U.S.-Led Regional Alliances Against China Replace ‘Globalization’ As Tensions Rise over Military and Economic Challenges

세계화는 일시적 유행처럼 역사 속으로 후퇴하고 있다. 사실 세계화는 유행 그 이상이었다. 세계화는 20세기 후반 미국과 세계의 나머지 국가들 사이의 관계를 이끌어 갔다. 세계화는 좁은 국가, 지리적 민족적 이해관계의 차이, 관세 무역 장벽이 무너지거나 거대한 감소를 의미했다. 

세계화를 확산시키려는 억만장자 조지 소로스의 영향력에 대해 21세기 초 비로소 국가 장벽이 허물어진 세계 시스템의 효율성과 타당성에 대해 의문시하게 됐다.

주요인은 중국에 대한 우려이다. 사실 중국은 미국과 다른 나라들에 대한 무역 흑자가 믿을 수 없을 정도로 크다. 시진핑 중국 국가주석이 미국과 동북아 동맹인 한국, 일본과의 대립을 심화를 주저하는 주요 이유가 무역 흑자 때문이다. 

시진핑의 망설임과 직접적인 관련이 있는 것은 대만이다. 그는 독립된 중국 섬 지방에 대한 침략을 명령하고 싶지만 중국이 미국 다음으로 세계에서 두 번째로 부유한 경제 대국으로 부상하는 데 큰 영향을 미치는 국가들과 지역 분쟁을 감수하려고 하지 않는다.

게다가 시진핑은 한반도에서 또 다른 전쟁을 피하고 싶어 한다. 그는 확실히 북한이 한국과 일본을 향해 실제로 미사일을 발사하는 것을 원하지 않겠지만 김정은이 한국과 일본의 군사기지에 전술핵을 사용할 수 있다는 협박을 옹호할 것이다.

그러나 아시아에서 교착 상태의 역학 관계는 변화하고 있다. 미국은 미국 대학 캠퍼스, 기업 투자, 무역의 불평등 문제 등 중국의 영향력 확대에 지쳐 있다. 이러한 문제들을 더 복잡하게 만드는 것은 동북아, 남중국해, 동남아, 인도 아대륙, 중동 그리고 유럽, 아프리카에 이르기까지 주변 모든 곳에서 중국의 존재감이 급증하고 있다는 것이다. 이는 훨씬 더 깊어질 수 있고, 전쟁이 일어날 수 있고, 경쟁국으로 간주되는 국가들의 착취로 시장이 약화될 것이다.

중국의 영향력 확대로 아시아 역학 관계 변화

“열린 사회는 모든 사람들이 서로의 인간성을 인정하고 동등하게 서로를 참여시키는 세상이다”라고 워싱턴대 헨리 M. 잭슨 국제연구스쿨의 다니엘 베스너는 밝힌다. “하지만 대부분의 사람들이 계속 줄어드는 파이의 마지막 조각을 긁어모으고 있다면, 소로스와 실제로 우리 중 많은 사람들이 살고 싶어 하는 세상을 어떻게 만들 수 있을지 상상하기 어렵다.” 

소로스와 다른 사람들이 상상했던 것처럼 세계화가 끝나고 있다면 무엇이 그것을 대체하고 있는가? 미국에 대한 한 가지 대답은 기존 동맹과 새로운 그룹의 부상에 대한 새로운 강조다. 도널드 트럼프는 2016년 1월 대통령 취임 직후 미국, 호주, 브루나이, 캐나다, 칠레, 일본, 말레이시아, 멕시코, 뉴질랜드, 페루, 싱가포르 그리고 베트남을 포함한 환태평양경제동반자협정(TPP)에서 미국을 탈퇴시켰다. 그러나 TPP의 실패는 지역주의와 융합될 때 민족주의의 압도적인 중요성을 강조하는 다른 그룹들에게 자리를 내줬다.

TPP를 대신해서 미국, 일본, 호주, 인도가 참여하는 쿼드가 시작됐다. 네 차례 협상을 통해 미사여구의 발언과 협력하겠다는 확약을 넘어 얼마나 실질적인 의미를 부여해야 할지는 단언하기 어렵지만, 중국은 2007년 쿼드 이슈가 대두된 이후 강하게 반발했다. 쿼드는 환태평양경제동반자협정 결렬 이후 더 큰 비중을 차지했고, 바이든 대통령은 4개국 정상과의 만남에서 쿼드 개념을 추구해왔다. 
중동 북아프리카 금융 네트워크(MENAFN)의 아쇼크 산잔하르 기자는 바이든이 “진행 중인 러시아·우크라이나 갈등에 적극적으로 관여하고 있다”며 “인도·태평양에서 눈을 떼지 않았다”고 썼다.
이 기사는 2021년 9월 워싱턴과 2022년 5월 도쿄에서 열린 대면 회담을 포함해 지난 2년간 네 차례의 정상급 교류를 인용했다. 기사는 “성장하는 중국의 팽창주의에 효과적으로 대응하고 쿼드가 ‘글로벌 정의를 위한 힘’으로 부상할 수 있도록 파트너십을 강화하겠다는 4개국 정상의 의지와 결의를 보여준다.”

말로 표현할 수 없는 증거는 중국이 남중국해를 자국 영해라고 주장하는 것을 막고 중국의 침략으로부터 이 지역을 방어하는 군사 동맹에 있을 것이다. 바이든은 2021년 9월 호주, 영국, 미국을 위한 새로운 동맹인 오커스(AUKUS) 결성을 발표했다. 세 나라는 분명히 반중 협정을 바탕으로 결속했다. 만약 전쟁이 일어난다면 그들은 군사적으로 협력할 것이다. 미국의 인도·태평양 전략의 핵심 요소인 AUKUS는 우호적이지만 지나치게 모호한 말 잔치인 쿼드를 훨씬 뛰어넘는다. 

다른 그룹들도 중요하다. 미국은 14개국을 포함한 인도태평양경제프레임워크(IPEF)를 구성했다. 목적이 믿을 수 없을 정도로 모호하지만 적어도 그것은 중국에 맞서고자 하는 열망을 보여준다. 윤석열 대통령은 북한의 핵 위협에 맞서 미국과 일본의 협력을 촉구하는 인도.태평양 전략을 지지했다.

Globalization is receding into history almost as though it had all been a passing fad. Actually, it was much more than a fad. It was the dominant force in relations between the United States and the rest of the world for much of the late 20th century. Globalization meant an end or huge reduction in trade barriers, in tariffs, in differences predicated upon narrow national, geographic and ethnic interests. 

It wasn’t really until the dawn of the 21st century, as the influence of the billionaire George Soros in trying to spread globalization became widely apparent, that severe doubts arose as to the efficacy and wisdom of a global system in which national barriers were torn down.
By now the trend is in the opposite direction. A major factor is concern about China. The fact is that China has an incredibly high trade surplus with the United States and other countries. No doubt that surplus is a major reason why China’s President Xi Jinping hesitates to deepen the confrontation with America and its northeast Asian allies, South Korea and Japan. 
Directly related to his hesitancy is Taiwan. Much as he would like to order an invasion of the independent Chinese island province, he does not want to risk a regional conflict with the nations that account in large measure for China’s rise as the world’s second richest economic power after the United States. 

Moreover, Xi is assumed to want to avoid another war on the Korean peninsula and would prefer that North Korea’s leader, Kim Jong Un, stick to rhetoric and missile tests. He certainly does not want North Korea firing missiles for real into South Korea and Japan, and the last thing he would advocate would be a nuclear war in which Kim made good on threats to unleash “tactical nukes” at bases in South Korea and Japan.

But the dynamics of the standoff in Asia may be changing. The United States is tiring of expanding Chinese influence on American college campuses, in business investment, in inequities in trade. Compounding these problems is China’s burgeoning presence all around its periphery, from northeast Asia to the South China Sea and Southeast Asia, to the Indian subcontinent and the middle east and on to Europe and Africa too. The sense is arising of a confrontation that could get much deeper, that might erupt in war and will surely undermine nations seen as rivals and markets ripe for exploitation.

It's against this background that Soros’ fantasy of an “Open Society,” a world without the kind of borders that impede trade and plunge nations into war, is no longer a dream even among liberal intellectuals. “The open society envisions a world in which everyone recognises each other’s humanity and engages each other as equals,” writes Daniel Bessner of the University of Washington’s Henry M. Jackson School of International Studies. “If most people are scraping for the last pieces of an ever-shrinking pie, however, it is difficult to imagine how we can build the world in which Soros-and, indeed, many of us -would wish to live.”

If globalization, as Soros and others envisioned it, is ending, what’s replacing it? One answer for the United States is renewed emphasis on existing alliances and the rise of new groupings. Donald Trump, immediately after his inauguration as president in January 2016, withdrew the United States from the Trans-Pacific Partnership, a grouping that would have included, beside the U.S, Australia, Brunei, Canada, Chile, Japan, Malaysia, Mexico, New Zealand, Peru, Singapore, and Vietnam. The failure of TPP, however, has given way to other groupings that show the overwhelming importance of nationalism when fused with regionalism.

New beginnings, in place of TPP, include the Quad Four -- the U.S., Japan, Australia and India. It’s difficult to say how much substantive significance to attach to Quad Four beyond flowery statements and assurances of cooperation, but China strongly objected to it after the relationship emerged in 2007. Quad Four assumed greater importance after the breakdown of the Trans-Pacific Partnership, and President Biden has pursued the Quad Four concept in meetings with the leaders of al four countries.

While Biden “has been actively engaged with the ongoing Russia-Ukraine conflict,” writes Ashok Sanjjanhar of MENAFM(Middle East North Africa Financial Network), “he has not taken his eyes off the Indo-Pacific.”

The article cites four summit-level interactions over the past two years, including in-person meetings in Washington in September 2021 and in Tokyo in May 2022. says the article. It “demonstrates the commitment and resolve of the leaders of the four countries to strengthen their partnership to effectively push back against China's growing expansionism and to ensure that the Quad emerges as a ‘force for global good.’”

The proof beyond the words would lie in a military alliance that stopped China from claiming the South China Sea as its own territorial waters and defended the region against Chinese encroachment. Biden in September 2021 announced the formation of a brand new alliance called AUKUS for Australia, the United Kingdom and the U.S. The three bonded in what could surely be regarded as an anti-China pact. If war were ever to break out, they would cooperate militarily. AUKUS, as a key element in America’s Indo-Pacific strategy, went considerably beyond the friendly but overly vague rhetoric of the Quad Four.

Other groupings are also important. The U.S. has formed the Indo-Pacific Economic Framework for Prosperity(IPEF), including fourteen countries.  The purposes are incredibly vague, but at least they show the desire to stand up against China. Adding substance to vague words, South Korea’s President Yoon Suk-yeol has endorsed an “Indo-Pacific Strategy” with the U.S. and Japan that calls for cooperation among them against North Korea’s nuclear threat.
