U.S. Tests its Commitment to Defend Korea, Japan, Taiwan in Biden’s Rush to Arm Ukraine against Russia

러시아의 우크라이나 침공을 보며 한국이 몹시 근심하는 이유가 있다. 한국은 한국전쟁의 적국이며 한반도로 진출하려던 러시아와 중국의 팽창주의 충동을 걱정한다.

이 세계적인 두 거대 국가들은 아직도 북한의 편에 서 있다. 시진핑 국가주석 아래의 중국은 부분적으로 북한의 안보와 생존을 보장하고 있으며 푸틴 대통령의 러시아는 1991년 소련연방 붕괴 이후 거의 중단된 북한에 대한 지원을 늘리고 있다.

제2의 한국전쟁이 벌어져 이 강대국들이 북한을 지지할 위험은 현재로서는 존재하지 않는다. 그럼에도 불구하고 우크라이나 전쟁의 결과는 먼 미래를 고려했을 때 한국에 심각한 전조로 들릴 것이다.

미국과 NATO의 지원으로 무장한 영웅적인 우크라이나 국민들이 확고한 방어로 러시아군을 교착 상태에 빠뜨리는 것을 보며 한국인들은 위안을 삼을 것이다. 하지만 육상과 공중에서는 미국과 NATO의 지원을 받지 못하고 있다.

한국으로서는 문재인 정부 5년 동안 미국이 약속한 대로 한반도 안보에 최선을 다할 것인가에 대한 커다란 의문이 있었다. 그에 대한 대안으로서 중국과 러시아의 지원과 사주를 받는 북한에 대항해 한국군이 스스로 싸우도록 남겨질 것인가?

만약 김정은이 그의 할아버지가 1950년 6월에 그랬듯이 남침을 위한 시간이 무르익었다고 결정한다면 어쩔 것인가?

문재인 전 대통령은 제발 이야기를 하자며 김정은에게 애원해서 동맹국의 심기를 최대한으로 불편하게 했다. 문 전 대통령은 김정은과 협상하기 위해 어떠한 양보라도 하겠다는 의지를 보였지만 김정은은 2019년 1월 트럼프 전 미 대통령과의 하노이 정삼회담이 결렬된 후 대화를 위한 애원을 무시했다.

미국이 북한에 대한 제재를 포기하는 대신 핵 포기를 진지하게 동의하는 것을 김정은이 거부하며 하노이 정상회담은 실패로 끝났다.

바이든 대통령 방한에 담긴 의미

우크라이나 전쟁을 바라보며 한국인들은 지난번 바이든 미 대통령의 방한에 행복했을 것이다. 취임한 지 얼마 안 된 윤석열 대통령과 바이든 미 대통령의 회동을 보는 것은 무척 고무된 일이었다.

이번 방문의 가장 큰 보상은 방문 시기의 적절성보다는 트럼프 전 미 대통령이 4년 전 싱가포르에서 김정은과의 첫 정상회담 이후 바로 취소한 한미합동훈련의 재개를 두 정상이 동의한 것이다.

한국과 미국의 지휘관들은 육군, 공군, 해군에서 북한의 침공을 대비하도록 두 나라가 협력한다는 것을 동의했다. 트럼프 전 미 대통령이 싱가포르 정상회담 이후 컴퓨터를 통해 지휘훈련만 하도록 한 것은 한국에 대한 미국의 지원을 확실히 약화시킨 것이었다.

이러한 조치들이 김정은을 매우 화나게 할 것이라는 점은 의심할 여지가 없다. 김정은은 한국에 대한 언어 공격을 강화하고 2017년 9월 6차 핵실험 이후 처음으로 7차 핵실험을 포함한 미사일 발사 시험을 지시할 것로 예상된다.

바이든 미 대통령은 이번 아시아 순방에서 지역안보에 대한 또 다른 명확한 언급을 했는데, 미국은 중국이 대만을 공격할 경우 이른바 ‘약속’을 지키겠다는 것이다. 바이든은 한국 방문 후 일본에서 기시다 총리를 만나며 그에 대해 확언했다.

일본은 중국이 대만을 공격할 때 미국이 전쟁에 참여할지 의문을 표시하고 있었는데, 이 ‘약속’이란 말은 기시다 총리가 정확히 듣고 싶었던 것이었다.

바이든 미 대통령은 미국이 계속 ‘하나의 중국’ 정책을 지지한다고 말했는데, 이는 대만은 중국의 한 지역인 것이 확실하지만 대만이 수백만 달러 가치의 무기들을 미국회사로부터 구입하고 있으며, 언론에 알려졌듯이 대만에 있는 미국의 조력자들은 미국 무기 사용법을 알려주기 위해 대만 군대를 훈련시키고 있다는 것을 의미한다.

명확하게 말하면 미국의 정책은 ‘전략적인 모호함’을 보여주는데, 미국은 중국의 지배를 인정함과 동시에 중국에 대항하는 대만 군대편이기도 한 것이다.

그럼에도 불구하고 동북아의 동맹국인 한국과 일본을 지원하는 것에는 모호함이 없다. 바이든 미 대통령의 목표는 전임 트럼프 대통령에 의해 심어진 의문들에도 불구하고, 미국이 확고하게 두 국가의 편에 남는다는 것이다.

트럼프 전 대통령은 한미합동훈련을 취소하고 미군 주둔 비용으로 한국이 준비한 10억 달러의 5배에 해당하는 금액을 요구하기도 했다. 이상적으로는 미국은 한국, 일본과 함께 3자간 동맹을 이루는 것이다.

그러나 미국인들은 한국이 3자간 동맹을 민감해한다는 사실을 깨달았다. 미국으로서는 한국이 상황에 따라 일본과의 해상훈련이나 공군훈련에 참여하는 것에 기뻐할 뿐이다. 또한 미국과 일본, 인도, 호주를 포함한 4개국이 참여하는 쿼드에 한국이 참여하도록 압박하지도 않았다.

미국은 한국과 일본 중시

한국은 모호하게도 쿼드의 5번째 국가가 됨으로써 중국을 자극하고 싶어 하지 않는다. 그것은 확실히 한국의 최대 교역국인 중국을 직접적으로 대항하는 것이기 때문이다. 같은 이유로 한국은 대만 방어에 참여하는 것과 대만 전쟁을 위한 미군의 주둔 또한 주저할 것이다.

동북아 동맹들에 대한 미국의 ‘약속’의 깊이 있는 해결책은 더 지켜봐야 할 것이다. 전쟁이 발발하기 전까지는 미국이 어떻게 할 것인지 모든 것을 확신할 수는 없다. 그럼에도 불구하고 우크라이나에 대한 미국의 ‘약속’은 많은 것들을 시사한다.

바이든 대통령은 러시아의 공격을 저지하기 위해 우크라이나에 수십억 달러의 군사 지원을 서두르고 있다. 그러나 우크라이나의 군시설과 도시들을 폭격하고 있는 러시아 전폭기들을 저지하기 위해 미국이 공군을 동원해 비행금지구역을 선포할 정도로 깊숙이 개입할 것인가?

미국과 NATO 연합국들은 중국에 대항한 전쟁만큼 러시아와 대항하는 전쟁에 대해 더 이상 그 위험을 짊어지려 하지 않는다.

우크라이나와 미국의 관계는 한국 또는 일본과 미국 사이의 그것과 다르다. 워싱턴은 우크라이나와 한번도 방위조약을 맺은 적도 없으며 미군 기지를 두고 군대를 주둔하지도 않았다.

지금도 미국의 우크라이나에 대한 ‘약속’은 미국의 친구들과 동맹국들에 대한 의지의 시험대일 뿐이다. 한국과 일본보다 더 중요하다고 할 수 없다.

South Koreans have good reason to be acutely aware of Russia’s invasion of Ukraine. They have to worry about the expansionist urges of Russia and China, their enemies in the Korean War, spreading to the Korean peninsula. These two global giants are still on North Korea’s side, China under President Xi Jinping in particular guarantees North Korea’s security and survival while Russia under President Vladimir Putin is increasing its support after having almost abandoned North Korea with the collapse of Communist rule over the former Soviet Union in 1991.

There’s no danger now of South Korea having to face these great powers backing up the North Koreans in a second Korean War. Nonetheless, in the South, the outcome of the war in Ukraine has grave overtones for the long-term future. That’s why South Koreans should be relieved to see the Russians bogged down by the staunch defense put up by heroic Ukrainians, armed by the U.S. and other NATO countries but not defended by any of them on the ground or in the air.

For South Korea, the great question during the five years of liberal rule under Moon Jae-in was whether the Americans would really rush to their defense as promised. Alternatively, would South Korean forces be left to fight on their own against the North Koreans, aided and abetted by their Chinese and Russian sponsors, if Kim Jong-un decided the time was ripe to invade the South as his father had done in June 1950?

Moon did as much as possible to upset the alliance while pleading with Kim, please, let’s talk. Moon appeared willing to make just about any concession to return to negotiations with Kim, who ignored his pleas for dialogue after the failure in February 2019 of his summit in Hanoi with U.S. President Donald Trump. The reason for the failure was Kim’s refusal to agree seriously to begin to do away with his nuclear program while demanding the U.S. give up sanctions.

While watching the war in Ukraine, Koreans should be happy with President Joe Biden’s visit last month. It was encouraging to see him getting together with President Yoon Suk-yeol so soon after his inauguration. The greatest dividend of the visit was not the timing but the agreement between them that the U.S. and South Korea would resume joint military exercises that Trump foolishly canceled right after his first summit with Kim Jong-un in Singapore four years ago this month.

Korean and American commanders agree that U.S. and South Koreans have to coordinate on the ground, in the air and at sea to be ready for attack from the North. It’s not enough simply to do command exercises via computers, as they’ve been doing ever since Trump in Singapore significantly weakened American support of South Korea. No doubt these war games will greatly anger Kim Jong-un. He may be expected to intensify his rhetorical attacks against South Korea, and he could also order more missile tests. along with a seventh nuclear test, the first since the North’s sixth, most recent test in September 2017.

Biden during his Asian trip also made another significant statement on defense of the region, namely that the U.S. would stand by its “commitment” to Taiwan in case of Chinese attack. He offered that assurance in Japan where he met Prime Minister Fumio Kishida after visiting South Korea. The word “commitment” was exactly what Kishida needed to hear while Japanese were expressing doubts as to whether the U.S. would be willing to go to war with China over Taiwan. Biden did say that the U.S. still adhered to the “one China” policy, meaning that Taiwan is indeed a province of China, but Taiwan is buying billions of dollars’ worth of arms from American companies, and American advisers reportedly are in Taiwan training Taiwan forces in how to use them. Clearly the U.S. policy remains that of “strategic ambiguity,” meaning the U.S. would respect Chinese rule while standing by Taiwan against Chinese military might.

There is nothing ambiguous, however, about U.S. support of its two Northeast Asia allies, South Korea and Japan. Biden’s goal throughout his mission was to reassure both of them that the U.S. would remain staunchly on their side despite doubts sewn by Biden’s predecessor, Donald Trump, who cast doubt on America’s commitment not only by cancelling the war games but also by attempting to get South Korea to pay five times as much as the one billion dollars the South was prepared to pay each year for the cost of American bases and troops.

Ideally, the U.S. would like South Korea and Japan to join in a trilateral alliance, but the Americans realize that South Korean sensitivities make such a union impossible. They’re just happy when the South Koreans join the Japanese in occasional exercises at sea and in the air. Nor did the Americans pressure South Korea to join the four nations now in “the Quad,” including the U.S., Japan, India and Australia.

South Korea obviously would not want to offend China by becoming a fifth member of a four-nation understanding that’s clearly directed against China, the South’s biggest trading partner. For the same reason, South Korea would hesitate to join the U.S. in defense of Taiwan and would also not want the U.S. to use bases in the South in a war for Taiwan.

The proof of the depth of the American commitment to its northeast Asian allies remains to be seen. We cannot be totally sure what the Americans will do unless or until war breaks out. The American commitment to Ukraine, however, may provide insights. Biden is rushing multi-billion dollars in arms to Ukraine to stem the Russian assault, but will the U.S. ever go so far as to make the skies over Ukraine a “no fly zone" with U.S. warplanes preventing Russian planes from bombing Ukraine bases and cities? The Americans and their NATO allies don’t want to risk their own forces in a war against Russia any more than they want to fight a war against China.

The relationship between Ukraine and the U.S. is different from those between either Korea and Japan with the U.S. Washington has never had a defense treaty with Ukraine and has no bases or troops in the country. Still, the American commitment to Ukraine stands as a test case of the U.S. willingness to stand by its friends and allies, none more important than Korea and Japan.
