미국 고위 외교관들이 모든 좋지 않은 이유로 한국에서 헤드라인을 장식하고 있다. 

먼저, “정치 지도자들이 과거의 적(敵)을 비난함으로 값싼 박수를 얻는 것은 어렵지 않다”고 말한 웬디 셔먼 국무부 정무차관이다. 

한국의 박근혜 대통령과 다른 고위 지도자들을 한방 먹인 그녀의 이 말은 둔감함 그 이상을 보여준다. 그것은 사회복지사 훈련을 받고 가정경제학을 전공한 후 해외여행을 한 번도 해본 적이 없는 가운데 미국 고위 외교관으로 부상한 한 여인의 무능함을 드러낸 것이다. 

셔먼은 일본의 보수적인 아베 신조 총리가 일본이 2차 세계대전 당시 성적(性的) 노예로 삼은 위안부에 대한 보상을 거부한 것과 일본의 독도 영유권 주장 등에 대해 한국인들이 얼마나 민감하게 반발하고 있는지 전혀 이해하지 못하고 있다. 

어떻게 그런 셔먼이 고위 외교직까지 올라갔는지는 미국 외교정책의 미스터리 중 하나다. 문제는 이런 그녀가 외교정책 결정자로 올라갔다는 것이고, 그것은 미국이 대가를 치러야 할 위험이라는 점이다. 

셔먼은 이란과 벌이는 핵 협상에서도 중요 인물이다. 오, 하나님, 저희를 도와주십시오. 네타냐후 이스라엘 총리의 예측처럼 그녀가 이란과의 협상에서 말도 안 되는 생각으로 거래 자체가 아닌 것이나 ‘나쁜 거래’를 채택할 위험이 높다.

또 다른 고위 외교관은 광적(狂的)인 반미주의자에 의해 얼굴과 손을 칼에 깊게 베인 마크 리퍼트 주한 미국 대사다. 믿을 수 없지만 범인은 미 대사관과 조선 왕궁이었던 경복궁의 문을 연결하는 대로에 위치한 세종문화회관에서 리퍼트 대사를 공격했다. 

주한미군 사령부는 주한미군 2만8500명이 서울 중심부 및 다른 곳에 주기적으로 열리는 시위 현장에서 멀리 떨어져 있도록 지시하고 있다. 하지만 시위대를 통제하기 위해 파견된 경찰버스들이 줄을 지어 서 있는 것은 안전감을 준다. 

그런데 우리는 이 경찰버스들을 보는 것이 익숙해져 그들을 무시하는 경향이 있다. 그것은 북한의 정치 선전에서 사용되는 음향효과와 시위자들의 함성 가운데 펼쳐지는 광경의 일부다. 

그동안 한국에서는 치안이 확실해 대사나 다른 VIP들이 세종문화회관 혹은 별 5개의 고급 호텔에서 연설할 경우 이 자리에 참석하기 원하는 사람들에 대한 보안검사를 철저히 하지 않았다. 

리퍼트 대사를 공격한 50대의 김기종은 반미와 반(反)정부 의식이 항상 끓고 있는 전라도 핵심지역 출신의 과격파로, 리퍼트 대사가 다름 아닌 한반도 통일과 화해에 대한 전망에 대해 연설하려 할 때 행사장에 들어갔다. 

반미 토론그룹을 운영하고 수많은 반미집회에 참석했던 김 씨가 이번 사건으로 자신의 시위 명분을 확산시켰다고 생각한다면 단단히 잘못 생각하고 있는 것이다. 

그에 대한 찬사는 북한에서만 나오고 있다. 북한은 ‘전쟁광(狂) 미국이 응당히 받을 처벌’이라며 이번 공격을 ‘정의의 칼날’이라고 불렀다. 

북한은 현재 진행 중인 한미군사훈련에 대해 거칠게 항의하고 있다. ‘키 리졸브’(Key Resolve)와 ‘포 이글’(Foal Eagle)은 일본 주둔 미 해병을 비롯, 수 천 명의 미군이 상륙훈련을 하고 휴전선에서 멀지 않은 지역에서 무기를 발사하며 하는 연례훈련이다.

올해 북한의 항의가 평소보다 조금 더 거친 것처럼 보인다면 북한이 매년 하는 한국에 대한 보복 위협과 미국에 대한 공격 위협을 진지하게 받아들이지 않았다는 것을 보여준다. 

믿을 수 없지만 북한의 말을 그대로 전하는 극좌세력의 이상한 사람들은 김기종을 1909년 하얼빈 역에서 이토 히로부미 당시 일본 추밀원 의장을 저격한 안중근 의사와 비교하고 있다. 

리퍼트의 얼굴 상처는 영광의 배지 될 것

리퍼트 대사에 대한 온정의 물결은 대단해 마치 대사가 영웅이 된 것 같은 분위기다. 리퍼트는 지금 완벽한 동정을 받고 있다. 

그동안 한반도에서 주기적으로 발생해 왔던 다른 공격들처럼 이번 공격은 예상 밖이어서 우리는 보다 심각한 사건이 일어날 수 있다는 가능성을 고려해야 한다.

북한이 이 위협을 이용하거나 5년 전 3월에 발생해 46명의 한국 해군의 목숨을 앗아간 전투 초계함 천안함 사건과 같은 북한의 공격이 일어날 가능성은 얼마나 될까? 

불의의 사건이 혹시 발생할 수 있다는 것을 대비하면서 우리는 한국 성형외과 의사들이 리퍼트 대사의 상처 입은 부위를 최고의 전문치료로 고칠 것이라고 확신한다.

80바늘을 꿰매 봉합시킨 상처의 흔적들을 완전히 제거하지 못해도 리퍼트 대사는 영원히 보기가 흉칙하지는 않을 것이다. 

오히려 대사는 얼굴에 가는 선으로 남는 상처의 흔적을 죽음의 위협에서 살아난 영웅의 상징이자 영광의 배지로 삼을 수 있다. 

그는 역대 주한 미국 대사 중 가장 기억되고 존경받을 것이다. 그것은 한미군사훈련은 계속 되고 있는 상황에서 리퍼트 대사를 공격한 김 씨가 생각했던 것이 아니다. 

<Top U.S. Diplomats Making News: Lippert a Hero, Sherman an Idiot>
Senior American diplomats have been making headlines in Korea for all the wrong reasons. 

First there was Wendy Sherman, under secretary of state for political affairs, saying it's "not hard for a political leader anywhere to earn cheap applause by vilifying a former enemy."

Her remark, an obvious jab at South Korea's President Park Geun-hye and other senior leaders, showed more than insensitivity. 

It revealed incompetence on the part of a woman who has risen to one of the top U.S. 

diplomatic rungs without ever having done a tour overseas after training as a social worker and home economics major. 

There's no way Sherman will ever appreciate why Koreans feel so strongly about the refusal of Japan's conservative Prime Minister Shinzo Abe to compromise on World War II comfort women, Japan's claim to Dokdo, and much else.

How Sherman ascended to such dizzying heights is one of the mysteries of American foreign policy, but her rise as a policy-maker is a hazard for which the U.S. is paying the price. 

Sherman also is a key figure in negotiating a nuclear deal with Iran. God help us. The risk of her falling for nonsense, for a non-deal or "a bad deal " as forecast by Israeli Prime Minister Netanyahu, is high.

The other top diplomat in the news in Korea, of course, is the American ambassador, Mark Lippert, slashed on the face and hands by a fanatic anti-American zealot. 

Incredibly, the man attacked him in one of Seoul's most familiar settings, the Sejong Cultural Center on the broad avenue leading by the U.S. embassy to the gates of Gyeongbokgung, the ancient palace of kings.

The U.S. military command orders America's 28,500 troops to stay far away from periodic protests in central Seoul and elsewhere, but the presence of rows of police buses dispatched to hold the demonstrators in check confirms the sense of security. 

By now we've become so used to seeing police buses that we tend to ignore them. They're part of the scenery with sound effects provided by rhetoric from North Korea and the shouts of the protesters.

Security was so sure that nobody checked too carefully on whoever wanted to attend a speech by an ambassador or some other VIP at the Sejong Cultural Center or one of the five-star hotels. 

It was that way when Kim Ki-jong, a 50-something radical from the heart of the Cholla region where anti-US and anti-government always simmers, got into the room as Lippert was about to talk about, yes, the prospects for unity and reconciliation on the Korean peninsula.

If Kim, who runs an anti-American discussion group and has shown up at numerous anti-U.S. rallies, seriously thinks he advanced the cause of protest, he may be terribly mistaken. 

The cheering is coming mainly from Pyongyang, which responded with a commentary on "deserved punishment for warmonger United States" and called the attack “a knife shower of justice."

That line reflects strident North Korean protests against U.S.-South Korean war games now under way. 

"Key Resolve" and "Foal Eagle" have become an annual ritual in which thousands of U.S. troops, including marines based in Japan, storm beaches and fire weapons at ranges not far from the demilitarized zone between the two Koreas. 

If North Korean protests this year have seemed a little more strident than usual, the threats of reprisals against South Korea and attack against the U.S. are not taken too seriously by those who've heard it all before, year after year.

Incredibly, however, crackpots on the far left, quick to echo any line from North Korea, are comparing Kim Ki-jong to Ahn Jung-geun, the zealot who assassinated Ito Hirobumi, the former Japanese resident-general of Korea in the early days of the Japanese colonial era.

Ahn shot Ito, who had been Japan's prime minister, on a railway platform in Harbin in 1909.

An outpouring of sympathy for Ambassador Lippert has drowned out the rhetoric while the ambassador assumes something like hero stature. Whatever the issues surrounding views on talking to North Korea, Lippert now receives total sympathy.

But the attack, like so much else that happens periodically on the Korean peninsula, was so unexpected that you have to wonder about the possibilities for another much graver event. 

Is there any real chance that North Korea will make good on some of its threats or at least stage incidents similar to the attack on the corvette the Cheonan five years ago this month that cost the lives of 46 South Korean sailors?

While waiting for the unexpected, we may be confident that South Korean plastic surgeons will provide the most expert treatment to repair the wounds on Lippert's features. 

If they're not able to eliminate all signs of the cuts, which required 80 stitches to sew up, he won't be permanently disfigured.

Rather, the ambassador will be wearing the thin lines on his face as a badge of honor that marks him as a hero who survived. More than any of his predecessors, he'll be remembered and honored. That's not exactly what his assailant had in mind while the war games go on.
