북한 김정은과의 거래에서 문 대통령의 민주개혁 추구 잊혀져

문재인 대통령은 엄청난 문제에 직면해 있다. 그는 북한과의 화해와 대화를 추구하며 역사적인 한미동맹을 파괴할 입장이 아니다. 오히려 그는 김정은이 핵무기를 포기하거나 장거리 목표물을 향한 미사일 발사를 포기하려는 징후가 없는 상태에서 미국과 북한을 평화와 우호의 시대로 이끌고 간 중개자로 그 자신을 여긴다.

문 대통령은 남북간의 화해 노력에 열성을 보이며 북한의 미사일 발사와 핵실험으로 촉발된 대부분의 대북제재 일부라도 미국과 유엔이 포기하거나 완화해 줄 것을 설득한다. 트럼프 미 대통령은 김정은과 위대한 관계를 맺고 있다고 공언했지만 김정은에게 압력을 가하는 데 필수적인 제재를 포기하지 않고 있다. 제재가 없다면 분명히 김정은은 핵 프로그램에 관한 협상을 피상적으로 보여줄 필요가 없다고 느낄 것이다.

미국 국민과 특히 미국 대통령을 설득하려는 그의 노력 속에 김정은이 실제로 선의를 다할 것이라며 문 대통령은 그를 칭찬한다. 그는 마치 김정은이 한국뿐만 아니라 미국 및 다른 서방 국가들과도 정상적인 관계 형성을 좋아하는 인정 있는 친구인 것처럼 말해왔다.문 대통령은 마치 북한이 자신과 같은 한국의 ‘진보주의자’들이 추구하는 ‘진보적인’ 국가라며 김정은을 묘사한다. 문 대통령은 사회 개혁을 위한 그의 경력, 노동자의 권리, 재벌로 알려진 대기업들이 공급자들이나 투자자들을 통해 직·간접적으로 부의 대부분을 통제하는 경제 제도를 개혁하는 자신을 ‘진보적’이라고 생각할 수 있다.

문 대통령과 자칭 진보주의자들은 북한이 진보적인 국가와 거리가 멀고 김정은이 진보적인 지도자와 정반대라는 사실을 인정하지 않는다. 문 대통령과 그의 고문들은 김정은이 절대 권력을 가진 왕들이 지배했던 조선 왕조시대의 최악의 시절로 되돌아간 것을 인정하지 않는다. 그의 일상생활에서, 의심할 여지없는 보복과, 그의 광범위한 보위대가 반항세력으로 의심되는 자들을 감금하고 처형하는 상태 속에, 김정은은 남한 사람들이 1987년 민주주의 헌법을 채택하여 그 법을 존중하는 것과 정반대되는 독재자처럼 행동한다.

일부 사람들은 문 대통령이 김정은과 잘 지내야만 결국 북한에 민주적 가치를 심어주는 희망을 가질 수 있다고 주장한다. 그 환상은 그러나, 완전히 우스운 이야기다. 사실, 그 반대 일 수도 있다. 김정은은 트럼프 미 대통령과 멋진 관계를 유지하고 문 대통령을 공격하거나 선전용의 거친 언어를 자제함으로써 문 대통령이 미국과의 동맹 해체를 위해 그가 원하는 것이 무엇이든지 잘 처리해 주기를 기대하고 있다.

민주주의를 망각하고는 북한과 뜻대로 되지 않을 것

문 대통령은 그러나 김정은의 뜻대로 모든 것을 쉽게 얻을 수 없다. 한 가지 이유는 한국의 보수주의자들은 비록 그들 사이에 분열되어 있지만 강력한 힘을 갖고 있다. 문 대통령은 매주 토요일 서울 중심부를 행진하는 태극기 시위대나 재벌 지도자들, 혹은 종종 정치에 관여하지는 않지만 북한의 영향에 분명히 반대하는 중산층처럼 애국심 강한 한국인들의 힘을 인식해야 한다.

한국의 보수주의자들과, 문 대통령 자신의 민주당원들도 한미동맹에 심각한 균열이 생기는 것을 달갑지 않게 여길 것이다. 한국의 군대는 강하고 무기를 잘 갖추고 있지만 한국과 미국 사이의 특별한 관계는 전체주의적인 북한의 공격에 대항하며 궁극적으로 역동적인 민주주의의 남한을 방어하게 된다. 중국이 한국전쟁 당시 북한을 구출한 것처럼 특히 한미동맹이 중요하다.아마도 여기에서 정말 중요한 것은 한국의 역동적인 민주주의에 대한 문 대통령의 핵심 신념이다. 물론 그와 그의 동료들은 촛불혁명 기간 동안 민주주의의 깃발을 높이 들었지만, 민주주의에 대한 그들의 신념은 김정은과의 따뜻한 유대가 요구되는 상황 속에 심각한 시험에 직면해 있다.

President Moon Jae-in faces a problem of enormous proportions. He is committed to reconciliation and dialogue with North Korea but is in no position to destroy the historic alliance with the United States. Rather, he sees himself as a go-between, an intermediary, bringing the U.S. into an era of peace and friendship with North Korea while Kim Jong-un shows no sign of willingness to give up his nuclear warheads and the missiles for firing them at distant targets.

In his eagerness to bring about North-South reconciliation, Moon also hopes to persuade the U.S. and UN to give up or at least ease up on some if not most of the sanctions imposed after the North’s missile and nuclear tests. Trump has professed his great relationship with Kim Jong Un but is holding back on abandoning the sanctions that are essential to bringing pressure on Kim. Without the sanctions, obviously Kim will feel no need at all to engage in more than superficial shows of agreement on any deal on his nuclear program.

In his anxiety to persuade the American public, and the American president in particular, that Kim will actually deal in good faith, Moon has gone out of his way to praise him. He has spoken as if Kim were really a benevolent fellow who would love to form normal relationships not only with South Korea but also with the U.S. and other western nations.

Moon talks about coming to terms with Kim as if North Korea were a “progressive” country with which South Korean “progressives” such as himself should get along. Moon may think of himself as “progressive” in view of his career on behalf of social reform, the rights of workers and his desire to overhaul the economic system under which the conglomerates known as chaebol control most of the wealth, either directly or indirectly through suppliers and investors.

Moon and other self-styled progressives do not want to recognize that North Korea is far from a progressive state and Kim is the exact opposite of a progressive leader. Moon and his advisers do not acknowledge that Kim represents a throwback to the worst days of the Chosun dynasty when all Korea was ruled by kings with vast unquestioned power. In his daily lifestyle, in his demand for unquestioned subservience, in the impunity with which his vast security apparatus imprisons and executes those suspected of disloyalty, he behaves as a dictator whose values are the mirror opposite of those that South Koreans have come to respect since adoption of the democracy constitution in 1987.

One might argue that Moon has to get along with Kim Jong-un and his regime in hopes eventually of inculcating democratic values in North Korea. That fantasy, however, is totally ridiculous. In fact, the opposite may be true. Kim, by making a pretense of a “wonderful” relationship with Trump, by restraining his propaganda machine from attacking Moon with abusive, harsh language, is expecting Moon simply to go along with whatever he wants beginning with dissolution of the alliance with the U.S.

Moon, however, cannot yield all that easily to Kim’s will. One reason is that South Korean conservatives, although divided among themselves, are a powerful force. Moon has to recognize the power of patriotic South Koreans, whether the flag-waving Taeguki crowd that marches through central Seoul on Saturdays or chaebol leaders or simply a large middle class that’s often not involved in politics but definitely opposed to North Korean influence.

South Korean conservatives, and many members of Moon’s own Democratic or Minjoo Party, would not be happy with a severe break in the alliance with the U.S. Although South Korea’s armed forces are tough and well equipped, the special relationship between South Korea and the U.S. represents the ultimate guarantor of the survival of the South as a vibrant democracy in need of defense against the aggressive aims of the totalitarian North. The alliance with the U.S. would be especially important if China came to the rescue of the North as it did during the Korean War.

Perhaps what’s really at stake here is Moon’s core belief in South Korea’s vibrant democracy. Yes, he and his cohorts held high the banners of democracy during the Candlelight Revolution, but their faith in democracy faces a severe test in their calls for warm ties with Kim Jong-un.
