미국은 1776년 7월 4일 필라델피아에서 56개 대륙회의 회원국이 모두 독립선언서에 서명한 이래 가장 이상한 독립기념일 중 하나를 기념하고 있다. 1783년 9월 3일 공식적으로 전쟁을 종식시킨 파리조약에 영국과 미국이 서명하기 전까지 13개의 원래 식민지는 미국 혁명이 7년 2개월 더 지속되더라도 영국 통치로부터 자유롭다고 주장할 것이다.

이번 7월 4일과 다른 기념일의 차이점은 요즈음 미국이 연방정부를 혹독한 권위주의적 세력대 전통적인 법과 질서의 세력으로 보는 사람들이 주도하는 시위와 미국의 ‘삶의 방법’이라고 여기며 미국 제도를 방어하기 위해 투쟁하는 세력으로 나뉘어 있다는 것이다. 시위운동은 경찰의 잔혹성과 다른 형태의 역사적 탄압과 차별에 맞서 흑인을 옹호하는 대규모 운동인 ‘흑인의 삶에 대한 문제’가 지배하고 있는 것으로 보이지만 시위에는 도널드 트럼프 대통령과 하위급 관리들의 지도력에 대한 광범위한 불만과 고발건도 포함하고 있다.

미국에서는 미국은 다른 나라보다 코로나를 잘 대응하기 때문에 사라질 것이고 통제가 되고 있다 트럼트의 간헐적인 예측을 계기로 코로나가 놀라운 비율로 확산되면서 불신이 증폭되고 있다. 흑인 삶의 문제가 강력한 문제로 대두되는 가운데 코로나에 대한 트럼프의 대응은 지도자로서 그의 역량에 심각한 의문을 제기한다. 미국에서 가장 잘 알려진 의사이며 미 국립알레르기전염병연구소 소장인 앤서니 파우치의 마스크 착용은 물론 다른 사람들에게도 마스크 착용을 권할 때 마스크 착용을 거부한 한 사람에 대해 의문이 든다.

미국의 깊은 분열은 다른 나라들과 유사하지만 아마도 대부분의 다른 나라들만큼 심각하지는 않을 것이다. 한국의 우파들은 보수적인 박근혜 대통령을 축출하고 감옥에 가둔 촛불혁명으로 출범한 좌파 정부를 맞고 있다. 한국인들은 결코 통제되지 않는 코로나 방역 조치에 대해 불평을 하지 않는다. 코로나가 출현하기 이전처럼 우파 시위대가 태극기와 미국 국기를 흔들며 서울 중심부를 더 이상 메울 수 없게 되면서 그들은 유튜브와 인터넷에서 포럼을 찾는다.

우파들은 더불어민주당에 반대하는 보수주의자들이 문재인 대통령과 그의 보좌관, 고문단들에게 도전할 만큼 열심히 싸우고 있지 않다고 말하는데 이들 중 다수는 박근혜 대통령의 아버지, 박정희의 독재에 대한 투쟁을 하며 성년이 된 사람들이다.

한국 우파의 메시지는 2022년 차기 대선에서 진보 정부를 교체할 수 있는 기회를 잡으려면 보수층이 선거운동을 강화해야 한다는 것이다. 우파들은 정부의 좌파 정책이 경제를 지배하는 재벌이나 대기업을 부끄럽게 만들고 약화시키고, 문 대통령이 위험할 정도로 온화한 대북 노선을 추구하고 있다는 점을 유권자들에게 납득시켜야 한다. 해외 바이어들은 코로나가 전 세계적으로 확산되면서 수백만 명의 잠재 고객이 집에 있기 때문에 과거처럼 많은 한국 제품을 수입할 여력이 없다. 북한은 핵프로그램을 포기할 기미가 보이지 않는다.

미국인들의 불안, 민주주의

물론 미국 내 시위는 다르다. 시위대는 자유주의에서 중도좌파, 사회주의에서 급진주의까지 다양하다. 그들의 외침은 한국의 촛불혁명과 어느 정도 유사하지만 한 가지 중요한 차이점이 있다. 서울 등지에서는 시위 주변에 수많은 경찰관이 배치됐다. 하지만 폭력이나 약탈이나 공공 기물 파손, 상점과 주택에 대한 공격, 총격과 살인도 거의 일어나지 않았다.

미국에서는 시위 현장에서 경찰관이 거의 보이지 않는 경우가 많다. 경찰이 용의자를 살해하는 장면을 휴대전화로 포착한 장면에서 끔찍한 경찰 폭력 사건에 대한 ‘경찰에 대한 재정지원을 끊어라’는 요구가 대표적이다. 악당 경찰들이 무방비 상태의 사람들을 죽일 수 있는 권한을 가지고 있나요?라면서 누가 경찰이 필요하냐고 극단주의자들이 묻는다.

미국 전역의 불안은 미국인들이 국가의 근간이라고 믿는 민주주의의 의미에 대해 의문을 제기한다. 쇠사슬에 묶여 미국으로 끌려온 38만 명의 아프리카 노예 중 1200만 명 가량의 후손들이 여전히 학교 교육, 의료, 직업과 기회에 대한 불평등한 접근과 종종 가난하고 감옥에 갇힌 채 혼잡한 환경에서 살고 있다. 상태에서 어떻게 미국인들은 인권을 존중한다며 자부심을 느낄 수 있을까?

미국인들은 불꽃놀이와 바베큐로 축하해야 할 휴일에 그 질문에 봉착한다.

The U.S. on July 4 celebrates one of the strangest independence days since all 56 members of the Continental Congress signed the Declaration of Independence in Philadelphia on July 4, 1776. The 13 original colonies would henceforth claim to be free of British rule even though the American Revolution would last another seven years and two months before Britain and the U.S. signed the Treaty of Paris that formally ended the war on September 3, 1783.

The difference between this July 4th and so many others is that the U.S. these days is divided between protest led by those who view the federal government as harshly authoritarian versus traditional forces of law and order battling to defend American institutions and what they perceive as the American “way of life.” The protest movement appears to be dominated by “Black Lives Matter,” a mass movement in defense of African-Americans against police brutality and other forms of historic repression and discrimination, but protest also encompasses a broad spectrum of complaints and charges against leadership under President Donald Trump and lower-level officials too.

Outrage in the U.S. is com pounded by widespread disagreement over how to deal with COVID-19 as the coronavirus spreads to alarming proportions in the wake of Trump’s intermittent forecasts that it would go away, that it’s under control, that the U.S. is doing more than other countries to deal with it. While Black Lives Matter ebbs and flows as a powerful force, Trump’s response to COVID-19 raises serious questions about his competence as a leader. You have to wonder about a guy who refuses to wear a face mask when Dr. Anthony Fauci, America’s best known medicine man, director of the National Institute of Allergy and Infectious Diseases, not only wears one but recommends others do too.

The deep divisions in the U.S. have parallels elsewhere but are probably not as severe as in most other countries. In Korea, right-wing politicos face a left-leaning government that arose after the Candlelight Revolution brought about the ouster and jailing of the conservative Park Geun-hye, but you don’t hear Koreans complaining about measures to stop outbreaks of the coronavirus, which never quite gets under control.

If rightist protesters no longer fill central Seoul waving Korean and American flags, as they did before the advent of COVID-19, they find a forum on youtube and the internet. Rightists say the conservatives who form the opposition to the dominant Minjoo or Democratic Party are not fighting hard enough to challenge President Moon Jae-in and his aides and advisers, many of whom came of age in protests against Park’s father, the long-ruling Park Chung-hee.

The message of Korean rightists is that conservatives should intensify their campaign if they are to stand a chance of replacing the liberal government in the next presidential election in 2022. They have to convince voters that the government’s left-leaning policies are compromising and weakening the chaebol or conglomerates that dominate the economy and that Moon is pursuing a dangerously soft line toward North Korea. Foreign buyers don’t have the resources to import as many Korean products as they did before millions of potential customers were forced to stay at home as the virus spread globally, and North Korea shows no signs of giving up its nuclear program.

Protest in the U.S., of course, is different. Demonstrators range from liberal to left-of-center to socialist to radical. Their outpourings bear a certain resemblance to Korea’s Candlelight Revolution with one important distinction. Tens of thousands of policemen were deployed around protests in Seoul and elsewhere, and there was almost no violence, no looting or vandalism, no attacks on shops and homes, no shooting and killing.

In the U.S., policemen often are barely visible at protests. Calls of “defund the police” are the response to episodes of extreme police violence in which mobile phones have captured scenes of police killing suspects. Who needs the police, extremists ask, if rogue cops have a license to kill defenseless people?

Unrest across the U.S. raises questions about the meaning of the democracy that Americans believe is the foundation of the nation. How can Americans take pride in their respect for human rights when the 12 million or so descendants of the 380,000 African slaves transported in chains to the U.S. still live in often crowded conditions with inadequate schooling, medical care, access to jobs and opportunities, often impoverished and imprisoned?

Americans face that question on a holiday that should be celebrated with fireworks and barbecues.
