경상남도지사를 둘러싼 스캔들은 현 정권도 정부 고위층에 오랜 전통으로 내려온 부패를 그대로 답습한 것이 아닌지 합리적으로 의심하게 만든다. 외국인의 시각에서, 또한 많은 한국인들의 관점에서 이 스캔들은 돈으로 표를 매수하고 선물을 주는 행위로 권력을 잡고 사무실을 운영하는 고질적인 구태로 보인다.

수백만 건의 댓글이 자동적으로 공감 혹은 비공감으로 조작되고 개인과 특정 안건에 포스팅 되며 자동적으로 생산되는 컴퓨터 매크로 프로그램에 김경수 지사가 연루됐다는 최근 의혹은 상습적인 뇌물이나 매수행위보다 훨씬 심각한 문제다.

컴퓨터를 조작할 수 있는 시대에 들어섰다. 김 지사는 과거 선거운동에 결코 들어보지 못한 컴퓨터 조작을 실행을 하는 데 있어 공모를 한 혐의로 유죄판결을 받았다. 수천만 건의 댓글을 ‘공감’으로 조작함으로써 김 지사와 드루킹으로 알려진 파워블로거는 2년여 전에 급하게 치러진 대통령 선거에서 문재인 후보의 인기를 올려 대선 승리에 기여했다.

영향력은 대단했다. 이 의혹이 대두된 후 우리는 여론이나 페이스북과 같은 소셜네트워크서비스가 조작되지 않도록 컴퓨터나 시스템을 프로그램화해야 한다. 컴퓨터 프로그래머를 꿈꾸는 컴퓨터의 전문가들이 향후 선거 결과를 조작하지 않도록 해야 한다.

김 지사는 드루킹에게 여론 데이터나 가짜뉴스에 대해 공감 숫자를 늘리는 조작을 통해 상당한 수준의 부정을 저질렀다. 김 지사와 드루킹(Druid와 King의 합성어)은 법을 조심스럽게 집행하는 사법당국자들을 상대로 신종 부패를 저지른 선구자들이다.

촛불혁명으로 탄생한 문재인 정부는 당시 탄핵 받은 박근혜 대통령을 투옥시키며 유죄 판결을 내렸다. 박근혜의 전임 대통령으로 임기 5년을 마친 이명박과 함께 감옥에 투옥되어 있는데 두 분 다 아주 긴 형량을 언도받았다.

문재인 대통령은 어떻게 할 것인가?

대법원까지 가는 항소재판으로 도지사직을 유지하고 있는 김경수 경남지사는 고작 2년의 형량을 받았으며 드루킹 김동원은 3년 6개월을 언도받았고 공범 11명은 8개월에서 18개월의 형을 받았다. 형량을 다 채울 경우 감옥에서 죽을 수도 있는 박근혜, 이명박에 비해 이들이 받은 형량은 턱없이 가볍다.

김 지사와 드루킹의 유죄판결을 받은 이 범죄에 혹시 다른 사람들도 이 댓글조작 사건이나 유사한 종류의 사건에 연루돼 있을지 궁금하다.

컴퓨터 조작과 데이터를 부풀리는 것과 같은 이들 범죄가 모든 정치제도에 얼마나 만연되었을까? 또한 컴퓨터 전문가들이 얼마나 쉽게 특정 정치인과 안건에 찬성하는 숫자를 조작할 수 있도록 비슷한 프로그램을 고안해낼까?

이 사건은 가짜뉴스의 일부 항목이 모두 공감으로 바뀌는 의혹이 제기되며 비로소 알려지게 됐다. 전혀 관심을 받지 못했던 글들이 어떻게 갑자기 인기가 치솟게 됐을까? 문재인 후보가 지난 대선에서 압도적인 승리와 승리감에 도취되었을 당시 수사관들이 의혹을 갖기 시작했다.

곧 이 사건은 과거 한국 정치에서 있었던 일과 너무나 흡사한 결과로 나타나게 됐다. 김 지사가 드루킹의 절친 변호사를 일본의 항구산업도시인 센다이 총영사로 임명하는 것에 실패하자 드루킹이 화난 것으로 보인다. 도지사의 힘으로 그와 같은 임명권을 행사할 수는 없었을 것이다. 아마도 임명권은 외교부 장관이나 김 지사의 친구인 문재인 대통령에게 달려 있다. 드루킹이 김 지사와 계속 관계를 유지했다면 그들 사건의 결과는 달라졌을 것이다. 다른 공범들도 더 영리하게 처리했을 것이다.

이 사건이 시사하듯이 문 대통령은 전직 대통령들보다 훨씬 더 심각한 부패 문제에 봉착한다. 한국의 모든 대통령이 부패로 곤욕을 치렀다. 그러나 이 사건은 모든 시스템의 구조에 영향을 끼쳤다. 드루킹의 선례를 따라 다른 블로거들도 유력 정치인들을 띄우는 방법을 찾게 된다.

김 지사는 오랫동안 문 대통령을 도운 성공한 많은 정치인 중 하나다. 다른 사람들도 부패할 수 있다. 개혁을 약속했지만, 문재인 대통령은 한국 정치 역사상 이 전대미문의 스캔들에서 자유롭지 못하다. 주변 인물에 대한 의혹들을 어떻게 처리하느냐가 컴퓨터 시대에 있어 대통령의 청렴성을 시험받게 될 것이다.

Druking Case Mires Moon’s Presidency in New Type of Corruption While Previous Presidents Languish in Jail

The scandal surrounding the governor of South Gyeongsang Province bears out the general impression that the current national leadership inherits a long tradition of corruption at high levels of government. In the jaded eyes of this foreign observer, and probably many Koreans too, corruption is endemic in a system in which vote-buying and gift-giving are to be expected among those in power or running for office.

The latest scandal, in which the governor, Kim Kyung-soo, was involved in a computer program that automatically generated millions of “likes” or “dislikes” for polls and postings on individuals and vital topics, may have been considerably more serious than routine bribery and vote-buying. In fact, it crossed the threshold into the computer age. Kim was found guilty of complicity in the hitherto unknown practice of computer manipulation on a massive scale never heard of previously in a political campaign. By accumulating all those tens of millions of likes, he and a power blogger known as Druking sought to generate the surge of popularity that led to the victory of Moon Jae-In in the “snap” presidential election nearly two years ago.

The implications are startling. From now on, since this scandal came to light, we have to expect that others will find ways to program computers and systems in order to rig not only public opinion polls but social sites such as facebook. Nor is it out of the question that the same computer whizzes who dream up these programs will also manage to skew the results of entire elections.

No doubt about it, Governor Kim, by getting Druking to pile up all those phony “likes” on polling data and fake news, conspired to take corruption to another level. He and “Druking,” a name formed from the words “Druid” and “King,” were pioneers in a new-style corruption against which law enforcement authorities have to be ever more vigilant.

Park Geun-hye, impeached, jailed, convicted and ousted in the Candlelight Revolution that led to Moon’s election, and Lee Myung-Bak, who served an entire five-year term before her, both languish in prison, having been given extremely long sentences.

South Gyeongsang’s Governor Kim, who retains his title through an appeals process that will go to the supreme court, received only two years while Kim Dong-won, the real name for “Druking,” received three years and six months and eleven others got sentences from eight to eighteen months. Those sentences were light indeed compared with those given Park and Lee, who may die before their sentences are due to end.

More importantly, considering the nature of the crimes for which Governor Kim and Druking were convicted, the question is whether others were also involved in their cases or similar ones. How deeply does this sort of crime, computer-rigging, vastly inflating data, penetrate the entire political system, and how easy will it be for other skillful computer experts to come up with similar programs for skewing the numbers in favor of particular candidates or issues?

Disturbingly, the case did not come to light until suspicions arose about all the “likes” that certain items of fake news were receiving. How could it be that postings that might not have been noticed much at all were suddenly generating such popularity? Only then, as Moon was cruising to overwhelming victory and reveling in his triumph in the presidential election, did investigators begin asking questions.

The trail soon led to the type of outcome that is all too familiar in Korean politics. Druking, it seems, was upset that Kim had failed to win an appointment of a lawyer friend as consul-general in Sendai, an important Japanese port and industrial city. As a provincial governor, Kim could not have arranged such an appointment on his own. It would be up to the foreign minister and, of course, Kim’s friend, Moon Jae-in. Had Druking stuck with Kim, the outcome of both their cases might have been different. Other conspirators no doubt will be more clever.

As this case indicates, Moon faces corruption issues that may be considerably more serious than those of all the presidents before him. Revelations of corruption have plagued every Korea president, but this one carries implications for the structure of an entire system. Other bloggers, following the example of Druking, are sure to be looking into ways to inflate the numbers at the urging of high-ranking politicians.

Governor Kim is just one of many successful politicians whom Moon has befriended over the years. Others may also be corrupt. Having promised sweeping reform, Moon is not exempt from scandals on a scale previously unknown in Korean national politics. How he responds to charges against those around him will test the integrity of his presidency in the computer age.
