북한과 IS의 공통점은 “미국을 핵 테러하자”는 것. 이것이 그동안의 끔찍한 경험을 통해 배운 교훈

워싱턴 = 미국의 수도 워싱턴 DC는 세계에서 가장 악랄한 테러리스트들이 외쳐대는 핵 위협의 포위공격을 당하고 있다.

내가 최근 워싱턴 DC에 왔을 때 북한은 핵무기로 미 국방부와 연방 의사당 건물을 공격하겠다고 했고, IS(이슬람국가)는 프랑스 파리, 벨기에 브뤼셀, 파키스탄 라호르 등 도처에서 사람들을 죽였던 것처럼 워싱턴 DC에서도 폭탄을 폭파시켜 비슷한 만행을 저지르겠다고 하는 말을 들었다.

북한과 IS는 누가 세계에서 가장 사악한 테러리스트들인지 서로 경쟁하는 듯하다. 
북한이 최근 핵 위협을 엄포한 시점은 아주 절묘한 때였다. 바로 버락 오바마 대통령이 세계 50개국 정상, 수백 명의 장관, 수행원들과 함께 핵 위협을 제거하기 위한 방법들을 의논한 ‘핵 정상회담’이 개최될 때였다. 놀랄 일도 아니지만 이 회담은 진부한 말 이외에는 별다른 성과가 없었다. 

북한이 핵탄두 제조를 계속하고 있다면 김정은은 언젠가 추가 핵실험을 할 것이라고 우리는 생각해야 한다. 궁금한 것은 그가 실제로 핵무기를 목표물에 떨어뜨리거나 발사할 준비가 언제인가이다. 

IS는 최근 몇 달 동안 무고한 사람들을 죽였다. IS와 알 카에다, 탈레반과 같은 테러 단체들이 핵탄두를 보유한다면 어떻게 될 것인가 생각해보라. 그들은 실제로 핵무기를 확보할 수 있을까? 걱정스럽게도 그들은 핵무기를 만들거나 사거나 혹은 훔치거나 해서 핵무기를 손에 쥐려 하고 있다. 

과거 소련 시절 크레믈린이 모스크바에서 방대한 소련 연방을 통제할 때부터 허술하게 관리되는 ‘핵무기’들이 많았다. 25년 전 소련이 해체되면서 수십 개의 핵무기들은 갑자기 독립국가가 된 구소련 공화국들의 지하에 남겨져 버렸다. 누가 그들은 갖고 있는가? 이에 대해 완전한 설명이 없다. 

핵무기 손쉽게 구할 수 있는 세상 

IS, 알 카에다, 탈레반은 세계를 핵 테러로 파괴시키려는 방법들을 찾고 있다. 알 카에다가 핵무기를 만드는 데 필요한 기술을 얻으려 한다는 것은 알려진 일이다. 지금은 핵무기 제조에 필요한 많은 재료들을 구할 수 있기 때문에 알 카에다 통제 하에서 과학자, 공학자, 기술자들이 조만간 핵무기를 제조하는 것은 불가능한 일이 아니다. 

핵무기 제조 기술을 얻을 수 있는 소스 중 하나는 이란과 북한에 고농축 우라늄 등 핵무기 제조 기술을 전달한 이른바 ‘파키스탄 원자폭탄의 아버지’ 압둘 카디르 칸의 제자들이다. 칸은 개인 이득을 위해 핵을 확산시킨 범죄로 가택 연금되어 5년째 크고 안락한 집 안에 있다. 그의 제자들이 지금 파키스탄 핵 프로그램을 운영하고 있다. 

그들은 약 70년 전 영국이 인도 아대륙(subcontinent)을 나눠 인도와 파키스탄으로 각각 독립시킨 후 지금까지 충돌하고 있는 핵 보유국 인도에 맞서기 위해 부지런히 핵탄두와 핵 시스템을 개발하고 있다. 

칸이 상당한 액수의 돈을 받고 비밀리에 핵무기를 팔려고 했다는 것을 볼 때 그의 영향을 받는 다른 사람들도 똑같이 대가를 받고 핵 거래를 할 수 있다는 것을 알아야 한다. 북한은 더 이상 파키스탄의 고객이 아니다. 핵 개발에 필요한 모든 기술을 파키스탄으로부터 얻었기 때문이다. 

하지만 북한과 이란은 2002년 조지 W 부시 대통령의 연두교서에서 ‘악의 축’으로 같이 언급되는 등 매우 긴밀하게 협력하고 있다. 지난 1월 북한의 4차 핵실험 때 이란 기술자들은 북한에 있었고, 북한의 미사일 발사도 직접 봤다. 이란이 지난해 7월 타결한 핵 협상에 따라 핵탄두 개발을 포기했지만 여전히 북한과 밀접하게 일하고 있다.

누가 북한을 테러지원국 명단에서 제외시켰나?

믿을 수 없는 일이지만 이란은 시리아, 수단과 함께 미 국무부가 지정한 ‘테러지원국’ 명단에 남아 있는데 북한은 2008년 부시 대통령의 명령으로 그 명단에서 빠졌다. 당시 미국 북핵 협상대표인 크리스토퍼 힐의 말도 안 되는 소리에 귀 기울인 콘돌리자 라이스 국무장관의 요청 때문이었다. 

북한이 막대한 액수의 지원을 받는 대가로 핵을 점차 폐기한다는 약속에 동의했는데 어떻게 북한을 ‘테러리스트’로 간주할 수 있느냐는 논리였다. 하지만 북한은 핵 협정을 지키지 않았고 플루토늄 뿐 아니라 고농축 우라늄으로 제조한 핵탄두를 폭발시킬 수 있는 능력 등 핵 개발을 계속해 왔다. 

북한을 국무부 테러지원국 명단에서 삭제한 것은 미국 내 친북 동조자들의 영향을 받은 정치적 결정이었다. 미국은 1987년 안다만해 상공에서 폭파되어 승무원과 승객 115명 전원이 사망한 대한항공 858기 사건 등의 테러가 북한의 소행이 분명하게 확인되면 북한을 다시 테러지원국 명단에 넣을 수 있다며 주저하고 있다. 

테러지원국 명단에 들어가야 할 나라는 북한이다. 서울을 비롯 뉴욕, 워싱턴을 틈만 나면 핵 공격 하겠다고 위협하는 나라가 어떻게 테러지원국이 아니라고 할 수 있는가? 수천 명의 정치적 적들을 고문하고 처형하는 북한의 인권 침해를 봐도 그렇다. 

이슬람 극단주의자들과 북한은 많은 면에서 다르지만 한 가지 공통점이 있다. 그들은 핵 파괴이든 개인 암살이든 폭파든 적들을 테러하려 한다는 점이다. 이것은 그동안의 끔찍한 경험들을 통해 배운 교훈이다. 둘 다 지구적인 테러와의 전쟁에서 적들이다.

North Korea, ISIS Share Common Goal: Nuclear Terror Against U.S.

WASHINGTON= This capital is under siege by nuclear threats promulgated by some of the world's most notorious terrorists.

On my latest visit, I've been hearing about vows from North Korea to strike the Pentagon and the capitol building with nuclear weapons and from emissaries of ISIS, the Islamic State of Iraq and Syria, to set off bombs similar to those that have killed scores of people in Paris, Brussels, Lahore and elsewhere. It's as though North Korea and ISIS were competing with one another to see which counted as the world's worst terrorist threat.

The timing for North Korea's latest threats of nuclear annihilation was terrific, just as President Obama was hosting 50 heads of state and hundreds of their ministers and aides for a "nuclear summit" at which they talked of ways to get rid of the nuclear threat.

Not surprisingly, they accomplished little other than to come out with the usual platitudes. As long as North Korea goes on fabricating warheads, we have to assume Kim Jong-un will order more nuclear tests. The question is when he'll actually be ready to drop or fire one at a real target.

In recent months, ISIS has been responsible for actually killing innocent people. Think of what ISIS and other terrorist organizations, notably Al Qaeda and the Taliban, would do if they possessed nuclear warheads. Might they succeed in getting them?

Alarmingly, they've been trying their best to come up, with the means to make them, buy them or steal them. There are plenty of  "loose nukes" around from the days when Kremlin control extended from Moscow over the vast Soviet Union. When the USSR disintegrated 25 years ago, scores of nuclear weapons were left at bases in former Soviet republics that suddenly were independent countries. Who's got them? There's never been a complete accounting.

ISIS, Al Qaeda and the Taliban also are looking for other ways of wreaking nuclear terror upon the world. It's known that Al Qaeda has been attempting to get the technology needed to fabricate its own warheads. By now so much material is a available about how to make a bomb that it's not out of the question that physicists, engineers and technicians under the control of Al Qaeda, sooner or later, may be able to build a bomb. 

Among other possible sources are proteges in Pakistan of Abdul Qadeer Khan, the father of the Pakistan atomic bomb, who dispensed expertise on highly enriched uranium and much else to both Iran and North Korea. Khan spent five years under house arrest, living comfortably on his large estate, for the crime of nuclear proliferation for personal profit. His disciples now run Pakistan's nuclear program.

They're busy building warheads and the systems for unleashing them on neighboring India, a nuclear power with which Pakistan has been clashing ever since Britain divided the Indian subcontinent and granted them both independence as separate nations nearly 70 years ago.

If A. Q. Khan was willing to sell nuclear secrets for huge sums, we have to suspect others under his influence will also be open to offers from those willing to pay the price. North Korea would no longer be a customer since it's got all the expertise it needs from Pakistan, but North Korea and Iran cooperate closely as charter members of the "axis of evil" cited by President George W. Bush in his state-of-the-union address in 2002.

Iranian engineers were in North Korea for the North's fourth nuclear test in January and have witnessed the launches of North Korean missiles. There is no question that they are working closely even though Iran has abandoned its quest to build a nuclear warhead under terms of the nuclear deal reached last July. 

Incredibly, while Iran along with Syria and Sudan remains on the U.S. State Department's li.st of "state sponsors of terrorism" the U.S. on orders of President Bush dropped North Korea from the list in 2008. That was at the urging of the secretary of state, Condoleezza Rice, who'd been listening to nonsense from the U.S. negotiator, Christopher Hill, about the deals he had made with North Korea.

How could North Korea be considered a "terrorist" state while agreeing to a complicated schedule for gradually giving up its nukes in return for vast quantities of aid? Of course, North Korea did not begin to abide by the agreement while expanding its nuclear program, including the ability to detonate warheads with highly enriched uranium as well as plutonium.

Removal of North Korea from the State Department's terrorism list was basically a political decision heavily influenced by pro-North sympathizers in the U.S. Now the U.S. hesitates to return North Korea to the list, waiting for the North to be seen as clearly sponsoring an act of terrorism such as the bombing of Korean Air flight 858 over the Andaman Sea in 1987 in which all 115 passengers and crew members died. 

If any country deserves the terrorist label, however, it is North Korea. How could anyone not regard repeated threats to devastate not only Seoul but New York and Washington in nuclear attacks as anything but a terrorist state? That's in addition to North Korea's record on human rights, the torture and execution of thousands of political foes.

Islamic extremists and North Korea differ in many ways but have one thing in common: they are dedicated to terrorizing their foes, whether by nuclear destruction or individual assassinations and bombings. That's a lesson learned from many years of terrible experience. Both are enemies in the war against global terrorism.
