U.S. & Korean Democrats Battle for Reform

한국의 민주당과 미국의 민주당은 지금 비슷한 딜레마에 빠져 있다. 그들은 둘 다 강력한 보수세력과 싸우고 있지만 전술과 전략에 대한 확신이 없고 분열돼 있다. 그들은 둘 다 부익부 현상이 한국과 미국 등 거의 모든 곳에서 심화되는 상황에서 하루하루 먹고사느라 바쁜 사람들을 대변한다고 주장한다. 

미국에서 민주당은 거대 기업들의 이익에 맞서 개혁을 펼치는 정당으로 오랫동안 존경받는 역사를 갖고 있다. 역사가들은 보통 민주당의 기원을 19세기로 거슬러가지만 나는 우드로 윌슨 대통령 때로 그 기원을 삼는다. 개혁법을 추진했던 위대한 대통령인 윌슨은 심장마비로 쓰러지기 전까지 1차 세계대전을 수행하며 국가를 이끌었다.

평범한 공화당 사람들이 1920년대 윌슨 대통령을 계승했지만 민주당은 대공황 최고조인 1932년 공화당의 허버트 후버를 물리친 프랭클린 D. 루즈벨트(Franklin Delano Roosevelt) 대통령의 지도 하에 경제개혁을 단행하면서 절정을 이뤘다. 루즈벨트 대통령은 미국을 대공황에서 벗어나게 한 ‘뉴딜(New Deal)’ 정책을 도입한 후 2차 세계대전 중 국가를 이끌다 독일이 1945년 5월 항복하기 직전 사망했다. 그의 이름 앞자를 딴 ‘FDR’로 유명한 프랭클린 대통령은 12년 동안의 재임 시절 중 이룬 업적으로 1860년대 남북전쟁을 겪고 국가를 하나로 묶은 아브라함 링컨 대통령 이후 미국 최고의 대통령이었다.  

민주당 출신 대통령들은 이후 윌슨과 루즈벨트 대통령의 전통에 따라 사회개혁가들이었다. 루즈벨트에 이어 대통령직을 승계하고 1948년 선거에서 공화당의 토마스 듀이를 물리친 해리 트루만은 뉴딜정책을 계속 수행하며 미군에게 한국을 방어하라고 명령했다. 존 F. 케네디와 린든 존슨은 남베트남 정부를 지지하면서 사회개혁을 추진했다. 2차 세계대전 승전 장군 출신인 공화당의 드와이트 아이젠하워 대통령은 한국전을 끝낸 정전협정을 판문점에서 서명했지만 남북한을 통일시키지 못했고 아이젠하워의 부통령이었던 리처드 닉슨 대통령은 미군을 남베트남에서 철수하는 파리협정을 밀어붙였고 그 결과 베트남, 캄보디아, 라오스에서 미국이 지지한 정권들은 붕괴됐다.

링컨 대통령이 공화당원이었고 미국 남부 주들이 남북전쟁의 폐허로부터 복구하면서 1세기동안 압도적으로 민주당을 지지했다는 것은 역사의 아이러니다. 존 F. 케네디 대통령 암살 후 린든 존슨 행정부 당시 흑인 시민권 운동이 대규모로 일어난 후 남부는 정치적으로 지지 정당을 (공화당으로) 바꿨다. 

버락 오바마 대통령은 미국과의 이념투쟁에서 자신을 진보(liberal) 개혁가로 밝히고 전임자인 조지 W. 부시 대통령이 남긴 폐해를 고치기 위해 현재 공화당이 다수를 장악하고 있는 반항적인 미 의회를 설득하려고 노력 중이다. 그의 우선순위는 미국을 재정적 재난에서 구해낼 뿐 아니라 부자와 가난한 자 간의 커져가는 격차를 줄이는 것이다. 이를 위해 부자에 대한 세금을 인상해야 하고 부시 행정부 당시 완화되거나 제거됐던 규제들을 복구 및 강화해야 한다는 입장이다.

오바마는 큰 반대에 직면하고 있다. 공화당은 1980년 거대한 정부에 퍼져 있는 관료주의를 제거해야 한다며 카터를 물리친 로널드 레이건 대통령 이후 뉴딜 개혁을 해체해오고 있다. 공화당의 주장은 이렇다. 규제가 없으면 기업들은 더 성장하고 더 많은 돈을 벌고 더 커지게 되고 그렇게 되면 모든 사람에게 이득이라는 것이다. 이 철학의 문제점은 그 돈이 골고루 퍼지지 않는다는 점이다.

개혁을 위한 오바마 대통령의 노력들은 그가 민주당이 수세기 동안 지지해온 진보적 전통을 이어가고 있다는 방증이다. 철학적인 면에서 한국의 민주당은 미국 민주당과 궤를 같이 한다고 볼 수 있다. 하지만 차이점은 미국 민주당 행정부들은 전쟁을 먼저 감행했다는 것이다. 윌슨은 공화당 ‘고립주의자’들의 반대를 무릅쓰고 미국을 1차 세계대전에 참전시켰고 루즈벨트도 20여년 뒤 똑같이 했다.

한반도 정책에 있어서 공화당의 조지 W. 부시 전 대통령은 첫 임기 때는 북한을 ‘악의 축’ 중 하나라고 비난하면서 단호한 태도를 보이는 듯했다. 하지만 두 번째 임기 때는 태도가 부드러워지더니 북한 핵무기에 대한 6자회담의 불필요한 협정들에 빠져들었다. 지금까지 오바마 대통령은 북한의 헛소리에 단호한 태도를 보이고 있다. 이 점이 사회경제적 개혁의 힘인 미국 민주당이 한국의 민주당과 극명하게 차이를 보이는 부분이다.  / 돈 커크 편집위원(전 뉴욕타임스 특파원) 번역·이상민 기자  proactive09@gmail.com 

The Minju-Dang, and the U.S. Democratic Party, now face similar dilemmas. They both are divided, unsure of tactics and strategy, while battling strong conservative forces. And both claim to speak for people struggling to make a living while the rich get richer in the U.S., as in Korea and just about everywhere else.

That comparison may be vastly oversimplified, but the Democratic Party in the U.S. has a long and honored history as a party for reform against big business interests. Historians would undoubtedly prefer to trace its origins to the 19th century, but I would go back only to Woodrow Wilson. A great American president who pushed through reform legislation, Wilson led the country through World War I before a stroke incapacitated him.

Mediocre Republicans succeeded Wilson in the 1920s, but the Democratic Party reached its height as a pillar of economic reform under Franklin Delano Roosevelt, who defeated the Republican Herbert Hoover in 1932 at the height of the Great Depression. Roosevelt introduced "the New Deal" that lifted the U.S. out of depression and then led the country through most of World War II before dying shortly before the German surrender in May 1945. In more than 12 years in the White House, "FDR" the initials by which he is still widely known, was America's greatest president since Abraham Lincoln held the country together in the Civil War in the 1860s.

Democratic presidents in the years since have been social reformers in keeping with the traditions of Wilson and Roosevelt. Harry S. Truman, who took over from Roosevelt and then upset the Republican Thomas Dewey in the 1948 election, carried on with the New Deal while ordering U.S. troops to defend South Korea. John F. Kennedy and Lyndon Johnson pursued social reform while supporting governments in South Vietnam. The Republican Dwight Eisenhower, the victorious World War II general, endorsed the agreement at Panmunjom that ended the Korean War, failing to unify North and South Korea, while Richard Nixon, who had been Eisenhower's vice president,  pressed for the "Paris peace" that got U.S. troops out of South Vietnam but left U.S.-backed regimes in Vietnam, Cambodia and Laos to fall.

One historical irony is that Lincoln was a Republican, and the "solid south"  the southern American states, recovering from the devastation of the Civil War, were overwhelmingly on the side of the Democratic Party for the next century. Not until the American civil rights struggle broke out in full fury during the administration of Lyndon Johnson, after the assassination of Kennedy, did the South change sides politically.

In the ideological struggle in the United States, President Barack Obama has shown himself as a liberal reformer as he attempts to persuade a recalcitrant U.S. Congress, now dominated by Republicans, to redress the damage of his predecessor, George W. Bush. The priority is not only to draw the U.S. from fiscal catastrophe but also to redress the growing gap between rich and poor. In order to do so, the U.S. has to raise taxes on the rich and revert to regulations eased or lifted under Bush.

Obama faces heavy odds. The Republicans have been undoing the reform of the New Deal ever since the presidency of Ronald Reagan, who defeated Carter in 1980 on a platform that called for getting rid of big government’s sprawling bureaucracy. The Republican argument is that everyone will benefit if business gets bigger, growing without constraints and making more money. The trouble with that philosophy is that the money is not spread around.

Obama's efforts at reform place him in the liberal tradition fostered by the Democratic Party over the past century. In a sense that philosophy is in line with that of the Minju-dang. The difference, though, is that U.S. Democratic administrations have also been the first to go to war. Wilson got the United States into World War I against opposition from Republican "isolationists" and Roosevelt did the same more than 20 years later, again ignoring the isolationists.

In policy on Korea, George W. Bush in his first term seemed tough, denouncing North Korea as a member of an "axis of evil" but he softened in his second term, falling for useless agreements in six-party talks on North Korea's nuclear weapons.  So far, Obama has been firm in his commitment against the North's nonsense. In that sense, the U.S. Democratic Party, a force for social and economic reform, differs markedly from South Korea's Democratic Party.(미래한국)
