[글로벌뷰] 4차 북한 핵실험과 중국

중국 지도자들은 북한 비난보다는 핵국가로 북한을 인정하고 북한과 공존을 원해

중국은 북한이 핵 야망을 포기하도록 압력을 행사할 잠재력이 있지만 그것을 사용할 의사가 없다는 것이 분명하다.

물론, 중국 지도자들과 관리들은 북한의 무모한 젊은 지도자 김정은이 핵무기를 개발하는 데 돈을 써버리는 것이 얼마나 헛된 것인지 알기를 바라고 있다. 하지만 중국은 북한이 4번째 핵실험을 한 것에 대해 대북제재 강화나 기존의 대북제재 집행 등을 통해 벌주는 것에 관심이 없다. 

북한 핵 프로그램을 봉쇄하는 데 중국이 이처럼 협력하지 않는 것은 한국과 미국 모두에 심각한 문제다. 오바마 대통령은 김정은이 추가 핵실험을 염두에 두고 있는 상황에서 시진핑 중국 국가주석에게 이를 막기 위해 단호하고 분명한 행동이 필요하다는 것을 납득시키지 못하고 있다.

미국과 한국은 북한의 미치광이들이 이 위험한 무기들을 사용할 수 있다는 위협이 실제가 되기 전에 어떻게 해야 중국이 북한의 핵 프로그램을 막는 일치된 행동에 동참하도록 할 수 있는지 모르고 있는 것 같다. 

중국의 속내 

시진핑 국가주석이 여기에 참여하기를 꺼려하는 것은 중국의 매우 불확실한 금융 상황이 한 몫을 하고 있다. 중국 경제가 대다수 나라들보다 고성장을 이어가고 있지만 중국 시장의 부침은 전 세계에 심대한 영향을 미치고 있다. 중국 지도자들이 중국 경제를 안정적인 궤도에 올려놓는 데 무력한 것처럼 보이면서 미국, 일본, 한국은 갑작스럽고 예상하지 못했던 이 변화와 요동에 충격을 받고 있다. 

이런 상황에서 중국이 가장 원하지 않는 것은 북한 위기다. 중국은 북한 위기가 중국의 국내 현안으로부터 주의를 분산시키고 한반도와 동북아 안정을 저해할 것이라고 믿고 있다. 이 입장은 박근혜 대통령과 대조를 이룬다. 박 대통령은 북한의 핵 프로그램이야말로 한반도와 동북아를 불안하게 한다고 보고 있다. 

중국이 흔들리는 입장을 보이면서 미국, 일본, 한국은 북한에 맞서기 위해 이전보다 더 긴밀한 공조를 할 수 있을 것이다. 미국의 동맹인 한국과 일본은 양국의 오랜 이슈인 과거사에 대한 차이를 뒤로하고 북한 위협에 공동으로 대처해야 한다. 미국은 한미일 삼자동맹은 불가능하더라도 한국과 일본이 사실상 군사협정을 맺기를 그 어떤 것보다 바라고 있다. 

하지만 중국 지도자들은 북한이 한일 양국을 위협하는 상황에서 한국과 일본이 더 긴밀해지는 것을 우려하고 있지 않는 것 같다. 중국은 한국과 일본의 차이가 워낙 깊고 심해 북한의 위협이 아무리 커져도 양국은 그 차이를 극복하지 못할 것이라고 정확히 보고 있다. 지난해 12월 한일 양국 정부는 해결책을 합의했지만 여전히 해결되지 않고 있는 위안부 피해자 문제는 절대 사라지지 않는 이슈 중 하나다.

일본은 독도에 대한 영유권 주장을 포기하겠다는 의사를 보이지 않고 있고, 전범들을 기리는 것이라며 한국이 예민하게 반응하는 야스쿠니 신사참배를 일본 지도자들은 계속하고 있다. 

중국과 북한은 미국을 두려워하지 않는다 

중국과 북한은 미국을 두려워하지 않는다. 미국은 북한이 실제로 한국을 공격할 경우 한국을 방어한다는 의지를 분명히 하고 있다. 하지만 김정은은 제2의 한국전쟁을 할 만큼 어리석지 않다.

미국은 북한의 핵 프로그램을 막기 위해 독자적으로 뭔가를 하지 않을 것이다. 다만 외교적으로 중국에게 뭔가를 해달라고 요청하거나, 북한이 이전에 행한 핵과 미사일 실험 발사 때 부과된 제재들을 강화하는 정도를 할 수 있다. 

오바마 대통령은 남은 임기 동안 동북아에서 깊이 관여하는 것을 원하지 않는다. 그에게는 중동에서 벌어지는 분쟁만 걱정해도 부족하다. 미국 외교정책의 축을 아시아로 옮기겠다는 그의 말은 옛일이 되어 버렸다. 미국은 미군을 이라크에서 철수시킬 때 오바마 대통령이 밝혔던 이 환상을 이행할 수 없다. 그 어떤 것보다 지금 미 국방부와 국무부의 관심사는 중동이다. 

믿기 어려운 일이지만, 북한의 4차 핵실험은 미국에서 잊혀지고 있다. 지난 3차례 핵실험 때처럼 4차 북핵 실험 소식도 미국에서 2~3일 동안 신문 헤드라인을 장식한 후 사라졌다. 항상 그랬던 것처럼 우리가 보고 있는 것은 말 뿐이다. 대다수 사람들이 무시하고 있는 말만 넘쳐나고 있다.

시진핑 중국 국가주석은 중국의 태평양전쟁 전승 70주년을 맞아 개최한 대규모 군사퍼레이드에서 박근혜 대통령을 초청해 블라디미르 푸틴 러시아 대통령과 나란히 앉게 하는 등 존중을 표하면서 박 대통령과 긴밀한 관계를 형성했다. 하지만 시진핑 중국 국가주석과 박 대통령의 관계가 북한에 맞서는 실제적인 동맹을 의미하지는 않는다. 

이전처럼 중국의 지도자들은 북한을 비난하기보다는 핵국가로 북한을 인정하고 북한과 공존하기를 원하고 있다. 박 대통령은 중국이 아무 것도 하지 않는 것에 실망할 것이다.

북한을 억제하는 행동이 실패했다는 것을 수긍하는 것은 어려운 일이다. 슬프지만 그것이 현실이다. 북한의 핵 야망은 이를 저지하려는 사람들의 무능 혹은 거절로 커져만 갔고 지금은 그 위협이 더 증가했다는 것 밖에 달라진 것은 아무것도 없다. 

Don't Count on China to Counter North Korea's Nuclear Ambitions

China may hold the potential power to force North Korea to give up its nuclear ambition but clearly is not willing to use it. Yes, Chinese leaders and bureaucrats wish North Korea's reckless young leader, Kim Jong-un, would see the futility of wasting money on nuclear weapons.

No, they are not so concerned as to punish North Korea for its fourth nuclear test by strengthening sanctions or even enforcing the sanctions that are already in place.

The Chinese failure to cooperate fully in blockading North Korea's nuclear program is a matter of deep concern not only in Seoul but also in Washington. President Obama has not been successful in convincing China's President Xi Jinping of the need to act decisively and firmly while Kim Jong-un undoubtedly has still more nuclear tests in mind.

Neither the U.S. nor South Korea seem to know what to do now to persuade China to join in concerted action to stop North Korea's program before the maniacs in Pyongyang decide to make good on their threats to use these fearful weapons.

Xi's reluctance is no doubt complicated by China's highly uncertain financial condition. While China's economy continues to grow at a higher rate than that of most other nations, the ups and downs of Chinese markets have had a profound impact on the rest of the world. The U.S., Japan and South Korea are all feeling the impact of these sudden unexpected shifts and swings while China's leaders appear powerless to put their economy back on a stable course.

Under these circumstances, the last thing the Chinese want is a crisis with North Korea that they clearly believe could distract attention from immediate problems at home and undermine stability on the Korean peninsula and in all Northeast Asia.

That view contrasts with that of President Park. Understandably, she sees North Korea's nuclear program as having a destabilizing effect on the peninsula and the region while North Korea goes on strengthening its nuclear arsenal.

One result of China's wavering position is that the U.S., Japan and South Korea may cooperate more closely than before on their own measures against North Korea.

Certainly Japan and South Korea, both allies of the United States, should bury some of their differences on long-festering issues while working together on defense against the North. Washington would like nothing better than to see Seoul and Tokyo forming a de facto defense arrangement even if a trilateral alliance is really out of the question.

Chinese leaders, however, do not seem concerned about Japan and South Korea moving ever closer while North Korea threatens both of them. The Chinese figure, correctly, that differences between Japan and South Korea are too deep, too bitter, for them to do much to resolve them despite rising threats from North Korea.

The Comfort Woman issue, far from settled after the agreement reached last month, is one of several problems that never go away. Japan shows no sign of relinquishing its claim on Dokdo. Japanese leaders pay obeisance at the Yasukuni shrine despite sensitivities in Seoul about mourning the passing of men adjudged as war criminals.

Nor do the Chinese and North Koreans have much to fear from Washington. Yes, the U.S. is totally committed to the defense of South Korea in case the North actually attacks the South, but Kim Jong-un is not so stupid as to be contemplating a second Korean War.

No, the U.S. unilaterally will do nothing to stand in the way of North Korea's nuclear program other than make diplomatic overtures, plead with China to "do something" and support strengthening sanctions already imposed after previous North Korean nuclear and missile tests.

President Obama in his remaining year in office does not want to involve his government more deeply in Northeast Asia while worrying about conflict throughout the middle east. The U.S. "pivot" toward Asia is history.

Washington cannot follow through on a visionary fantasy promoted by Obama as U.S. troops were withdrawing from Iraq. More than ever, the middle east is the dominant consideration of planners in the Pentagon and the State Department.

It's difficult to believe, but North Korea's fourth nuclear test is fading from memory in the U.S. Like the first three nuclear tests, the fourth test made headlines for two or three days but before Americans lost interest. As always, all we're seeing is a war of words, of rhetorical flourishes that most people ignore.

Yes, President Xi has formed a close bond with President Park, whom he honored along with Russia's President Vladimir Putin with a seat beside him at China's great military parade marking the end of the Pacific War in China 70 years ago. No, the bond between Xi and Park does not mean China and South Korea are de facto allies against the North.

As before, China's leaders would rather live with North Korea as a nuclear power than risk offending the North. President Park has to be disappointed in China's do-nothing position.

The failure to act against North Korea is difficult to accept. Sadly, the reality is that nothing has changed other than the rising threat of North Korea's nuclear ambitions, encouraged by the inability or refusal of anyone to do anything about it.
