미국의 중동 정책은 경쟁과 이해관계 때문에 불확실한 지도자들과 정책입안자들이 갈팡질팡한다.
미국에 가장 중요한 중동 국가는 이스라엘로, 미국이 연간 33억 달러 이상의 군사원조로 안보를 보장하고 있는데, 이는 우크라이나를 제외한 다른 어떤 나라보다 훨씬 많은 액수이다. 이스라엘과 아랍 이웃 국가들 사이의 균형을 유지하기 위해, 미국은 이스라엘의 긴 남서쪽 국경을 가로질러 지중해에 있는 이집트에 매년 13억 달러 이상을, 팔레스타인 서쪽의 요단강 건너 요르단에 5억 달러 이상을 원조한다. 미국 원조 예산의 거의 절반인 이 엄청난 지출은 중국의 영향력 확대, 대만 침공, 북한 핵 프로그램에 대한 위협에도 불구하고 미국의 외교 및 국내 정책에서 이스라엘을 우선시한다.

이스라엘에 가장 많은 군사원조

미국은 지난해 우크라이나 전쟁에 220억 달러 이상의 군사원조를 하고 있지만, 이스라엘은 이란의 깊은 반이스라엘 정책과 테러단체에 대한 지원에서 촉발된 중동 분쟁으로 미국에 두려움을 안겨 줬다. 미국은 2018년 팔레스타인해방기구의 워싱턴 사무소를 폐쇄하고 정책은 일관성이 없으며 팔레스타인인들의 이익에 대해서는 말 잔치뿐이다. 트럼프 대통령이 재임 기간에 미국대사관을 텔아비브에서 이스라엘과 팔레스타인 부문으로 나뉜 성지인 예루살렘으로 이전한 것은 이스라엘의 승리와 별개로 국제적 인정을 받으려는 팔레스타인의 꿈을 꺾은 것이다.

미국은 이슬람 국가이지만 아랍 국가가 아닌 이란을 이스라엘의 위협으로 보고 있다. 이란은 이스라엘을 주요 적으로 보고 종종 이스라엘을 파괴하겠다고 맹세해 왔다. 이러한 위협 때문에 미국은 이란의 핵탄두 개발을 막는 데 초점을 맞췄다. 2015년 이란과 북대서양조약기구(NATO) 회원국인 미국, 영국, 독일, 프랑스와 미국에 적대적인 중국, 러시아가 서명한 ‘포괄적 공동행동계획’은 이란의 핵개발 능력을 박탈하기 위한 것이다. 트럼프 대통령이 이 계획에서 철수하기로 한 어리석은 결정 때문에 이란이 핵개발을 재개하게 만들었다.

핵보유국으로서 이란의 궁극적인 위험은 이란이 이스라엘과 핵전쟁을 벌일 것이라는 것이다. 이스라엘이 자랑하는 핵탄두를 탑재한 항공기나 미사일을 방어하는 아이언돔조차 핵공격을 막을 수 없다. 이스라엘은 핵무장을 한 이란을 파괴하지 않는다면 위협을 느낄 수 밖에 없다. 인정 받지 못한 자체 핵 프로그램을 보유한 이스라엘이 생존의 정당성으로 이란의 핵시설에 대해 선제공격을 할 수 있다. 2007년 이스라엘 전투기가 같은 이유로 북한이 건설한 시리아 원자로를 폭격했다.

북한의 엔지니어나 기술자들이 시리아 원자로를 설치한 것은 이란과 북한의 긴밀한 관계 때문이었다. 북한과 이란은 1979년 미국이 지원하는 이란의 마지막 국왕인 모하마드 레자 팔레비 정권이 전복된 이후 미사일과 핵 분야에서 협력해왔다. 북한은 종종 비행기로 중국 영공을 통과하는 이란에 미사일을 판매해왔다. 북한과 이란도 핵 기밀을 주고 받았고, 이란의 엔지니어 와 기술자들이 북한 미사일 발사 현장에 모습을 드러냈다. 김정은이 3년 전 코로나19 대유행으로 국경을 폐쇄한 이후 협력 수준은 확실히 시들해졌지만, 이란과 북한의 관계는 중동과 동북아에 핵전쟁 위협을 준다. 

이스라엘에 있어 이란의 지속적인 위협 외에도 가장 큰 우려는 대부분의 아랍국가들이 이스라엘이 유대 국가로서 존재하는 것을 반대하고 팔레스타인을 열정적으로 지지한다는 것이다. 그러나 이스라엘은 반이스라엘 정서에 직면해 이집트, 요르단과 외교 관계를 맺었으며, 두 나라는 공통의 국경을 공유하고, 또한 페르시아만의 아랍에미리트, 바레인, 북아프리카의 모로코, 수단과도 외교 관계를 맺고 있다.

실용적인 관점에서 보면 중동 전역에서 이스라엘의 관계 개선이다. 흥미롭게도 이스라엘은 2018년 터키 이스탄불 주재 사우디 영사관에서 발생한 사우디 언론인 자말 카슈끄지 피살 사건에서 보듯 사우디의 기본권 침해에 대한 미국의 분노에도 불구하고 미국과 긴밀한 관계를 맺고 있는 사우디아라비아와 교역하고 있다. 

그럼에도 불구하고 이스라엘은 여전히 시리아와 다른 아랍 국가들이 이스라엘을 침공한 후 시리아로부터 골란고원을 점령한 지 10년이 지난 1982년 이스라엘의 레바논 침공을 포함한 쓰라린 전쟁의 상처를 안고 있는 두 북부 이웃인 시리아와 레바논의 증오를 극복하지 못하고 있다. 이란의 지원을 받는 반이스라엘 테러단체 헤즈볼라는 레바논에서 활동하고 있다. 이란은 또한 민병대를 통해 시리아로 영향력을 확대한다. 현재 미군 주둔이 2500명 정도의 소규모 자문단으로 축소된 이라크에서 이란은 자국의 이슬람 시아파 다수와 이라크의 시아파 다수 사이의 관계를 구축해왔다.
중동에서 미국의 우유부단함은 이 지역에서 미국의 영향력을 축소 시키는 가장 큰 요인이 되었다. 조지 W 부시 대통령이 임기 초반 이라크를 침공해 사담 후세인을 무너뜨리기로 한 결정은 체니 부통령의 주장대로 이라크에 핵무기 프로그램이 없었다는 점을 고려하면 명백한 실수였다. 사담 후세인의 타도에 대한 흥분이 가신 후 미국인들은 그곳에서 영구적으로 주둔하는 것을 원하지 않았다.

Washington’s middle east policy is a mass of confusion reflecting the contradictions and misunderstandings of leaders and policy-makers frankly uncertain of where to go and what to do about conflicting rivalries and interests.

The most important middle eastern country for the United States is Israel, whose security the U.S. guarantees with more than $3.3 billion a year in military aid, far more than any other country other than Ukraine. Just to keep the balance between Israel and its Arab neighbors, Washington also doles out more than $1.3 billion a year to Egypt, on the Mediterranean Sea across Israel’s long southwestern border, and more than $500 million to Jordan, across the Jordan River from the Palestinian’s West Bank. That enormous outlay, consuming nearly half of Washington’s aid budget, shows the dominance of Israel in American foreign and domestic policy despite the fears of China’s expanding influence, of Chinese invasion of Taiwan and of North Korea’s nuclear program.

The United States at the moment is consumed by the war in Ukraine, into which Washington plunged more than $22 billion in military aid last year, but Israel is the fulcrum of American fears of middle eastern conflicts fueled by Iran’s deeply anti-Israel policies and support for terrorist organizations to which Israel is the arch-enemy. Washington pays lip service to the interests of Palestinians, with whom it has had complicated, up-and-down relations culminating in the closure of the Washington office of the Palestine Liber- ation Organization in 2018. The transfer during the presidency of Donald Trump of the American embassy from Tel Aviv to Jerusalem, the biblical city that’s divided between Israeli and Palestinian sectors, represented a triumph for Israel and defeat of Palestinian dreams of serious internat-ional recognition as a separate geographical entity.

Overhanging American concerns about Israel are threats by Iran, an Islamic but not an Arab country, which sees Israel as its primary foe and has frequently vowed to destroy it. Because of these threats, Washington has focused on stopping Iran from developing nuclear warheads. The Joint Comprehensive Plan of Action, signed in 2015 by Iran and four NATO members, the U.S., United Kingdom, Germany and France, along with  China and Russia, both hostile to the U.S.,  was designed to strip Iran of the ability to go on developing nukes. Donald Trump’s foolish decision to withdraw from the plan led to resumption of Iranian efforts to “go nuclear.”

The ultimate danger of an Iranian nuclear state is that Iran would wage nuclear war against Israel. Not even Israel’s vaunted “iron dome” against aircraft or missiles carrying nuclear warheads is capable of totally guaranteeing defense against attack. Israel would see a nuclear-armed Iran as a menace to suppress if not destroy. It’s quite possible that Israel, which has its own unacknow-ledged nuclear program, would see a preemptive strike against Iran’s nuclear facilities as justified by the need for survival. For the same reason Israeli warplanes in 2007 bombed and destroyed a nuclear reactor in Syria that North Korea was responsible for building.

It was because of Iran’s close relations with North Korea that North Korean engineers and technicians had installed the Syrian reactor. North Korea and Iran have been cooperating on missiles and nuclear engineering ever since the overthrow of the American-backed Iranian regime of Mohammad Reza Pahlavi, the last Shah, in 1979. North Korea has sold missiles to Iran, often shipped by plane through Chinese air space. North Korea and Iran have also exchanged nuclear secrets, and Iranian engineers and technicians have shown up at North Korean missile launches. The level of cooperation has no doubt waned since North Korea’s leader Kim Jong-un closed the borders after the onset of the COVID-19 pandemic three years ago, but relations between Iran and North Korea are intrinsic in the threat of nuclear warfare in both the middle east and Northeast Asia. 

For Israel, the overwhelming concern, beside persistent Iranian threats, is that most of the Arab world opposes the existence of Israel as the Jewish state and passionately supports the Palestinians. In the face of anti-Israeli sentiment, however, Israel formed diplomatic relations with Egypt and Jordan, with both of which it shares common borders, and also has ties with the United Arab Emirates and Bahrain on the Persian Gulf and with Morocco and Sudan in northern Africa. 
Pragmatic considerations undoubtedly have had  much to do with Israel’s improved relations throughout the middle east. Interestingly, Israel trades with Saudi Arabia, which has close ties with the U.S. despite American outrage over Saudi transgressions against basic human rights as seen in the murder of the Saudi journalist Jamal Khashoggi in the Saudi consulate in Istanbul, Turkey, in 2018. 

Nonetheless, Israel still cannot overcome the hatred in its two northern neighbors, Syria and Lebanon, both of which bear the scars of bitter wars, including the Israeli invasion of Lebanon in 1982, a decade after the capture of the Golan Heights from Syria after Syria and other Arab nations invaded Israel. The anti-Israeli terrorist group Hezbollah, supported by Iran, operates from Lebanon. Iran also extends its influence to Syria through militia groups. In Iraq, with the American military presence now down to a small advisory force of 2,500 or so troops, Iran has cultivated relations between its own Islamic Shiite majority and Iraq’s Shiite majority.

American indecision in the middle east has been an overriding factor compromising Washington’s influence in the region. The decision by George W. Bush early in his presidency to invade Iraq and topple Saddam Hussein was obviously a mistake considering that Iraq did not have a nuclear weapons program  as claimed by Vice President Richard Cheney. The Americans, after the excitement over Saddam’s overthrow had ended, were not wanted there on a permanent basis.
