지정학적으로 미국은 동부와 서부 해안이 인구 중심지로 그 사이에 몇 군데가 균형을 이루고 있다. 미국을 할리우드와 뉴욕 브로드웨이에서 제작과 연기를 하는 연예계 종사자들은 로스앤젤레스에서 뉴욕까지 왕복 5시간 비행기를 타고 아래 펼쳐진 광대한 땅을 ‘비행하는 나라’라고 부른다. 비행기 훨씬 아래, 사람들은 광대한 텅 빈 평원과 산을 보고 동부와 서부 해안 사이에 사는 사람들이 어떠한 삶을 사는지 궁금해한다.

워싱턴과 뉴욕 외곽지역에 거주하는 인구는 땅은 넓은데 의회에서 단지 1석을 차지할 정도의 인구밖에 없는 와이오밍주 인구보다 훨씬 많다. 인구가 적음에도 50개 모든 주와 마찬가지로 와이오밍주에는 두 명의 상원의원이 있다.

인구가 몰려 있는 곳에서는 국가 철도 시스템인 ‘암트랙’이 워싱턴에서 볼티모어, 필라델피아, 뉴욕, 보스턴을 수시로 오가는 북동부를 운행하며 수익을 낸다. 그 노선은 워싱턴-뉴욕-보스턴 간의 ‘축’이라 불릴 정도로 사람들이 많이 이용하는 노선이지만 다른 곳에서는 활성화 되지 못하고 있다.

서부 해안에서는 기차가 로스앤젤레스에서 시애틀까지 왕복 운행한다.(믿을 수 없겠지만 샌프란시스코에는 역이 없다. 30분 거리에 내려 버스를 타야 한다.) 이 모든 서태평양 도시들은 한국, 중국, 일본과 많은 무역을 한다. 암트랙을 통해 미국을 가로질러 로키산맥과 서부의 대초원과 대초원을 건너는 기차는 거의 없다. 많은 도시에서 암트랙이 운영되지 않는다.

그러나 불평등이 일반적인 현상은 아니다. 동부 해안과 서부 해안 사이에는 대규모 인구 중심지가 어느 정도 균형을 잡고 있다. 시카고는 로스앤젤레스 인구가 증가하고 시카고 사람들이 교외로 떠나기 전까지 뉴욕 다음으로 인구가 많은 미국 제2의 도시였다. 이제 시카고는 미국에서 세 번째로 큰 도시다. 텍사스 아래쪽 휴스턴은 네 번째 도시이며 이어 샌안토니오와 댈러스 순이다. 그러나 미시시피 강 서쪽으로 뻗어 있는 대평원에는 주요 도시들이 거의 없다.

대륙횡단 철도 교통은 발달되지 않아

미국에서 의문은 항상 워싱턴이 모든 주를 대표하느냐인 것이다. 미국이 동부 해안을 따라 13개의 영국 식민지로 구성되었을 때 수도로 선택된 워싱턴은 당시 미국의 지리적 중심지였다. 미국이 서쪽으로 뻗어가며 관료들과 정치인들은 인구에 따른 하원의원 수를 각 주에 배분하면서 그 변화를 시도했다. 인구가 적은 주들이 잊혀지지 않도록 확실히 하기 위해 건국의 아버지들은 각 주에 두 명의 상원의원을 선출하도록 지정했다. 

그러나 건국한 사람들이 모든 주에 적절한 발언권을 주기 위해 고안된 선거제도를 창안함으로써 심각한 문제를 야기했다. 이 제도 아래, 각 주는 대통령 후보에 자신들의 표를 던진 선거인단을 선출한다. 후보가 한 주에서 다수표를 얻으면 그 주의 모든 선거인단 표를 확보한다(승자독식).

태평양 연안의 캘리포니아와 동부 해안의 뉴욕에서 대다수를 획득한 힐러리 클린턴 민주당 후보보다 총득표수가 적었음에도 도널드 트럼프가 2016년 대통령에 당선된 이유다. 트럼프는 여전히 2020년 선거에서 이겼어야 했다고 생각하지만 트럼프는 몇몇 주에서 근소한 차로 패배하며 전국적으로 거의 700만 표를 더 얻은 조 바이든에게 승리를 안겼다.

상대 후보보다 낮은 득표율로 대통령직을 차지할 수 있는 변칙은 미국 헌법 제2조에 명시된 다루기 힘든 선거인단 제도 전체의 개혁을 요구하게 만들었다. 지도자가 의회나 의회의 다수에 의해 선출되는 국가와 유사점이 있지만 다른 어떤 나라도 그러한 제도를 가지고 있지 않다. 다시 말해 정당의 구성원들이 상대 정당들보다 총득표수가 적지만 여전히 경쟁 정당들보다 더 많은 의석을 차지한다면 그들은 대통령이 아닌 일반적으로 총리를 선출해야 한다.

어떤 민주적 제도도 모두를 만족시킬 수는 없다. 진정한 민주주의의 시민들은 그들이 집권당의 전당대회에서 선출된 척하는 독재자에 의해 통치되지 않는 것에 감사해야 한다. 다양한 수준의 절대 권력을 가진 독재자들이 너무 많은 나라들을 지배한다. 시진핑 중국 국가주석이나  푸틴 러시아 대통령에게 도전하는 정적을 볼 수 없다. 북한의 김정은은 독재자 중 가장 독재적이다. 아무도 감히 공개적으로 그를 비난하지 않으며 그를 반대하는 사람들은 고문과 처형의 위험을 감수해야 한다.

그럼에도 불구하고 동부와 서부 해안의 불균형을 고려할 때 미국의 시스템은 개선될 여지가 많다. 선거인단을 없애지 않으면 개정하라는 압력이 거세지고 일부 주에서는 인구에 따라 상원의원을 2명 이상 뽑아야 한다는 목소리까지 들린다. 하지만 곧 변화가 있을 것 같지는 않다.

한두 개의 중심 도시가 지배하는 다른 나라들도 마찬가지다. 영국에서 런던은 2위 버밍햄과 스코틀랜드 도시인 글래스고와 에든버러를 훨씬 앞서고 있다. 일본의 수도권은 일본 인구의 4분의 1 이상을 차지한다. 세계 대부분의 대도시들은 금융과 미디어의 중심지이다. 미국의 동부 해안과 서부 해안 사이에, 땅은 넓지만 인구는 적은 주들 사이의 격차에 대해 즉각적인 해결책이 없다. 

선거인단이 영원히 지속되지는 않겠지만 동부 해안과 서부 해안 현상은 혁명이 일어나고 수도가 워싱턴에서 미국의 지리적 중심지로 옮겨지기 전까지는 변하지 않을 것 같다. 당분간 이런 일은 일어나지 않을 것이다.

The United States as a geopolitical entity is caught in a balancing act with population centers on the east and west coast and a few places in between. People in show business, producing and acting in Hollywood and on Broadway in New York, refer to the vast stretch of land beneath their planes on the five-hour flight from Los Angeles to New York and back again as “flyover country.” Far below the plane, you see vast empty plains and mountains and wonder what life is like for those in between east and west coasts.

The disparity is such that you often hear people observing that the population of suburbs in the sprawl outside Washington and New York exceeds that of Wyoming, which covers a lot of territory but only has enough people for one seat in the congress. Like all the 50 states, Wyoming has two senators, giving it lop-sided representation in the upper house of congress.

The nature of the population imbalance means that Amtrak, the national rail system, makes a profit on its frequent northeastern service from Washington to Baltimore to Philadelphia to New York and Boston. That route is so heavily traveled that it’s sometimes called the Washington-New York-Boston “axis.”  but Amtrak loses almost everywhere else. 

On the west coast, trains run up and down from Los Angeles to Seattle. (Incredibly, there’s no station in San Francisco. You have to get off 30 minutes away and take the bus.). All these western Pacific cities do tremendous trade with South Korea, China and Japan. Try to go by Amtrak the other way, across the U.S, over the Rocky Mountains and the great western plains and prairies, and you discover that trains are few and far between. Many cities aren’t served at all  by Amtrak.
The inequity, though, is by no means universal. In between the east and west coast, large population centers have a somewhat balancing effect. Chicago for years was America’s “second city,” second to New York in population, until Los Angeles gained and Chicagoans left for the suburbs. Now Chicago is America’s third largest city. Down in Texas. Houston ranks as the fourth largest city ahead of San Antonio and Dallas. In the Great Plains stretching west of the Mississippi River, though, major cities are few and far between.

For the United States, the puzzle has always been to be sure that all the country is properly represented in Washington. Selected as the capitol when the United States consisted of 13 former British colonies along the east coast, Washington was then the geographical center of the country. As America spread westward, bureaucrats and politicians sought to take account of the shift, giving each state its quota of members of the House of Representatives depending on population. To make sure that less populated states are not forgotten, the founding fathers designated two senators for each state, 

The founders created a serious problem, however, by devising an electoral system that's designed to give every state its proper voice. Under this system, each state elects a slate of electors who cast their votes as a block for president. If a candidate wins a majority in a state, however slender, he or she gets all that state’s electoral votes. 

That’s why Donald Trump was elected president in 2016 even though he had fewer total votes than the Democratic Party candidate, Hillary Clinton, who won large majorities in California on the Pacific coast and New York on the east coast. Trump still thinks he should have won the 2020 election, but he lost several key states by narrow margins, tipping the victory to Joe Biden, who got nearly seven million more votes nationwide.

The anomaly whereby a candidate can win the presidency with fewer popular votes than his opponent has given rise to calls for reform of the entire unwieldy electoral college system, enshrined in article II of the American constitution. No other country has such a system though there is a certain parallel in nations in which the leader is elected by a majority of the assembly or parliament. In other words, if members of a political party get fewer total votes than their foes but still hold more seats in the assembly than do those of rival parties, they can elect the country's leader, generally called a prime minister, not a president.

No democratic system is going to please everyone. Citizens of any real democracy should be thankful that they’re not ruled by a dictator pretending to have been elected by a convention of his ruling party. Dictators with varying degrees of absolute power hold sway over all too many countries. You won’t see a political opponent challenging China’s President Xi Jinping or Russia’s President Vladimir Putin. North Korea’s Kim Jong-un is the most dictatorial of dictators. No one dares openly to criticize him, and those discovered to doubt him risk torture and execution.
Still, there is plenty of room for improvement in the American system considering the imbalance between east and west coasts. Pressure is mounting to revise if not eliminate the electoral college, and voices are even heard suggesting that some states should have more than two senators depending on population. It’s not likely, though, that we’ll see changes any time soon.

The same applies to other countries dominated by one or two central cities. In the United Kingdom, London is far ahead of second-ranked Birmingham and the Scottish cities of Glasgow and Edinburgh. The Tokyo metropolitan region soaks up more than one fourth of Japan’s population. Most of the world’s largest cities are also centers of finance and media. In the U.S., there’s no ready solution to the disparity between east and west coasts, between states that are large in land size but small in populations. 

The electoral college may not last forever, but the east-west coast phenomenon is a fact of American life that’s not likely to change until a revolution breaks out and the capital city is moved from Washington to the geographic center of the country. That’s not going to happen for years if ever.
