미국 대선 후보들도 리더십 부족, 빈부 격차, 불법 이민 문제 등 현안에 속수무책 

워싱턴 =내년 미국 대선은 설득력 있는 지도력 부족 뿐 아니라 미국 내 좌우간의 깊은 골을 드러내고 있다.

어떤 후보도 커져가는 빈부 격차, 전쟁, 유럽에서부터 아시아에 걸쳐 있는 불안으로 위협받고 있는 미국의 세계적 위상 등에 대한 만연한 우려를 해소할 수 있을 듯한 메시지를 제시하지 못하고 있다. 어떤 후보도 미국 남쪽 국경의 이민문제, 총기규제, 늘어나는 범죄율 등에 대한 미국인들의 걱정을 누그러뜨릴 답을 내놓지 못하고 있다. 

일반적으로 미국 내 보수주의자들은 버락 오바마 대통령이 좌파의 기대만큼 충분히 좌로 기울어지지 않아 비판을 받고 있음에도 오바마 대통령의 정책들을 철저히 반대한다는 입장을 분명히 하고 있다.

보수주의 후보들은 총기 판매 규제를 반대하고, 불법 이민을 강력히 단속하기를 원하며, 국방비는 증가시키면서 세금은 낮추는 것을 지지하고 있다. 이런 관점에서 그들은 TV에서 사람들을 즐겁게 하는 방식으로 서로 비난하고 있지만 누가 후보가 되든 전망은 밝지 않다. 

미국을 ‘위대한 나라’로 만들겠다는 트럼프 

공화당 경선 후보 중 선두인 도널드 트럼프는 오바마 대통령이 시행한 일부 정책을 무효로 하고 멕시코와 다른 라틴 아메리카에서 넘어오는 불법 이민자들을 막기 위해 미국 남부 국경을 봉쇄하는 것 등을 통해 미국을 ‘다시 위대한’ 나라로 만들겠다는 구세주와 같은 말로 수백만 미국인들의 상상을 사로잡고 있다.

그는 미국이 큰 정부의 억압적인 힘과 높은 세금으로 악화되고 있다고 생각하고, 진보의 ‘정치적으로만 올바른’ 가치가 사람들의 삶을 훼손하고 있다고 느끼는 많은 유권자들이 환영하는 비전을 제시하고 있는 것이다. 

그래서 트럼프는 경제적 성공과 글로벌 파워의 움직임에서 박탈당했다고 느끼는 많은 미국인들에게 호응을 얻고 있다. 트럼프는 대통령으로 선출되면 오바마 대통령의 가장 큰 업적인 전 국민 건강보험, 이른바 ‘오바마 케어’를 폐기하거나 상당 부분 바꿀 수 있다고 말한다. 그가 그렇게 할 수 있을지 의문이지만 ‘오바마 케어’는 치명적인 타격을 입을 것이다. 

트럼프가 미국 남부 국경을 넘어오는 미래의 불법 이민자들을 막는 ‘거대한 장벽’을 건설할 수 있을까? 그는 미국 내 1200만 명의 불법 이민자들을 불안감 속에 살도록 하면서 국경을 봉쇄하려 할 것이다. 그것은 수백만 명의 다른 미국인들에게는 좋은 소식일지 모르지만, 이 불법 이민자들은 농업 분야, 특히 캘리포니아의 포도원과 과일 농장에서는 핵심 노동력이다. 

보수주의자들의 국방·외교 정책은 외국, 특히, 한국의 시점에서 볼 때 매우 흥미로운 것이다. 공화당 후보들은 국방비를 올려야 한다고 주장하고 있다. 그렇다면 중동과 아시아에서 일어나는 전쟁에 미군을 배치하기 원한다는 것인가? 

트럼프는 한국은 자주국방을 해야 한다고 말했다. 그는 일본을 포함, 동북아에서 미군을 감축하면서 한국 방위에 대한 미국의 보장 강화를 내켜하지 않는 듯하다. 그러면 보수 대통령은 ISIS, 탈레반, 알 카에다와의 전쟁을 위해 중동에 미군 배치를 늘리고 싶다는 것인가?

보수주의자들은 오바마 대통령이 이라크에서 미군을 철수하고 아프가니스탄에서 미군을 감축시킨 것을 비판하고 있다. 하지만 그들은 이 지역에서 미국이 이전에 했던 역할을 다시 할 것인지에 대해 분명하지 않다. 보수주의자들이 이스라엘과 관계 회복을 원하는 것은 분명하다.

이스라엘과의 관계는 오바마 대통령이 이란 핵 협정을 거부하는 네타냐후 이스라엘 총리의 경고를 무시하면서 악화되었다. 이스라엘 지도자들의 우려처럼 오바마 대통령은 이스라엘이 막강한 로비로 미국 내 문제에 개입하려고 한다고 비난하면서 팔레스타인에 동정적인 입장을 취하고 있다. 

한미 동맹 어떻게 될까? 

이스라엘에 동정적인 입장을 취하는 보수주의적 외교정책은 민주당 대통령의 외교정책과 얼마나 다른가? 민주당 대선 경선에서 선두인 힐러리 클린턴은 국무장관일 때부터 이스라엘의 이익을 강력히 대변해왔다. 한국과 관련해 그녀는 한미동맹의 필요성을 역설했고, 그녀의 후임자인 존 케리 현 국무장관도 동일하다.

보수적 대통령은 월스트리트 금융과 대기업들의 이익을 지지할 것이 분명해 미국인들 가운데 ‘가진 자’와 ‘없는 자’ 간의 차이가 심화될 것이다. 보수주의자들은 정말 국방비 인상을 요구하면서 세금을 낮출 것인가? 그러면서 최저임금을 인상해달라는 요구는 무시할 것인가? 

보수주의자들은 미 전역에서 총기사건이 계속 일어나고 있는 데도 총기 규제를 반대할 것인가?  트럼프는 자동화 무기 판매를 반대하고 총기를 구입하려는 사람들의 배경을 조사하는 대기 시간을 늘릴 것이라고 말했다. 보수주의자들이 미국에서 총기 구입을 억지하는 모든 조치들은 영원히 반대할 것이라고 믿는 것은 무리인가? 

보수주의 후보들은 보수적 가치를 붙들 것이라고 맹세할지 모른다. 하지만 그들은 자유에 반대되는 무법의 현실을 인정해야 한다. 트럼프는 새로운 시작을 약속하는 어떤 보수주의를 대표하고 있다. 하지만 우익은 트럼프가 자신의 말처럼 그렇게 극단적인 보수주의자가 아니라는 사실을 알게 될 것이다.

Conservatives Promise Change, Face Reality of High Costs, Rich-Poor Gap

WASHINGTON = Campaigning for the U.S. presidential election next year reveals deep gaps between right and left in the United States as well as a lack of persuasive leadership.

No candidate has emerged with a message or appeal that seems likely to respond to widespread concerns about the rising rich-poor gap or America's place in a world threatened by war and unrest from Europe to Asia. Nor does any candidate have a convincing answer to American concerns about immigration across the southern borders of the U.S. or gun control or rising crime rates.

In general, conservatives have staked out a position that is dead set against the policies of President Obama even though Obama has shown himself not to be nearly so far to the left as his critics might believe.

Conservative candidates oppose controls on sales of guns, want to crack down hard on illegal immigration, and advocate lower taxes while increasing the defense budget.  

Within those general viewpoints, they snipe at one another in a manner that's entertaining on television but does not augur well for whoever gets the nomination.

The front-runner Donald Trump has captivated the imagination of millions of Americans with a messianic view that calls for making America "great again" by undoing some of the programs put in place by Obama and closing  the U.S. southern border to illegal immigration from Mexico and other Latin American countries.  

He offers a vision that is welcomed by many voters looking for relief from the sense that the U.S. is deteriorating under the oppressive weight of big government, high taxes and the feeling that liberal "politically correct" values are undermining people's lives. 

Thus Trump appeals to huge numbers of Americans who feel deprived and somehow left out in the drive to economic success and global power. If elected president, Trump would either do away with "Obamacare," that is, the "affordable" care act that may be Obama's greatest achievement, or severely alter it. Whether he could do so is not certain, but "Obamacare" would be under severe perhaps fatal attack. 

Would Trump also be able to construct a fence, a "great wall," to stop would-be illegal immigrants from getting across America's southern borders? He might go far toward sealing the borders while the 12 million people who live illegally in the

U.S. would feel increasingly threatened. That might appear as good news to millions of other Americans, but illegal immigrants form a core work force that's needed for agricultural work, notably in the vineyards and fruit farms of California.

Conservative defense and foreign policy would be perhaps most interesting, from the vantage of foreigners, particularly Koreans. Republicans have called for higher defense budgets, but would they want to deploy American firepower in wars in the middle east and Asia? Trump has suggested that South Korea should be responsible for its own defenses.

He might be reluctant to strengthen American guarantees of defense for the Republic of Korea while reducing U.S. forces in northeast Asia, including Japan.  Would a conservative president then want to increase U.S. forces in the middle east in the war against ISIS, the Taliban and Al Qaeda? 

Conservatives might criticize Obama for withdrawal of U.S. forces from Iraq and for reducing them in Afghanistan, but it's far from clear if they would renew the previous U.S. role in the region. There's no doubt, however, that conservatives would want to improve relations with Israel, which have deteriorated while Obama ignored Israeli Prime Minister 

Netanyahu's warnings against the nuclear deal with Iran. As far as Israeli leaders are concerned, Obama has been sympathetic with the Palestinians while criticizing Israel for interfering in American affairs with the support of a powerful lobby in Washington.

While appearing sympathetic toward Israel, how much would conservative foreign policy differ from that of a Democratic president? Hillary Clinton, still the leading contender for the Democratic nomination, showed herself to be a staunch

defender of Israeli interests while secretary of state. From the Korean viewpoint, she also spoke strongly of the need for the U.S.-Korean alliance, as indeed has her successor, Secretary of State John Kerry.

No doubt, though, a conservative president would support the interests of Wall Street, of big business, perhaps deepening the growing divide in American life between the "haves" and "have-nots." But could a conservative really lower taxes while calling for a higher defense budget, and would a conservative defy demands for an increased minimum wage? 

For that matter, would a conservative stand fast against calls for gun control while shootings occur with tragic regularity all across America? Trump has already said he opposes sale of automatic weapons and wants a longer waiting period to determine the backgrounds of would-be gun-buyers. It's difficult to believe any conservative would forever oppose measures to curb the availability of weapons in the United States.

Conservative candidates might swear to uphold conservative values, but they would also have to recognize the reality of lawlessness as opposed to freedom. Trump represents a brand of conservatism that promises a new beginning, but right-wingers might be disillusioned to discover that he was really not so extreme as some of his comments suggest.
