美 유권자들은 한미동맹 기억할까?

많은 미국인들이 한국전쟁을 망각하고 있다. 유권자 대부분은 한국전쟁은 잊은 채 베트남 전쟁만 기억한다

워싱턴=2016년은 한미 관계에 매우 중요한 해다. 미국 대선이 치러지고, 선거운동 과정에서 외교와 안보 정책이 주요 이슈로 등장할 것이기 때문이다.

이 사실이 한미동맹에 매우 중요한 이유는 한국이 다른 이유로 선거 연설에 등장하는 일을 거의 없다는 점이다. 사실 필자는 민주당이든 공화당이든 미 대선 후보들이 한국을 언급한 것을 들어본 기억이 없다. 

이것은 미국이 한국 소식에 대해 피곤해하고 있다는 사실을 의미할까? 미국인들은 ‘한국 피로감’을 느끼고 있을까? 답은 ‘사실’이면서 동시에 ‘부정’이다. 미국인들은 한 번에 오직 하나의 국제 위기에 집중할 수 있다. 지금 그들의 관심사는 중동, 이슬람 테러, IS(이슬람 국가)다.  또 이와 연관된 문제인 동유럽과 중동을 바라보는 러시아의 의도까지가 관심 사항이다. 

러시아는 미국이 혐오, 아니면 적어도 매우 의심스러운 시각으로 바라보는 두 정권과 친밀한 관계를 유지하고 있다. 그중 하나는 다마스쿠스에 있는 바시르 아사드 시리아 정권이고, 다른 하나는 테헤란의 이란 정권이다. 이들 국가들은 사실상 러시아의 동맹국들이며, 또 IS와 교전 중인 국가들이다. 

반면에 미국은 이들 국가들과 동맹을 형성하지 않을 뿐 아니라, 오히려 이들 국가들이 IS와의 전쟁에 얼마나 깊숙하게 개입할지, 또 다른 이슬람 테러 조직인 알 카에다나 탈레반과의 전쟁에도 개입할지의 여부 등을 매우 의심스럽게 지켜보고 있다. 

IS 관련 위기가 진정 기미 없이 지속되는 가운데 공화당의 유력 후보인 도널드 트럼프는 모든 이슬람교도들에 대해 미국 입국 금지 조치를 주장해서 미국의 특정 유권자들로부터 전폭적 지지를 얻었다. 또 다른 공화당 후보들은 더 강력한 군사 조치를 요구하고 나섰다. 

반면 민주당의 유력 후보인 힐러리 클린턴은 이 문제에 대해 절제된 어조로 말하고 있다.  그 동안 케리 미 국무장관이 이란과의 핵 협정을 성공적으로 이끌어 냈고, 사우디아라비아를 포함한 페르시아만 국가들과 영국·프랑스와의 동맹 같은 반(反)IS 동맹을 구축했다.

트럼프의 충격적인 발언 

클린턴과 케리와 관련된 좋은 뉴스는 그들이 모두 서울을 방문했고, 강력한 한미동맹에 대해 확인한 바 있다는 것이다. 이들 가운데 누구도 한국과 이 지역의 방위에 대한 미국의 개입에 대해 평가절하 하지 않을 것이다. 더욱이 몇 달 내에 그들이 이런 공약에 대해 재차 언급할 것도 확실시 된다. 

사실 케리는 애슈턴 카터 국방장관과 함께 동아시아의 친(親)미국 국가들에게 지역 방위에 대한 공약을 재확인하기를 원하고 있다고 보인다. 이 지역은 바로 중국이 남중국해에 위치한 남사군도에 기지를 확대하면서 영유권을 주장하는 곳이다. 

그러나 미국은 IS를 포함한 이슬람 테러 세력과 전쟁을 치르면서 동시에 얼마나 효과적으로 아시아에서 강력한 행동을 취할 수 있을까. 이는 대(對)한국 정책 입안자들이 향후 심사숙고해야 할 우려스러운 사항이다.

한국이나 일본, 필리핀, 태국 같은 동맹국들에겐 동맹이라는 그럴듯한 입에 발린 말은 충분하지 않다. 결국 미국은 불확실한 결과가 예상되는 중동에서 행동을 하고 있는 것처럼 아시아에서도 이런 도전에 응답할 준비를 해야 한다. 

그의 모든 험악한 발언 중에서도, 도널드 트럼프가 미국이 한국에서 미군을 철수해 한국 스스로 국방에 책임을 지도록 해야 한다고 했던 말은 충격적이다. 한국군이 최근 현대화되긴 했지만, 유사시에 2만8500명의 주한미군이 중요한 역할을 한다는 것은 확실하다.

그러나 다른 공화당 대선 후보들도 마찬가지로 한국에 대한 방어 책임에 대해 어떤 신호도 보내고 있지 않다. 물론 질문을 받는다면 그들은 한미동맹에 대한 지지를 표시하기는 할 것이다. 

한미동맹은 한국전쟁 이후 지속됐던 한미관계를 가능하게 한 중요한 끈이다. 하지만 우리는 한미동맹에 대한 테스트 기간을 예상해야 한다. 문제는 많은 미국인들이 한국전쟁을 망각하고 있다는 사실이다. 유권자 대부분은 한국전쟁은 잊은 채 베트남 전쟁만 기억한다. 

적어도 미국 대선에 나온 후보들은 한미동맹을 기억하기를 기대해 보자. 한미동맹을 우려하는 한국인과 미국인 모두는 한미동맹이 확실하게 존속되는 것을 우려스러운 심정으로 지켜보게 될 것이다. 지난 많은 세월 동안 여러 역경을 극복하고 존속된 것처럼 말이다. 

Critical Question in 2016 U.S. Presidential Election: Will Voters Remember U.S.-Korea Alliance? 

WASHINGTON = The upcoming year will be critical for U.S.-Korean relations. That's because the U.S. will be staging a presidential campaign in which foreign and military policy will be a major issue.

The reason that will be critical for the U.S.-Korean alliance is that Korea barely comes up in campaign oratory. In fact, as long as I've been listening to contenders for the nominations for president by each of the two major political parties, I don't recall hearing Korea mentioned at all.

Does that mean the U.S. is tired of hearing about Korea? Are Americans suffering from "Korea fatigue" Yes and no. American voters can only focus on one major crisis overseas at a time., Right now they are focused on the middle east, on the Muslim terrorism, on whatever ISIS, the Islamic State of Iraq and Syria, is doing. Closely related to the Muslim issue is the question of Russian intentions in that region and in eastern Europe. 

Russia has formed close ties with two regimes that the U.S. views with abhorrence or at least deep suspicion. One is the Syrian regime of Bashir Assad in Damascus and the other is the Iranian regime in Tehran.

They are both de facto Russian allies, also dedicated to fighting ISIS. The U.S. is not going to form a de facto alliance with these regimes but is highly uncertain about what to do, how far to go in the war against ISIS and in wars against two other hostile Islamic organizations, Al Qaeda and the Taliban mainly in Afghanistan.

Amid this ongoing crisis, which shows no sign of stopping, Donald Trump, the Republican front-runner, has gained popularity in certain sectors of the American electorate by calling for a ban on all Muslims who want to enter the U.S. Other potential Republican candidates have also called for strong military policies.

The Democratic front-runner, Hillary Clinton, talks in measured tones while the U.S. secretary of state, Kerry, who ran for president against the incumbent George W. Bush, tries to build up momentum for making the nuclear agreement with Iran really a success and forming a U.S.-led alliance against ISIS including Saudi Arabia and other Persian Gulf states as well as European allies, notably Britain and France.

The good news about both Clinton and Kerry is that they have both visited Seoul and have often reaffirmed the strength of the U.S.-Korean alliance. Neither of them would want to compromise or devalue the American commitment to South Korea or, for that matter, to the defense of the region. You may be sure that both of them in the coming months will be repeating this commitment.

In fact, Kerry as secretary of state, along with Ashton Carter, secretary of defense, will also want to reassure American friends in Southeast Asia about the U.S. commitment to defense of the region while China expands bases on the Spratly Islands in the South China Sea, which China claims as its own territory.

But how much effectively can the U.S. maintain a strong position in Asia while committed to the war against ISIS and Islamic terrorism in general? That's a worrisome question that Korean policy-makers and analysts will have to ponder deeply in the coming months.

It is not enough for the U.S. simply to pay lip service to its alliances with Korea, Japan, the Philippines and Thailand. In the end, the U.S. has to be ready to answer  challenges in Asia as it is attempting to do, with highly uncertain results, in the middle east.

It is disturbing to note that Donald Trump, in the midst of all his tough talk, has stated that the U.S. should withdraw most of its troops from Korea and leave defense to Korea’s own forces. Certainly the Korean army, air force and navy have modernized greatly in recent years, but the 28,500 U.S. troops in Korea provide an important bulwark in case of an emergency that we hope will never happen.

Other candidates for the Republican presidential nomination show no signs of caring at all about Korea. If pressed, however, they would all no doubt express their support for the U.S.-Korean alliance.

Really, however, we have to anticipate a time of testing for the alliance in which we can only hope that the relationship will endure as it has since the Korean War. The problem is that Americans still are little aware of that awful struggle. It is the Vietnam War that's often discussed while the Korean War remains largely forgotten by the mass of voters.

Let us hope that the alliance will not be forgotten, at least by the contenders for the American presidency. From the Korean perspective, all of us, Koreans and Americans who are concerned about the relationship, will be watching anxiously to be sure the alliance survives as it has done through so many stresses and strains for many years.
