‘평화협정’, 제2의 한국전의 서막

북한의 목적은 주한미군 철수시키고 한국을 공격해 세계가 놀랄 때 

한국인들이 이에 맞서 싸우려는 의지와 결단을 약화시키려는 것

샌디에이고=캘리포니아 샌디에이고에 소재한 미국 해병대 모병소 내 해병대 박물관을 방문하면 66년 전 이달에 발발한 한국전쟁의 참상을 떠오르게 한다.

1950년 9월 미 해병들이 인천에 성공적으로 상륙하는 장면들은 1950년 12월 미군들에게는 ‘초신 저수지’로 알려진 북한 동북부에 위치한 장진호에서 미 해병들이 중국의 ‘인민자원병’들에게 두 달 동안 포위당한 후 뼈아프게 후퇴하는 모습과 대조를 이룬다. 

이와 같은 피의 역사를 보면서 몇 가지 질문이 불가피하게 떠오른다. 전쟁이 다시 일어날 수 있을까? 제2의 한국전쟁은 첫 번째 한국전쟁 때처럼 한반도를 완전히 파괴할 것인가? 대답은 대한민국 군대와 동맹인 미국의 정신력과 의지에 일부 달려 있다.

1945년 8월 일본의 항복과 이후 거의 5년 뒤인 1950년 6월 25일 북한의 남침 사이의 기간 동안에 그랬던 것처럼 북한에게는 적들이 스스로 경비를 풀고 강력한 방어 태세를 포기하며, 예상하지 못했을 때 한국이 공격에 노출되도록 하는 것만큼 좋은 일은 없을 것이다.  

한국전쟁 당시 미국, 제대로 된 장비가 없었던 한국군, 유엔군사령부 통솔 하에 참여한 다른 나라들이 보인 결연한 대응은 북한에 절대 잊을 수 없는 교훈을 가르쳐 줬다. 그들이 처음에는 타격을 일부 입혔을지 몰라도 결국에는 자신들이 심각하게 타격을 입고 산산조각이 난다는 것이다. 

소련 하바로프스크에서 2차 세계대전이 끝나기를 기다렸다가 나중에 소련 군함을 타고 원산에 도착해 소련 관할 지역에서 자신의 상관인 소련 장교에 의해 자칭 지도자가 된 김일성의 북한 정권은 당시 중국의 개입이 없었다면 존재하지 못했을 것이다. 그 뒤 북한은 기근, 질병, 가난, 잔혹한 독재를 거쳐 왔고 한국은 세계 경제대국 중 하나가 되었다. 

주한미군 철수가 북한의 목적 

이 시점에서 질문은 미국, 한국 및 그들의 우방국들이 김정은이 자신의 할아버지의 과업을 수행해 한반도를 자신의 독재 하로 통일시키겠다는 그 꿈의 깊이와 범위를 완전히 이해하고 있는가이다. 

우리는 그동안 무시해 왔지만 한국을 ‘불바다’로 만들고 워싱턴의 백악관을 공격하는 핵탄두 미사일을 발사하겠다는 북한의 위협을 자주 듣고 읽어 왔다. 하지만 워싱턴포스트 칼럼니스트인 데이비드 이그나티우스가 최근 기사에서 지적한 것처럼 북한은 내년 1월 차기 미국 대통령이 취임하고 난 후 거대한 국제적인 도전의 중심이 될 수 있다. 

우리는 경계를 느슨히 할 수 없다. 하지만 그것은 북한이 노리는 전략이다. 이들의 목적은 주한미군을 철수시키고 나중에 한국을 공격해 세계가 놀랄 때 한국인들이 이에 맞서 싸우려는 의지와 결단을 약화시키려는 것이다.

이 전략의 주요 내용은 정책결정자, 영향력 있는 정치인들, 지식인들, 학자들, 싱크탱크 분석가들을 설득해 한국전쟁이 발발 후 3년 4주 만에 끝난 후 시작된 정전협정을 평화협정으로 바꾸는 것을 받아들이도록 하는 집중적인 캠페인을 벌이는 것이다.

국제사회가 북한에 맞서는 한국 도와야 

미국 분석가들 사이에서는 미국의 이른바 ‘전략적 인내’는 실패했다며 이제는 북한과 협상을 해야 한다고 말하는 것이 인기를 얻고 있다. 하지만 북한은 애지중지하는 핵무기 제조 프로그램과 핵무기를 멀리 목표물까지 실어 나를 수 있는 미사일을 포기하지 않을 것이다. 오히려 그들은 주한미군의 완전 철수, 한미동맹 종료, 한국전쟁 이후 설치된 비무장지대에 배치한 모든 병력의 철수를 요구할 것이다. 

평화협정이 없으면 한국은 ‘기술적으로 전쟁 상태’라고들 말한다. 하지만 ‘기술적으로 전쟁 상태’라는 것은 없다. 첫 번째 한국전쟁은 끝났다. 정전은 중간에 북한의 간헐적인 공격과 끝없는 긴장에도 불구하고 놀랍게 잘 지켜졌다. 

북한의 평화협정의 목적은 한국과 미국의 의지를 약하게 하려는 것이다. 설사 평화협정이 체결되더라도 북한은 편지를 주고받거나 항로 및 육로를 통한 정상적인 상업거래, 남북한 간 여행, 이메일과 전화 연결, 신문과 잡지의 자유로운 배포를 하지 않을 것이 분명하다. 2000년 6월 남북 정상회담에서 합의한 정기적인 이산가족 상봉을 북한이 거절하고 있는 것은 그들이 자신들이 한 약속을 얼마나 잘 어기는지 보여주고 있다. 

미국과 다른 국가들은 유엔군사령부의 지휘 하에 연대해서 외교와 정치 선전을 통해 한국을 무르고 약하게 하려는 북한의 모든 활동에 단호히 맞서는 것이 매우 중요하다. 한국전쟁과 그 결과에 대한 교훈은 승리다. 

한국을 침략한 김정은의 할아버지의 사악하고 멍청한 결정으로 초래된 유혈 사태와 비극의 암흑기를 지나온 한국이 민주적인 자본주의 국가로 계속 번영하도록 하려면 북한에 맞서고 대항하는 국제질서를 유지하겠다는 국제사회의 의지를 보여주는 것이 그 어느 때보다 필요하다.

Memories of Korean War I Show the Danger of a 'Peace Treaty' as Prelude to Another Invasion, Korean War II

SAN DIEGO, California =A visit to the U.S.  Marine Corps museum at the marine recruit depot here provides a bitter reminder of the horrors of the Korean War that began 66 years ago this month.

Scenes of the triumphant marine landing at Incheon in September 1950 contrast with the terrible marine retreat from around Changjin Lake, known to U.S. forces as the Chosin Reservoir, in northeastern North Korea after Chinese "people's volunteers" surrounded them two months later, in December 1950.

A look at the bloody history inevitably raises the question, can it happen again? Might a second Korean War, Korean War II, devastate the Korean peninsula as did the first Korean War? The answer depends in part on the inner strength and resolve of Republic of Korea forces and their ally, the United States.

As in the interlude between the Japanese surrender in August 1945 and the North Korean invasion nearly five years later on June 25, 1950, the North Korean regime would like nothing better than for their enemies to let down their guard, abandon a strong defensive position and open the South to attack when least expected.

The response of the U.S., of underequipped South Korean forces, and that of other countries under the aegis of the United Nations Command in the Korean War taught the North Koreans a lesson that they clearly have never forgotten. Although they might inflict initial losses, they would suffer heavily and eventually disintegrate. 

Only the entry of the Chinese saved the regime of Kim Il-sung, a Soviet army officer who had sat out World War II in Khabarovsk, then returned on a Russian ship to Wonsan and got himself installed as leader of the Soviet zone by his Russian bosses. Since then, North Korea has gone through famine, disease, poverty and cruel dictatorship while South Korea has become one of the world’s major industrial and mercantile powers.

The question now is whether the U.S., South Korea and their friends fully realize the depth and scope of the dream of Kim Jong-un to carry out the mission of his grandfather and reunite the Korean peninsula under his dictatorship. We have so often heard and read North Korean threats about annihilating the South in "a sea of fire" and firing a missile with a nuclear warhead all the way to the White

House in Washington that we often pay no attention to the rhetoric. As the Washington Post columnist David Ignatius pointed out in a recent article, however, North Korea may well become the focal point of the next huge international challenge after the inauguration of a new U.S. president next January. 

We cannot afford to let down our guard. Therein, however, lies the North Korean strategy. Their goal is to bring about withdrawal of U.S. troops while weakening the will and determination of South Koreans to stand up to them the next time they shock the world by attacking the South.

A major element of their strategy is a concentrated global campaign to persuade policy-makers, influential politicians, intellectuals, academic figures and think-tank analysts of the wisdom of a peace treaty to replace the armistice that ended the Korean War three years and four weeks after it had begun.

It's become fashionable among U.S. analysts to say the U.S. policy of "strategic patience" has failed, that we now have to move on to negotiations. The North Koreans, however, are not going to abandon their beloved program of building nukes and the missiles to deliver them to distant targets. Rather, they will demand total withdrawal of U.S. troops, the end of the RoK-U.S. alliance and the pullback of all forces from along the demilitarized zone that's been in place since the Korean War.

It's often said, without a peace treaty, Korea remains "technically at war." There is, however, no such thing as being "technically at war." Korean War I is over. The armistice has held up surprisingly well despite intermittent North Korean attacks and ceaseless tension. The point of a peace treaty, for the North Koreans, would be weaken the will of South Korea and the U.S. 

We may be sure, after such a treaty was signed, that North Korea would still not open up to routine mail, to normal commerce by air and land, to travel between North and South, to email and telephone calls, to free distribution of newspapers and magazines. North Korea's refusal to permit regular family reunions, in accordance with the terms of the June 2000 inter-Korean summit, shows the hypocrisy of their promises.

It is imperative that the U.S. and all the other nations still banded together under the UN command stand fast against North Korea's campaign to soften and weaken the South through diplomacy and propaganda.

The lessons of the Korean War and its aftermath must prevail. Indeed, now, more than ever, they show the need for maintaining the international order of defiance and defense against North Korea in order to preserve the advances the South has made as a democratic, capitalist nation since those dark days of bloodshed and tragedy caused by the vicious, stupid decision of Kim Jong-un's grandfather to invade the South.

기독교협의외(kncc) 게시판에 링크를 걸었습니다. 김영주 목사(kncc총무)는 정말 북한을 몰라서 미국가서 평화협정을 주장하며 대한민국 정부를 향하여 뒷통수를 치고 있을까요???
종북좌파도 문제이지만,, 흑색분자의 종교인들이 더 위협적인 요소임을 주목해야 할 것입니다.
