[글로벌 뷰] 북핵 해법에 대한 전직 외교장관들의 異見

송민순 장관(노무현 정부)은 북한과 대화를 통한 화해를, 유명환 장관(이명박 정부)은 “대화로 얻어지는 것은 아무 것도 없다”며 대북 강경노선 밝혀

제주=지난 5월 한반도와 전 세계 평화 증진을 위한 전문가 모임인 연례 제주평화포럼에 참석한 전직 외교장관들은 극명하게 다른 입장을 보였다. 이번 포럼에서 은퇴한 장관들이 열띠게 토론한 중요 주제는 북한을 어떻게 다룰 것인가 였다. 북한과 만나서 대화할 것인가, 아니면 물러설 때까지 단호하게 맞설 것인가. 이 중 어떤 것이 나으냐는 것이었다. 

양 극단에서 정반대 입장을 취하는 두 사람이 있었다. 한 명은 김대중, 노무현 대통령 당시 대북 햇볕정책이 10년 동안 펼쳐질 때 한국 외교를 이끌어온 송민순 전(前) 외교부 장관이고, 다른 한 명은 이명박 대통령 재임 당시 첫 외교장관을 역임한 유명환 전 장관이다. 

두 전임 장관은 자신들이 모셨던 대통령의 정책이 스며들어 있는 견해를 갖고 있었다. 노무현 전 대통령의 외교안보수석비서관 및 외교장관을 역임한 송민순 장관은 북한과 대화를 통한 화해를 원했고, 유 전 장관은 대화를 위한 대화는 필요 없다는 입장이었다. 

이명박 대통령 재임 시절 유명환 씨에 이어 외교장관을 역임한 김성환 장관은 유명환보다는 다소 부드러운 입장이었지만 북한과의 대화를 쓰레기로 봤다. 이명박 대통령의 외교안보수석비서관으로 외교관 경력을 마무리한 천영우 전 한반도평화교섭본부장은 이날 사회를 보며 신랄한 비평을 자주 했다. 

송민순 장관의 대북 접근은 북한과 대화하면 합의를 도출할 수 있다고 고집하는 사람들의 기대를 보여주는 것이다. 그는 “우리는 북한을 좀 더 가까이 봐야 한다”면서 “우리는 북한 주민들을 포용해야 한다. 그러면 그들도 자신들에게 더 나은 삶이 있다는 것을 알게 될 것”이라고 말했다. 

북한과 대화로 무엇을 얻었나? 

그러나 김일성에서 시작해 그의 손자 김정은에 이르는 북한 김 씨 왕조가 만들어 놓은 장벽들을 어떻게 뚫을 것인지에 대해서는 막연했다. 그는 “우리는 북한과 대화를 해야 하고 북한 내부로부터 변화가 일어나도록 다가서야 한다”며 “우리는 이 위기를 포용하고 변화시키고 관리해야 한다”고 강조했다. 

유명환 장관은 현실적인 시각으로 반박했다. 그는 “포용을 반대하는 사람은 없지만, 대화를 많이 한다고 얻어지는 것은 아무 것도 없었다”고 밝혔다. 그는 “대북 포용을 위한 모든 노력의 결과는 북한에 시간을 벌어준 것”이라며 이제는 강경노선만 남아 있다고 강조했다. 

그는 또 “우엔 제재들과 다른 추가 제재들은 효과적이었다”고 밝혔다. 이 밖에 북한에 외환이 유입되는 것을 봉쇄하는 것이 매우 효과적일 것이라고 제안했다. 북한 노동당이 전당대회에서 자신들의 최대 업적이라고 자랑한 핵무기에 맞서기 위해 중국, 일본, 미국이 협력하도록 하는 것도 필요하다고 그는 강조했다. 

김성환 장관도 북한에 부정적이었다. 그는 “우리는 북한을 변화시키는 것이 얼마나 어려운지를 봐 왔다”면서 “북한은 자신들의 원하는 것을 다 할 수 있다고 생각하고 있다”고 말했다.  

그는 제재가 효과를 내는 것을 보려면 인내가 필요하고 강조했다. 그는 “제재가 성과를 내려면 몇 년 혹은 최소 몇 달은 걸린다”며 “이 제재는 북한이 어느 정도 진실성을 갖고 협상 테이블에 나오도록 유도한다”고 밝혔다. 

하지만 김성환 장관은 본질적인 결과를 기대하고 북한과 대화하는 것이 전혀 불가능한 것은 아니라고 믿고 있었다. 그는 “우리는 북한이 협상 테이블에 나올 것을 대비해야 한다”며 “한국 정부는 그것이 실제로 일어나도록 굳은 의지를 보여야 한다”고 강조했다. 

송민순 장관은 북한과의 무조건적 대화라는 원칙론을 강조하며 자신의 순서를 마쳤다. 그는 “과거에 우리는 북한을 고립시켰다. 하지만 북한은 핵실험을 했다”며 “우리는 북한과 협상하기 위해 대화를 해야 한다”고 말했다.

달리는 기차, 어쩔 것인가? 

송민순 장관은 북한 핵실험으로 커가는 위험을 달리는 기차로 비유했다. 그는 “더 큰 압박으로 이 기차를 멈출 수 없다”고 주장했다. 중국이 도와줄까? 그는 “우리는 할 수 있는 대로 중국이 관여하도록 해야 한다.

하지만 중국이 북한과의 모든 거래를 중단하면서까지 추가적인 보이콧을 하는 것은 매우 어려울 것”이라고 경고했다. 또 “중국인들은 북핵 위협을 우려하지만 북한 정권의 교체 혹은 붕괴를 매우 두려워하고 있다”고 강조했다. 

송민순 장관은 핵 위협을 끝내기 위한 방법으로 북한 내부로부터의 변화를 강조했다. 그는 “북한 주민들이 내부로부터 변화를 이끌어내도록 해야 한다”고 말했다. 하지만 김성환 장관은 북한 내부로부터의 변화에 회의적이었다. “북한 정권 교체는 있어야 한다. 하지만 그것은 중국으로부터 오는 것이어야 한다”고 반박했다. 

김성환, 유명환 두 장관은 무슨 일이 있어도 북한 핵무기에 맞서기 위해 한국이 자체 핵무기를 개발하려 해서는 안 된다는 입장이었다. 김성환 장관은 “우리가 핵무기로 무장하는 것으로 이 사태를 풀지 못한다”며 “우리가 핵무기를 개발하면 그것은 북한을 핵보유국으로 인정한다는 의미”라고 말했다. 그는 대신 “우리는 미국의 핵우산에 의지해야 한다”고 강조했다. 

유명환 장관도 “핵무기를 개발해서는 안 된다”고 말했다. 하지만 그는 북한 정권을 종식시키는 것을 반대하지 않았다. “기차가 멈추지 않는다면 우리는 그것을 제거해야 한다”는 것이다.

More Dialog or Sanctions? Former Ministers Disagree on How to Stop North Korea's Nuclear Program

JEJU = Former Korean foreign ministers differed sharply at the Jeju Peace Forum, an annual gathering in May of experts dedicated to the search for peace on the Korean peninsula and around the world. The critical question debated by the retired ministers was how to deal with North Korea. Is it better to meet and talk or to stand fast while waiting for concessions?

On opposite sides of the fence: Song Min-soon, influential in foreign affairs in the decade of the Sunshine policy of Kim Dae-jung and Roh Moo-hyun, and Yu Myung-hwan, who was Lee Myung-bak's first foreign minister. Song and Yu held to the same views that permeated the policies of the presidents whom they served.

Song, who was Roh's national security adviser and then foreign minister, appeared anxious for reconciliation via dialog while Yu saw no point in talking for the sake of talking. Kim Sung-hwan, who came after Yu as foreign minister under President Lee, adopted a somewhat softer position than Yu but also saw dialog as a waste.

Another retired high-level diplomat, Chun Yung-woo, who wound up his career as Lee's national security adviser, added his own often caustic comments while moderating the panel.

Song Min-soon's approach toward North Korea exemplified the wishful thinking of those who persist in thinking, If only we can talk, then we'll come to terms. "We have to take a closer look at North Korea" he advised. "We have to embrace the people" so they'll see "there is a better life for them."

Song was vague, however, on how to penetrate the barriers set up by North Korea's Kim dynasty from the era of Kim Il-sung to that of his grandson, Kim Jong-un. "We should engage North Korea, approach North Korea from the inside out" he urged. "We have to be at the level of engagement. We have to engage, change and manage the crisis."

Yu countered with realistic observations. Certainly, "engagement is opposed by no one" he remarked, but he saw nothing gained from more dialogue.

"All our efforts at engagement have saved time for North Korea" Yu argued, leaving no choice but to pursue a hard line. "UN sanctions have been effective" he said. "Additional sanctions have been effective." Then what more might be done? Yu recommended "blocking the flow of foreign currency into North Korea" as one more tactic that "would be very effective."

Moreover, he added, China, Japan and the U.S. "should engage in cooperative efforts" to counter North Korea's boast at its Workers' Party Congress that "its highest achievement was its nuclear arsenal."

Kim Sung-hwan was equally pessimistic. "We've seen North Korea is very difficult to change" he said. "North Korea assumes it can get away with anything." He suggested that patience was needed to weigh the effectiveness of sanctions. "Sanctions will take years, or at least months, to reap the benefits" he said. "Sanctions are a plan to induce North Korea to come to the negotiating table with some level of sincerity." 

Still, Kim Sung-hwan believed that talking to North Korea in hopes of substantive results was not out of the question. "We have to ready ourselves for North Korea to come to the negotiating table" he said. "The South Korean government has to show a determined will to make that happen."

Song Min-soon wrapped his argument for dialog without preconditions in generalities when it came time to comment on what the others were saying. "In the past we've isolated North Korea, and yet it has engaged in nuclear tests" he said. "We have to engage in negotiations."

Song likened the rising danger posed by North Korean tests to a moving train. ‘We cannot stop this train with more pressure" he contended. Might China help? "We need to engage China as much as we can" he said, but he warned it would be "very difficult for China to engage in secondary boycotts" by curbing all business dealings with the North. "The Chinese people are worried about the nuclear threat" he said, "but are very fearful of regime change or collapse." 

Song returned to his view of some internal event that would bring about an end to the nuclear threat. "The North Korean people should make the change from the inside out." Kim Sung-hwan was not impressed by the inside-out argument. "Of course there should be regime change" he countered. "If change should come, it should come from China."

Whatever happened, Kim and Yu agreed that South Korea should not try to match the North's nuclear arsenal with nukes of its own. "Arming ourselves with nuclear weapons will not resolve the situation" said Kim. "If we are to develop nuclear weapons, it would mean recognizing North Korea as a nuclear state."

Instead, he said, "We should rely on the nuclear umbrella of the United States."
Yu echoed that view. "I agree entirely" he said. "We should not develop nuclear weapons.: But he also was not opposed to bringing an end to the North Korea regime. "What if the train does not stop" he said. "We must get rid of it."
