[글로벌뷰] 센카쿠 열도 둘러싼 日中 격돌과 미국의 입장

오바마 대통령, “센카쿠 열도는 일본 행정구역이기 때문에

美日 상호협력안보조약 5조 범주에 해당” 

일본과 미국은 동중국해에서 벌어질 수 있는 충돌의 가능성 앞에 서 있다. 일본어로는 센카쿠(尖閣), 중국어로는 댜오위다오(釣魚島)로 불리는 이 작은 섬들의 상공으로 중국 항공기가 통과하고 있고 그 섬들을 기준으로 20㎞ 이내의 영해에서 중국 선박들이 침입하고 있는데, 중국이 그 이상의 행동을 한다면 미국은 정말 어떻게 할 것인가? 

미국은 중국 본토로부터 330㎞, 대만으로부터는 170㎞, 일본 오키나와 남서쪽 끝자락에 있는 일본 최남단 섬인 이시가키(石垣)로부터는 177㎞ 떨어진 센카쿠 열도에 대한 일본의 영유권 주장을 지금까지 지지해왔다. 

일본은 대만과는 협정을 체결한 상태이기 때문에 대만 어선은 센카쿠 열도 주변의 영해에서 조업을 할 수 있다. 만일 대만이 중국처럼 센카쿠 열도에 대한 영유권을 주장해 일본이 이 섬들을 중국이 아닌 대만에게 돌려주는 것을 고려한다고 밝힌다면 중국이 어떻게 반응할지 궁금하다. 중국은 분명히 공중전파, 인터넷, 언론을 통해 강력히 비난할 것이다. 

하지만 일본은 중국이나 대만에게 이 열도를 양보하지 않을 것이다. 일본은 1895년 청일 전쟁에서 승리한 후 얻은 이 섬들이 당시 무인도였고 아무도 탐험하지도, 다스리지도 않았다고 밝히고 있다. 일본이 70여 년 전 2차 세계대전에서 패배할 때까지 지배했던 대만의 섬인 포르모사를 당시에 취한 후 센카쿠 열도를 차지한 것은 일본에게는 당연한 것처럼 보였다. 

일본은 2차 세계대전 후 이 섬들을 포기했어야 했다. 하지만 그 섬들은 미국의 신탁통치하에 있었고, 미국은 1972년 오키나와를 비롯, 류큐(琉球) 열도를 일본에 반환할 때 그 섬들도 일본에 넘겨줬다. 센카쿠 열도는 류큐 열도로부터 멀리 떨어져 있지만 일본은 이 섬을 이시가키 행정구역에 포함시켰다.

센카쿠 열도 중 가장 큰 섬인 4.3㎢의 우오추리에서 일본의 생선가공 공장이 40년 동안 가동했었지만, 1940년 이 공장이 폐쇄된 후 지금까지 센카쿠 열도에는 아무도 살고 있지 않다. 이 섬의 해안에 남아 있는 공장의 폐허는 이 역사를 보여준다.

‘석유 매장’ 발표 이후 긴장 고조 

중국은 1970년 12월 센카쿠 열도 주변에 상당한 양의 원유가 매장되어 있다는 유엔 보고서가 나오기 전까지는 센카쿠 열도에 관심이 없었다. 하지만 이 보고서가 발표된 후 중국은 일본과의 교역 협상에서 센카쿠 열도에 대한 영유권을 주장하기 시작했다.

1년 뒤 중국은 1879년 일본에 병합된 고대 류큐 왕국과 중국이 수세기 동안 교류해온 항해 역사를 발간했다. 센카쿠 열도에 대한 영유권 분쟁은 3년 전 중국이 이 섬 주변과 섬 위 상공으로 중국 항공기가 비행하도록 하는 것을 대폭 늘리면서 고조되었다. 양측 간에 교전은 있지 않았지만 일본은 전투기들을 급파하며 대응했다. 

지금 일본은 불안해하며 대만에서 동쪽으로 약 100㎞ 떨어져 있는 다른 섬에 소규모 병력을 이미 배치한 데 이어 센카쿠 열도의 섬 중 한 곳에 소규모의 군사기지를 설치하자는 의견을 검토하고 있다. 중국은 센카쿠 열도에서 서쪽으로 300㎞ 떨어진 중국 해안에서 멀지 않은 한 섬에 군사작전 목적으로 군사기지를 건설하고 있다. 

“센카쿠 열도는 일본 행정구역” 

미국 지도자들은 만일 전쟁이 발발하면 센카쿠 열도에 대한 일본의 입장을 방어할 것이라고 거듭 말하고 있다. 버락 오바마 대통령은 1년 전 일본을 방문했을 때 “센카쿠 열도는 일본의 행정구역이기 때문에 미일(美日) 상호협력안보조약 5조의 범주에 해당된다”고 말했다.

이 보증은 상호 교환적이다. 아베 신조 총리의 일본은 지금 환태평양경제동반자협정(TPP)에 가입하고 있는데, TPP는 일본의 세계은행과 중국의 아시안인프라투자은행 간의 경쟁을 보여준다. 

하지만 긴장이 고조되면 미국은 어떻게 대응할 것일까? 일본 자위대는 중국이 역시 영유권을 주장하는 섬들이 있는 남중국해에서 필리핀과 합동 군사 훈련을 하고 있다. 중국은 필리핀, 베트남, 말레이시아, 브루나이와 함께 영유권 주장을 벌이는 남사군도(the Spratly)와 한때 중국의 동맹이었던 베트남에 내주기를 거부한 서사군도(the Paracels)에서 자신을 반대하는 협력이 강화되는 것을 달가워하지 않을 것이 분명하다. 

동중국해에서 일본을 방어하는 데 미국이 필요하다는 사실에 일본은 주민들의 항의에도 불구하고 일본에 있는 미 해병 기지인 캠프 슈왑 옆의 헤노코에 새로운 미 해병기지 건설을 추진할 것이다. 역으로, 북한을 제지하는 데 중국의 영향력이 필요하다는 사실에 미국은 일본과 중국이 센카쿠 열도를 두고 타협하기를 바랄 것이다. 

만약 긴장이 고조되어 양국이 충돌하면 중국은 북한이 오키나와와 괌에 있는 미군 기지에 미사일을 쏘지 못하도록 할 것인가? 일본과 중국이 센카쿠 열도 주변 해상과 상공에서 매일 대립하면서 이 같은 우려의 질문들이 나오고 있다.

Japan and the United States face a potential explosion in the East China Sea. The question is what will the U.S. really do if the Chinese go beyond overflights and intrusions on waters within the 20-kilometer territorial limits surrounding the small cluster of islands known as the Senkakus to the Japanese, Diaoyu to the Chinese.

The United States so far has gone along with the Japanese claim to the Senkakus, which are about 330 kilometers from the Chinese mainland, 170 kilometers from Taiwan and 177 kilometers from Ishigaki, one of the southernmost Japanese islands in a string running southwest from Okinawa.

Japan has an agreement with the Republic of China on Taiwan whereby Taiwan fishing boats can enter the islands' waters. Since the Republic of China, the ROC, like the People's Republic of China, the PRC, claims the Senkakus, I wonder how the PRC would react if Japan said we'll consider returning the islands to the ROC, not the PRC. We may be sure the air waves, Internet and print media would reverberate to shrill rhetoric from Beijing.

Japan, however, is not going to cede these islands to either the PRC or the ROC. The Japanese say they were uninhabited, unexplored and ungoverned when claimed in 1895 as Japan was reaping the spoils of its defeat of China in the Sino-Japanese war. It seemed natural for Japan to acquire the islands after taking over Formosa, the island province of Taiwan, which the Japanese ruled until their final defeat in World War II nearly 70 years ago.

The Japanese might have had to give up the islands along with Taiwan at the end of the war, but they fell under U.S. trusteeship. The Americans handed control over to Japan at the time of reversion of Okinawa and all the other outlying islands in the Ryukyu chain from American to Japanese control in 1972.

Although the Senkakus are far from the Ryukyus, the Japanese include them in Ishigaki municipality. No one has lived there since a Japanese fish-processing plant was shut down in 1940 after operating for 40 years on Uotsuri, at 4.3 square kilometers the largest of the Senkakus. The stone ruins of the plant on the shore testify to the history.

China actually showed little interest in the Senkakus until December1970 when word of "promising oil reserves" in a United Nations survey of surrounding waters spurred Beijing to register its claim in trade negotiations with Japan. Then, a year later, China published the history of voyages by Chinese over the centuries on missions to and from the ancient Ryukyu kingdom, annexed by Japan in the 1879. The dispute heated up three years ago when China began sending planes in increasing numbers into air space near and occasionally over the islands. No shot were fired, but Japan responded by scrambling fighters. 

Now the Japanese are edgy enough to talk about setting up a small military base on one of the islands after having already deployed a small force to another island about 100 kilometers east of Taiwan. The Chinese, for that matter, are building a base on an island not far from the China coast, about 300 kilometer to the west of the Senkakus, as a takeoff point for more operations.

U.S. leaders have repeatedly said the U.S. would defend Japan's hold on the Senkakus in the event of war. Obama remarked when he visited Japan more than a year ago, "The Senkaku Islands are administered by Japan and therefore fall within the scope of article 5 of the U.S.-Japan Treaty of Mutual Cooperation and Security." That assurance comes with a trade-off. Japan under Prime Minister Shinzo Abe is joining the Trans Pacific Partnership, which really will be competing with both Japan's World Bank and China's Asian Infrastructure Investment Bank.

But how would the U.S. respond as tensions increase? Japanese "self-defense" forces have participated in joint exercises with the Philippines in the South China Sea, nearly all of which China claims. Obviously the Chinese cannot be happy about collaboration against their build-up on the Spratly Islands, contested by the

Philippines, Vietnam, Malaysia and Brunei, and the Paracels. which China refuses to relinquish to its one-time ally, Vietnam. The impression is that of increasingly dangerous confrontation between Japan and China in waters all around it periphery.

The need for the U.S. to be ready to defend Japan in the East China Sea means the Japanese, despite loud protests, will press ahead with construction of a new U.S. marine air station in the village of Henoko, next  to a major U.S. marine base, Camp Schwab. Conversely, the need to get China to use its influence to restrain North Korea means the U.S. would like Japan and China to reach a modus vivendi on the Senkakus.  

As tensions rise, would China, in a showdown, stop North Korea from firing missiles at U.S. bases on Okinawa and Guam? These are all worrying questions as Japan and China face off daily in the waters around the Senkakus and the skies above.
