김정은은 러시아의 우크라이나 침공을 즐긴다. 그가 무엇을 하든 푸틴 러시아 대통령의 변함없는 지지를 재확인할 기회를 줬다. 그는 북한이 제재를 받지 않고 장거리 미사일과 핵탄두를 실험할 수 있다는 것을 알고 있으며 러시아가 유엔에서 새로운 제재를 가하려는 어떠한 움직임도 저지할 것이 확실하기 때문이다.

미국은 모든 ICBM 실험에 대해 유엔이 그 어느 때보다 강력한 제재로 북한을 응징하기를 원하지만 김정은은 푸틴과의 훌륭한 관계를 항상 과시할 것이다. 작년 4월 25일 김정은과 푸틴 대통령은 러시아 극동 항구도시 블라디보스토크에서 만났다.

그 이후 그들은 러시아의 우크라이나 침공에 대한 김정은의 전폭적인 지지 덕분에 그 어느 때보다 사이가 좋아졌다.

이제 푸틴은 김정은이 침략을 공개적으로 지지한 데 대해 그가 절실히 필요한 원조로 보답해야 할 때이다. 푸틴은 북한에 중무기와 예비부품을 제공하는 것으로 시작할 수 있다.

북한의 최우선 과제 중 하나는 1950년 6월 북한이 남한을 침략한 후 옛 소련 정권에 의해 김정은의 할아버지인 김일성이 남긴 미그기와 다른 전투기, 폭격기, 수송기를 모두 수리하고 교체하는 것이다.

1991년 소련 제국의 붕괴로 구 소련이 북한에 대한 원조가 끊어졌다. 즉각적으로 러시아는 빈곤한 북한 경제 지탱에 절대 필요한 광범위한 물품 대금으로 가치가 없는 북한 화폐를 받는 것을 중단했다.

북한은 공식적으로 1990년대 ‘고난의 행군’ 기간 동안 200만 명에 달하는 북한 주민들이 굶어 죽거나 무서운 질병으로 사망하며 극심한 빈곤에 허덕였다.

북한 최악의 고통은 러시아가 군비뿐만 아니라 곧 폐쇄될 수밖에 없었던 공장들에 기계들을 포함한 많은 다른 물품들을 원조하는 것을 거부한 탓으로 돌릴 수 있다.

북한 정권의 창시자 김일성은 1994년 위기가 절정에 달했을 때 그의 통치에 충성하지 않는 수십만 명을 고문하고 처형하며 추운 산악지대의 북부 지역에 있는 강제수용소에 유배하고 굶겼지만 비난을 받지 않고 사망했다.

김일성 아들 김정일은 2011년 12월 사망할 때까지 그에 못지않게 잔인했으며 그리고 3대 세습 후계자인 김정은이 절대 권좌에 올랐다.

구 소련 당시의 러시아 북한 관계 개선할 수도

김씨 왕조가 확고히 자리를 잡았지만 핵과 미사일 개발에 많은 돈을 쏟아 부어 북한은 더 깊은 가난에 빠져들었다. 푸틴은 소련 제국이 멸망하기 전 상태로 북한과의 관계를 복원해야 한다. 김정은의 지원에 감사하는 마음으로 푸틴은 거의 공짜로 식량과 다른 절실히 필요한 물품을 북한에 지원할 것으로 예상된다.

김정은은 육군, 공군, 해군을 포함한 120만 명의 인민군을 강화할 수 있는 기회를 잡을 것이다.

푸틴의 김정은에 대한 호감은 그들의 적들을 핵으로 대응하는 상호 신뢰에 의해 잘 입증된다. 푸틴이 ‘핵’의 위력을 자랑하듯 김정은은 4월 25일 밤 김일성광장에서 열린 조선인민군 창건 90주년 기념 연설에서 거의 같은 말을 했다.

조선중앙통신이 발표한 공식 영문판은 김정은이 “어떤 전쟁 상황에서도 핵 전투 능력을 발휘할 수 있도록 질과 규모 면에서 모두 강화되어야 한다”고 발언한 것을 보도했다.

그는 5월 10일 윤석열 대통령 취임 순간부터 한국의 보수파인 윤석열 대통령에게 대응할 것이라고 경고하며 “최대한 빠른 속도로 북한의 핵전력을 발전시키는 것”에 초점을 맞출 것이다.

가장 두려운 것은 김정은이 핵무기를 단순히 ‘억지력’으로 보는 것이 아니라 “우리가 전혀 원하지 않는 상황이 이 땅에 조성되었을 때” 사용하기 위한 것이라고 말했다는 것이다.

그는 ‘근본적 이익’이 침해될 경우 “예상치 못한 두 번째 임무를 단호하게 완수하기 위해” 핵 무력이 필요할 수 있다고 말했다. 다시 말해 어떤 핑계도 괜찮다는 것이다.

며칠 후 최고 지휘관들과 만난 그는 “필요하다면 적대세력의 핵 위협을 포함한 모든 위험한 시도와 위협적인 움직임을 선제적이고 철저하게 억제하고 좌절시키기 위해 핵전쟁을 시작하는 것이 좋은 생각일 수 있다”며 북한의 핵을 다시 강조했다.

북한, 7차 핵실험 감행 전망

김정은이 임무를 수행하기 위해 핵을 가지고 있다는 것은 의심의 여지가 없다. 북한은 평양에서 북쪽으로 약 60마일 떨어진 영변의 주요 핵 시설과 다른 곳의 지하 시설에서 적어도 60개의 탄두를 제조한 것으로 추정된다.

김정은은 2017년 9월 북한의 6차로 가장 최근의 핵실험을 지시했다. 그는 더 많은 핵을 생산하고 있고 곧 7차 핵실험을 감행할 것으로 보인다. 연설하기 전 퍼레이드에서는 최신형 화성-17형 등 대륙간탄도미사일 여러 발이 극적으로 선 보였다.

김정은의 발언이 추상적이지만 푸틴 대통령은 여전히 그에게 새로운 비행기, 새로운 대포, 그리고 무엇보다 두려운 것은 윤석열 정부의 한국뿐 아니라 북한과 가까운 이웃에 위치한 일본을 타격할 미사일과 미사일 기술을 기꺼이 보상할지 모른다.

윤 대통령이 북한에 맞서 퇴임하는 문재인 대통령이 외치는 유화 제스처를 없앨 것임을 분명히 한 점을 고려할 때 북한의 녹슬고 노후된 무기를 대체하기 위한 러시아의 비행기와 무기의 필요성은 더 절실하다.

푸틴은 방금 장거리 대륙간 탄도미사일을 시험했고, 러시아는 그것을 핵탄두로 발사하는 방법을 알고 있다. 북한은 ICBM 끝에 탄두를 고정하는 방법을 아직 파악하지 못한 것으로 보인다. 푸틴은 이 문제를 해결할 수 있을 것이다.

러시아의 과학자, 물리학자, 기술자는 북한에 한반도에서의 대립을 심화시키고 세계의 수백만 명이 죽을 수도 있는 파괴적인 전쟁을 일으킬 수 있는 기술에 대해 조언할지도 모른다.

North Korea leader Kim Jong-un has to be enjoying the Russian invasion of Ukraine. It’s given him a chance to reaffirm his undying support of Russia’s President Vladimir Putin in whatever he does. He knows that he can test long-range missiles and nuclear warheads with impunity, certain the Russians will block any moves in the United Nations to impose new sanctions. The U.S. would like the UN to punish the North with ever more severe sanctions for any and all ICBM tests, but Kim Jong-un will always play up his great relationship with Putin. Last year, on April 25, 2021, Kim and Putin met in the Russian far eastern port city of Vladivostok. Since then, they have been on better terms than ever thanks to Kim’s total support of the Russian invasion of Ukraine.

Now it’s time for Putin to repay Kim Jong-un with the aid he badly needs for the rhetorical loyalty he’s giving the invasion. Putin could begin by providing North Korea with heavy weapons and spare parts. One of the top priorities for North Korea is to repair and replace all those MiGs and other fighters, bombers and transport aircraft bequeathed Kim Jong-un’s grandfather, dynasty founder Kim Il-sung, by the old Soviet regime after the North Koreans invaded South Korea in June 1950.

The breakup of the Soviet empire in 1991 ended the flow of aid from the former USSR into North Korea. The most immediate effect was that Russia ceased accepting near-worthless North Korean currency as payment for a wide range of goods desperately needed to shore up the impoverished North Korean economy. Quickly, North Korea plunged into such dire poverty that as many as two million North Koreans starved to death or died from some dread disease during what North Korea officially calls the “arduous march” of the 1990’s.

You can blame North Korea’s worst suffering on the refusal of the Russians to shower the regime with not only armaments but also a lot of other items, including machinery for factories that soon were forced to shut down. Regime founder Kim Il-sung died at the height of the crisis in 1994, escaping blame for starving his citizens while hundreds of thousands were tortured, executed or sentenced to the “gulag” in his country’s cold, mountainous northern reaches for the slightest disloyalty to his rule. Kim’s son, Kim Jong-il, was no less cruel during a reign that ended with his death in December 2011 and the rise of the third-generation heir, Jong-un, to absolute power.

Now, with the Kim dynasty firmly ensconced, splurging on nukes and missiles while the country sinks deeper into poverty, Putin should restore relations to where they were before the demise of the Soviet empire. In gratitude for Kim Jong-un’s support, he may be expected to ship food and other much needed goods into North Korea for nearly nothing, and he should leap at the opportunity to strengthen the 1.2-million-man Korean People’s Army, which includes all ground, air and naval elements.

The affinity of Putin for Kim and vice versa is well affirmed by their mutual belief in the efficacy of nuking their enemies. While Putin has boasted of the power of his “nuclear forces,” Kim said much the same in a speech in Kim Il Sung Square on the night of April 25 celebrating the 90th anniversary of the founding of the Korean People’s Army.

His own nuclear forces must be “strengthened in terms of both quality and scale so they can perform nuclear combat capabilities in any situations of warfare,” according to the official English-language version put out by Pyongyang’s Korean Central News Agency.” He would focus on “developing the nuclear forces of our state at the fastest possible speed.” -- a warning that he has every intention of challenging South Korea’s conservative President-elect Yoon Suk-yeol from the moment Yoon’s inaugurated in Seoul on May 10.

Most frighteningly, Kim said he viewed nuclear power not merely as “a deterrent” but for use "when a situation we are not desirous of at all is created on this land.” Nuclear force might be needed “to decisively accomplish an unexpected second mission,” he said, if “fundamental interests” were violated. In other words, any pretext should do! Several days later, meeting with his top commanders, he again stressed the North’s nuclear power, saying it might be a good idea to initiate a nuclear war in order to “preemptively and thoroughly contain and frustrate all dangerous attempts and threatening moves, including ever-escalating nuclear threats from hostile forces, if necessary.”

There’s no doubt Kim has the nukes for the mission. North Korea is believed to have fabricated at least 60 warheads at its main nuclear facility at Yongbyon, about 60 miles north of Pyongyang, and in underground facilities elsewhere. Kim ordered the North’s sixth, most recent, nuclear test in September 2017, he’s said he's producing more of them, and he's assumed to have a seventh test high on his “to do” list. At the parade before his speech, several intercontinental ballistic missiles were on dramatic display, including the latest-model Hwasong-17.

If Kim’s rhetoric seems abstract, Putin should still be glad to reward him with new planes, new artillery pieces and, most fearsome of all, the missiles and missile technology for striking North Korea’s near neighbors, notably Japan as well as South Korea under Yoon Suk-yeol. The need for more and better Russian planes and arms to bolster the North’s decaying, decrepit arsenal is all the more urgent considering that Yoon has made clear he’ll stand up to North Korea and do away with pleas for appeasement voiced by outgoing President Moon Jae-in.

Putin has just tested a long-range inter-continental ballistic missile, and the Russians know how to fire it with a nuclear warhead. The North Koreans are not believed yet to have figured how to fix a warhead onto the tip of their own ICBMs. Putin should be able to resolve that issue. Russian scientists, physicists and engineers may be expected to advise the North Koreans on technology that will deepen the confrontation on the Korean peninsula and bring the world ever closer to a devastating war in which millions might die.
