북한은 뒷전, 중동이 우선

[글로벌뷰] 박근혜 대통령의 訪美

오바마의 최고 관심사는 러시아의 중동 군사 개입, 이란 핵 합의, 이·팔 분쟁

지금까지 북한은 지난 10월 16일 백악관에서 정상회담을 가진 박근혜 대통령을 ‘창녀’라고, 박 대통령을 초청한 버락 오바마 대통령을 ‘포주’라고 욕하지 않고 있다. 지난해 4월 박근혜 대통령이 청와대에서 오바마 대통령과 정상회담을 할 때 북한이 이 같은 막말을 했던 것과 비교해보면 지금은 나아진 것이다.

당시 북한의 정치 선전기관들의 박 대통령에 대한 무례함과 조잡함, 노골적 증오는 북한 조국평화통일위원회가 발표한 성명에 분명히 나타났다. 성명은 박 대통령을 “사악한 아첨꾼, 변절자, 미국의 더러운 위안부, 나라를 팔아먹은 가증스런 창녀’라고 불렀다.

한 국가의 최고지도자를 이렇게 심하게 모독하는 경우는 없을 것이다. 북한이 이번 한미정상회담 후 지난번처럼 독설을 퍼부을지의 여부는 향후 남북화해 가능성에 대해 북한이 어떤 태도를 보일지 가늠해볼 수 있는 기준이 된다.

북한에서 나오는 모든 성명들을 틀림없이 승인하고 있는 김정은은 박 대통령이 시진핑(習近平) 중국 국가주석의 국빈(國賓) 초청으로 블라디미르 푸틴 러시아 대통령과 함께 베이징(北京)에서 열린 일본군 항복 축하 70주년 행사 퍼레이드에 참석한 후 다른 일을 꾸미고 있을지 모른다.

김정은은 아직 시진핑 중국 주석을 만나지 못했다. 하지만 그는 북한이 석유 전량, 식량의 절반, 그 밖의 많은 부분을 중국에 의지하고 있고, 중국이 북한 해외 교역의 90% 이상을 차지하는 교역 대상국이라는 점을 고려해 중국과 우호적인 관계를 회복하고 싶어 할 것이다.

내가 접촉한 사람들은 대부분 남북 관계가 진정으로 ‘해빙’되고 있다고 보기에는 시기상조라고 분석하고 있다. 김정은이 북한 노동당 창건 70주년을 기념하는 지난 10월 10일 평양 행사에 온 중국 공산당 서열 5위의 류위산(劉雲山·중앙정치국 상무위원)과 친근한 대화를 나눈 것은 분명하다.

김일성 광장에 등장한 대륙간탄도미사일 행진은 위협적으로 보였지만 김정은은 강경한 어조를 누그러뜨리고 4번째 핵실험이나 미국 본토에 도달할 수 있는 장거리 미사일 시험 발사를 연기하라는 중국의 조언을 염두에 둬야 했다.

오바마의 관심은 중동

몇 년 동안 우리는 어떤 때는 험하게 위협을 하다가, 어떤 때는 화해 조짐을 보이는 북한에 익숙해져 있다. 일제 치하가 끝난 후 지금까지 한반도의 역사는 한국전쟁과 같은 비극과 한국의 경제부흥 및 민주주의 태동과 같은 부상 등 놀라움으로 가득 차 있다.

미래를 예측하는 것은 매우 어려운 것이지만, 내가 알고 있는 전문가들 가운데 솔직히 가까운 시일 내 남북통일이 이뤄질 가능성이 높다고 생각하는 사람은 없다.

박 대통령은 이번에 오바마 대통령을 만나 2008년 12월 베이징에서 마지막으로 열렸던 북핵(北核) 6자회담 재개를 비롯해 북한과 대화를 하고 싶다고 강조했다. 하지만 항상 그랬던 것처럼 한미 정상은 북한이 바로 거절하는 조건들을 붙였다.

북한은 자신들의 자랑인 핵과 미사일 프로그램을 절대로 포기하지 않을 것이다. 북한의 반응은 그런 생각은 하지도 말라는 것이다. 물론, 박 대통령과 김정은이 화해를 위한 다른 방법들과 다른 주제에 대해서는 의논할 수 있을 것이다.

한반도보다 다른 곳이 더 걱정

전문가들은 지난 8월 한국에는 거의 충격이었지만 북한이 이산가족 상봉을 10월에 이뤄지도록 합의한 것을 좋은 조짐으로 보고 있다. 이산가족이 매달 만나는 등 이산가족 상봉이 정례화 되거나 남북을 연결한 두개의 철로가 다시 사용되어 화물 수송이 이뤄지고 비무장지대를 통과하는 교역이 열리면 정말 좋은 조짐이라고 볼 수 있다.

하지만 워싱턴에서는 남북 화해의 조짐이 큰 뉴스가 아니다. 한반도에서 긴장이 악화되지만 않는다면 오바마 대통령과 국방부, 국무부는 다른 곳에 우선순위를 두고 있다는 느낌이다.

공화당이 장악한 의회와의 끝나지 않는 싸움은 별도로 하고 오바마 대통령은 지금 중동의 교전 상황, 시리아 아사드 정권을 지지하는 러시아의 군사 개입, 이스라엘과 팔레스타인 분쟁, 이란이 핵탄두를 개발하지 않겠다고 서명한 핵 협정을 안 지키는 것은 아닐지 등에 대해 깊이 우려하고 있다.

오바마 대통령은 박 대통령과의 정상회담에서 한국에 대한 영원한 지지를 약속했다. 그는 환태평양경제동반자협정(TPP)이 미 의회에서 승인되면 한국이 가입하길 원하고 있다. 하지만 기본적으로 오바마 대통령과 행정부는 한반도보다 다른 곳을 훨씬 걱정해야 한다.

오바마 대통령은 박 대통령 방미 전에 워싱턴을 방문한 시진핑 중국 주석과 모종의 합의를 할 수 있지 않을까? 가령, 미국은 중국이 자신들의 영토로 주장하는 남중국해에 순찰선을 보내 이 바다는 공해라는 것을 보인다. 그렇지만 미국은 중국이 남사군도에 비행장과 시설들을 건설하지 못하도록 하는 것을 중단한다.

그러면 중국은 북한의 핵 야망을 억지한다…. 이런 거래가 공개적으로 이뤄졌다는 것은 아니다. 하지만 오바마 대통령은 동북아와 동남아의 문제들은 뒷전으로 하고 지금은 다른 불길을 끄는 데 여념이 없다는 듯한 인상이다.

So far North Korea has not called President Park Geun-hye a "whore" and President Barack Obama a "pimp" for hosting her at the White House on October 16.

That's an improvement over North Korea's response in April of last year after Park honored Obama with a summit at the Blue House. The rudeness, crudeness and sheer hatred of North Korean politicos and propagandists was all too clear in a declaration issued at the time by the Committee for Peaceful Reunification of Korea calling Park "a wicked sycophant and traitor, a dirty comfort woman for the U.S. and despicable prostitute selling off the nation."

Ridiculous insults against a chief of state do not come much worse than that. Whether or not North Korea again resorts to such vituperation in the aftermath of the latest Park-Obama summit should give some idea of whether the North is toning down its rhetoric on the chance of talks with the South and moves toward reconciliation.

Kim Jong-un, who undoubtedly must approve all statements emanating from Pyongyang, may be plotting another course in the wake of Park's visit to Beijing at which President Xi Jinping hosted her as a VIP guest, along with President Vladimir Putin, at the grand parade celebrating the 70th anniversary of the surrender of Japanese forces in China.

Kim Jong-un has yet to meet President Xi, but he may be anxious to restore cordial relations considering the North does more than 90 percent of its foreign trade with China, on which it depends for all its oil, half its food and much else.

People with whom I'm in touch think it's too early to perceive a real "thaw" in North-South relations. There's no doubt, of course, that Kim Jong-un carried on a friendly conversation with the gentleman to his left. Liu Yunshan, fifth ranking leader of the Chinese Communist Party, at the spectacle in Pyongyang on October 10 marking the 70th anniversary of the founding of the North's Workers' Party.

If the Intercontinental Ballistic Missiles rumbling through Kim Il Sung Square looked menacing, Kim has to be mindful of China's advice to tone down the rhetoric and postpone a fourth nuclear test or another launch of a long-range missile capable of carrying a warhead to the U.S.

Over the years we've become accustomed to North Korea going through ups and downs of the harshest threats and signs of reconciliation. The history of Korea since the end of Japanese rule is full of surprises, both terrible (the Korean War) and uplifting (South Korea's economic renaissance and the birth of democracy in the South).

Predictions are highly problematic, but frankly no one in a position to know really thinks there's much if any chance of North-South reunification in the foreseeable future

Yes, Park in her meeting with Obama stressed her desire for dialogue, notably a resumption of the six-party talks on North Korea's nuclear program, last held in Beijing in December 2008. As always, though, the two presidents attached conditions that North Korea immediately rejected.

No way is the North going to consider giving up its prized nuclear and missile programs. Forget about it, was the North's response. That does not exclude the possibility, however, that Park and Kim Jong-un may think of other ways to reconcile, other topics to talk about seriously.

Analysts have to see North Korea's agreement to another round of family visits this month, after having almost come to blows with the South in August, as obviously a good sign.

A far better sign would be to see if the two Koreas can regularize the visits, perhaps hold them every month, while also opening up to trade across the Demilitarized Zone, including freight traffic on the two gleaming but unused rail lines built by Hyundai connecting with the North Korean rail network at Gaesong on the west and Mount Geumgang on the east.

In Washington, though, signs of reconciliation aren't big news. As long as tensions don't worsen, the feeling is Obama, the Pentagon and the State Department have much higher priorities. Aside from his non-stop battles with the Republican-dominated congress, Obama is deeply concerned about fighting in the middle east, Russian military support for the Assad regime in Syria, quarreling between Israel and the Palestinians and whatever Iran has in mind to circumvent its agreement not to build nuclear warheads.

Obama pledged the usual undying support for Korea in the summit with Park, and he would like South Korea to sign on to the Trans-Pacific Partnership if he's able to get his own Congress to approve it. Basically, however, Obama and his government have much to worry about elsewhere.

Could Obama and Xi, who visited Washington before Park, have a general understanding? The U.S. may send patrols around the South China Sea, claimed by China, just to show the waters are international.

At the same time, the U.S. won't try to stop China from building air strips and other facilities in the Spratly Islands. China's for its part will rein in Kim's nuclear ambitions. No, the deal isn't openly discussed, but the impression is Obama would like to keep problems in Northeast and Southeast Asia on the back burner while putting out flames elsewhere.
