민주주의 안에서의 짜증나고 저질스런 선거운동이 북한 노동당 대회보다 훨씬 낫다 

미국 의회, 한국 국회, 혹은 영국 의회에서 의원들이 벌이고 있는 끔찍한 논쟁들을 생각해보라. 그들은 정말 아니다. 서로 방해하고, 지루한 연설을 끝없이 하고, 독기 가득한 언쟁들을 하며 파벌을 짓고, 정작 민생에 필요한 법안들을 폐기시키고 있다. 

북한의 조선노동당이 36년 만에 처음여는 노동당 대회를 생각해보자. 이들은 모든 것이 만장일치다. ‘친애하는 지도자’ 김정은은 이곳에서 거대한 박수로 환대 받는다. 얼마나 멋있는가! 그들은 모든 문제와 차이를 다 해결한다. 논쟁도 없고 불일치도 없다. 의사진행 방해라는 것은 꿈도 못 꾼다. 

김정은과 다른 엘리트들이 하는 장황한 연설과 열변, 많은 의사진행 방해가 있다. 하지만 그들은 의사절차 진행을 막기 위해 혹은 표결을 못하도록 그렇게 하는 것이 아니다. 그것 자체가 의사진행 절차다. 

그들이 말하는 것은 무엇이든 법이다. 그들은 모든 것을 알고, 모든 것을 느끼며, 어떤 것이 국민들에게 좋은지 명확한 비전을 갖고 있다. 그들은 자신들이 제안한 모든 것을 만장일치로 동의하는 수백 명의 충성스런 당원들의 전폭적인 지지를 받고 있다. 

당신은 이제 이해할 것이다. 우리 의회에서 벌어지는 논쟁, 차이, 충돌, 불일치 등이 항상 유쾌한 것은 아니지만 의회, 국회 등 입법부는 적어도 연설의 자유를 보장한다. 자유로운 분위기에서 사람들은 더 발전하고, 일들을 효과적으로 수행할 가능성이 높으며, 이런 자유 가운데 태어난 가족들이 이 전통을 계승할 수 있다는 것은 분명한 사실이다. 

이 말이 북미, 서유럽, 아시아 일부 국가에서 이뤄지고 있는 민주주의를 지지하는 의례적인 말처럼 들린다면 그것은 북한 노동당 대회에서 벌어지는 풍경이 단순히 어이없는 일이 아니기 때문이다. 그것은 상식, 북한 주민의 미래, 모든 한국인들에 대한 모욕이다. 연설의 자유 등 일체의 자유를 완전히 제거하면서 경제를 발전시키고 사람들의 삶을 개선시키며 대중에게 풍요를 가져올 수 있다고 말할 수 없는 것이다. 

노동당 대회를 열면서 혜택을 보는 유일한 사람들은 자동으로 통과되는 법령을 만들고 이를 발표하는 지배자들일 것이다. 그들은 자신들이 마땅히 섬겨야 할 대다수 국민들을 희생하며 돈과 권력을 장악하는 엘리트 구조를 형성하고 있다. 

내가 꾸준히 관찰하고 있는 한국, 미국, 영국에서 이뤄지는 주고받는 식의 정치 시스템과 노동당 대회에서 나오는 말들을 비교해보라. 우리는 정당 간에 벌어지는 논쟁에 매우 화가 나 있다. 하지만 적어도 그들은 논쟁을 한다. 한국 국회에서 벌어지는 난투극에 많은 한국 사람들이 열을 받지만, 이런 광경은 북한에서 벌이고 있는 것보다는 훨씬 나은 것이다. 

북한에서 노동당 대회는 그동안 거의 열리지 않았다. 마지막으로 열린 것이 36년 전이다.  당시 김정은의 할아버지인 김일성이 자신의 아들인 김정일을 후계자로 임명한 것을 공고히 하기 위해 열었다. 그 때부터 김정일은 하루도 복무해본 적도 없는 북한 군대를 통수하게 되었다. 

왜 그들은 노동당 대회를 그 사이에 열지 않았을까? 막후에 매우 위험할 정도의 불일치가 있어서일까? 그래서 공개적으로 이런 불일치를 드러나지 않도록 하기 위해서인가? 아니면 김정일이 재임 중 의회라는 것 자체를 아예 고려하지 않아서일까? 

김정은은 자신의 아버지가 죽은 후 4년 반 동안 북한을 다스리고 있으면서 갑자기 왜 노동당 대회를 소집하는 것일까? 그는 노동당 대회를 자신의 권력을 공고히 하는 수단으로 보고 있다. 자기가 실제로 통치하고 있다는 것을 보여주려는 것이다. 또 늘 어려움 가운데 있는 북한 경제 때문에 경제와 관련된 새 프로그램들을 통과시키기 위해 노동당 대회를 개최하는 것일 수 있다.

독재와 민주주의 

미국인으로서 나는 북한의 이 정치 과정을 지금 민주·공화 양당이 각 당의 대선 후보를 결정하기 위해 벌이는 경선에서 후보들이 수개월 동안 서로 조롱과 모욕을 하는 미국의 정치 과정과 비교해야 한다. 민주·공화 양당은 곧 각각 한 명씩의 대통령 후보를 선출하게 될 것이다.  그러면 양당의 후보는 11월 대통령 선거 때까지 지저분한 싸움을 벌일 것이 분명하다. 

이런 식의 선거전을 나는 항상 지지하는 것은 아니다. 공화당 선두 주자인 도널드 트럼프는 터무니없는 주장들을 하고 있다. 공화당 경선에서 그의 주적(主敵)인 테드 크루즈도 트럼프에게 가차 없는 비판을 하고 있다. 여기에 공화당 지도자들은 두 후보 모두를 비난하고 있어 공화당은 지금 붕괴 직전처럼 보인다. 

민주당 선두주자인 힐러리 클린턴과 민주당 경선에서 유일하게 남아 있는 적수인 버니 샌더스도 트럼프 대 크루즈만큼은 아니지만 서로 비방하고 있다. 

이런 과정에는 결함이 많다. 증오와 극단주의는 한국에서처럼 미국에서도 이 과정에 드러나고 있다. 그렇다고 해도 나는 우리가 지금 미국에서 보고 있고 한국에서도 2017년 대선에서 벌어질 이런 형태의 싸움이 북한의 노동당 대회에서 드러날 오만하고 파괴적인 독재의 형태보다 훨씬 낫다고 본다.

Crazy Campaigning in Democracy Beats Party Congress in N. Korea

Think about all the terrible arguments among members of the U.S. Congress or the Korean National Assembly or the British Parliament. They're pretty bad. Members interrupt one another, make endless boring speeches, engage in sharp spiteful repartee, form alliances and cliques, defeating much needed legislation.

Then consider the Party Congress going on in Pyongyang, that is, the first congress of the ruling Workers' Party of the Democratic People's Republic of Korea in 36 years. Everyone agrees on everything. "Respected Leader" Kim Jong-un is greeted with loud applause. Oh, how wonderful. They've resolved all problems and differences. There's no need for debate, certainly no disagreement and never any filibustering.

There's plenty of filibustering if you count long speeches, harangues by Kim and others. They're not trying, though, to block the proceedings or to keep anything from coming up for a vote. They are the proceedings. Whatever they say is law. They know it all, feel it all, have a clear vision of what's good for the people, and they have the universal support of the hundreds of faithful party members massed to approve unanimously anything they propose.

You get the idea. Our debates, our differences, our clashes and disagreements may not always be fun, but at least our divided legislatures, whether assemblies or parliaments or houses, do foster some measure of free speech. I think it's pretty obvious, in this atmosphere of freedom, our people are more likely to prosper, to perform effectively in their jobs, to have families born in freedom and able to carry on the tradition.

If these words sound like a ritual endorsement of democracy as practiced in North America, western Europe and parts of Asia, that's because the spectacle of the Party Congress in Pyongyang is not merely a farce. It is an affront to common sense, to the future of the people of North Korea, to all Korea. You cannot order totally wipe out free speech, or freedom of any kind, and hope to improve the economy, to develop people's lives, to bring about production and riches for the mass of the people.

The only beneficiaries of the pronouncements of the Party Congress will be the rulers who write and issue the edicts that are automatically passed. They form an elite structure that grasps money and power for itself at the expense of the vast majority of the people they are supposedly serving.

Contrast their rhetoric with the give-and-take of political systems in South Korea, the U.S. or Britain ??the three that I've observed with some regularity. We all get extremely upset by the partisan debates that go on, but at least they're debating. Much as Koreans may be angered by some of the fireworks in the National Assembly, that display is far preferable to what we see in Pyongyang. 

In fact, a Party Congress up there is a rarity. The last time they had one, before this one, was 36 years ago. That's when Kim Jong-un's grandfather, Kim Il-sung, made sure to anoint his son, Kim Jong-il, as his successor. From then on Kim Jong-il took charge of the armed forces even though he had never served a day in the army.

Why haven't they had a Party Congress in the intervening years? Could it be there was too high a risk of disagreement, in private, that is, since we may be totally sure no disagreement would surface in public? Or was it simply that Kim Jong-il during his reign had no concern about even the pretense of a congress?

And why is Kim Jong-un convening a Party Congress now after having ruled North Korea for four years and five months since his father's death? The answer is he must see the congress a s a way to assert his own power, to show he is truly in charge, and also to ram through some new program, probably to do with the economy since the North Korean economy is always in such a mess.

As an American, though, I have to compare the process in North Korea with what we're seeing in the U.S. Candidates for the nomination of both major parties, Democratic and Republican, have been exchanging taunts and insults for months. Soon both parties will settle on a single candidate. We may be sure the nasty sparring will go between the two nominees until the presidential election in November.

No, I can't say that I'm always in favor of this type of campaigning. Donald Trump, the Republican front-runner, has made some outrageous claims and statements. His leading foe for the Republican nomination, Ted Cruz, has been equally scathing in his views regarding Trump. And leading Republican politicians have been denouncing both of them. The party seems on the verge of breaking up.

For that matter, Hillary Clinton, the leading contender for the Democratic Party nomination, and Bernie Sanders, her only remaining opponent, have been casting aspersions on one another too though not on the same scale as Trump versus Cruz.

This process has many flaws. Hatred and extremism are in evidence in the U.S. as in South Korea. No matter what, I vastly prefer the type of fight that we are witnessing in America, and may soon see in Korea in the run-up to the 2017 presidential election, to the display of arrogant destructive dictatorship exemplified by the Party Congress in Pyongyang.
