워싱턴 = 다가오는 한국 국회의원 선거는 문재인 대통령의 인기와 문 대통령을 반대하는 보수 운동의 힘을 시험하는 시금석이 될지 모르지만 솔직히 미국인들은 한국에서 무슨 일이 일어나고 있는지 알지 못한다.

트럼프 대통령 자신과 주변의 모든 사람들이 코로나19에 집중하면서 한국에 대해 걱정하지 않는다. 트럼프 대통령은 매일 백악관에서 코로나 바이러스에 대해 이야기하지만 한국을 언급하는 경우는 거의 없다. 그는 심지어 한국에서 3년 전 촛불혁명이 박근혜 대통령과 그녀가 이끈 보수정부를 무너뜨린 후 한국사람들이 문 대통령이 추구해온 진보정책에 대한 도전으로 보고 있는 새로운 총선을 실시하는 사실조차 모르고 있다.

트럼프 대통령이 남북 모두에 대해 매우 상반된 정책을 고수하고 있기 때문에 한국에 대한 미국 국민의 무지는 유감스러운 일이다. 한국 유권자들이 또 다른 민주주의의 행동으로 투표장에 나가려고 하는 것과 마찬가지로, 미국인들은 가정, 공적 또는 사적인 모든 행사를 피하고 상점과 학교와 사무실은 문을 닫으며 온라인을 통해 수업과 일을 하고 있다.

한미동맹의 두 가지 관점에서 보면 특히 시기가 좋지 않다. 첫째, 한국이 미군기지와 주한미군에 대해 얼마를 지불해야 하는지에 대한 한미간 협의는 막바지 단계로 치닫고 있다. 선거를 불과 며칠 앞두고 미국과 한국의 협상가들이 타협하지 않으면 미군기지에서 일하는 수천 명의 한국 근로자들은 무급휴직한다. 즉, 무보수로 회담이 끝날 때까지 일에 복귀하지 않고 기다려야 한다. 그리고 만약 회담 결말이 나지 않거나 기지에 대한 협상이 결렬되면 그들은 결코 일자리를 되찾지 못할 것이다.
 

한미동맹, 시기가 좋지 않다

휴직이 기지에서 일하는 모든 한국인들에게 집으로 돌아가라는 것을 의미하지는 않는다. ‘필수 인력’으로 여겨지는 약 3000명은 무슨 일이 있어도 계속 근무할 것이다. 그러나 트럼프 대통령은 기지 협상을 현재 약 2만8500명인 주한미군 감축의 명분으로 삼을 수도 있다. 북한의 김정은이 여전히 미사일 실험을 지시하고 특히 한국과 일본을 위협하게 되는 새로운 무기를 생산하겠다고 약속하는 상황에서 그 영향은 한미동맹을 위태롭게 할 것이다. 모든 군사기지 문제 위에, 주한미군은 한국을 방어할 준비가 되어 있는 반면 수십만 명의 미군 병력은 포상휴가나 가고, 근무지로부터 떨어져 있으며, 군사기지에서 벗어나 집이나 막사에서 머무르고 있으며 그들의 지도자들은 코로나바이러스 확산을 우려하고 있다.

이 질병은 미국이 북한에 대한 방어력을 강화하고 시진핑 주석이 이들 전 지역에 중국의 힘과 영향력을 확장하기를 갈망하는 상황 속에 위협이 되고 있다.만약 트럼프가 다가오는 한국 선거에 무관심하다면 국가안보회의와 국무부의 전문가들은 한국에서 무슨 일이 일어나고 있는지 알아야 한다. 지금 그들은 엇갈린 인상을 가지고 있는 것 같다. 이들은 문 대통령과 그의 핵심 측근들이나 보좌관들과 동맹을 위해 친분을 쌓기 위해 노력해 왔다.

이런 분위기 속에서 미국인은 보수 세력이 국회를 장악하고 문 대통령의 권력 장악력이 현저히 약해진다면 어떻게 될지 궁금해 할 수밖에 없다. 기본적으로 미국의 외교 분석가들은 다른 한쪽을 선호하지 않고 모든 가능성을 고려하고 있다. 이들은 트럼프 대통령은 한국인은 물론 미국인들조차 터무니없다고 여기는 연간 50억 달러의 방위비를 한국에 요구하면서 문 대통령과 여러 차례 즐거운 만남과 전화 통화를 했다고 지적한다.

그러나 여기에는 또 다른 문제가 걸려 있고 그것은 트럼프와 김정은과의 관계인데 그는 거의 2년 전 싱가포르에서 있었던 두 사람의 만남에서 비롯된 우정을 주장하고 있다. 이 회담은 의미 없는 공동성명에 그쳐 현재 이뤄지지 않고 있는 화해와 대화에 대한 헛된 희망을 키웠지만 트럼프 대통령과 김정은은 여전히 우호적인 관계를 유지하고 있다. 하지만 보수 세력이 다시 정권을 잡으면 트럼프가 한국에 더 양보할 것 같지는 않다. 지금 그는 남한의 정치 분위기를 망각하고 있는 것처럼 보인다.

트럼프 대통령은 다가오는 11월 대선에서 그의 재선을 방해하는 어떤 일도 생기지 않기를 깊게 바라고 있다. 김정은이 핵탄두 실험이나 장거리 미사일 발사를 중지하는 한 트럼프는 한반도에서 현 상태가 유지되는 것에 기뻐할 것이다.

그리고 대부분의 미국인들은 코로나19에 대한 강박관념으로 남한과 북한에 어떤 일이 일어나는지에 대해 별로 관심을 기울이지 않을 것이다.

Trump Has No Time to Worry about South Korean National Assembly Elections While Focusing on One Topic: COVID-19

WASHINGTON = The upcoming South Korean National Assembly elections may be a milestone test of the popularity of President Moon Jae-in versus the strength of the conservative movement against him, but frankly Americans are not aware of what’s happening in South Korea.

Nor is it at all clear that President Donald Trump is concerned about Korea while he and everyone around him focus on COVID-19. Trump talks daily in White House appearances about coronavirus but rarely mentions Korea. He may not even know that people in South Korea are about to vote for a new National Assembly that Koreans see as a challenge to the liberal policies that Moon has pursued since his election three years ago after the Candlelight Revolution that destroyed Park Geun-hye and her conservative government.

The ignorance of the American public about Korea is unfortunate since Trump remains committed to a highly ambivalent policy toward Korea, both North and South. Just as voters in the South are about to go to the polls in another display of democracy in action, Americans are avoiding all events at home, public or private, while shops and schools and offices are closed and classes and work conducted on-line.

The timing is especially bad from the viewpoint of the Korean-American alliance from two points of view.

First, talks between the U.S. and South Korea on how much Seoul should be paying for U.S. bases and U.S. forces in the South are going right to the wire. Just days before the elections, if U.S. and South Korean negotiators fail to come to terms, several thousand Korean workers on U.S. bases will be furloughed, that is, laid off, without pay, told to wait until talks are concluded before returning to work. And if the talks are never concluded, if the bases deal lapses, they will never get their jobs back.

The suspension of jobs does not mean all Koreans working on the bases will be told to go home. About 3,000 of them, deemed “essential personnel,” will stay on no matter what. Trump, however, might use the bases negotiation as a great excuse to reduce the number of U.S. troops in South Korea, now about 28,500. The impact would be to compromise the U.S.-Korean alliance at a time when North Korea’s leader Kim Jong-un is still ordering missile tests and promising to produce a new weapon with which to threaten the region, notably South Korea and Japan.

On top of the whole bases issue is that of the readiness of U.S. forces to defend South Korea while hundreds of thousands of American troops are standing down, staying away from duty stations, remaining in off-bases homes or in their barracks, while their leaders worry about spreading the coronavirus.

The disease poses a threat at a time when the U.S. if anything should be bolstering its defenses against North Korea and also with an eye on China, whose President Xi Jinping is anxious to expand Chinese power and influence throughout the region.

If Trump is unconcerned about the coming elections in South Korea, experts on the National Security Council and over at the State Department have got to be aware of what’s going on in South Korea. Right now they appear to have mixed impressions. They have been striving to get along with Moon and his inner circle of advisers and aides, hoping to win them over as friends for the sake of the alliance.

In this atmosphere, Americans have to wonder what would happen if the National Assembly were dominated by conservatives and Moon’s grip on power were substantially weakened. Basically, U.S. diplomatic analysts are considering all the possibilities without necessarily favoring one side of the other. Trump, they note, has had several pleasant meetings and phone conversations with Moon even while digging in on talks about the bases since demanding that South Korea come up with $5 billion a year, a price that Americans as well as Koreans see as absurd.

There is, however, yet another issue at stake here, and that’s Trump’s relationship with Kim Jong-un, with whom he claims a friendship dating from their meeting in Singapore nearly two years ago. The meeting produced nothing but a meaningless joint statement, raising false hopes for rapprochement and dialogue that is not happening, but Trump and Kim remain on cordial terms.

It’s not likely, however, that Trump would be more willing to make concessions to South Korea if conservatives regained power. Right now, he appears oblivious to the political mood in the South. His deepest hope clearly is that nothing happens to wreck his chances of reelection as president next November.

long as Kim refrains from testing another nuclear warhead or firing a long-range missile, Trump will be quite happy with the existing status quo in Korea. And average Americans will simply not care at all about what’s happening in either North or South Korea while obsessing over COVID-19.
