Fear of North Korean Threats During Pyeongchang Olympics Must Not Stop Annual War Games

워싱턴 = 오는 2월 평창올림픽이 열리는 시점은 최악 혹은 최선일 수 있다. 문재인 대통령은 미군이 한국군과 함께 매년 실시하는 폴 이글(Foal Eagle), 키 리졸브(Key Resolve)와 같은 군사훈련을 취소나 연기 혹은 대폭 줄이기를 분명히 바라고 있다.

미군은 어떻게 대응해야 할지 몰라 어리둥절해하고 있다. 그들은 가장 좋고 가장 가까운 관계를 맺고 있다고 항상 밝혀온 한국 동맹군들과 최선의 관계를 유지하고 싶어 한다. 하지만 그들은 한반도에서 긴장이 다시 고조되고 있는 지금 훈련을 중단하는 것이 좋다고 전혀 생각하지 않는다.

일부 한국인의 마음에는 미국과 한국이 이 기간 동안 군사훈련을 하면 북한이 미사일 시험발사나 7번째 핵실험을 자행하거나 혹은 무고한 민간인들을 죽이는 공격을 자행할 수 있다는 두려움이 있다.

북한이 서울올림픽이 열리기 약 1년 전인 1987년 11월 대한항공 858기를 인도양 상공에서 폭파시켜 탑승했던 115명 전원을 죽인 만행은 누구도 잊어버리지 못하고 있다.

북한을 맞춰주고 달래는 것이 효과가 있을까? 눈감아주는 것은 또 다른 위협과 협박만 초래할 뿐이라는 것을 모르는가? 북한이 그렇게 양보를 받으면 모든 적의를 풀고 한국과 평화롭게 지낼 것이라고 믿는가?

트럼프 대통령은 북한의 위협을 잘 묘사한 ‘안보전략’을 새롭게 발표했다. 이 전략은 외교를 선호하지만 다른 선택이 없을 때는 다른 수단을 통해 해결한다는 결단의 필요성에 중점을 두고 있다. 북한은 평소처럼 트럼프의 이 전략을 강력하게 비난하면서 강화된 유엔 안전보장이사회 제재는 ‘전쟁 행위’라고 선언했다.

북한이 참가한다면 평화가 실현될까

명백한 것은 지금은 북한의 거친 말에 움찔하는 것이 아니라 확고함과 단호함을 보여줄 때라는 것이다.

문 대통령은 서울올림픽 후 거의 30년 만에 열리는 평창올림픽은 화해와 대화의 기회가 될 것으로 생각하고 있다. 북한이 친절하게 북한 대표팀 혹은 최소 2,3명의 북한 선수를 조화와 우정의 정신으로 경기하는 평창올림픽에 보낸다면 문 대통령에게는 외교적인 성과가 될 것이다.

하지만 그 생각은 매우 잘못된 것이다. 문 대통령이 현재의 대치 상황에서 ‘좋은 사람’처럼 행동하면서 북한에게 ‘좋다. 당신들의 요구대로 군사훈련을 하지 않겠다’고 말하면서 시간을 버는 것은 불가능하다.

올림픽은 평화로운 세계에 대한 희망을 떠오르게 한다. 하지만 역사적으로 그 희망들은 적대적이고 경쟁적인 현실로 산산히 부서져왔다.

1988년 서울올림픽은 올림픽 외교가 지속적인 평화와 평온을 가져오지 않는 신화, 꿈, 환상에 불과하다는 것을 보여주는 증거로 기억되고 있다. 당시 한국이 북한에게 북한팀을 보내고 몇 개의 행사를 주최하라고 간곡히 부탁하면서 올림픽을 화해의 기회로 삼으려고 할 때 우려했던 걱정을 사람들은 기억하고 있다.

당시 보수적인 장군 출신의 노태우 대통령이 이끌던 한국은 대한항공 858 폭파사건을 1988년 올림픽을 무산시키려는 북한의 계획적인 노력이 아니라 역사적인 비극이나 거의 사고 수준으로 가볍게 다루고 싶어 했다. 올림픽 개막식 때까지도 북한이 올림픽을 대화 혹은 선의의 기회로 볼 것이라고 희망했다.

그때보다 지금 화해의 가능성은 한 가지 기본적인 이유로 굳이 높다면 높다. 북한이 핵프로그램을 갖고 있지만 아직 핵폭탄을 터뜨리지 않았다는 것이다. 북한이 핵보유국인 체하지만 이 문제는 부상하지 않고 있다. 이런 점에서 굳이 말한다면 올림픽이 남북한 화해의 명분을 증진시킬 가능성이 있는 것 같다.

하지만 이 꿈은 오래 전에 사라졌다. 멀쩡한 사람이라면 평창올림픽이 화해를 가져오는 데 기여할 것이라고 생각하지 않는다. 문 대통령이 대화와 대결의 종식을 희망하는 것은 좋다. 하지만 올림픽이 이 명분에 도움이 될 것이라는 생각은 잊어버려야 한다. 그는 핵프로그램 폐기를 위한 협상에 나오도록 북한에 요구하는 것을 확고히 해야 한다.

1988년 서울올림픽은 별도로 하고 올림픽이 평화를 증진시킬 것이라는 생각이 얼마나 허황된 것인지 보여주는 악명 높은 다른 예가 있다. 유대인을 학살하고 유럽 전역으로 촉수를 퍼뜨리고 있던 나치 독일이 주최한 1936년 베를린올림픽이다.

이 올림픽에서 미국 흑인 육상선수인 제시 오웬스가 많은 금메달을 땄지만 이 올림픽은 아돌프 히틀러가 역사상 최악의 전쟁에서 600만 명의 유대인을 포함해 수백만 명의 사람들을 학살하는 것을 멈추지 못했다.

문 대통령은 평창올림픽을 남북한 평화와 선의를 가져오는 방법으로 사용하려고 할 때 1988년 서울올림픽과 1936년 베를린올림픽의 예를 기억할 필요가 있다. 이 목적을 이루지 못하는 한 가지 방법은 적 앞에서 약함을 보이고 한국 방어에 필수인 연례군사훈련 중단에 동의하는 것이다.

WASHINGTON=The timing of the Pyeongchang Olympics in February could not have been better… or worse. President Moon clearly wishes the U.S. would cancel or postpone or severely cut back on the war games, Foal Eagle and Key Resolve, that US forces stage each year with South Koreans.

American military people are not sure how to respond. Sure, they want to stay on the best of terms with their Korean ally, with which they've always professed to enjoy the happiest and closest of relationships. No, they are far from certain if now is a good time to be soft-peddling such exercises when tensions on the Korean peninsula are again at a critical stage. What does it say to the North Koreans when the North can so easily terrorize the South into backing down on its defenses?

The fear in the hearts of some South Koreans is that North Korea, if U.S. and South Korea are playing war games in this period, will stage missile tests, perhaps a seventh nuclear test, and may also inflict death and destruction on innocent civilians. No one forgets the case of Korean Air Flight 858, bombed over the Indian Ocean in November 1987, nearly a year before the Seoul Summer Olympics, killing all 115 passengers on board.

What good, however, does appeasing North Korea really do? Would not such a display of acquiescence only be an invitation to more such threats and intimidation? Does anyone believe North Korea, having won such a concession, would then be contented to settle for its grudges and live in peace with South Korea?

President Trump has just enunciated a new "security strategy" that delineates the dangers posed by North Korea. This "strategy" focuses on the need for resolution, preferably by diplomacy but perhaps by other means if there is no choice. North Korea has emphatically denounced his strategy in the usual insulting terms while also declaring increased UN Security Council sanctions amount to "an act of war."
Clearly, the sense here is that now is the time for firmness and determination, for not flinching in the face of rising North Korean rhetoric. Just as clearly President Moon thinks that the Pyeongchang Olympics, coming nearly 30 years after the Seoul Olympics, offer an opportunity for reconciliation and dialogue. It would be a diplomatic triumph for Moon if North Korea would be so kind as to send a team, or at least two or three athletes, to Pyeongchang to compete in a spirit of harmony and friendship.

Such thinking, though, is highly flawed. There is no way Moon is going to "buy time" in the current confrontation by playing "nice guy" and telling the North Koreans, fine, we will yield to your demands not to stage war games.
Olympic Games do evoke hopes for a peaceful world, but all too often, historically, such hopes have been dashed by the realities of hostilities and rivalries.

One has only to hark back to the 1988 Seoul Olympics for evidence that Olympic diplomacy is a myth, a dream, a fantasy that will not result in enduring peace and tranquility. Who can forget the worries that accompanied those games when South Korea pleaded with North Korea to send a team, to host a few events, to do anything to turn the games into an opportunity for reconciliation.

Incredibly, South Korea, then led by the conservative former general, President Roh Tae-woo, preferred somehow to relegate the bombing of Korean Air Flight 858 into the background as an historical tragedy, almost an accident, not a deliberate effort to destroy the 1988 Games. Almost until the opening of those Games hopes remained that North Korea would see them as a chance for dialogue, for good-will.

The chances for reconciliation in those days were if anything brighter than now for one basic reason. North Korea, while it had a nuclear program, had yet to explode a nuclear device. The issue of North Korea's pretensions as a nuclear power had not yet arisen. There was still a chance, it seemed, that the Games would advance the cause of peace between the two Koreas.

The dream has long since vanished. No sane person thinks the Pyeongchang Olympics will do anything to bring about reconciliation. It's fine for President Moon to yearn for dialogue, for an end to confrontation, but he should forget about the Olympics as the instrument for advancing the cause and stand fast in demands for North Korea to express willingness to negotiate an end to its nuclear program.

Quite aside from the example of the Seoul 1988 Olympics, one can look at other notorious instances in which obviously the Olympics advance the cause of peace. Think about the 1936 Berlin Olympics, held even as Nazi Germany was persecuting Jews and spreading its tentacles throughout Europe. The black American track star, Jesse Owens, did win a number of medals, but the Games did nothing to halt Adolf Hitler's slaughter of millions of people, including 6 million Jews, in the worst war in history.

President Moon needs to consider these precedents, the Seoul Olympics of 1988 and the Berlin Olympics of 1936, as he does whatever he can to turn the Pyeongchang Olympics into a step on the way to inter-Korean peace and good-will. One way not to achieve that goal is to display weakness in the face of the enemy and agree to abandon annual military exercises that are crucial to defense of the South.
