대전이 발발하기 전까지 1930년대 경제 대공황을 겪었다. 산업이 붕괴되고 은행, 상점, 시장이 문을 닫으면서 1953년 7월 한국전쟁이 끝난 이후 한국이 겪은 그 어떤 것보다 대공황이 훨씬 심각했다.

FDR의 지속적인 성과 중 하나는 연방예금보험공사(FDIC)가 은행이 문을 닫을 경우 일정 금액까지의 예금 손실에 대한 지급을 보증하는 것이었다.

1934년 FDIC의 초기 보증은 수십 개 은행이 문을 닫으면서 2500달러까지 예금을 보상했다. 오늘날 그것은 최대 25만 달러를 보증하는 것이다. FDR은 또한 일자리를 창출하고 나라의 인프라를 구축하기 위해 고안된 프로그램들을 심도 있게 연구했다. 실직한 노동자를 고용하는 시민보존단은 도로 건설부터 산불 진화까지 다양한 사업을 전담했다.
 

뉴딜은 정말 미국을 구했나

대공황과 2차 세계대전을 통한 FDR의 리더십의 결과, 수백만 명의 미국인들이 ’뉴딜 민주당원’이라고 주장했다. 대통령에 4번 선출된 FDR은 수년 전 소아마비에 시달려 전쟁의 깊은 변종에서 지치고 초췌한 모습으로 유례없는 4선에 당선된 1945년 4월 취임 직후 별세했다.

그러나 역사학자들은 뉴딜정책이 정말로 미국을 경기침체에서 구했는지 의문을 제기한다. 1937년 일본인들이 중국을 약탈하고 독일이 유럽을 휩쓸고 있을 때 미국 경제는 다시 침체에 빠져들고 있었다. 앨런 윙클러 오하이오주 마이애미대 교수는 2009년 미국 상원 금융주택도시위원회 증언에서 “증시가 급락했고 실업률이 19%로 다시 치솟았다”고 말했다.

1941년 12월 일본의 진주만 폭격 4일 후 미국은 독일과 일본 양국에 선전포고를 하기 훨씬 전부터 전쟁 산업에 많은 투자를 하며 위협에 대응하고 있었다. 윙클러는 상원 위원회에서 “국방 지출은 4배로 늘었고 실업률은 사실상 하룻밤 사이에 사라졌다” “더 이상 침체의 폐허를 겪을 필요가 없었다”고 말했다.
 

전쟁이 뉴딜이었다

뉴딜 프로그램이 아니라 무기와 탄약에서부터 자동차, 비행기에 이르기까지 방대한 양의 전쟁에 필요한 물자 생산이 미국을 세계 최강국으로 부상하게 만들었다. 윙클러는 전쟁 물자 생산은 “경제 회복을 돕는 도구”라고 말했다.

한국에 대한 교훈은 분명하다. 그 뉴딜 정책은 서류상이나 언론상으로는 괜찮게 들릴지 모르지만 그것이 정말로 도움이 될지는 확실하지 않다.

한국 뉴딜은 “미국이 최악의 경제 위기에서 회복하는 데 도움을 준 루스벨트 대통령의 유명한 구상에서 나온 것”이라고 손지애 전 CNN 기자가 문화관광부의 문화홍보원에 기술했지만 한국 프로그램은 FDR의 뉴딜과 거의 닮지 않았다.

좀 더 적절히 말한다면 루스벨트 대통령의 뉴딜 교훈은 세계무대에서 미국을 다시 위대하게 만들기 위해 끔찍한 전쟁에서 승리를 거뒀다는 것이다. 만일 문 대통령이 루스벨트의 뉴딜정책을 본받으려 한다면 아시아에서 일본의 독재와 유럽에서 독일의 독재를 패퇴시킨 후 비로소 미국이 회복되었다는 사실을 기억해야 한다.

2차 세계대전의 역사가 보여주듯이 문 대통령의 뉴딜정책에 대한 상상은 북한에 대한 유화적인 꿈을 꾸는 한 결코 이뤄지지 않을 것이다.

Hard times call for tough measures. Korea’s gross domestic product is going down. That’s deeply worrying. Not since 2008, at the height of the last global economic crisis before the current pandemic, has the Korean economy been shrinking. The reason this time is the shutdown of factories and companies inside Korea on top of diminishing exports to countries whose economies are also suffering as COVID-19 spreads rapidly in the pandemic’s second wave.

In Korea, the government of the liberal President Moon Jae-in has come up with what it calls a “New Deal” echoing the “New Deal” engineered by U.S. President Franklin Delano Roosevelt, who won a landslide victory in the 1932 presidential election three years after the New York stock market crash of 1929. “Wall Street Lays an Egg,” was the famous headline in the show biz paper “Variety” the next day.

FDR, as he came to be known, propounded a wide range of programs in the 1930s His New Deal is best remembered today for the social security program instituted in 1935 that provides pensions along with Medicare health insurance for the elderly that’s desperately needed by millions in the twilight of their lives.

By 1933, as Roosevelt took office after voters overwhelmingly repudiated the Republican Herbert Hoover for mismanaging the economy in his four years as president, the economy had shrunk by 29 percent and unemployment had soared 25 percent. For most of the 1930s, until the onset of World War II in 1941, the U.S. suffered what came to be known as “the Great Depression.” As industries collapsed and banks, shops and markets shut down, the Depression was far more serious than anything Korea has suffered since the Korean War ended in July 1953.

One of FDR’s enduring achievements was the Federal Deposit Insurance Corporation guaranteeing a return on losses for accounts up to a certain amount if a bank failed. The FDIC’s initial guarantee in 1934, as scores of banks were closing, covered accounts up to $2,500. Today, it guarantees up to $250,000. FDR also rammed through programs designed to create jobs and build up the country’s infrastructure. The Civilian Conservation Corps, hiring workers who had lost their jobs, was tasked with projects ranging from road-building to fighting forest fires.

As a result of FDR’s leadership through the Great Depression and then World War II, millions of Americans claimed to be “New Deal Democrats.” Elected four times as president, FDR, stricken by polio years before, tired and haggard from the deep strains of the war, died in April 1945 shortly after his inauguration to an unprecedented fourth term.

Historians question, though, whether the New Deal really saved America from depression. In 1937, while the Japanese were marauding China and Germany was rampaging through Europe, the U.S. economy was again falling into the doldrums. “The stock market plunged,” said Allan Winkler, a professor at Miami University in Ohio, in testimony before the U.S. Senate Committee on banking, housing and urban affairs in 2009. “Unemployment soared back to 19 percent.”

Well before the U.S. declared war on both Germany and Japan four days after the Japanese bombing of Pearl Harbor in December 1941, the U.S. was responding to the threat with much needed investment in war industries. “Defense spending quadrupled, and unemployment vanished virtually overnight,” Winkler told the Senate committee. “There was no need to suffer the ravages of depression any longer.”

Demand for vast amounts of war materiel from weapons and ammunition to motor vehicles to airplanes, not all those New Deal programs, was responsible for America’s rise as the world’s strongest nation. War production, said Winkler, provided “the tools to help the economy revive.”

The lesson for Korea is clear. The New Deal may sound fine on paper, in the media, but there’s no certainty it will really help.

The Korean New Deal “takes its cue from President Roosevelt’s famous initiative that helped the U.S. recover from its worst economic crisis,” writes former CNN journalist Sohn Jie-ae for the Korea Culture and Information Service of the Ministry of Culture, Sports and Tourism, but the Korean program bears little resemblance to FDR’s New Deal.”

More properly, the lesson of FDR’s New Deal is that it took victory in a terrible war to make America great again on the world stage. If Moon is going to cite the American New Deal as an example, he should remember the U.S. did not recover until defeating the twin dictatorships of Japan in Asia and Germany in Europe.

As the history of World War II shows, Moon’s fantasy of a New Deal will never work as long as he dreams of appeasement with North Korea.
