미국 경제, 회복세 보이고 있으나 시장 기대에는 미치지 못하는 수준

미국인들은 미국 경제의 저속 성장에 대해 다소 불편해한다. 하지만 이를 두고 불만스러워하지는 않는다. 이런 양면적인 반응은 미국에서 빈부(貧富) 격차가 확대되고 있다는 인식의 증가를 보여준다.

중산층은 지금의 자리를 유지하려고 바둥거리고 있는 동안 부자들은 더 부유해지고 있다. 가난한 사람들의 경우 실업률이 다소 줄고 있지만, 미국인 6명 중 한 명은 식량교환권(food stamp)과 다른 복지 지원을 받고 있다. 

미국 경제가 지금 어떤지를 표현하는 다른 방법은 이 질문을 누구에게 하고 있느냐에 달려 있다고 말하는 것이다. 수백만 명의 미국인들에게 주식시장 즉, 뉴욕증권거래소의 변동은 경제 상황을 가늠하는 가장 기본적인 기준이다.

미국 주식시장은 6년 전에 끝난 경기 침체 후 경제가 꾸준하게 성장하면서 활황이었다. 하지만 최근 주식시장이 다소 침체하면서 그동안 상대적으로 회복을 보이던 때가 끝나는 것이 아니냐는 우려가 커지고 있다. 종합해보면 대다수 미국인들에게 미국 경제 전망은 그렇게 밝지 않다. 

올 2분기에 미국 경제는 2.3% 성장했다. 이 성장률은 낙관과 우려를 동시에 불러 일으키고 있다. 성장을 하지 않았거나 마이너스 성장보다는 분명 좋은 것이다. 하지만 큰 폭의 성장률은 아니다.

한국과 일본 관련 기사를 썼던 워싱턴포스트의 경제기자인 시코 할란은 “미국 경제가 침체를 끝내고 정상 속도로 복귀했지만 특별한 성장은 없었다”고 보도하며 미국 경제의 상태를 파악했다. 그는 미 상무부의 말을 인용, 미국의 경제성장률이 시장 기대에 미치지 못하는 수준이라고 강조했다.

최근 미국 경제의 성장은 유가(油價) 급락으로 소비가 증가한 데서 비롯된 것이다. 연료를 차에 넣는 데 돈을 많이 쓸 필요가 없어지면서 미국인들은 다른 곳에 소비할 수 있는 돈을 많이 갖게 되었다. 

그럼에도 불구하고, 경제학자들은 미국 경제가 더 빨리 성장할 것이라고 기대했다. PNC 금융서비스 그룹의 스튜어트 호프만 선임경제학자는 “우리는 순식간에 고속 성장하는 경제는 아니다”며 “우리가 원하는 수준까지 근접할 수 있지만 거기까지는 천천히 도달할 것”이라고 진단했다. 

유가 급락에 따른 소비 증가가 청신호

현재 달러 강세로 미국 제품의 가격이 상승함에 따라 소비자들은 저렴한 가격의 외국산 제품을 구입하면서 외국 시장에서 미국 회사들의 경쟁을 어렵게 하고 있다. 

연방준비은행이 9월에 다시 모였을 때 단기 이자율을 약간 인상할 수 있을 정도로 미국의 경제는 정말 좋아졌는가? 현 시점에서 대두되는 가장 큰 질문이다. 경기 침체에서 회복될 수 있도록 제로(0) 수준의 역사상 가장 낮은 이자율을 유지했던 연방준비은행이 지금 이자율 인상을 검토하는 증거 중 하나는 서비스 사업의 전반적인 호황이다. 

하지만 부정적 측면에서 달러 강세로 인한 수출 감소가 있다. 미 상무부에 따르면 지난 6월 미국의 무역 적자는 7.1% 증가한 438억 달러다. 중국과의 무역 적자는 315억 달러로, 유럽연합(EU)과의 무역 적자가 4% 증가한 것에 비해 중국과의 무역 적자는 3.3%가 증가했다.

전 세계적으로 지난 6월 미국의 수출은 1%의 10분의 1만큼 감소했다. 크지 않은 숫자이지만 미국이 주로 자동차, 농작물 등을 수입하면서 야기되는 수입 불균형을 개선하는 데 진척이 없다는 방증이다. 

렉스 너팅 분석가는 “1분기에서 소득 감소는 기업 이윤을 감소시킨 달러의 강세 때문”이라고 말했다. 그는 그러나 “개인가처분소득이 2년 만에 최고인 연 5.3%로 증가하는 등 가구별 소득이 늘어나고 있다”고 밝혔다. 그는 “경제가 아주 좋지는 않지만 괜찮은 정도가 될 것”이라고 확신했다. 지난해 국내총소득(GDI)은 3.7% 증가했고 국내총생산(GDP)은 2.9% 증가했다.

경기 침체되면 부자들만 소득 늘어 

일자리 증가는 연방준비은행이 이자율을 인상하고 싶은 또 다른 이유가 되고 있다. 7월에 신규 일자리가 21만5000개가 더해지면서 향후 6개월 안에 실업률이 현재 5.3%에서 5%로 떨어질 것이라는 장및빛 전망이 나오고 있다. 무디스 분석의 선임경제학자인 마크 잔디는 로이터에서 “노동시장은 완전 고용으로 빨리 진행하고 있다”고 말했다. 

넬슨 슈워츠는 뉴욕타임스에서 “노동시장이 올바른 방향으로 계속 간다면 연방준비은행은 단기이자율 인상 계획을 곧 실행할 것이다. 9월이 아니면 12월까지는 그렇게 할 것”이라고 전망했다. 

하지만 미국 경제가 정말 좋아지고 있다고 말하기에는 이르다. 8월 일자리 보고서가 나와야 하고 또 경제 회복에서 간과된 수백만 명의 미국인에 대한 전망이 관건이다. 투자 관련 뉴스레터인 ‘프로핏 컨피덴셜(Profit Confidential)’은 “2015년 미국 경제 전망은 어떤가?”라고 질문한 뒤 “좋다. 당신이 부자일 경우에만”이라고 답했다.

뉴스레터는 “경기 침체가 시작될 때 미국 내 최고소득자 1%는 소득이 30% 이상 늘어나며 성장의 95%를 차지했다. 반면 소득기준 하위 99%는 0.4%의 소득증가만 있었다”고 분석했다. 거대한 불평등은 사회, 정치적 불안을 초래하고 이득까지 해칠 수 있다.

Improving U.S. Economy Means Fed Likely to Raise Interest Rates

Americans feel a little uncomfortable with the slow expansion of the U.S. economy but are not really unhappy about it. That ambivalent response reflects a growing sense that the gulf in wealth between rich and poor is widening.

The rich grow richer while the middle class battles to stay where it is. As for the poor, although unemployment is declining somewhat, one out of six Americans receive food stamps and some form of welfare assistance.

Another way of expressing the sense of where the American economy is going is to say that the response depends on whom you're asking. For millions of Americans, the fluctuations of the stock market, that is, the New York Stock Exchange, form the most common barometers of economic well-being.

The market took off on a steady upward pattern after the Great Recession that more or less ended six  years ago. Lately, however, the market has been declining somewhat, giving rise to concerns that the relatively recent good times are not going to last. Certainly, as far as most Americans are concerned, the outlook is not really improving.

The economy in the second quarter of this year expanded by 2.3 percent. That kind of growth rate inspires both optimism and concern. Yes, it's far preferable to no growth, or negative growth, but it's not an enormous leap.  

Chico Harlan, a Washington Post business writer who previously covered Korea and Japan, caught the spirit when he reported that the economy, "after a winter crawl," had "returned the nation to its pace of solid but unspectacular growth." The Department of Commerce, he noted, said the growth rate was "a tick below market expectations."

The growth was attributed mainly to an increase in consumer spending that had a lot to do with the plummeting cost of gasoline. People had more money to spend since they did not have to pay so much to fuel their vehicles. Nonetheless, economists hoped the U.S. economy would grow faster.

Stuart Hoffman, chief economist at PNC Financial Services Group, put it this way. "We're an economy that just can't get up to highway speed" he was quoted as saying.  "We're getting closer to where we want to be, but we're getting there slowly."

The strong U.S. dollar, however, posed a threat since the rising price of U.S. goods made it more difficult to compete on foreign markets while consumers purchased more foreign-made products at lower prices.

The great question was whether the economy was improving sufficiently to warrant a slight increase in the short-term interest rate when the Federal Reserve Bank meets again in September. One sign that the Federal Reserve may raise rates, held at historic lows of near-zero in order to spark recovery from recession, was that the services industry in general has improved.

On the negative side, though, a slight decline in exports showed the danger of the high dollar. The U.S. trade deficit increased 7.1 percent to $43.8 billion in June, according to the U.S. Department of Commerce. The deficit with China hit $31.5 billion, a 3.3 percent rise that compared with 4 percent in the deficit with the European Union.

Worldwide June exports declined one tenth of one percent, a figure that might not seem huge but showed how little the U.S. can do about redressing the imbalance in imports, notably motor vehicles and farm products. 

"The slowdown in national income in the first quarter was mostly due to the strong dollar hurting corporate profits," wrote analyst Rex Nutting. Upside, however, "household income held up" while "real disposable personal incomes actually accelerated to a 5.3 percent annual pace, the highest in more than two years." He was confident that, "in the way that matters most, in the pocketbook, the economy was doing "not great, just OK." Over the past year, gross domestic income has risen 3.7%, compared with gross domestic product growth of 2.9%.

Job growth, moreover, added to the sense that the Federal Reserve would have the nerve to raise interest rates. The addition of 215,000 jobs in July gave rise to hopes that unemployment in the next six months would fall from 5.3 percent to 5 percent, a benchmark for economic health. The labor market "is fast approaching full employment," Mark Zandi, chief economist at Moody's Analytics, told Reuters.

"With the job market generally moving in the right direction," wrote Nelson Schwartz in The New York times, "the Fed is likely to stay the course in its plans to raise short-term interest rates soon," if not in September, then by December.

It's still too early, however, to say the U.S. economy is doing really well. Much depends on the jobs report for August, not to mention the outlook for millions left behind in the recovery. "What Is the U.S. Economic Outlook for 2015," asked "Profit Confidential," an investment newsletter. "Good, if You’re Rich." 

Since the recession began, said the article, "the top one percent of earners have seen their incomes rise more than 30 percent," capturing 95 percent of the growth, while "the bottom 99 percent saw their earnings rise 0.4 percent." Huge inequities could still lead to social and political unrest, eventually undermining the gains.
