[외교 안보 정책Ⅱ] 약화된 한미동맹 강화되고 있다

Yoon, Upholding the American Alliance, Defends Korean Democracy against Kim Jong-un’s Evil North Korean Regime 

윤석열 대통령은 미국과 한국 사이의 약화되는 관계를 변화시키고 업그레이드시켰다. 그는 취임 후 몇 달 만에 미군과 한국군이 5년 만에 처음으로 지상·공중·해상에서 함께하는 한미연합 훈련을 승인했고 문재인 전 대통령의 유화정책을 거부했다.

2016~2017년 박근혜 대통령을 축출하고 탄핵 및 투옥을 초래한 촛불혁명 이전에 누렸던 긴밀한 관계로 전환하는 정책을 집행하는 대통령과 함께 할 수 있다는 것은 미국인들에게 큰 안도감을 줬다. 미국이 한국전쟁에서 혈맹으로 싸워 위대한 자본주의 국가로 성장한 한국과 형성된 한미관계는 항상 완벽하지 않을지 모르지만 문화, 정치, 역사적 배경에서 가장 성공적인 협력의 사례다.

한국과 미국은 우여곡절 시련과 고난을 겪은 수십 년 관계 속에 문재인 정부의 좌파적 성향으로 가장 큰 시험대에 올랐다. 문 대통령은 그가 실제로 북한 김씨 왕조의 잔인한 독재정권과 한국전쟁 이후 수십 년의 정치적 혼란 속에 이뤄낸 남한의 민주주의 체제 사이에 진정한 화해를 가져올 수 있다고 믿었다.

그는 2018년 4월 판문점에서 김정은과 첫 만남에서 화해의 거짓 모습에 현혹되지 말고 환상이 도저히 실현될 수 없었다는 것을 깨달았어야 했다.

문 대통령 재임 중 한일관계는 한미관계보다 훨씬 더 악화됐다. 문 대통령은 처음부터 한국과 일본 사이의 역사적 적대감을 이용하며 박근혜 대통령이 살아계신 몇 분 안 되는 위안부 할머니를 위한 기금 조성을 위해 일본과 신중하게 협의한 협정을 파기했다. 북한과 중국의 군사 활동에 대해 일본과 한국이 공유할 수 있는 한일군사정보보호협정(GSOMIA)을 파기했다.

전 정부서 후퇴한 한미관계 회복에 기대 거는 미국

일본인들뿐 아니라 미국인들도 한일관계를 훼손하려는 문 대통령의 정치적 동기에 극도로 낙담했다. 한국과 일본은 역사적 원한 때문에 군사동맹을 결코 맺고 싶지 않을 수도 있지만 미국 지도자들은 한국과 일본이 육지가 아니라면 해상 및 공중에서의 군사 훈련에 동참해야 한다고 강하게 믿고 있다. 미국인들은 윤 대통령이 기본적으로 동맹 재개를 위해 미국과 함께 하는 것처럼 일본과의 좋은 관계를 회복하기 위해 모든 노력하는 사실에 크게 안도하고 있다.

이제 윤 대통령은 1953년 7월 판문점에서 휴전협정이 체결된 이후 공개적인 적대행위나 심지어 남북관계를 어렵게 해온 ‘사건’을 피하려고 하지만 끔찍한 남북분단이 현실이라는 것이다. 윤 대통령은 북한에 강경하게 말하고 있지 않다. 그는 심지어 북한이 단거리 장거리 핵탄두와 미사일을 프로그램을 점차 축소하고 비핵화시 북한이 절실히 필요한 것들을 담대히 지원하겠다고 제안했다.

김정은이 여동생 김여정에게 ‘입 다물라’는 막말로 응수하도록 한 것은 북한을 합리적으로 대하면 안 된다는 것을 보여준다. 한국 체제의 온전성을 훼손하고 한국의 중앙정부부터 지방정부에 이르기까지 민주적 생각을 통째로 망가뜨리지 않고서는 한국의 어떤 지도자도 김씨 정권과 타협할 수 있는 방법은 없다. 

윤 대통령은 미국의 정책 입안자들에게 안도감을 주면서 한국의 방위를 확고히 하며 화해의 방법을 계속 찾겠다는 인내심을 가지고 김여정의 메시지에 응답하고 있다. 윤 대통령은 자신의 제안을 홧김에 철회하지도 않고 중요한 것은 양보하지 않으며 자신의 제안을 고수하고 있다. 

북한이 갑자기 더 합리적인 입장을 취할 가능성은 전혀 없지만 윤 대통령은 자신의 생각을 협상 테이블 위에 남겨두는 것이 옳다. 김정은과 그의 여동생이 윤 대통령의 생각을 달갑지 않아 하겠지만 김정은 정권의 다른 사람들은 궁극적으로 윤 대통령의 생각을 고마워할 수도 있을 것이다.

물론 가장 큰 위험은 윤 대통령의 관점이 그의 임기 5년 후 지속되지 못할 것이라는 점이다. 최근 대선에서 그의 좌파 상대였던 이재명 후보는 더불어민주당 대표가 되었다. 단 1퍼센트 포인트도 안 되는 극히 근소한 차이로 패배한 이재명 후보는 2027년 다시 출마하겠다는 야망을 품게 될 것이 분명하다.

윤 대통령이 한미동맹을 기반으로 할 뿐 아니라 북한 내 김정은 지지층의 침식을 부추겨야 하는 것도 그런 이유에서다. 그가 이 목표를 달성할 수 있는 한 가지 방법은 북한 주민들에게 북한 정권의 폐해를 알리는 기사가 실린 전단을 실은 풍선을 날려 보내는 데 대해 관대한 입장을 취하는 것이다. 탈북자들은 북한 지도자들의 악에 대해 아무것도 몰랐던 북한 사람들에게 진실을 퍼뜨리고 있다고 믿었다.

한미동맹 강화 위해 윤 대통령이 할 일

문 대통령은 북한 주민들에게 그들의 지도자에 대해 알리는 것보다 김정은의 비위를 맞추려고 했고 풍선 날리기를 금지하는 법안을 강행 통과시켰다. 문 대통령의 좌파세력들이 여전히 장악하고 있는 국회가 이 법을 폐지하는 것을 어렵게 한다면 적어도 윤 대통령은 경찰에 법 집행을 유보하라고 명령할 수 있다.

풍선 날리기가 계속되도록 허용해야 한다. 풍선 날리기를 맹렬히 비난하고 복수를 약속함으로써 김여정은 그들이 원하는 대로 영향을 미치고 있다.

위대한 한미동맹의 연속성을 보장하기 위해 윤 대통령은 군사관계 뿐 아니라 무역과 투자를 포함한 민감한 문제들에 대해 미국과 긴밀히 협력할 필요가 있다. 윤 대통령은 김정은에게 아부하는 것을 거부하고 중국과 러시아 양쪽의 지지를 받고 있는 북한의 압력에 맞서겠다는 의지를 보여주고 있다.

거의 5년이나 남은 윤 대통령 임기 동안 미국인들은 그가 다음 선거에서 좌파 후보가 승리하더라도 북한의 사악한 정권처럼 국내 경쟁자들의 위협에 맞서 한미동맹이 확고히 뿌리내리기를 바라고 있다. 

President Yoon Suk-yeol has transformed and upgraded what had been the fading relationship between the United States and the Republic of Korea. In the few months since his inauguration, he’s approved field exercises in which American and South Korean forces worked together on the ground, in the air and at sea for the first time in five years, and he’s repudiated what had been the appeasement policies of his leftist predecessor, Moon Jae-in.
It's been a great relief for Americans to be able to work with a president whose policies represent a reversion to close relationships enjoyed before the Candlelight revolution of 2016-2017 that resulted in the ouster, impeachment and jailing of Park Geun-hye. U.S.-Korean relationships, forged in the blood of the Korean War and the rise of the Republic of Korea as a great capitalist nation, may not always be perfect but represents one of the most successful collaborations between nations that would otherwise seem so different in terms of culture, politics and historical background.

The relationship over the decades has undergone many twists and turns, trials and tribulations, ups and downs, but the leftist outlook of the Moon administration presented one of the greatest challenges. Moon believed he could actually bring about genuine reconciliation between the cruel dictatorship of North Korea’s Kim dynasty and the democratic system that has emerged in South Korea after decades of political turmoil since the Korean War. He should have realized that such fantasies could not possibly have been fulfilled despite the false appearance of rapprochement surrounding his first meeting with Kim Jong-un at Panmunjom on the line between the two Koreas in April 2018.

Relations with Japan during the Moon presidency suffered even more than they did with the United States. Moon from the outset sought to exploit historical animosity between South Korea and Japan, throwing out the carefully negotiated agreement that Park Geun-hye had worked out with Japan for setting up a fund for the few remaining “comfort women.” In his quest for popularity, he also did away with intelligence-sharing with Japan, throwing out GSOMIA, the General Security of Military Information Agreement under which Japanese and Korean could share what they were learning about North Korean and Chinese military activities and plans.

Americans as well as Japanese were extremely disheartened by Moon’s politically motivated efforts at sabotaging Korean-Japanese relations. South Korea and Japan may never want to form a military alliance, which would not work for reasons of historical resentment, but U.S. leaders believe strongly that Korea and Japan should join in military exercises on the sea and in the air if not on land.  The Americans are immensely relieved that Yoon is making every effort at restoring decent relations with Japan just as he is joining with the U.S. in basically the relaunching of the alliance.

Now President Yoon has returned to the realities of the terrible North-South division even while attempting to avoid open hostilities or even “incident” of the sort that has plagued North-South relations ever since the truce was signed at Panmunjom in July 1953. Yoon is not talking tough to North Korea. He has even presented quite an elaborate proposal for providing badly needed assistance to the North in return for the North gradually scaling down and finally getting rid of its program of fabricating nuclear warheads and the missiles to send them to targets near and far.

The fact that Kim Jong-un deputized his younger sister, Yo-jong, to respond with a rude, nasty statement telling Yoon to “shut up” only shows the futility of dealing reasonably with the North. There’s no way any South Korean leader can reach accommodation with the Kim regime without hopeless compromising the integrity of the South Korean system and betraying the democratic ideals that have come to characterize the whole process of government in the South from the national to the local level. 
President Yoon, to the relief of American policy-makers, is responding to Kim Yo-jong’s message with patient resolve to persist in looking for ways of reconciliation without compromising on the South’s defenses. Yoon is sticking to his proposal, neither yielding on critical points not withdrawing his suggestions in anger. It’s not at all likely that North Korea will suddenly adopt a more reasonable position, but Yoon is right to leave his ideas on the table. If Kim Jong-un and his sister don’t like them, it is still possible that others in the Kim regime may ultimately appreciate what Yoon has to say.

The great danger, of course, is that Yoon’s outlook will not endure beyond the five years of his presidency. His leftist foe in the recent presidential election, Lee Jae-myung, remains the leader of the Minjung or Democratic Party. Having lost by an extremely narrow margin of less than a single percentage point, Lee is sure to harbor ambitions of running again in 2027.

It's for that reason that President Yoon should not only build on the U.S.-ROK alliance but also encourage the erosion of support for Kim Jong-un in North Korea. One way that he can accomplish this goal is to adopt a tolerant view toward launches of balloons carrying leaflets with articles intended to inform North Koreans about the evils of their regime.

Defectors from North Korea believed they were spreading the truth among North Koreans who otherwise had known nothing about the evils of their leaders.

Moon, more concerned about currying favor with Kim Jong-un than he was about letting North Koreans know about their leader, rammed through legislation outlawing the balloon launches. If the National Assembly, still dominated by Moon’s Minjung friends, makes it difficult to repeal this law, at least Yoon can order the police to forget about enforcing it. The balloon launches must be allowed to continue. By bitterly denouncing them, promising revenge, Kim Yo-jong has proven they are having the desired impact.

For ensuring continuity of the great U.S.-ROK alliance, Yoon needs to go on working closely with the Americans not only on military relations but also on a range of sensitive issues, including trade and investment. By standing up to North Korea, refusing to toady to Kim Jong-un, he is showing the will to stand up to pressure in which the North is supported by both China and Russia. In nearly five years that are left to his presidency, Americans are hoping he deepens the ties so that, even if a leftist wins the next election the alliance will stand firm in the face of threats by domestic rivals as North Korea’s iniquitous regime.
