미국 대선과 한국의 현재 정치 스캔들에서 대다수 독자와 관측자가 놓치는 중요한 내용이 있다.

사면초가에 몰린 박근혜 대통령과 힐러리 클린턴이 처한 문제 사이에 유사점이 많다는 것이다. 힐러리가 박 대통령과 청와대가 휩싸여 있는 논란과 매우 유사한 방식으로 자신의 권력을 남용, 오용해서 유권자들을 불쾌하게 했다는 것은 분명하다. 

먼저, 그들은 둘 다 의심스러운 출처로부터 돈을 받은 재단들에 연루되어 있다. 힐러리의 경우 중동, 라틴아메리카, 미국 대기업 등으로부터 뇌물성 돈을 받은 평판이 나쁜 클린턴 재단과 관계되어 있다.

박 대통령은 40년 동안 자매처럼 지내면서 영적인 조언을 받고 의지해왔던 한 여인이 좌지우지하는 2개의 재단과 관련되어 있다. 이 두 재단은 뇌물 상납을 거부한 한 두 군데 기업을 빼고 한국의 거의 모든 대기업으로부터 뇌물성 돈을 받았다. 

두 사람이 이 재단들에 연루되고 있다는 공통점은 미국과 한국의 정책에 심대한 의미를 담고 있다. 힐러리는 국무장관 시절 이스라엘, 사우디아라비아처럼 서로 적대적인 국가들에 연계된 기부자들로부터 받은 기부금이 장관 임무를 수행하는 하는 데 어떤 영향도 주지 않았다고 해명하느라 진땀을 빼고 있다.

그녀는 대통령이 되면 클린턴 재단에서 손을 떼겠다고 약속하고 있다. 1993년 1월부터 2001년 1월까지 이 재단 회장을 했던 그녀와 그녀의 남편 빌 클린턴, 그들의 딸인 첼시는 이 재단을 자신들의 개인 영지처럼 운영해왔다. 

박 대통령은 자신의 청와대 집무실부터 문화 스포츠 담당부서, 한국 최대 기업들에 이르기까지 영향을 미친 최순실이라는 여성이 운영하는 미르재단과 K-스포츠재단과 관계가 있었는지 그 유무를 해명해야 하는 비슷한 문제에 봉착해 있다. 

한국 검찰은 최순실과 그녀의 관계자들을 조사하면서 한국의 대통령이 그런 사람에게 농락당하고 있으리라고는 의심하지 않았던 사람들에게서 자극적이고 역겨운 비밀을 밝혀내고 있다. 최순실의 도를 넘는 세도가 충격적인 것으로 확인되면서 매일 청와대 전현직 보좌관들, 재단 직원들, 기업가들은 조사를 받고 있다. 

아마도 가장 충격적인 것은 최순실과 박 대통령의 관계 및 최순실이 착취한 재단들과 기업들에 대한 스캔들이 한국의 외교정책 특히, 대북정책에 중대한 의미를 담고 있다는 점이다. 이것은 외국 정부와 기업들로부터 기부금을 받으면서 공익과 개인 이익이 상충하는 고유의 문제점을 드러낸 클린턴 재단의 경우와 유사하다. 

박 대통령은 지금 대북정책을 마련하고 추진할 힘이 있지 않은 것 같다. 그녀는 최순실과 관련자들에 대한 비난의 화살을 막아내느라 정신이 없어 다음 대북정책을 준비할 시간이 없을 것이다. 최순실이 박 대통령의 연설문 초안을 읽었을 뿐 아니라 샤마니즘적인 기도를 하면서 박 대통령에게 무엇 무엇을 하라고까지 말했는지, 했다면 어느 수준까지 했는지가 관심의 대상이다. 

박 대통령은 그렇지 않다고 말하지만 1974년 자신의 어머니가 암살당하고 5년 뒤 자신의 아버지인 박정희 대통령이 오랜 독재 후 자신의 정보부장에게 살해당한 뒤 외로움 가운데 있을 때 최순실과 오랜 우정을 유지했다는 것을 인정하고 있다. 

최순실 게이트는 남북한을 상대하는 미국의 입장을 난처하게 한다. 박 대통령이 자신의 정치 생명을 위해 저렇게 싸우고 있는데 어떤 미국의 고위관리가 대북정책을 두고 한국과 협의할 수 있겠는가?

박 대통령의 승인으로 다음해에 한국에 도입하기로 한 사드(THAAD, 고고도미사일방어체계)는 어떻게 되는 것인가? 박 대통령이 내년 12월로 예정된 한국 대통령 선거 전에 사임을 하고 진보 혹은 좌편향의 대통령이 그녀를 대신한다면 어떻게 되나? 사드는 잊어버려야 하는가? 북한은 분명히 한국의 이 혼란을 기뻐할 것이다. 

재단만이 문제가 아니다. 힐러리가 조사 당국에 넘겨주지 않는 3만3000여 개의 이메일을 생각해보라. 케이블 TV 채널인 JTBC와 인터뷰를 한 후 실수로 두고 온 최순실의 태블릿 컴퓨터에서 발견된 이메일을 생각해보라.

박 대통령에게 보낸 최순실의 이메일이 발견된 곳은 바로 이 태블릿이다. 충격적인 것은 최순실이 친한 친구로 대통령의 연설문을 읽었을 뿐 아니라 국방장관이 북한과 접촉한 정보 등 국가 기밀들을 공유할 수 있도록 허락되었다는 점이다.

힐러리는 고등교육을 받은 파키스탄 부모와 청소년기 대부분을 사우디 아라비아에서 보냈으며 그 부모는 이슬람 단체와 관계가 있는 후마 애버딘이라는 여성을 최측근 보좌관으로 두고 있다.

그녀가 힐러리와의 밀접한 관계 속에서 저절로 알게 된 비밀을 누설하는 위험이 무엇인가? 그녀의 상관인 힐러리와 접촉하고 싶어 하는 사람들에 대한 문지기 역할 외에 애버딘은 힐러리와 관련해 어떤 지위를 갖고 있는 것인가? 

이것은 CIA와 FBI를 포함한 미국인들이 알고 싶어 하는 질문들이다. 비슷하게도 한국 검찰은 최순실과 그녀의 공모자들이 한국의 안보를 타협하면서 박 대통령을 부당하게 이용해온 모든 궁금증에 대한 답을 찾기 위해 조사하고 있다.

Choi-Gate versus Hillary-Gate: Quests for Money and Power

One significant detail about the U.S. presidential election and the ongoing South Korean political scandal has largely escaped the notice of most readers and viewers.

That is that South Korea's beleaguered President Park Geun-hye and Hillary Clinton have a lot in common in terms of the troubles they share. For sure Hillary offended voters by her abuse and misuse of power in ways that closely resembled the controversies embroiling Park and the Blue House.

Just for starters, they're both beholden to foundations for income from dubious sources. For Hillary, there's the infamous Clinton Foundation, on the take from donors from the middle east to Latin America to American big business, to just about every source that's willing to cough up money.

For Park, there are two foundations, both of them under the thumb of the woman on whom she counted for 40 years for sisterly friendship and spiritual advice. Both foundations were on the take from just about every major South Korean company with the exception of one or two who refused to give.

The common bond of reliance on foundations has tremendous significance for the policies of both the United States and South Korea. Hillary has had a problem explaining that she as secretary of state was never influenced by gifts from donors with ties to countries as hostile toward one another as Israel and Saudi Arabia.  

She has also vowed, as president, she would have nothing to do with the Clinton Foundation, in which she and husband Bill Clinton, president from January 1993 to January 2001, and their daughter Chelsea have been treating as their personal fiefdom. 

Park has a similar problem explaining away her association, if any, with the Mir Foundation and K-Sports Foundation, both controlled by Choi Soon-sil, a woman whose influence radiated from Park's Blue House office to the culture and sports ministry to Korea's biggest chaebol.

Hillary may not have been siphoning off tens of millions of dollars for personal pursuits as was Choi, but she amassed untold wealth from speeches and investments built in part on the success of her foundation.

As they grill Choi and her associates, prosecutors are discovering a treasure trove of secrets that are both exciting and disgusting to people who never suspected the president of the Republic of Korea could have been so taken in by such a person.

Every day, members and former members of Park's Blue House staff, employees of the foundations and business people are interrogated as the dimensions of Choi's pervasive power becomes ever more shockingly clear.

Probably the worst shock to some observers is that the scandal of Choi's relationship with Park, and of the foundations and corporations that Choi so zealously exploited, has grave implications for foreign policy, notably dealings, or non-dealings, with North Korea. Here too there's a parallel with the revelations about the Clinton Foundation considering the inherent conflict-of-interest in accepting gifts from foreign governments and corporations. 

It's not just that Park probably has no power now to set North Korean policy. She's so busy fending off the flurry of charges against Choi and others that she has no time to consider the next step with the North. Then there's the question of how much, or whether, Choi was not just reading drafts of Park's speeches but telling her what to do while they engaged in shamanistic prayer.

Park says that's nonsense but acknowledges her long-time friendship with Choi, formed in her years of loneliness after the assassination of her mother in 1974 and that of her father, the long-ruling dictatorial Park Chung-hee, by his intelligence chief five years later.

Choi-gate, as it's known, leaves the U.S. in a difficult position vis-a-vis Korea, North and South. How can senior Americans coordinate with South Korea on policy toward the North while Park is fighting for her political life? And what happens to THAAD, the controversial Terminal High Altitude Area Defense batteries that U.S. generals talk of bringing to South Korea with Park's approval next year?

What if Park is forced to resign and a liberal or left-leaning president is elected to replace her well before the next regular presidential election is to be held in December of next year? Should we then forget about THAAD? No wonder the North Koreans are delighted by the ongoing South Korean trauma.

Foundations, moreover, aren't the only issue. Think of the 33,000 or so emails that Hillary never turned over to investigators. Then think of the emails discovered on Choi's tablet computer, carelessly left behind from an interview at the cable TV channel JTBC?

It was on that tablet, of course, that Choi's emails to Park were discovered. The shock was not just that Choi, as a good friend, was reading the president's speeches but that Choi may have been privy to state secrets, including previously unknown contacts between the defense ministry and North Korea. 

Hillary also has taken a woman into her confidence, her top assistant, Huma Abedin, born of highly educated Pakistani parents, who lived much of her youth in Saudi Arabia. Abedin and her parents had ties to Islamic organizations.

What is the danger of Abedin passing on secrets that she inevitably sees in the course of her close ties to Hillary? What hold does Abedin have over Hillary aside from that of gate-keeper through whom it's necessary to gain access to her boss? 

These are questions to which Americans, including the CIA and FBI, may want the answers. Similarly, prosecutors in Seoul are grilling Choi and her confederates for answers to the mysteries of all they did to exploit Park while compromising the security and stability of their country.
