다음 선거를 위해 후원자와 표를 얻을 목적으로 대중들에게 인기가 있는 이슈에 올라타는 것만큼 정치가들이 좋아하는 것도 없다. 하지만 법이 통과되고 예산이 책정된 후에야 비로소 이들은 그 정책을 이행하는 데 필요한 돈을 어떻게 마련할지 고심하게 된다. 회의 장소와 시위현장에서 정치가들과 그 이슈를 주장하는 사람들은 연설을 하고 성명을 발표할 수 있지만 이를 이행하는 데 필요한 자금을 찾기란 어려운 일이다.

이런 양상은 미국에서 오바마 대통령이 전국민의료보험을 통해 미국의 심각한 국내문제 중 하나인 통제불능의 의료문제를 고치려 하는 데서 잘 나타났다. ‘오바마케어(Obamacare)’로 불리는 이 계획에 대해 반대자들은 급증하는 재정적자와 무역적자로 미국 재정이 최근 적자의 바다로 곤두박질치고 있는 상황에서 미국은 의료개혁에 필요한 돈을 조달할 능력이 되지 않는다고 말한다.

미국 의료 체계에는 두 가지 모순이 있다. 첫째, 미국의 의료수준은 세계에서 최고다. 전 세계 부자들이 자신의 나라에서는 할 수 없는 복잡한 수술을 받기 위해 미국으로 오고 있다. 둘째, 하지만 미국은 다른 대부분의 선진국과 달리 사회보장제도와 노인의료보험인 메디케어(Medicare)의 혜택을 받지 못하는 대다수 사람들을 위한 전국민의료보험제도가 없다.

미국인들이 많은 돈을 내며 뒷감당해야 하는 사회보장제도, 공짜 교육, 공짜 의료의 유혹이라는 인기에 영합한 정책들의 물결이 미국을 뒤덮고 있다. 미 의회는 공화당이 대규모 지출 감소를 강력히 주장하는 가운데 대토론에 휩싸여 있다.

2008년 대선에서 압승한 오바마 대통령은 재선을 향한 여정에서 난관에 봉착해 있고 포퓰리즘 프로그램들은 위태로운 상태다. 미국의 교육체계는 공격을 받고 있고 사회보장제도와 실업수당은 돈이 없어 위험한 수준이며 공짜 의료 혜택은 비현실적인 것으로 증명되고 있다. 미국은 돈이 부족할 뿐 아니라 신용도 잃어가고 있다.

수백만 명의 라틴아메리카 출신의 사람들이 상당수를 차지하는 미국 내 불법체류자들과 관련한 인종 차별 이슈도 포퓰리즘적 성향을 띠고 있다. 미국에는 1,200만명의 불법체류자들이 있다. 일부 정치가들은 이들에 대한 엄격한 단속을 주장해 지지를 얻고 있고 또 다른 정치가들은 불법체류자들이 미국에서 합법적으로 거주할 수 있는 기회를 제공하는 프로그램을 주장하고 있다. 불법체류자들의 자녀들을 어떻게 대우할 것인가도 큰 문제다. 그 누구도 학교에 다닐 연령의 아이들이 학교에 가지 못하는 것을 원하지 않는다. 하지만 어떤 미국인들이 세금을 내지 않고 이민당국 관할 밖에 있는 불법체류자들의 자녀들을 교육시키는 데 돈을 내고 싶어하겠는가?

국내 이슈들과 함께 미국인들은 이라크, 아프가니스탄, 리비아에서 이뤄지고 있는 전쟁들과 한반도와 서유럽의 주요 미군기지들에 대한 대규모 재정지원에 대해서도 생각해야 한다. 격한 시위들은 수십억 달러의 비용을 소모하고 세계를 위험에 빠뜨릴 분쟁을 지지하거나 반대하는 쪽으로 국민의 감정을 바꿀 수 있다.

그러나 결국 돈이 바닥 나고 있다. 그것이 미국과 유럽의 걱정이다. 그리스를 보라. 인기에 영합하려는 지출로 경제가 파괴되고 이 실패는 지구적인 안정을 위협하고 있다. 정치가들과 운동가들이 공공연하게 비판의 목소리를 높이는 것은 쉽다. 그러면 어떻게 하겠다는 것인가?  인기영합주의자들이 답하기 싫어하는 질문이다.

The Populist Programs in the U.S.

Politicians like nothing better than to ride the crest of a popular cause, rallying support and winning votes for the next election. It's only after laws are enacted and funds are appropriated that the bureaucrats have to get down to the excruciating details of where to get the money and how to cover the costs. The politicians, and their advocates at conferences and demonstrations, may go on making speeches and issuing statements, but finding the funds is more difficult.
It's that way in the United State where President Obama is hoping a national health care plan will cure the nation of one of its worst problems, that of medical care that's spiraled out of control. The plan is now known as "Obamacare" and its foes say the U.S. simply cannot afford it in a time of a fast-rising budget deficit and a balance of trade that's tipped drastically into a sea of red ink in recent years.
There are two ironies about the American medical care problem. The first is that U.S. medical treatment ranks among the world's most advanced and innovative. Wealthy people come from all over for complicated procedures that may not be available in their own countries. Second, however, the United States, unlike almost all other advanced countries, has not had a system for national health insurance for those who are not yet eligible for social security and medicare.
The lure of social welfare, free education and free medical care has swept the United States in a wave of populism for which Americans are paying a high price. The U.S. Congress is now embroiled in a great debate in which the Republicans are adamantly calling for serious reductions in spending. Obama, after winning election by a fairly wide margin in 2008, faces an uphill fight for a second term  Populist programs are on the line. The U.S. educational system is under attack, social welfare and unemployment payments are in danger and free medical care may not prove practicable. At some point, the U.S. will not only run out of cash but also run out of credit.
The issue of racism also assumes populist overtones when it comes to illegal immigration, notably of millions of people from Latin America. Twelve million people are living illegally in the U.S. as undocumented aliens.  Some politicians win campaign points by demanding stringent controls. Others call for programs that would give them the chance to stay legally in the U.S.  What to do with their kids is a problem. Nobody wants school-aged children  to stay away from school, but how can Americans pay for the educations of people whose families never file tax returns while outside the reach of immigration authorities?
Amid populist issues at home, Americans have to think about massive funding for wars in Iraq, Afghanistan and Libya and for bases on critical fault lines from the Korean peninsula to western Europe. The frenzy of demonstrations  can turn sentiment for or against conflicts that cost billions and endanger the world.
In the end, however, the money runs out. That's a concern for the United States and Europe. Look at Greece, a study of populist expenses ruining an economy whose failure threatens global stability. It’s easy for politicos and activists to raise voices in outcries for publicity.  Then what? That's a question that populist crusaders don't like to address.
