도널드 트럼프 대통령 내각의 국방장관으로 한국을 방문한 ‘미친 개’ 짐 매티스는 북한에 엄중한 경고를 했다. 그는 북한이 미사일과 핵무기로 전쟁을 감행한다면 미국의 대응은 엄청날 것이라는 것을 분명히 했다.

미국과 한국이 다음달 연례 군사훈련인 ‘키리졸브(Key Resolve)’ 를 준비하고 있는 상황에서 북한이 최근 미사일 시험 발사를 하면서 제2의 한국전쟁 가능성이 점점 높아지고 있는 것 같다.

김정은, 미국과 대결 계속?

김정은은 미사일 발사 실험이나 6차 핵실험 경고 등을 통해 트럼프 행정부에 맞서겠다는 의지가 분명함을 보여주고 있다. 문제는 북한이 미국까지 핵탄두를 싣고 갈 수 있는 대륙간탄도미사일(ICBM)을 언제 발사할 것인가이다.

북한이 미사일 앞 뾰족한 부분에 장착할 수 있을 정도로 탄두의 크기를 줄일 수 있는 기술을 갖고 있는지는 정확하지 않다. 하지만 북한 과학자와 기술자들이 그렇게 할 날이 가까이 다가오고 있다는 것은 분명하다.

김정은은 최근 미사일 시험 발사를 지켜보면서 이제 핵탄두를 미사일에 장착할 수 있게 되었다며 북한의 미사일 기술 향상을 자랑했다. 그는 지난해 실험 발사한 미사일들처럼 동해에 떨어진 중거리 미사일 무수단의 시험 발사를 명령하며 매티스 국방장관의 경고에 맞서겠다는 의지를 보였다.

무수단 미사일의 사정거리는 대륙간탄도미사일보다는 훨씬 떨어지지만 김정은은 이전보다 기술이 향상되었다고 주장하며 그동안 쏟아부은 엄청난 연구개발비를 정당화했다. 지금 그는 이렇게 열변을 토하고 있다.

“우리 로켓 산업은 액체연료를 사용하는 것에서 고추진력의 고체연료를 사용하는 엔진으로 급격히 바뀌었다. 이제는 모방이 아니라 창조적인 로켓을 개발할 수 있는 단계로 빠르게 접어들고 있다.”

트럼프가 플로리다에 있는 자신의 고급 저택에서 아베 신조 일본 총리를 접대하고 있을 때 김정은이 미사일 시험 발사를 한 것은 우연의 일치가 아니다. 트럼프는 일본과 한국을 포함한 동북아지역에 대한 방어 약속을 재천명했고 아베 총리와 연대 의지를 밝히면서 북한의 미사일 시험 발사에 대응했다.

트럼프는 자제하고 있는 상태다. 이 시점에서 그는 전쟁을 무릅쓰는 벼랑끝 전술을 하고 싶어 하지 않는다. 매티스 장관 역시 전쟁을 적극적으로 지지하는 주전(主戰)론자가 아니다. 그는 해병대에서 40년 동안 복무하면서 4성 장군까지 되었지만 렉스 틸러슨 국무장관이 이끄는 국무부와 협력해서 북한을 상대할 방법들을 찾겠다고 말하고 있다.

미국도 강경 대응 모색

김정은이 대륙간탄도미사일과 여기에 장착할 핵탄두 미사일 개발을 고집스럽게 지속하면 미국은 단호하게 대처하는 것 이외에는 다른 방법이 없을 것이다. 수천 명의 한국군과 미군이 ‘키리졸브’ 훈련에 참가하면 북한은 ‘무자비한 처벌’ 운운하며 세계를 위협할 것이 분명하다. 북한의 위협적인 말은 늘 들어온 것들이다.

하지만 김정은이 천안함 격침이나 서해에서 해군함 간의 충돌, 휴전선에서의 총격 등과 같은 ‘사건’을 명령한다면 어떻게 될 것인가? 트럼프는 버락 오바마 대통령이 8년 간의 재임 기간 중 북한에 대해 펼쳤던 이른바 ‘전략적 인내’를 계속 유지할 것인가?

고고도요격미사일(THAAD, 사드)을 한국에 배치하려는 시급함에서 보이는 것처럼 미국의 인내력은 한계에 달하고 있다. 한국 야당인 민주당 지도부가 사드에 대해 회의적인 태도를 보이는 등의 한국의 현 정치 위기 속에서 사드를 속히 한국에 배치해야 한다는 주장이 힘을 얻고 있다.

문재인은 좌파와 중도적인 사람들의 표를 얻어야 함에도 사드 배치를 반대한다고는 말하지 않고 있다. 그는 차기 대통령이 취임해 사드 배치의 득실을 비교해볼 때까지 기다려야 한다고 말하고 있다.

북한의 미사일 발사는 김정은이 위협을 실제로 감행할 때 사드가 필요하다는 것을 보여주고 있다. 북한이 최근에 발사한 미사일은 지상 550km까지 올라갔다가 발사장에서 500km 떨어진 바다에 떨어졌다. 사드는 지상 100km 상공에서 날아오는 미사일을 격추할 수 있다. 그런데 사드에서 발사한 미사일은 목표물을 맞출 수 있을 만큼 정확한가?

사드의 전략적 가치는 상승

중국은 그렇다고 생각한다. 중국은 사드가 북한 뿐 아니라 중국에 무서운 위협이 될 것으로 보고 있다. 그들은 사드가 북한으로부터 한국을 보호하려는 것 뿐이라는 주장을 믿지 않고 있다. 사드에 격분하면서 북한에 미사일 시험 발사를 중단하고 6차 핵실험을 하지 말라고 설득하는 일에 적극적으로 나서지 않고 있다.

그럼, 누가 북한으로 하여금 김정은의 명령을 이행하지 못하도록 할 것인가? 트럼프와 매티스는 군사적 충돌을 추진하지 않을 것이다. 그렇다고 누구도 그런 충돌이 일어나지 않을 것이라고 확신할 수는 없다. 그렇기 때문에 한국군과 미군에게 전장에서 필요한 경험을 쌓는 키리졸브 훈련이 매우 중요하다. 그렇기 때문에 양측 군대가 제2의 한국전쟁을 향해 신속하게 움직일 때 그 위험은 커가는 것이다.

Fear of War Rising as N. Korea Flexes Missiles, Nukes Before Annual S. Korea, U.S. War Games

The tough language of Jim "Mad Dog" Mattis, in Seoul on his first stop as defense secretary in President Donald Trump's new cabinet, poses a challenge for North Korea. If the North dares go to war with missiles and nukes, he vowed, the U.S. response will be "overwhelming."  The possibility of a second Korean War appears closer to reality with North Korea's latest missile test as the U.S. and South Korea gear up for annual "Key Resolve" war games next month.

This succession of events means Kim Jong-un will surely confront the Trump administration with more missile tests and perhaps a sixth nuclear test. The real question is when the North will test-fire an ICBM, that is, an intercontinental ballistic missile that's capable of carrying a nuclear warhead to targets in the U.S. No one is certain North Korea has perfected the technology needed to reduce the size of a warhead in order to place it on the nose cone of a missile, but there's no doubt North Korean physicists and engineers are coming close.

Kim Jong-un boasted of North Korea's deep interest in advancing to that stage when he observed at the launch of the last missile that it "could be tipped with a nuclear warhead." The launch showed his eagerness to respond to Mattis' challenge by ordering the test-firing of a mid-range Musudan that landed, as did a series of similar missiles in tests last year, in the East Sea.

Although the Musudan's range is far shorter than that of an ICBM, Kim could justify the enormous costs of research and development by claiming advances in technology from previous versions.  Now, he enthused, "our rocket industry has radically turned into high-thrust solid fuel-powered engine from liquid fuel rocket engine and rapidly developed into a development- and creation-oriented industry, not just copying samples."

Considering that Trump at the time was hosting Japan’s Prime Minister Shinzo Abe at his luxury estate in Florida, we've got to assume that the timing was not coincidental. Trump responded with an expression of solidarity with Abe while proclaiming America's commitment to the defense of Japan and the region, including South Korea. Still, Trump was relatively restrained.

At this stage of his administration, he would prefer not to engage in brinksmanship carrying the risk of war. Nor is Mattis a warhawk. Though a marine for more than 40 years, rising to the rank of four-star general, he has said he will work with the state department, under Secretary of State Rex Tillerson, to explore ways of dealing with the North.


Kim Jong-un's stubborn persistence in developing an intercontinental missile, and the nuclear warhead to go with it, may leave the U.S. with little choice but to respond harshly. As thousands of South Korean and American troops plunge into "Key Resolve" we can be sure North Korea will deluge the world with threats of "merciless punishment."

We regularly hear such rhetoric from Pyongyang, but what if Kim Jong-un orders an "incident" such as the sinking of the Cheonan or a naval confrontation in the West or Yellow Sea or a shooting across the Demilitarized Zone. Will Trump keep up the "strategic patience" that characterized Barack Obama's policy toward North Korea during the eight years of his presidency?


American patience is wearing thin as seen in the urgency attached to installing a missile battery on Korean soil for the purpose of THAAD-Terminal High-Altitude Area Defense. Pleas to ship the first THAAD battery to South Korea have gained credibility during the South's ongoing political crisis in which leaders of the opposition Minjoo seem to have doubts about it.

Moon Jae-in, anxious to boost his campaign by appealing to moderates as well as leftists, has not said he opposes THAAD. Rather, he's calling for waiting until the next president takes office and then weighing the pros and cons.

North Korea's missile shots show the need for THAAD in case Kim Jong-un tries to make good on his threats. The latest shot soared 550 kilometers above the earth's surface before plunging into the sea about 500 kilometers from the launch site. A THAAD missile can shoot down an incoming missile at an altitude of 100 kilometers, but could such a missile fired by a THAAD be accurate enough to hit its target?

Clearly the Chinese think so. They see THAAD as a fearful threat not only to North Korea but to China. They are not willing to accept assurances that THAAD is only intended to defend the South against the North. China's outrage over THAAD is sure to diminish Chinese enthusiasm for persuading the North to stop testing missiles and to refrain from a sixth nuclear test.

So who's to stop the North from doing whatever Kim Jong-un orders? Trump and Mattis are not promoting military conflict, but nobody seems able to make sure it's not going to happen. That's why Key Resolve, giving South Korean and American troops much needed experience in field exercises, is so important. And that's also why the risks are rising as forces on all sides drift alarmingly toward a second Korean War.
