남북한 평화와 자유를 위한 기도

“희망은 영원을 낳는다.”

영국의 유명한 저자이자 시인인 알렉산더 폽(Alexander Pope)의 이 말은, 새해를 기다리며 한반도와 모든 곳에 희망과 번영이 있기를 기대하는 마음이 그 어느 때보다 큰 지금 이 시점에 매우 적절한 표현인 것 같다.

새해가 되면 우리는 남북한 간에 진정한 화해가 이뤄질 수 있는 실낱 같은 가능성이 있을지, 아니면 선전문구, 놓쳐버린 기회들, 지켜지지 않은 약속들의 홍수 속에 떠밀려 다니기만 할지, 혹은 남북 관계가 더 악화되지는 않을지에 대해 다시 생각해 봐야 한다.

잠깐 멈춰서 이 전체 주제를 생각해 보면 현상 유지가 그렇게 나쁜 것은 아니다. 누구도 남북한이 평화롭게 통일을 이룰 것이라고 생각하지 않는다. 남북한이 한 개의 깃발 아래 두 개의 체제로 존재하는 가능성에 대해 생각하는 사람은 거의 없다.

죽은 김일성과 고 김대중 대통령이 꺼낸 이 구상은 남북한이 그동안 말은 많이 했지만 실행될 가능성은 희박한 것 같다. 김대중은 김일성이 죽은 후에도 ‘연방제(federal system)’ 안에서 ‘두 개의 한국(Two Koreas)’을 만들자고 말했지만 김정일은 이 구상에 전혀 관심을 보이지 않았다.

화해가 안 된다면 평화를 유지하는 데 도움이 될 수 있는 조치들을 정치·외교적 체스판에서 고려하는 것은 항상 흥미로운 일이다. 대북제재의 필요성에 대한 질문들이 정기적으로 제기된다.

북한에 대한 제재를 반대하는 측은 북한이 중국과 러시아로부터 필요한 물자를 지원받는 한 대북제재 효과는 없다고 말한다. 북한은 자신들의 생명줄인 식량과 연료 모두를 중국에 의지하고 있다. 북한은 또한 밀매나 정식 교역과 투자 협정이 아닌, 비공식적 거래를 통해 들어오는 물자들에 의존하고 있다.

러시아는 북한의 구원자가 되기 위해 중국과 경쟁하고 있다. 러시아는 북한에 천연가스를 공급하고 라선 경제특구를 통해 교역을 하고 싶어 한다.

러시아는 라선 경제지역에 이르는 철도를 건설했고 이 지역의 항만 시설을 확대해 수출입을 포함, 쌍방향 교역을 할 수 있는 기회로 보고 있다. 북한은 라선 경제특구가 전 세계와 정상적인 상업교역 관계를 맺을 수 있는 가장 적합한 곳이 되기를 바라고 있다.

러시아는 수년 동안 화물이 부산에서 출발해 북한을 지나 러시아에 도착하면 시베리아 횡단열차로 유럽까지 수송하는 철도 건설을 꿈꿔 왔다.

하지만 휴전선을 통과해 남한에서 북한의 금강산 관광지까지 이르는 철도를 건설하겠다는 현대중공업의 노력도 무산된 것을 볼 때 이 구상은 비현실적이다.

 

새해에는 진정한 남북화해가 이뤄지길…

북한은 금강산에 관광을 간 한 한국인 관광객을 죽인 것에 대해 진심 어린 사과를 거부하고 있고 한국에 대한 위협을 계속하는 것을 볼 때, 대북제재를 철회하자는 것은 말도 안 되는 소리 같다.

북한은 중국과 러시아가 도와주는 한 이 제재로부터 그렇게 많은 타격을 받지는 않을 것이다. 하지만 북한을 지배하는 김정은과 엘리트 계층들에게 편안한 삶이 되지는 못할 것으로 보인다.

적어도 북한이 수십만 북한 주민들이 감금돼 죽어가는 정치범 수용소를 운영하면서 핵프로그램 제거를 거부하는 것을 볼 때 대북제재는 필요할 수밖에 없다.

새해를 앞두고 우리는 세계가 북한의 인권 침해를 두고 대북 압박이 극대화되기를 희망할 수 있다. 북한의 지독한 인권 침해가 UN 안전보장이사회에서 다뤄지는 것을 보면서, 우리는 중국과 러시아가 북한인권 침해를 국제사법재판소(ICC)로 회부하는 것에 대한 거부권을 행사할지라도 북한의 반인류적 범죄가 광범위하게 드러나도록 기도해야 할 것이다.

하지만 우리는 희망적일 수 있다. 북한인권 침해 케이스가 국제사법재판소에 회부되지 않더라도 이 문제는 북한을 매우 곤란한 입장에 있게 했다. 북한이 매우 난처해져 북한 주민들에게 가했던 가혹한 처벌을 가볍게 할 수도 있는 것이다.

너무 지나친 바람일까? 그렇다면 그 처벌을 경험하거나 목격한 탈북민으로부터 계속 들어온 북한의 끔찍한 규제와 처벌이 일부 완화될 것이라고 믿어보면 어떨까?

아마도 그렇게 될 것이다. 우리는 김정은이 군부대, 공장, 연구소 등에 방문해서 찍은 사진에서 보이는 미소 이면을 보면 그가 자신의 아버지와 할아버지만큼이나 잔혹하다는 것을 알 수 있다. 우리는 1년여 전에 처형당한 장성택과 친한 관계였다는 이유 등으로 수백 명의 관리들이 사형 혹은 투감됐다는 보도를 듣고 있다.

하지만 지나치게 부정적이지는 말자. 새해가 시작되고 있다. 좋은 일이 일어날 것이라며 긍정적인 건배를 해야 할 때이다. 이런 정신으로 남북 간에 적대 관계가 청산되고 진정한 화해가 이뤄져 한반도에 평화와 자유가 자리매김하도록 기원하는 것이다.

우리 모두는 기독교인으로 북한이 기독교를 금지하는 것에 대해 기도해야 할 때이다. 언젠가 북한 주민들이 예수 그리스도의 이름으로 같은 형제자매가 되도록 기도하자. 이것이 새해뿐 아니라 크리스마스의 정신이다.

"Hope springs eternal." Those immortal words by the English author and poet Alexander Pope seem appropriate as we approach a new year filled with the usual high hopes for peace and prosperity on the Korean peninsula and everywhere else.

As we enter the New Year, we have to wonder yet again whether there's the slightest chance of real North-South reconciliation, whether we'll drift along in a flood of rhetoric, missed opportunities and broken promises or, for that matter, whether North-South relations will worsen.

Actually, if we pause to think about the whole topic, the status quo isn't that bad. Nobody thinks it's possible for the two Koreas to reunify amicably, and very few really see much of a chance for the concept of "two systems" under a single banner.

That idea, once broached by the late Kim Il-sung and the late Kim Dae-jung, never seemed to be a viable concept even though both said a lot about it. DJ talked up "two Koreas" in a "federal system" even after Kim Il-sung had passed away and his son Kim Jong-il was not interested in the idea.

It's always interesting, though, to consider moves on the political and diplomatic chessboard that might help to maintain peace if not reconciliation. Questions arise periodically about the need for sanctions against North Korea.

The argument against them is they don't really work as long as the goods flow in from China and Russia. North Koreans are reliant on China both for the food and fuel that is the country's lifeblood and also on much else that enters the country off the books, unrecorded in formal trade and investment arrangements.

Russia, for that matter, competes with China as North Korea's savior. The Russians are eager to send natural gas into North Korea and to conduct trade through the Rason economic zone.

The Russians have rebuilt the railroad to the zone and see opportunities for two-way trade including imports and exports through expanded port facilities. Rason ranks as the best hope for North Korea opening normal commercial relations with much of the rest of the world.

The ambition of the Russians for many years has been to open up a rail route over which goods move from Busan up through North Korea to Russia and then via the Trans-Siberian Railroad to Europe.

That's a long way from happening considering that nothing at all has ever moved over the tracks that Hyundai Engineering and Construction built across the Demilitarized Zone to the Mount Geumkang complex.

In fact, North Korea's refusal to apologize sincerely for the killing of the South Korean tourist on a visit to Mount Geumkang and the North's repeated threats against the South make the idea of removing sanctions seem ridiculous.

North Korea may not be suffering that much from sanctions as long as China and Russia do so much business with them, but there's no point in making life easier for Kim Jong-un and the rest of the elite that dominate the country.

If nothing else, the North's refusal to do away with its nuclear program while running a gulag system in which hundreds of thousands of people are suffering and dying is another reason for keeping sanctions in place.

On the verge of the New Year, we can only hope the world maintains maximum pressure on North Korea for its human rights abuses. With the case of the North's egregious violations heading for a showdown in the United Nations Security Council,

we have all the more reason to pray for wide exposure of North Korea's crimes against humanity even though China and Russia will veto any move to bring the case before the International Criminal Court.

We can, however, remain hopeful. Though the case may never go before any court, the issue is clearly an embarrassment for North Korea. Possibly North Korea will be so embarrassed as to lighten up on the draconian punishment inflicted on its citizens.

Or is that too much to wish for? Would it be simply wishful thinking to believe that North Korea will relax some of the awful restrictions and punishment that we are hearing more and more about from defectors who have experienced or witnessed such treatment.

Perhaps so. We now know that Kim Jong-un, behind the cheerful smile that he flashes in propaganda photographs of visits to military units, factories and institutions, has been just as cruel as his father and grandfather.

We hear reports of hundreds of officials executed or imprisoned for a wide range of offenses, notably close relationships with the late Jang Song-thaek. executed more than one year ago.

But let's not be overly pessimistic. The New Year is beginning. It's a time for good-will toasts and optimism. In that spirit, there should be no harm in offering a toast to North-South reconciliation, to an end to hostilities, to peace and freedom on the Korean peninsula.

Surely those are wishes that all of us as Christians should pray for even if the North Koreans ban Christianity. Let us pray that some day they too may be brothers in the name of Christ the Lord. Such is the spirit of Christmas as well as the New Year.
