세계에서 가장 강력한 두 지도자인 바이든 대통령과 시진핑 주석은 기대를 모았던 발리 정상회담에서 이견을 좁히지 못한 채 겉돌았다.

실질적인 것은 거의 양보하지 않았지만 대결 양상은 피했다. 그것은 미국이 깊은 의혹의 눈초리로 보는 중국과의 대립을 피하기 위해 논란이 적고 쉬운 방법이었을 것이다.

바이든 대통령이 시 주석과 솔직하고 공개적으로 논의했다고 주장하면서 대만의 마이크로칩, 우크라이나, 북한 등 논쟁적인 이슈 중 일부에서 시 주석과 충돌을 피했다는 것은 의미가 있다.

이제 3연임에 접어든 시 주석의 집권 초기에는 비난을 했는데 어떻게 잘 지내는 것처럼 보였을까. 바이든 대통령은 후에 “나는 이것을 쿰바야(Kumbaya)라고 하는 것이 아니다”라고 말하며 그와 시 주석이 실제로 많은 것을 해결하지 못했다는 것을 인정했다. 쿰바야는 지나치게 낙관적이거나 희망적이라는 뜻이 된 아프리카계 미국 흑인의 영적 용어이다.

신뢰할 수 없는 것은 대만 문제에서 서로 공격하는 것을 자제했다는 것이다. 바이든 대통령은 약 3시간 동안의 대화에서 중국이 대만에 대해 “강압적이고 점점 더 공격적인 반응”을 보이고 있다고 비난했다.

그는 시 주석이 낸시 펠로시 미 하원의장이 섬 지역을 방문하는 동안, 또 그 후에 공중, 육로, 해상을 통한 전쟁 연습을 했다고 언급했다. 시 주석은 대만이 ‘중국의 핵심 이익 중의 핵심’일 뿐 아니라 ‘중·미 관계의 근간’이라고 퉁명스럽게 반박했다.

시 주석은 심지어 대만 문제를 “넘을 수 없는 레드 라인”이라고 하며 며칠 전 바이든 대통령이 시 주석과의 만남에서 중국이 넘어서는 안 되는 “레드 라인”을 구축하기를 바란다고 말한 것을 되풀이했다. 그러나 대만에 대한 그들의 미사여구를 생략하지는 않았다.
중국은 1949년 마오쩌둥의 붉은 군대가 중국 본토에서 승리한 이후 줄곧 자신들의 것이라고 주장해온 이 섬을 위해 전쟁을 벌일 가능성이 있음을 암시했다.

바이든 대통령은 이후 기자회견에서 중국이 대만을 침공할 “급박한 의도가 있다고 생각하지 않는다”고 말했다. 위협적이지 않게 주고받기식으로 두 대통령은 각자 최근 국내에서의 성공에서 비롯된 자신감을 반영했다.
바이든 대통령은 민주당이 상원을 장악한 중간선거로 고무되고 시 주석은 중국의 전능한 지도자로 3번째 5년의 임기를 열었다.

주요 경제 강국들의 G20 회의 전주곡인 인도네시아 발리섬에서의 정상회담은 바이든이 시 주석과 대통령으로서 처음 만난 것이었다. 두 사람은 지난 1년 반 동안 다섯 차례 전화 통화를 했다. 이것은 여러 가지 긴급한 문제들에 대해 해명할 수 있는 기회였다. 바이든 대통령은 이후 대화가 “개방적이고 솔직했다”며 “갈등이 아니라 경쟁을 관리하는 방법을 찾고 있다”고 덧붙였다.

그와 시 주석은 “서로 매우 무뚝뚝하지만” 기자의 질문에 “새로운 냉전”이 필요하지 않다고 말했다.바이든 대통령의 무미건조한 발언은 시 주석이 집권한 몇 년 동안 점점 더 긴장된 중국과의 관계에 대한 미국인들의 반대를 대변하지 못했다.

그들은 중국의 막대한 무역 흑자와 중국인들이 컴퓨터와 다른 첨단 기술 제품에 대한 미국의 기밀을 훔치고 있다는 미국의 주장 등 가장 논쟁적인 문제에 대해 거의 언급하지 않았다.

대미 무역흑자, 반도체 등 이슈 구체적 논의하지 않아

중국은 바이든 대통령이 그 어느 때보다 정교한 반도체 제조에 필요한 최첨단 기술 수출을 금지한 것에 대해 분노하고 있다. 칩을 둘러싼 싸움은 중국이 스프래틀리 군도에서 기지를 확장하고 있는 남중국해를 포함한 주변 해역 모든 곳에서 중국의 확장주의 만큼이나 중요하다.

정상회담 분위기는 둘 다 적이 되고 싶지 않다는 느낌이다. 그들은 기후 변화, 기아, 건강을 포함한 모든 기본적인 문제에 협력해야 하지만 바이든 대통령이 미국이 “당신이 원하는 것이라면 당신과 함께 할 준비가 되어 있다”고 말했는데 그를 얼마나 신뢰를 할 수 있을까. 

모호한 부분은 두 나라가 향후 각료급 장관과 보좌관 간의 실무회담에서 세부 사항을 다룰 수 있다는 바이든 대통령의 확신이었다. 바이든 대통령이 “소통의 장을 열어두겠다”고 약속했지만 핵전쟁이 고려되지 않아야 한다는 데 합의하더라도 기본적으로 의미가 없다.

바이든 대통령이 시 주석에게 우크라이나 전쟁에서 러시아에 대한 중국의 지지를 압박하면서 핵 문제가 불거졌다. 그들은 둘 다 “핵전쟁은 절대로 일어나서는 안 된다”고 말했다. 그러나 푸틴 러시아 대통령이 이미 우크라이나에서 핵무기를 사용하지 않겠다고 말했기 때문에 핵전쟁의 폐해에 대한 합의는 별로 이목을 끌지 못했다.

김정은이 수많은 미사일 실험으로 적대국들을 위협했고 북한의 7차 핵실험을 계획하고 있을지도 모르지만 북한을 만류할 수 있는 확신은 없다. 바이든 대통령은 시 주석이 북한을 만류할 수 있느냐는 질문에 “중국이 북한에 그런 영향력을 행사할 능력이 있는지 판단하기 어렵다”고 솔직하게 말했다. 그러나 북한이 모든 석유와 많은 식량을 중국에 의존하고 있다는 점을 고려할 때 시 주석이 김정은에게 아무런 힘이 없다고 믿는 사람은 아무도 없다. 

중국에 억류된 미국인들이나 인권 문제, 특히 신장성의 티베트와 위구르족에 대한 억압에 대해서도 시 주석은 명확한 답변을 하지 않았다. 티베트와 신장에 대한 중국의 독재 기록과 위구르족에 대한 해시(hash) 정책은 중국인들이 논의하고 싶지 않은 주제이다. 시 주석이 바이든 대통령에게 그 주제에 대해 진정으로 솔직하게 답하지는 않을 것이다.

오히려 미국인들과 중국인들이 그 회의에 대한 어조는 그들이 완전하고 솔직한 견해를 발표했다는 것이었다. 그러나 회담은 그 기대에 부응하지 못했다. 시 주석은 바이든 대통령에게 미중관계를 “건강하고 안정적인 발전의 궤도로 되돌리기를 기대한다”고 말했고 바이든 대통령은 그들이 “우리의 차이를 관리하기를 바란다”고 답했다. 그러나 미국은 시 주석의 정책에 대한 그들의 두려움이 정당하다는 것을 깨닫기 시작했다. 

미국은 거의 모든 분야에 중국의 강력한 압박을 예상할 수 있다. 바이든 대통령의 긴장 완화 시도에도 불구하고 두 거인은 여전히 다투고 있다. 그와 시 주석은 한국처럼 미국에서 중국에 대한 적대감이 고조됨에 따라 아무 것도 합의하지 못했다. 

The world’s two most powerful leaders - President Joe Biden and President Xi Jinping - skated and danced around their differences in their much-anticipated Bali summit, resolving, if nothing else, not to go to war while yielding little of substance on anything. That was  probably the least controversial, easiest way for the United States to avoid a major confrontation with China, which Americans view with the deepest suspicion.

It was significant that Biden, claiming that he and Xi had had a really frank and open discussion, carefully avoided coming to blows with Xi over some of the most contentious issues, ranging from Taiwan to microchips, from Ukraine to North Korea. How did they manage to appear to get along so well after all recriminations going back to the early years of Xi’s presidency, now entering its third decade.

Biden afterward acknowledged that he and Xi had not really resolved much, saying, “I’m not suggesting this is kumbaya” - an African American spiritual term that has come to mean overly optimistic or hopeful.
Most incredible was how they avoided gouging each other on Taiwan, while not budging from well-known policies. Biden, during a conversation of about three hours, accused China of “coercive and increasingly aggressive reactions” on Taiwan. He was referring to Xi ordering war games by air, land, and sea during and after the visit by Nancy Pelosi, speaker of the U.S. House of Representatives, to the island province. Xi countered with equal bluntness that Taiwan was not only at “the core of China’s core interests” but “the foundation in the China-US relationship.”
Xi even called the Taiwan issue “a red line that cannot be crossed” - echoing Biden’s remark several days ago that he hoped his meeting with Mr. Xi would establish “red lines” beyond which China should not go. Having dispensed with their rhetoric on Taiwan, however, neither Biden nor Xi hinted at any possibility of going to war for the island, which Communist China has been claiming as its own ever since the victory of Mao Zedong’s Red Army on the mainland in 1949.

At a news conference afterward, Biden said he did not think “there’s any imminent intent” of China to invade Taiwan. In that spirit of non-menacing give-and-take, both presidents reflected a confidence born of their recent successes at home. Xi has smoothly opened a third five-year term as China’s omnipotent leader, while Biden was heartened by the midterm elections, in which the Democratic Party retained control of the Senate.

The summit on the Indonesian island of Bali, a prelude to the G20 meeting of leading economic powers, was Biden’s first meeting as president with Xi. The two have spoken by telephone five times over the past year and a half. This, though, was a chance to clear the air on a number of pressing issues. The conversation was “open and candid,” Biden said afterward, adding that he was “not looking for conflict” but ways to “manage competition.” There was no need “for a new Cold War,” he said in response to a reporter’s question, though he and Mr. Xi were “very blunt with one another.”

Biden’s bland remarks scarcely concealed American objection to the relationship with China, which has grown increasingly strained in the years in which Xi has been in power. They barely mentioned what may be the most contentious problem, China’s enormous trade surplus and American claims that the Chinese are stealing American secrets on computers and other high-tech products.

China in turn is furious with Biden for banning the export of sme of the most advanced technology needed for manufacturing ever more sophisticated semiconductors. The battle over chips is just as important as China’s expansionism all around its periphery, from the water, including the South China Sea, where China is expanding its base in the Spratly Islands.

The impression of what really got done at the summit was not much beyond the sense that neither wanted to be enemies. They should cooperate on all basic issues, including climate change, hunger, and health, but how much credence could anyone place in the charms of Joe Biden when he said America is ready to “work with you if that’s what  you desire.” 

A sign of the fragility of that understanding was Biden's assurance that the two countries could get down to details in future talks between Cabinet-level ministers and their aides. Biden's promise “to keep the lines of communication open” was basically meaningless even if they agreed, as fully expected, that nuclear war should not be an option.

The nuclear issue came up as Biden pressed Xi on China’s support for Russia in the war in Ukraine. They both said they believed “a nuclear war should never be fought.” Agreement on the evils of nuclear warfare, though, was not a remarkable view since Russia’s President Vladimir Putin has already said he would not use nuclear weapons in Ukraine.
There was no such reassurance on North Korea though Kim Jong-un has menaced his enemies with numerous missile tests and may be planning the North’s seventh nuclear test. Asked if Xi might dissuade the North, Biden said frankly that it was “difficult to determine whether China has the capacity” to wield such influence over the North. Noone believes, however, that Xi has no power over Kim considering North Korea relies on China for all its oil and much of its food. 

Nor was there any clear answer from Xi on such issues as Americans held as prisoners in China or on the issue of human rights, particularly the oppression of Tibet and the Uighurs in Xinjiang Province. China’s record of dictatorship over Tibet and Xinjiang and its hash policies toward the Uighurs is a  topic the Chinese would rather not discuss. No way would Xi display real honesty and candor in responding to Biden on that topic.
Rather, the tone of all that was said by both the Americans and Chinese about the meeting was that they had had  a full and frank airing of views. The meeting, however,  did not live up to those expectations. Xi, greeting Biden, said he looked forward to bringing China-U.S. relations “back to the track of health and stable development,” and Biden said he hoped they would “manage our differences.” 
Americans, however, are beginning to realize that their fears about Xi’s

policies are justified. We can expect intensified Chinese pressure on just about everything. The two giants remain at odds despite Biden’s attempt at soothing tensions. He and Xi agreed on nothing as hostility toward China rises in the U.S. as it does in Korea.
