문재인 대통령의 후임자를 뽑는 차기 대선은 최근 한국 역사에서 가장 흥미로운 일 중 하나가 될 것이다. 지난 5년간 어려웠던 경제와 별 성과를 얻지 못한 문재인 대통령의 대북정책에 대한 국민투표가 되리라고 생각한다.

문 대통령에 대한 반대가 너무 심해 윤석열 국민의힘 후보는 비록 정치 경험이 없지만 인기가 있다. 윤 후보는 보수당인 국민의힘 공천을 받기 전에는 부패에 연루된 정치인들을 수사하는 형사사건에 일생을 바쳤다. 그는 검사로서 열정을 인정받아 2019년 6월 검찰총장으로 임명됐다.

그리고 윤석열 후보는 문재인 정부 인사들을 주저하지 않고 수사했다. 가장 공론화된 사례는 문 대통령이 법무장관으로 임명한 좌파 인사인 조국을 사퇴하도록 만들었다. 수상한 거래가 거미줄 같이 얽힌 것으로 드러난 조국은 불과 35일 만에 낙마했다.

워싱턴의 관심, 한국 대선 승자와의 관계 설정

그러나 미국 정책 입안자들에게 더 시급한 문제는 한국 대선의 승자와 어떻게 지낼 것인가 하는 문제이다. 백악관에서 펜타곤(국방부), 국무부에 이르기까지 미국의 권력층이나 영향력 있는 인사들은 분명 중립적인 태도를 보일 것이다.

워싱턴에서 권력과 영향력을 행사할 수 있는 위치에 있는 어떤 누구도 윤석열 후보나, 서울과 인천을 둘러싸고 있는 경기도지사 출신인 민주당 이재명 후보 중 한 사람을 지지하거나 지지 의사를 표명함으로써 한국에서 파문을 일으키지 않을 것이다.

그러나 우리는 미국인들이 이재명 후보보다 윤석열 후보를 훨씬 더 선호할 것이라고 확신할 수 있다. 윤 후보는 북한과 계속해서 대화를 하겠지만 그는 항상 미국이 해왔던 것처럼 북한의 비핵화가 우선순위로 다뤄져야 한다고 분명히 말했다.

그는 고인이 된 조지 H.W. 부시가 1989년 대통령 취임 직후 핵무기 철수를 명령하기 전에 미국이 한국에 핵무기를 배치했던 것처럼 한국에 핵무기를 다시 배치해야 할지도 모른다고 말했다. 미국이 그러한 조치를 취해 북한과 중국을 화나게 하는 위험을 감수하지 않겠지만 그는 분명히 역사적인 한미동맹을 신뢰하고 있다.

윤 후보의 동맹에 대한 시각은 성남시장 시절 좌파 이재명 후보의 시각과 극명한 대조를 이룬다. 문 대통령의 뒤를 이어, 이 후보는 미국과 유엔 제재를 철폐할 것을 요구하며 북한을 달래려 할 것이다. 표면적으로는 북한이 상응하는 조치를 취해야 할 것이라고 말하겠지만 분명히 김정은 치하의 북한은 그러한 협상에 부응하지 않을 것이다.

이 후보는 몇 년 전 서울에서 남쪽으로 300킬로미터 이상 떨어진 곳에 미군이 설치한 사드 철수를 요구하면서 동맹을 반대하는 모습을 보였다. 사드는 김정은이 시험 발사해 온 극초음속 미사일에 대한 방어용으로, 여전히 좌파 시위의 핵심이 되고 있다.

대통령이 된다면 이재명 후보는 사드를 없애는 것뿐만 아니라 한미 연합군사훈련에 반대하고 동맹의 필요성에 의문을 제기할 것으로 예상할 수 있다.

미국인들은 이재명 후보의 입장을 이해하고 인정하려고 노력하며 그의 보다 극단적인 견해를 누그러뜨리도록 시도하면서 조심스럽게 접근할 것이다. 한미동맹의 목표는 한미관계의 전체 구조를 지나치게 위태롭게 하지 않으면서 주한미군이 한국에 남아 있도록 하는 것이다.

미국은 또한 북한에 대한 접근 방식과 한미동맹을 조율하면서 윤석열 후보가 대통령 당선될 경우 그에게 신중하게 접근하겠지만 북한에 대해 확고한 방어의 필요성을 깨닫기를 기대할 것이다. 윤석열 후보는 북한이 긴장을 완화하는 징후를 보일 때 북한에 대한 인도적 지원을 할 것이라고 말했다.

윤석열 후보가 집권하면 한미 양국은 북한이 비핵화 조짐을 보일 경우 인도적 지원을 하겠지만 원조를 받은 수혜자가 누구인지를 확인하려고 할 것이다. 윤석열 후보는 3월 선거 직후인 내년 봄 바이든 대통령과의 정상회담에서 그의 정책 방향을 확실히 밝힐 것이다.

이재명 후보가 대통령으로 당선되어 만약 워싱턴에 간다면 아마도 전쟁 게임의 중단을 포함한 협력 수준을 낮출 것을 요구할 것이다. 한미동맹에 대한 보수적, 군사적 지원의 중요성을 고려할 때, 이 후보는 과거에 지적한 것처럼 미군 철수를 요구하지는 않겠지만, 미국과의 협력보다는 북한과 대화와 화해를 하기 위해 더 많은 노력을 기울일 것으로 생각한다.

그러나 북한과 미국의 동맹 문제가 선거운동의 핵심 쟁점이 아닐 수도 있다. 미국인들은 한국의 침체된 경제와 부패가 한국 정치에서 더 중요한 이슈가 된다는 것을 알고 있다.

윤 후보가 문재인 정부에서 2년도 채 안 되는 기간 동안 검찰총장을 지낸 것은 의미 있는 일이다. 그는 조국과 선거법 위반에 대한 수사를 밀어붙여 문재인 정부와 여당인 민주당의 적개심을 불러 일으켰다.

대한민국 대통령에 출마한 다른 모든 사람들과는 달리 윤 후보는 몇 달 전 대통령 출마를 결심하고 국민의 힘에 합류할 때까지 정치와 거리를 두고 있었다.

문 대통령의 경제 개혁 시도 실패에 지친 많은 사람들은 윤 후보가 근본적으로 보수주의자라는 사실에 안도한다.

가장 분명한 것은 부동산 가격이 폭등한 반면 국내총생산은 연간 2%로 너무 느리게 성장해 영세 자영업자들은 새로운 최저임금제로 직원들을 고용할 수 없다고 불평하고 있고 젊은이들의 실업률은 충격적인 10퍼센트에 육박하고 있다는 사실이다.

동시에 삼성전자와 현대자동차가 이끄는 재벌이나 대기업들은 중소기업을 장려하겠다는 문 대통령의 약속에도 불구하고 언제나처럼 경제를 지배하고 있다.

한편 경제를 디지털화하고 석유와 천연가스에 대한 의존도를 낮춰 기후 위기를 해결하겠다는 문 대통령의 뉴딜 약속은 거의 잊혀지고 있다.

이러한 실망의 여파 속에 좌파인 이재명 민주당 후보가 경제적 이익을 증진시키기 위해 뭔가를 할 수 있다는 것은 상상하기 어렵다.

그는 보편적 기본소득에 대한 터무니없는 요구를 했고 한국이 세계 경제 대국이 된 데 기여한 재벌 체제를 약화시킬 가능성이 있다. 더 중요한 것은 미국의 진정한 관심사는 그가 한미동맹을 파괴하지 않더라도 혹시 약화시키지 않을까 하는 것이다.

The upcoming campaign for a successor to President Moon Jae-in promises to be one of the most exciting in recent Korean history. It will be a referendum on the policies of the previous five years in which the economy has suffered and his dramatic overtures to North Korea have gone nowhere.

The reaction against Moon is so severe that Yoon Seok-youl, the People Power Party candidate, is favored even though he has had no previous experience as a political candidate. Rather, Yoon dedicated his entire career before seeking the nomination of the conservative People Power Party to criminal cases, often against political figures mired in corruption. It’s a tribute to his zeal as a prosecutor that Moon named him prosecutor-general in June 2019 and that Yoon did not hesitate to go after figures in Moon’s government. In the most publicized case, he forced the resignation of Cho Kuk, a left-leaning figure whom Moon had appointed as justice minister. Cho, revealed to have spun a web of shady dealings, held his post for only 35 days.

For U.S. policy-makers, however, the more immediate question is how to get along with the winner of the election. The U.S. establishment, from the White House to the Pentagon and the State Department, is sure to put on a show of neutrality. Nobody in a position of power and influence in Washington is going to create a sensation in Korea by declaring or indicating support for either Yoon or his Democratic or Minjoo Party opponent, Lee Jae-myung, the leftist governor of Gyeonggi Province surrounding Seoul and Incheon.

We may be sure, however, that the Americans would much prefer Yoon to Lee. Yoon might want to continue the quest for dialog with North Korea, but he has said clearly that denuclearization of the North remains a priority as it’s always been for the U.S. He has also said perhaps the U.S. should deploy nuclear weapons in South Korea as it did before the late George H.W. Bush ordered their withdrawal soon after his inauguration as president in 1989. He must be aware the U.S. is not going to risk infuriating North Korea and, more importantly, China by such a move, but he clearly believes in the historic U.S.-ROK alliance.

Yoon’s view on the alliance contrasts starkly with that of Lee Jae-myung going back to his days as the leftist mayor of Seongnam City. Following in Moon’s footsteps, he would dedicate his efforts to appeasing North Korea, calling for doing away with sanctions imposed by the U.S. and United Nations. Superficially, he would say North Korea would have to take corresponding steps, but obviously North Korea under Kim Jong-un is not going to live up to any such deal.

Lee signaled his anti-alliance outlook several years ago when he called for withdrawal of THAAD, the Terminal High Altitude Area Defense missile complex installed by the U.S. army more than 300 kilometers south of Seoul. Needed for defense against high-flying hypersonic missiles that Kim Jong Un has been testing, THAAD remains the focal point of leftist protest. As president, Lee could be expected not only to get rid of THAAD but also to oppose joint U.S.-Korea military exercises and even to question the need for the alliance.

The Americans would approach Lee gingerly, trying to understand and appreciate his position while attempting to get him to tone down his more extreme views. The goal would be to preserve the alliance, to ensure that U.S. troops remain in Korea while not unduly jeopardizing the whole structure of U.S.-Korean relations. The Americans would also have to deal carefully with Yoon, coordinating on approaches to North Korea and the U.S. alliance, but could expect understanding of the need for solid defense against the North/ Yoon has already said he would favor humanitarian aid to North Korea but only if the North showed signs of decreasing tensions.

The U.S. and South Korea, under Yoon, want to tie humanitarian aid to North Korea on the North’s showing signs of denuclearization, and they would also want to know who was getting the aid. Yoon would almost certainly signal his outlook by a summit with President Biden next Spring soon after the election in March. Lee, if he were to go to Washington, might well call for lowering the level of cooperation, including perhaps suspension of war games. Considering the depth of conservative and military support for the alliance, he might not demand withdrawal of U.S. troops as he has indicated in the past would be a good idea, but he definitely would not want to encourage cooperation while increasing efforts for dialog and reconciliation with the North.

North Korea and the American alliance, however, may not be the pivotal factor in the campaign. Americans recognize that Korea’s flagging economy and corruption count for more in every day Korean politics.

The fact that Yoon remained prosecutor-general for less than two years in Moon’s government before finally resigning is a tribute to success. He had aroused the enmity of Moon’s government and the ruling Minjoo Party for pursuing the Cho Kuk investigation and election law violations. Unlike just about everyone else who has run for president of the Republic of Korea, Yoon remained aloof from politics until perceiving a path to the presidency and joining the People Power Party a few months ago.

Yoon’s essential conservatism comes as a relief to many who tired of Moon’s unsuccessful attempts at economic reform. Most obviously, the price of real estate has skyrocketed while the gross domestic product is rising far too slowly, at around two percent a year Small business owners complain they cannot afford to retain employees at the new minimum wage, and the unemployment rate among young people approaches a disturbing ten percent.

At the same time, the chaebol or conglomerates, led by Samsung Electronics and the Hyundai Motor empire, dominate the economy as always despite Moon’s promise to encourage small and medium enterprise. Meanwhile, Moon’s promise of a “New Deal” to digitize the economy and attack the climate crisis by reducing dependence on oil and natural gas is almost forgotten.

In the aftermath of these disappointments, it’s hard to imagine the leftist Lee Jae-myung, candidate of the Minjoo, can do anything to advance economic interests. He’s made a fatuous call for universal income, and he’s likely to undermine the chaebol system under which Korea has become a global economic power. More importantly, for the U.S. the real concern is whether he would also undermine if not destroy the U.S.-Korean alliance.
