외신기자가 본 탄핵정국과 한국 언론 “태극기·성조기 무시 이해 안 돼”

박근혜 대통령 탄핵을 둘러싸고 벌어지고 있는 시위와 관련해 가장 큰 아이러니는 한국 국기(國旗), 즉 존경받는 태극기가 박 대통령을 방어하려는 보수 우파의 전유물이 되었다는 것이다. 서울시청 광장 가득히 작은 태극기를 들고 국회의 탄핵소추를 기각하라고 요구하는 사람들을 보라.

촛불과 LED 조명을 들고 광화문에서 경복궁에 이르는 길에 대규모로 모였던 사람들은 태극기를 들 수 없는 것인가? 그들도 한국인들이다. 한국 언론이 박 대통령의 적들이 태극기 드는 것을 꺼리는 것을 문제 삼지 않는 것은 이상하다.

지난 3개월 동안 한국의 시위를 지켜보면서 우파와 좌파 간의 깊은 차이, 한국 사회의 아주 깊은 골, 이것이 지구상에서 가장 ‘민주적’이지 않은 조선민주주의 인민공화국과 끝나지 않을 것 같은 대치를 하고 있는 대한민국의 미래에 미칠 영향으로 깊은 인상을 받았다.

조·중·동은 왜 보수운동을 무시하는가?

서울시청 광장에서 벌어진 시위에서 터져나온 비판은 ‘조중동’으로 불리는 조선일보, 중앙일보, 동아일보 등 3대 일간지로 대표되는 주류 언론이 보수 운동의 중요성을 대수롭지 않게 다루고 있다는 것이다.

한국의 주류 언론들은 최순실을 둘러싼 스캔들 보도에 몰두하며 최 씨와 관련된 뉴스를 찾는데 혈안이 되어 있지 보수들의 반응이 갖는 중요성은 무시하고 있다.
우파들은 이 언론들이 보수적인 편집 방향에도 불구하고 박근혜 정부를 반대하는 좌파성향의 적들이 이 언론들의 편집 논조를 좌지우지하고 있다고 비판하고 있다.

중앙일보 계열의 케이블 뉴스채널인 JTBC의 역할은 특히 관심을 모으고 있다. 거대한 미스테리는 누가 JTBC에 태블릿 PC 혹은 최순실이 보내고 받은 대화와 메시지를 담은 USB 메모리를 제공했느냐는 것이다.

약 2년 전 진도 앞바다에서 세월호가 침몰하고 있던 비통한 시간에 박 대통령은 무엇을 하고 있었는지를 두고 온갖 소문과 보도가 난무했던 것처럼 이 문제를 두고도 지금 그렇다.

최순실의 딸이 덴마크에 있다는 것을 알아낸 JTBC 기자는 왜 그녀를 덴마크 당국에 신고했는가? 기량이 많은 기자가 할 일은 그녀가 어디에 있었고 그곳에서 무엇을 하고 있었는지를 보도해 덴마크 당국이 이 기사를 보고 그녀를 찾아 내게 하는 것이다.

주한 미 대사관의 정치분석가들은 길거리의 시위대를 창밖으로 내려다보면서 워싱턴 국무부에 엄청난 양의 보고서를 써내고 있을 것이 분명하다. 하지만 헌법재판소가 어떻게 판결을 내릴 것인지, 누가 차기 대선에서 승리할 것인지는 그들도 모른다. 미국의 최대 관심은 김정남 암살에서 증명된 것처럼 미사일 발사, 테러를 일삼는 북한의 위협으로부터 동맹을 보호.유지하는 것이다.

이런 이유들 때문에 도널드 트럼프 대통령은 대선 당시 김정은과 미국에서 만나고 싶다고 말했지만 지금은 김정은을 만날 이유가 없다고 밝히고 있다. 그는 북한에 대해 매우 우려한다고 말하지만 자신과 의견이 다르면 누구라도 죽여버리는 것을 서슴지 않는 독재자가 있는 핵무장 북한의 위협과 어떻게 싸울 것인지 분명한 구상이 없는 것 같다.

미국은 북한을 다시 테러지원국으로 자정할 것인가?

이런 상황에서 국무부는 북한을 ‘테러지원국’ 명단에 다시 넣을 것인가? 조지 W. 부시 대통령 당시 크리스 힐 북핵 특사가 북한과 협상을 하며 아무 의미 없는 협정을 체결하면서 북한을 테러지원국 명단에서 뺐던 것을 취소하고 다시 그 명단에 북한을 넣어야 한다는 요구가 미국과 한국에서 나오고 있다. 북한을 마땅히 있어야 할 자리에서 뺀 것은 잘못된 것이다. 하지만 그렇게 북한을 테러지원국으로 공식 재지정한다고 뭐가 달라질 것인가?

북한을 테러지원국으로 재지정하는 것은 아무 효과가 없을 것이다. 그렇게 했다고 김정은이 핵무기를 포기할 리가 만무하기 때문이다. 트럼프는 북한을 테러지원국으로 재지정하는 것 정도에 관심을 갖고 있지 않다. 중요한 것은 김정은이 테러 위협을 행동으로 옮길 경우 트럼프는 북한으로부터 한국을 지킬 것인가이다.

한국 보수들은 남북한 간 유혈 충돌이 다시 발생하면 미국은 한국을 배신하지 않을 것이라고 믿고 있다. 그들은 한 손에는 태극기, 한 손에는 성조기를 들고 시위에 참석하고 있다. 그들은 젊은이들에게 한국전쟁 당시 미국이 한국을 보호한 것을 상기시키며 북한이 한국의 안보를 위협하는 한 한미동맹은 필요하다는 것을 강조하고 있다.

한국의 언론들은 태극기와 함께 손에 들린 성조기가 갖는 의미에 관심을 보이지 않고 있다. 한국이 1950년대보다 훨씬 잘 준비되어 있지만 김정은이 태도를 누그러뜨릴 기미가 없고 한미 간 긴장이 고조되고 있는 상황에서 태극기와 성조기를 함께 드는 것은 주목할 만한 가치가 있다. 한국의 현 리더십 위기에도 불구하고 미국은 대한민국 편이라는 것을 독자들은 알 필요가 있다.

Media Downplays Conservatives Fighting Park Impeachment, Skips Importance of Taegukgi, U.S. Flags

A great irony of the protests surrounding the impeachment of President Park Geun-hye is that the Korean flag, the beloved Taegukgi, is identified only with rightists, with conservatives, with defenders of the president. You see them swarming around the plaza in front of Seoul City Hall carrying small Korean flags demanding that the constitutional court reject the impeachment motion passed by the National Assembly in December.
Why can't all Koreans, including those holding candles and LED lights in mass "vigils" on the avenue from Gwanghwamun to the Gyeongbok Palace, also hold Korean flags? They too are Koreans. It seems strange that the Korean media has not made a huge issue of the reluctance of Park's foes to be seen holding Korean flags. Watching the protests, as I have for the past three months, I am impressed by the depth of the differences between right and left, by the deep chasm in Korean life and by the implications for the future of the Republic of Korea in its never-ending standoff with the Democratic People's Republic of Korea, the least "democratic" country on earth.
One bitter complaint heard during the protests on City Hall Plaza is that the mass media, led by the big three newspapers, "chojoongdong"  Chosun Ilbo, Joongang Ilbo and Dong A Ilbo, have given short shrift to the significance of the conservative movement. In their zeal to report on the scandal surrounding Choi Soon-sil, they focus on whatever they can find pertaining to the cases against Choi and others and miss the significance of the conservative response.
Rightists at rallies complain that left-leaning foes of the government now dominate the editorial outlooks of these organizations despite their conservative editorial policies. The role of JTBC, the cable television channel affiliated with Joongang Ilbo, is particularly interesting. One great mystery is who provided JTBC the tablet computer or, more likely, the USB memory stick with conversations and messages that Choi had been sending and receiving. There are just as many rumors and reports on this topic as there are on whatever President Park was doing in those agonizing hours in which the Sewol was sinking off Chindo nearly two years ago. Also, why did the JTBC journalist who discovered Choi's daughter in Denmark report her to Danish authorities? The job of the enterprising journalist was to report on where she was and what she was doing, leaving it to the Danish to find her on the basis of his story.
Political analysts in the American embassy, looking out the windows on the protesters on the avenue below, have no doubt been pumping voluminous reports to the State Department in Washington. They have no better idea than anyone else how the constitutional court will rule or who is likely to win the next election. The overwhelming concern of the U.S. is to maintain the alliance in the face of North Korean threats, missile shots and terrorism, as proven yet again in the assassination of Kim Jong-nam.
For all those reasons President Donald Trump now says there's no chance of a meeting with Kim Jong-un even though he had said during his campaign that he would like to meet him in the U.S. He professes to be extremely worried about North Korea but may not have a clear idea of what to do to combat the dangers posed by a nuclear-armed North under the command of a dictator who doesn't hesitate to kill anyone with whom he's got the least disagreement.
Under these circumstances, might the U.S. State Department again put North Korea on its list of “terrorist” countries? Voices in both Washington and Seoul are demanding that North Korea return to the position from which it was withdrawn by President George W. Bush while envoy Chris Hill was running around talking the North into another hopeless agreement for giving up its nukes. Of course, removal of North Korea from its well-deserved place on the terrorist list was a mistake, but what are the chances of again officially labelling it as such?
Probably restoring North Korea to the list would do no good. North Korea's name on the list would not persuade Kim Jong-un to abandon his nuclear program. In any case, Trump is not concerned about merely placing North Korea in that category. What counts is whether or not he will defend South Korea against North Korea if Kim Jong-un puts his terrorist threats into action.
Clearly South Korean conservatives believe the U.S. will not betray them in the event of a renewal of North-South hostilities.  Many of them carry a Korean flag in one hand and an American flag in the other. They remind younger people of the U.S. defense of the South in the Korean War and the need for alliance with the U.S. as long as the North poses a threat to South Korea's defenses.
The Korean mass media rarely focuses on the meaning of those American flags, held proudly beside the Taegukgi. Though the South is far better prepared now than it was in 1950, the flag-waving is worth noting as North-South tensions rise and Kim Jong-un shows no sign of softening. Readers need to know the U.S. is on the side of the Republic of Korea regardless of the current crisis in leadership.
