미국의 차기 대통령은 굶주린 국민에게 밥을 주기보다 

핵과 미사일을 개발하려는 이 ‘미친 놈’을 다루는 방법이 무엇인지 알아야 한다 

역사는 한 지도자나 한 국가가 잘했는지, 못했는지 그리고 어떤 나라들은 번성해 최고가 되는데 어떤 나라들은 왜 산산이 붕괴되는지에 대해 준엄한 판단을 내린다. 바로 지금 미국은 북한의 핵위협을 다루는 데 어떤 길을 선택했는지에 대한 역사의 엄중한 판단에 자신을 올려놓아야 하는 딜레마에 봉착해 있다. 

미국이 북한의 핵과 미사일 시설을 산산이 부서뜨리는 공습 옵션을 완전히 포기해버리면 어떻게 될 것인가? 그러고 나서 모든 제재를 견뎌낸 북한이 위협을 하다 결국 핵탄두가 장착된 미사일을 일본과 한국, 그리고 미국에까지 발사한다면 어떻게 할 것인가? 이 공격으로 수십 만 명이 죽으면 그 때 미국과 그 동맹들은 북한에 대응할 수 있을까? 

이것은 가능한 시나리오다. 이 시나리오와 정반대로 북한이 대량살상무기를 제작하고 실험, 발사하는 시설들을 미국이 분쇄해버리는 대규모 ‘선제공격’을 감행한다면 어떻게 될 것인가? 항공모함과 일본, 한국, 괌에 있는 미군기지에서 발진한 전폭기들에 이뤄질 이 공격은 북한이 대량살상무기로 전쟁할 능력을 완전히 제거하기 위해 몇 주에 걸쳐 진행될 것이다.

미국이 선제공격을 감행한다면 중국이 격노하며 과거 한국전쟁 때 했던 것처럼 북한을 군사적으로 지원할 것이 분명하다. 110만 명의 군인과 대부분 구형이지만 만만치 않은 대포와 전폭기를 갖춘 북한의 군대가 한국을 향해 군사적 대응을 할 것 역시 분명하다. 제2의 한국전쟁이 발발할 가능성이 높아지는 것이다. 

북한의 협박과 위협들로 미국은 선택할 옵션이 없어지고 있다. 힐러리 클린턴의 부통령 러닝메이트인 팀 케인 현 상원의원이자 전 버지니아 주지사는 북한이 대량살상무기 탄두를 장착한 미사일을 발사하려는 순간 선제공격을 할 것이라고 말했다. 일부 전문가들은 북한의 기술력이 그 수준이 되기 전에 선제공격을 해야 한다고 말하고 있다.

북한의 행동이 어떠하든지 항상 북한을 지지하는 사람들은 북한의 대량살상무기가 자위용이라고 말한다. 말도 안 되는 소리다. 핵무기는 방어용이 아니다. 공군의 지원을 받은 보병과 포병의 공격을 막기 위한 목적이 아닌 것이다. 북한이 핵무기를 보유하려는 진짜 목적은 북한이 생각하는 적들인 한국, 미국, 일본에게 핵 보복을 할 수 있다고 협박하며 이들이 자신들을 공격하지 못하도록 하는 데 있다.

북한의 핵 프로그램 개발을 지지하는 이 주장은 미국, 한국, 일본이 북한을 공격할 의도가 전혀 없다는 점에서 말도 안 되는 소리다. 물론 미국은 한국, 일본에 미군을 주둔시키고 있고 한국은 60만 명의 군인을 보유하고 있다.

하지만 이런 대규모 군사 능력은 순전히 방어 목적이다. 북한이 항상 위반해 폐기되는 핵 협정에서 북한 협상가들이 합의한 대로 북한이 핵무기를 제거하고 미사일 발사 실험을 중단하면 미국은 미군 대부분을 철수시켰다. 일본 지도자들 역시 일본이 해외에서 전쟁하는 것을 금지한 전후 헌법 9조의 수정을 더 이상 원하지 않을 것이다. 

북한을 납득시키려는 시도는 항상 실패해왔다. 지난 수년 동안 북한은 관계가 개선되는 것 같아 보일 때마다 상황을 악화시키기만 했다. 이것이 1972년 9월 아무것도 해결하지 못한 남북적십자 회담이 열릴 때 내가 처음 한국을 방문한 이후 지금까지 계속되고 있는 패턴이다.

그때 우리는 북한이 핵개발 초기단계에 있었다는 것을 몰랐다. 1990년대 비로소 우리는 북한이 핵개발을 하고 있다는 것을 알았다. 남·북한은 1990년 한반도비핵화 협정을 체결했다. 그리고 이 핵 위기는 1994년 7월 김일성 사망 후 전쟁으로 끝날 것 같았다. 당시 빌 클린턴 미 대통령과 고위 보좌관들은 북한 영변 핵시설에 대한 공습을 고려했기 때문이다.

대신 미국과 북한은 1994년 10월 북한이 영변 핵시설을 동결한다는 내용의 제네바 협정을 체결했다. 하지만 당시 북한이 영변의 플루토늄 프로그램과 별도로 고농축우라늄을 통해 핵무기를 개발하고 있는지는 아무도 몰랐다. 그 후 김대중 대통령은 햇볕정책을 추진했고 2000년 6월 김정일을 만나기까지 했다. 하지만 화해에 대한 희망은 2002년 10월 북한의 고농축우라늄 프로그램이 들통 나면서 다시 산산조각이 났다. 

지금 미국에서는 다시 북한과 대화를 해야 한다는 목소리가 나오고 있다. 얼마나 자주 그리고 얼마나 오랫동안 우리는 북한이 우리를 우롱하도록 내버려둘 것인가?

북한이 미국 서부나 백악관까지 공격할 수 있는 장거리 미사일을 실험 발사하려고 한다면, 이제 이런 헛소리를 그만두고 북한 미사일 발사 장소를 파괴시키고 북한이 미사일을 발사하려는 잠수함을 침몰시키며 북한의 핵시설을 쓸어버리는 것이 바람직한 것이 아닌가?

그것이 차기 미국 대통령이 직면해야 할 질문이다. 대통령은 “갱들이 우리 집인 백악관을 폭파시키려고 위협한다면 나는 그들을 먼저 제거할 것이다”라고 말해야 할 것이다. 이것 밖에는 굶주림 가운데 있는 국민에게 밥을 주기보다 핵과 미사일을 개발하려는 이 미친 놈을 다루는 다른 방법이 없을 것이다.

Will N. Korea Threats Force US Into 'First Strike' Against North?

History is a harsh judge of whether a leader or a nation has behaved well or badly, of why some nations crumble and fall while others prosper, maybe reign supreme. Right now, the U.S. faces a dilemma that will expose the U.S. to deep criticism in the stern judgement of history whatever path it follows in dealing with the North Korean nuclear threat.

What if the U.S. foreswears totally the option of bombing North Korea's nuclear and missile facilities to oblivion? And then, what if North Korea, having survived sanctions, eventually makes good on its rhetorical threats and launches nuclear-tipped missiles at targets near and far, on Japan and South Korea or even the United States? And suppose this attack wipes out hundreds of thousands of people before the U.S. and its allies are able to respond?

That's one possible scenario. At the other end of the spectrum, what if the U.S. conducts a massive "first strike" bombing campaign to annihilate the facilities where North Koreans are fabricating weapons of mass destruction, where they're tested, and from which they're launched?

These attacks, from aircraft carriers and from U.S. bases in Japan, South Korea and Guam, would go on for weeks to be sure they wiped out the North's capacity to wage war with weapons of mass destruction.

If the U.S. were to conduct such a "first strike" we may be pretty sure China would respond with rage and possibly support North Korea militarily as it did in the Korean War. We may also be sure that North Korea's outsized military establishment, including 1.1 million troops under arms and an array of mostly outmoded but still formidable artillery pieces and aircraft, would respond against South Korea. More than likely, we'd see a Second Korean War.

The rhetoric and actions of North Korea are such that the U.S. may have no choice. Hillary Clinton's vice presidential running mate, Tim Kaine, currently a U.S. senator and former governor of Virginia, has said the U.S. should strike first if North Korea appears on the verge of going on the attack with a weapon of mass destruction at the tip of a missile. Some experts might say the U.S. should attack well before North Korea achieves that level of expertise.

Defenders of whatever North Korea is doing like to echo the North Korean claim that weapons of mass destruction are essential to North Korea's defense. This argument is total nonsense. Nuclear warheads are not defensive weapons. They are not going to ward off an infantry and artillery attack supported by air strikes.

For North Korea, their only real purpose is to pose such a frightening threat as to discourage the North's perceived enemies, the South Korea, the U.S. and Japan from attacking for fear of North Korean nuclear retaliation on some unspecified target.

This argument in favor of the North's nuclear program is all the more indefensible considering that the U.S., South Korea and Japan have no intention of attacking North Korea. Yes, the U.S. has bases in South Korea and Japan, and South Korea has about 600,000 troops in its armed forces, but the reason for these large military organizations is purely defensive.

If North Korea got rid of its nukes and stopped testing missiles, as North Korean negotiators have agreed to do in deals that were always violated and discarded, we may be sure the U.S. would withdraw most of its troops. Also, Japanese leaders would no longer want to modify article nine of their post-war constitution forbidding the country to wage war overseas.

Attempts at reasoning with the North have never worked. Over the years, whenever relations seemed about to improve, they only got worse. That's been the pattern ever since I visited Seoul for the first time in September 1972 during North-South Red Cross talks that solved nothing. 

We didn't know the North had a nascent nuclear program at the time, but by around 1990 we had a good idea what the North was doing. North and South Korea in 1990 signed a deal promising a "nuclear free" Korean peninsula. Then, another crisis seemed likely to result in war after the death of Kim Il Sung in July 1994. Bill Clinton, the U.S. president, and his top aides considered, yes, a strike on the North's nuclear complex Yongbyon.

Instead, the U.S. and North Korea got together on the Geneva framework agreement in October 1994 under which North Korea locked its reactor at Yongbyon. No one knew North Korea at the time had a separate program for developing nuclear weapons with highly enriched uranium, quite different from the plutonium program at Yongbyon.

Next, Kim Dae Jung as president promoted his Sunshine policy, culminating in the June 2000 summit with Kim Jong Il, but hopes for reconciliation again fell completely apart when the HEU program was exposed in October 2002.

Now voices in the U.S. are again calling for talks. How often and how long can we afford to let the North Koreans fool us?. If North Korea is going to test long-range ballistic missiles capable of reaching the U.S. west coast and maybe the White House, would it not be advisable to stop the nonsense, destroy the missile sites, sink their submarines, from which they also might attempt to launch a missile, and wipe out their nuclear facilities?

That's a question the next U.S. president is going to confront. "If gangsters are threatening to bomb my house, the White House" the president might say, "then I'm going to wipe them out first." There may be no other way to deal with a mad man who would rather make nukes and missiles than feed his hungry people.

한국의 떼법깡패들은 열열한 햇볕신봉자들인데,미국이 북한을 압살하려 하기 때문에 그들이 핵무기가 정당하다고 반미깽판 부릴게 뻔하구먼! 미국도 이제 정신차려야 해...빨갱이놈들 뻔뻔한 거짓말에 언제끼 속아줄겨? 바보들이 아니다면 빨갱이들과 대화는 아무 의미가 없다는걸 깨달아야지...
