South Korea’s Olympic Compromise: One Step in North Korea’s Strategy Against Sanctions and U.S. Alliance

지금까지 한 독재자와 어여부영 시간만 끌었다. 한국은 평창동계올림픽 개막식과 폐막식에서 흰색 배경에 파란색의 한반도가 그려진 ‘한반도기’를 들고 한국 선수들이 북한 선수들과 함께 들고 입장하도록 동의하면서 한계를 넘어섰다. 믿을 수 없는 일이지만 태극기는 날리지 않았다.

이것은 문재인 대통령이 올림픽을 북한과의 화해와 대화라는 정치적 의도를 펼치는 기회로 보고 있었기 때문이다. 그는 올림픽을 통해 한국이 국가, 사회적으로 얼마나 발전했는지 자랑하는 기회로 삼는 대신 이 의도를 우선적인 목적으로 두고 있었다. 타협의 결과는 올림픽이 북한의 정치선전 도구로 전락하는 것이었다.

북한 지도자 김정은은 올림픽을 자신이 원하는 대로 갖고 놀았다. 일부 북한 고위 관리를 올림픽에 보내는 것은 그에게 충분하지 않았다. 그는 자신의 여동생 여정을 보내 개막식 주말 언론의 관심을 장악했고 북한의 응원단, 음악공연단, 태권도 시범단이 TV를 장식하면서 한국인들과 다른 모든 사람들은 관심 밖이 되었다.

수만 명을 정치범수용소에 집어넣고 고문과 처형을 명령하며 북한 주민 2500만 명 대부분이 굶주리고 있음에도 미사일과 핵무기 개발에 온 자원을 낭비하고 있는 북한 정권이 이보다 더 대외관계에서 성공을 거둔 적은 없다. 미국인들은 매우 복잡한 감정으로 이를 지켜봤다.

트럼프 대통령은 동맹 관계의 공고함을 주장하고 한국 지도자들의 결정이 문제라는 비판을 삼가면서 문재인 대통령의 전략에 전적으로 협력하는 것처럼 가장했다. 트럼프는 다른 선택이 없었다. 만일 불편한 기색을 나타내면 한반도기 아래 남북한  팀을 하나로 만들자는 생각을 비롯해 북한이 원하는 것을 너무 쉽게 들어준 수백만 한국인들의 의심을 사는 것은 물론 미국 내 비판가들의 공격을 받았을 것이다.

북한의 올림픽 참가로 가장 유감스러운 것은 북한 선수 세 명이 항상 경기 중에 뛸 수 있도록 하는 조건으로 여자 아이스하키 남북단일팀이 구성된 것이다. 이것은 남북한이 함께 뛴다는 정치적인 목적으로는 좋은 전시 효과가 있었다. 하지만 이것은 정치적 합의가 아닌 운동 선수 기량이 매우 중시되는 경기에서는 적합하지 않은 것이다.

평창올림픽과 북한의 선전

한국 여자 아이스하키 팀이 가장 큰 모욕을 당했다. 한국 여자 아이스하키 팀은 지금까지 훈련하고 함께 경기를 준비해왔다. 그들은 국제무대에서 뛸 기회를 고대하고 있었다. 하지만 북한 선수들이 합류하면서 정신이 산만한 가운데 남북단일팀은 5게임에서 모두 패했고 총 28점을 내주고 2점을 얻었다.

이 2점은 일본과의 경기에서 한 점, 스웨덴과의 경기에서 한 점에서 얻은 것인데 신문에서는 마치 승리한 것처럼 보도했다. 그러나 첫번 두 경기에서 8대0으로 대패하는 암울한 경기 결과를 보상하기에는 턱도 없는 것이었다. 김정은의 평화 공세가 초래한 가장 나쁜 효과는 올림픽을 평창올림픽이 아닌 평양올림픽으로 만드는 올림픽 자체에 끼친 것이 아니라 미래에 대한 것이다.

김정은은 문재인 대통령을 남북정상회담으로 초대하는 편지를 자신의 여동생을 통해 전달하면서 문 대통령을 시험하고 있다. 문 대통령이 평양에 간다고 김정은이 핵프로그램 폐기를 동의할 리는 만무하다. 김정은은 북한이 핵과 미사일 시험을 ‘동결’하는 대신 한국이 장애인올림픽 뒤인 3월말로 연기한 한미 연합훈련을 포기하는 거래를 원할 것이다.

김정은은 유엔의 대북제재를 철회하는 데 문 대통령의 협력을 구하고 주한미군 2만8500명의 철수를 요구할 가능성이 높다. 문 대통령은 이 요구들에 즉시 속아 넘어가지는 않을 것이다. 그는 이 초대를 수락하기 전에 ‘여건’이 조성되어야 한다고 말했다. 하지만 이번 올림픽을 통해 문 대통령은 많은 테러를 저지른 북한 정권과 강력하고 꾸준하게 맞서는 대신 타협하기를 훨씬 원한다는 것이 드러났다.

문 대통령이 김정은의 평화 공세에 굴복한 한 가지 이유는 북한이 동계올림픽 전이나 중간에 테러를 자행하지 못하도록 하기 위한 것이었다. 1988년 서울올림픽이 열리기 10개월 전 안다만해 상공에서 대한항공기가 폭파해 115명이 죽은 것은 누구도 잊을 수 없다. 문 대통령이 한반도기를 거부했다면 북한은 올림픽에 참가하지 않았을 것이다.

화해를 바라는 타협가로 문 대통령은 동계올림픽을 안전하게 치르고 남북관계가 개선되는 것을 추구했다. 그렇게 함으로써 그는 김정은이 원하는 방식으로 한반도를 통일하려는 궁극적 목적을 이뤄가는 과정 중에 핵과 미사일을 포기시키는 것과 전혀 도움이 되지 않는 피상적인 우정의 쇼를 보여주는 것이 효과가 있다는 것을 김정은에게 확인시켜줬다.

You can only go so far in temporizing with a dictator. South Korea went to the outer limit in agreeing for its athletes to march with North Koreans under the "one-Korea" flag of an image of the Korean peninsula in blue against a white field at the opening and closing ceremonies of the Pyeongchang Winter Olympics. Incredibly, the South Korean flag was not flying. That's because President Moon Jae-in sees these Olympics as an opportunity to advance his agenda of reconciliation and dialogue with North Korea. He placed higher priority on that goal than on showing off the games as celebration of the South as a modern nation and society. The result of this compromise was to turn the Olympics into a showcase for North Korean propaganda. North Korea"s leader Kim Jong-un played the games for all they were worth. It wasn't enough that he should send down a few senior officials. He had his younger sister, Yo-jong, captivating the media for the opening weekend while North Korean cheerleaders, musicians, performers and taekwondo athletes starred on TV often to the exclusion of South Koreans and everyone else. There could have been no greater public relations success for a regime that terrorizes its people, keeps tens of thousands in concentration camps, orders torture and executions and, worst of all, squanders its resources on missiles and nukes while most of the North's 25 million citizens go hungry. Americans have watched this display with considerably mixed emotions. President Trump made a pretense of total cooperation, going along with Moon's strategy, proclaiming the solidarity of the alliance, restraining criticism of what had to be a worrisome decision on the part of the South Korean leadership. Trump had no choice. Any overt sign of unhappiness would only have provoked a firestorm of insults from America's critics despite the doubts of millions of Koreans about bowing down so easily to North Korea's demands for just about everything they wanted beginning with the idea of uniting the two teams under one flag.     Probably the single most misguided aspect of North Korea's participation was the agreement to join North and South Korean women's hockey teams into one team in which North Korea had to have three of its players on the ice at all times. That might have been fine for exhibition games whose whole purpose was to bring North and South Koreans together but not for serious competition in which athletic skills, not political nonsense, was what counted. The real insult was to the South Korean team. Its members had practiced and played together. They needed this opportunity against international competition. As it was, with the distraction of the North Korean players, the team lost all five of its games by a combined score of 28 goals to two. Each of their goals, the first one against Japan, the second in their final match against Sweden, was headlined as a triumph, but they were far from enough to compensate for the team's dismal overall performance in which it lost its first two games by humiliating scores of eight to zero. The most disturbing aspect of Kim Jong-un's charm offensive is not what it did to the games, making them the Pyongyang rather than the Pyeongchang Olympics, but its future impact. The North Korean leader has in effect challenged President Moon by having his sister personally present a letter inviting him for a "summit." It's inconceivable, if Moon goes to Pyongyang, that Kim will agree to abandon his nuclear program. Much more likely, he wants a deal under which the North "freezes" nuclear and missile tests while the South gives up joint military exercises with the U.S., postponed from this month to late March after the Paralympics. He will also want Moon's cooperation in getting the UN to do away with sanctions, and he will call for withdrawal of America's 28,500 troops from South Korea. Moon is probably not going to fall for all these demands right away. He has said he wants to wait for "the right conditions" before even accepting the invitation. The lesson of the Olympics, though, is that Moon would prefer to compromise rather than maintain a strong, steady stand against a regime with a long record of terrorism. One reason Moon succumbed to Kim's charm offensive was to be sure North Korea would not pose a terrorist threat before or during the games. No one forgets the bombing of a Korean Air flight over the Andaman Sea ten months before the 1988 Seoul Summer Olympics with a loss of 115 lives. Had Moon refused to accept the one-Korea flag, it's not likely North Korea would have participated. By appearing as a compromiser eager for rapprochement, Moon sought to insure the safety of the games and bring about improved North-South relations. By so doing, he has convinced Kim of the value of a superficial show of friendship that does nothing to persuade him to give up his nukes and missiles on the way to his ultimate aim of "unifying" Korea on his own terms.
