Worship of Trump Galvanizes Old-time U.S. Conservatism Even Though His Republican Party Remains Divided

트럼프 숭배는 공화당의 분열에도 옛 미국 보수에 활기를 준다
미국의 보수주의자들은 그들의 위상에서 무관심과 분열의 문제에 직면해 있다. 한때 ‘확고한’ 공화당으로 불리던 전통적 보수주의는 지난 75년 동안 보수의 위대한 모습을 잊으며 미국인들의 뇌리에서 희미해졌다. 2차 세계대전 당시 장군이며 1953년 6·25 전쟁에서 휴전을 맺고 미국 대통령으로 당선된 아이젠하워 대통령과 동베를린과 서베를린 사이의 베를린 장벽 앞에 서서 소련 지도자 고르바초프에게 ‘이 벽을 허물어라’고 요구한 레이건 대통령을 기억하는 것이 쉽지 않다.


미국 현대사에서 이처럼 우뚝 선 인물 대신 극우파와 복음주의 기독교인, 극단주의 난폭주의자들이 공화당의 의제를 이끌게 되면서 고령의 바이든 후보가 자신들의 우상인 도널드 트럼프를 700만 표 차로 패퇴시켰다. 책임 있는 글로벌 리더십과 함께 진정한 보수의 의미, 열렬한 자유 기업과 개인의 권리와 신념은 당의 만장일치 달성을 위한 싸움에서 상실됐다. 존경스럽고 책임감 있는 사업이라는 핵심 가치와 주류 교회와 번영하는 공동체에 매달린 구시대 보수주의자들은 공화당에 닥친 일을 좋아하지 않지만 잃어버린 권력과 리더십을 회복하기 위해 선동가들과 함께 할 수도 있다.


보수 딜레마의 본질적인 문제는 트럼프가 당내에서 메시아처럼 극단적으로 받아들여지는 것이다. 우익들은 트럼프를 상징적인 인물로 숭배하는데 이는 민주당뿐 아니라 지식인, 교수, 칼럼니스트, 싱크탱크 분석가들이 그들을 사회적·정신적으로 아무것도 모른다고 조롱하는 것에 대한 대답이다. 우파 운동은 계층과 사회전쟁에 뿌리를 두고 있으며, 또한 역사적인 개신교 교파와 금융가로부터 학계에 이르는 유대인의 권력과 영향력에 반대하는 기독교의 근본주의적 형태에 대한 믿음과 지역적 차이에도 뿌리를 두고 있다. 반유대주의, 즉 유대인과 유대인의 이익에 대한 적대감은 트럼프가 호소했던 우파 운동의 근간이다.

메시아가 된 트럼프 미국 보수의 고민

2020년 선거 결과뿐 아니라 트럼프의 대통령으로서의 기록과 1월 6일 미 의사당 폭행에 대한 암묵적 지지를 보면 트럼프는 공화당 당수로 마무리될 것으로 짐작할 수 있다. 놀랍게도 그는 여전히 선거를 도둑 맞았다고 주장하며 고무적인 인물로 부상하고 있다. 그는 여전히 당을 뛰어넘어 지도력을 주장하며 2024년 차기 대선에서 바이든에게 도전할 것을 시사하며 이때쯤이면 투표하는 미국 국민의 대다수가 바이든의 ‘사회주의’ 정책에 진저리를 칠 것이라고 자신한다.


트럼프가 공화당을 어떻게 활용하는지 이해하기 매우 어렵다. 그는 부유한 가정에서 태어났고 중산층 아파트를 팔아 재산을 모은 뉴욕 부동산 재벌인 그의 아버지로부터 수억 달러를 물려받았다. 트럼프는 아버지의 제국을 확장했지만 뉴저지 애틀랜틱시티에 투자한 카지노에서 큰 손해를 봤다. 공상적인 사업 거래에서 잘못된 결정을 내린 참가자들에게 “당신은 해고”라고 외치는 텔레비전 쇼를 진행함으로써 만일 그가 돈을 벌지 않았다면 그는 사업계의 거물로 살아남지 못했을지도 모른다.

하지만 골프장과 리조트를 소유하고 있는 이 거물은 충분한 돈과 연줄이 있는 사람들에게만 이 시설을 개방했으며 가장 폭력적인 우익 단체 큐아논과 프라이드 보이즈 그리고 미 의회 의사당에서의 참사를 책임지고 있는 다른 극우파 단체들의 영웅으로 남아 있다. FBI는 트럼프가 이들의 지원을 고맙게 여기면서도 어떤 연관성도 거부한 이 테러단체들과의 연계 혐의를 조사하고 있다. 이와 동시에 뉴스맥스와 원 아메리카 뉴스 등 우파 TV 방송사들은 진보 성향의 CNN과 MSNBC를 포함한 기성 방송사와 심지어 유명한 해설자 터커 칼슨과 숀 해니티가 트럼프의 완고한 지지자 중 한 명으로 꼽히고 있는 보수 성향의 폭스뉴스까지 도전장을 내밀었다.


진보 성향의 논객들은 여전히 공화당이 너무 분열되어 있고 시대착오적이어서 살아남지 못할 수도 있다고 믿고 있다. 그들은 바이든의 진보 정부는 비판을 억제할 수 있는 입법을 제안할 필요는 없을 것이라고 말한다. 오히려 공화당의 상징인 보수의 응집력을 상실했을지도 모른다고 말한다. 공화당은 중남미 불법 이민자들의 미국 생활 진입을 허용하고 중국에 양보하면서 산업 국유화, 기업 불공정 규칙과 규제, 반대 탄압, 결국 도전받지 않고 통치하려는 좌파적 욕망에 반대하는 세력으로서의 응집력을 잃은 것으로 생각된다. 


바이든의 보수파 적들은 그가 이미 초기 치매에 시달리고 있다는 것을 드러내기 위해 그를 공격하고, 약점을 드러내고, 그를 공격할 기회를 엿보고 있다. 그들은 그가 기력이 쇠하다는 증거를 찾기 위해 텔레비전에서 그의 발언을 살펴본다. 바이든에 맞서 그들은 도널드 트럼프가 그를 이길 수 있는 유일한 지도자로 다시 한번 부상하기를 꿈꿀 뿐이다. 트럼프가 윤리적 행동의 기본 규칙을 위반했다는 이유로 미 하원에서 두 차례 탄핵을 받은 사실이 트럼프의 포퓰리즘적 매력을 위축시킨 것 같지는 않다.

트럼프가 백악관을 탈환하지 않더라도 트럼프주의는 지탱될 것이다. 그는 열렬한 이상주의자, 폭력적인 책략가들, 심지어 트럼프가 당을 결집시키고 동서 해안 좌파와 진보주의자들을 물리친 인물로 보는 보수적인 공화당원들에게도 기억될 것이다. 그의 불굴의 팬들은 언제나 그를 미국 정치 리더십의 정글에서 희망의 등불로 볼 것이다.

American conservatives face the problems of both irrelevancy and division in their ranks. Traditional conservatism, the outlook of those who once were called “rock-ribbed” Republicans, has faded in the minds of Americans who have forgotten the images of the great conservative figures of the past 75 years. Americans have trouble remembering Dwight Eisenhower, the World War II general and post-war president, who got the U.S. out of the Korean War in 1953, and Ronald Reagan, the president who stood before the Berlin Wall between East and West Berlin and demanded Soviet Leader Mikhail Gorbachev “tear down this wall.”
Instead of these towering figures in modern American history, far-rightists, evangelical Christians and extremist rabble-rousers are driving the agenda of the Republican Party, forcing unanimity against the Democrats, whose candidate, the aging Joe Biden, defeated their idol, Donald Trump, in the November presidential election by a margin of more than seven million votes. The meaning of real conservatism, the values of ardent free enterprise and individual rights and beliefs, along with responsible global leadership, are lost in a battle to achieve party unanimity. Old-time conservatives, clinging to their core values of respectable and responsible business, pillars of main line churches and prosperous communities, may not like what they see happening to the Republican Party but go along with the firebrands in the interests of recovering their lost power and leadership.
At the core of the conservative dilemma is Trump, whose appeal over the most extreme elements of the party is messianic. Rightists worship Trump as an iconic figure, the answer to their dreams of defying not only the Democratic Party but a galaxy of intellectuals, professors, columnists and think-tank analysts who deride them as know-nothings, as upstarts, below them socially and mentally. The rightist movement has its roots in class and social warfare as well as regional differences and faith in a fundamentalist form of Christianity that opposes the historic Protestant denominations as well as Jewish power and influence from Wall Street to the groves of academe. Anti-Semitism, that is, hostility to Jews and Jewish interests is an undercurrent of the rightist movement to which Trumpism implicitly appeals.
Looking at not only the 2020 election results but also at Trump’s record as president and incitement of the assault on the U.S. Capitol on January 6, one might assume that he would be finished as leader of the Republican Party. Incredibly, however, he is emerging, always charging the election was stolen from him, as a galvanizing figure. He’s still capable of rising above the rest of the party, claiming leadership and implying that he will challenge Biden in the next presidential election in 2024, by which time he is confident a majority of the voting American public will be fed up with Biden’s “socialist” policies.
How Trump harnesses the Republican Party is extremely difficult to understand. He himself was born to wealth, bequeathed hundreds of millions of dollars by his father, a New York real estate entrepreneur who made his fortune selling middle-class apartments. Trump expanded on his father’s empire but lost a fortune on the casinos in which he invested in Atlantic City, New Jersey. He might not have survived as a tycoon in business had he not made a fortune by hosting a television show in which he shouted, “You’re fired,” at contestants who made the wrong decisions in fantasy business dealings.
And yet this tycoon, who owns golf courses and resorts that are only open to those with enough money and connections to gain entry, remains a hero to the most violent rightist groups, to QAnon and Proud Boys and other far-right, fascistic organizations responsible for the mayhem at the U.S. Capitol. The FBI is investigating all of them for terrorist links with which Trump would disavow any connection while welcoming their support. At the same time, rightist television networks, Newsmax and One America News, have arisen to challenge established networks, including the liberal CNN and MSNBC and even the conservative Fox News, whose famed commentators, Tucker Carlson and Sean Hannity, rank among Trump’s diehard advocates.
Liberal commentators still believe that the Republican Party as such is so divided, so anachronistic, that it may not survive. The liberal government of Joe Biden would not have to suggest legislation that might curb the critics, Rather, they say, conservatism as a cohesive movement, an adjunct to the Republican Party, may have lost its way. The party, it is believed, has lost its mission as a foe of leftist desires to nationalize industries, to inflict unfair rules and regulations on business, to suppress opposition and eventually to rule unchallenged while permitting the entry into American life of illegal immigrants from Latin America and yielding to China on bitter issues between them.
Biden’s conservative enemies are lying in wait for the chance to attack him, to expose his weakness, to reveal that he’s already suffering from dementia. They watch his comments on television for proof that he’s slowing down. Against him, they can only dream that Donald Trump will once again arise as the one who's capable of defeating him. The fact that Trump has been impeached twice by the lower house of the American congress for violating basic rules of ethical conduct does not seem to have dented his populist appeal.
It’s possible that Trump will get nowhere in attempting to win back the presidency in 2024. He may run into insuperable legal issues ranging from unpaid taxes to attempts to force changes in votes in pivotal states to support of the January 6 attack on the Capitol. In the end, he may decide he has no chance and bow out of the race. The 2022 elections for all members of the lower house of the Congress and for one third (33 or 34) of the 100 senators may decide whether the Republican Party can pull together the diverse elements in its midst and prepare for Trump’s candidacy two years later.
Even if Trump never recaptures the White House, Trumpism will endure. He will be remembered by the fervent idealists, the violent schemers, even old-line Republicans who see him as the man who united the party and stood down the east and west coast leftists and liberals. His never-say-die fans will always revere him as a beacon of hope in the jungle of American political leadership.
