엉망진창 美 중동정책 우려하는 미국 동맹들

워싱턴=동유럽에서부터 분쟁으로 찢긴 중동을 지나 동북아시아에 이르기까지 미국의 정책은 완전히 엉망진창이다. 미국이 도대체 무엇을 하고 있는지, 미국 지도자들은 어떤 생각을 갖고 있는지, 다음에 무엇을 결정할 것인지, 현재와 미래의 위기를 어떻게 대응할 것인지 분간하기가 불가능하다. 

이라크는 가장 충격적인 예다. 고위관리, 논평가, 분석가들은 저마다 다른 해결책을 내놓고 있다. 일부에서는 세개로 분리된 이라크를 받아들여야 한다고 말한다. 이중 한 곳은 알 카에다 테러리스트들로 구성된 ‘이라크·시리아 이슬람국가’(ISIS)가 공격해 첫번째로 장악한 모술을 수도로 한 수니파들만의 공간이다. ISIS는 2003년 미국의 공격으로 붕괴된 사담 후세인의 바트당 핵심인 수니파들의 지지를 얻고 있다. 두번째 공간은 바그다드에 있는 시아파 주도의 정권이 관할하는 곳이다. 이들의 군대는 ISIS가 공격하자 붕괴됐고 현재 이라크 수도를 방어해야 한다. 세번째 공간은 쿠르드 소수민족이 오랫동안 꿈꿔왔던 국가인 ‘쿠르디스탄’으로 석유가 풍부한 지역 한가운데 있는 키르쿠크를 수도로 삼자는 목소리가 커지면서 현실이 되고 있다.

이라크가 분리될 수 있다는 전망은 한국인들에게는 유쾌하지 않는 기억을 떠올리게 한다. 미국과 소련이라는 외세가 2차 세계대전 중 타결한 협정으로 한반도는 분리됐다. 누구도 이를 두고 한국과 의논하지 않았다. 누군가 물어봤다면 대답은 수세기 동안 하나로 존재해 왔던 한 나라를 분리하는 것은 생각도 해본 적이 없다는 것일 것이다. 이승만은 미국에서의 오랜 생활을 마치고 한국으로 돌아와 한국의 첫번째 대통령으로 부상하기 전 한국을 분리하는 것을 생각해본 적이 없었다. 그가 한국전 정전을 하지 않겠다며 정전협정에 서명을 거부한 것도 한국을 분리하는 것에 대한 그의 강력한 반대 때문이었다. 한국전 정전협정에는 중국, 미국, 북한의 서명만 있지 한국의 서명은 없다.

국가가 분리되는 현상은 한국전쟁 이후 미국과 관련이 가장 많이 있는 것 같다. 미국은 1954년 5월 7일 덴벤푸 전투에서 프랑스가 패배한 후 베트남을 북과 남으로 분리하겠다는 생각에 빠졌다. 제네바에서 체결한 이 협정은 약 1년 전에 서명된 한국전 정전협정에 따라 한반도를 분리하는 휴전선이 그어진 것처럼 베트남을 절반씩 두개로 분리해 휴전지역을 만드는 것이었다. 수천마일 떨어진 곳의 미국 정책결정자들은 적당한 타협점을 찾기 위해 국가를 분리한다는 생각만 가지고 있었던 것이다.

크림반도를 원하는 러시아

동유럽의 국가 분리 움직임

문제의 해결책으로 국가를 분리하는 것은 동유럽에서도 있었다. 러시아는 우크라이나 최남단의 크리미아를 이미 접수했고 우크라이나 동쪽지역에 살고 있는 러시아인들은 우크라이나 정부의 통치로부터 벗어나기를 원하고 있다. 존 케리 미 국무 장관은 러시아의 블라디미르 푸틴 대통령에게 우크라이나의 추가 분리를 부추기면 경제, 통상적인 대가를 치르게 될 것이라고 경고하고 있다. 하지만 미국과 유럽연합(EU)은 전쟁까지는 감수하지 않을 것이다.

현재 미국 대외정책의 최대 엉망진창은 중동이다. 급박한 문제는 시리아와 이란에 걸쳐 미국의 동맹이자 주고객인 이스라엘을 위태롭게 하며 확대되고 있다. 이란이 믿기 어렵지만 누리 알말리키 이라크 정부를 돕기 위해 신속하게 움직이고 있다. 이란과 이라크는 수니파 이슬람들과는 불구대천의 원수인 시아파 이슬람이라는 공통분모를 갖고 있다. 재임 중 사담 후세인은 이란과 장기간 유혈전쟁을 했다는 점에서 이란과 이라크가 연합하고 있다는 것은 아이러니다. 미국은 수백명의 특전부대를 고문으로 파견하면서 이라크 정부를 돕고 있다. 케리 국무 장관은 최근에는 키르쿠크를 방문해 쿠르드족 지도자들과 대화했다.

아시아까지 미치는 불확실한 미국 정책

정책의 불확실함은 아시아까지 미치고 있다. 이번주 한국을 방문한 시진핑 중국 국가주석은 한반도의 ‘안정’ 유지를 분명히 원하고 있다. 중국은 북한이 추가 핵실험이나 천안함 폭침이나 2010년 연평도 포격과 같은 도발을 자행해 안정을 해치는 것을 원하지 않는다. 하지만 미국과 중국은 영토 및 경제 등 많은 이슈에서 충돌하고 있다.

중국이 스프래틀리 군도를 포함해 전 남중국해와 중국명으로 댜오위다오로 불리는 센카쿠 열도를 포함, 동중국해 대부분에 대한 영유권을 주장하는 것은 분명한 위협이다. 미국은 무인도인 센카쿠 열도를 중국이 점유했다고 가정하면 정말 전쟁을 벌일 것인가? 이 섬들을 둘러싸고 중국과 전쟁이 벌어지면 이것은 한국을 포함한 지역전쟁으로 확대될 것인가?

현재는 동북아시아가 중동보다는 훨씬 안정된 것처럼 보인다. 하지만 미국의 중동정책으로 미국과의 동맹관계에 대한 신뢰가 실추되고 있다. 이라크에서 고전을 면치 못하는 오바마 대통령이 동북아시아에서도 테스트를 받지 않도록 기도하자.

Uncertain U.S. Policy in Middle East Spreads Fears About U.S. Alliances

WASHINGTON= U.S. policy from eastern Europe to Northeast Asia, via the strife-torn middle east, is in complete disarray. It's impossible to tell what the U.S. is really doing, what American leaders are thinking, what they will decide next and, above all, how they will respond to current and future crises.

Iraq provides the most disturbing current example. High officials, commentators and analysts offer differing solutions. Some say the U.S. has to accept the notion of Iraq divided into three separate entities. One zone or nation or whatever would be for the Sunnis, whose capital might be Mosul, the first major city overrun by ISIS, the Islamic State in Iraq and Syria, dominated by Al Qaeda terrorists, at the outset of their offensive. ISIS draws support from Sunnis, at the core of the old Baathist Party of Saddam Hussein, overthrown in the U.S. invasion of Iraq in 2003. The second zone would be under the Shia-led regime in Baghdad, whose army collapsed before the ISIS offensive and now has to defend the Iraqi capital. And the third zone would be "Kurdistan" the state that the Kurdish minority has long dreamed of forming and now may be closer to reality with its capital at Kirkuk at the heart of an oil-rich region.

The prospect of the division of Iraq evokes unpleasant memories for Koreans. Foreign powers, the U.S. and the Soviet Union, divided the Korean peninsula in deals reached during World War II. Nobody consulted the Koreans about it at all. Or, if anyone asked, the answer was that no one should consider splitting a nation that had existed for centuries as a single entity. Rhee Syng-man left no doubt of what he thought of dividing Korea before returning to Seoul from long years in the U.S. and emerging as Korea's first president. It was because of his passionate opposition to dividing Korea that he refused to sanctify the Korean War armistice with the signature of a South Korean. The document was signed by generals from China, the U.S. and North Korea, not South Korea.

The phenomenon of divided countries seems to be associated with the U.S. more than any other country ever since the Korean War. The U.S. also fell for the idea of dividing Vietnam between North and South after the defeat of the French at Dienbienphu on May 7, 1954. The deal, reached at Geneva, was for a demilitarized zone dividing the two "halves" of Vietnam just as a demilitarized zone divided the Korean peninsula after the signing of the armistice nearly one year earlier. Somehow the U.S. could not get over the idea of carving up countries in a quest for compromise by policy-makers thousands of miles away.

The concept of dividing countries as a solution to problems endures in eastern Europe as well. The Russians have already taken over Crimea, the southernmost region of Ukraine, and Russians living in eastern Ukraine want to get out from under the rule of the government in Kiev. U.S. Secretary of State John Kerry has warned Russia's President Vladimir Putin of consequences, mostly economic and commercial, that he would risk by supporting the further division of Ukraine. The U.S. and the European Union, however, would not put their demands to the test in a war.

Right now the biggest U.S. policy mess has to be in the middle east. The immediate problem extends from Syria to Iran with the interests of America's ally and client state Israel also at stake. Incredibly, Iran, whose nuclear facilities Israel's President Benjamin Netanyahu would like to bomb, now is rushing to aid the regime of Nour al-Maliki in Baghdad. Iran and Baghdad are bound by the common bond of the Shia brand of Islam, in perpetual odds against the Sunnis. The irony is that Saddam Hussein, while in power, waged a long and bloody war with Iran. The U.S. is on talking terms with the government in Baghdad, to which it's sending a few hundred elite special force troops as advisers. Secretary Kerry recently visited Kirkuk, talking to Kurdish leaders.

The uncertainty extends to policy in Asia. China's President Xi Jinping, visiting Seoul this week, clearly wants to maintain "stability" on the Korean peninsula. China does not want North Korea disturbing relationships by exploding more nuclear devices or staging "incidents" such as the sinking of the Cheonan or the shelling of Yeonpyeong Island in 2010. The U.S. and China, however, are at odds on numerous issues, both territorial and commercial.

China's claims to the entire South China Sea, including all the Spratlys, and to much of the East China Sea, including the Senkaku Islands, known to the Chinese as Diaoyu, presents a clear challenge. Would the U.S. really go to war for the Senkakus, uninhabited but held by China? And would a fight with China over those islands spread into a regional war, including finally Korea?
At the moment northeast Asia appears far more stable than the middle east. U.S. policy in the middle east, however, does not elevate confidence in the strength of U.S. alliances elsewhere. Let us pray that President Obama, while quivering on Iraq, is not put to the test in Northeast Asia as well.
