[글로벌뷰] 북한은 수백만 한국인의 고통에 사과해야

1950년 6월 25일 북한이 남한을 침략한 69주년은 쓰라린 기억들과 말도 안 되는 논쟁을 일으킨다. 그 전쟁으로 적어도 200만 명이 사망했으며 그들 중 반 이상이 민간인이었기에 더 마음이 아프다. 친북 학자, 선전가, 운동가들은 남한과 미국이 북한을 자극한 책임이 있다고 주장하기 때문에 이 논란은 우스꽝스럽다.

누가 전쟁을 시작했는지에 대해서는 의심의 여지가 없었다. 당시 미국은 약 500명의 군대를 주둔시켰는데, 그들 모두는 고문단이나 행정적인 역할을 했다. 당시 해리 S 트루먼 미 대통령은 남한에 전투기, 장갑차, 대전차 무기 또는 공격을 막기 위해 필요한 대포를 제공하기를 거부했었다. 미국인들은 남북의 38도선에서 한반도의 분단은 인위적이고 독단적이지만 안정적이라고 믿었다.

6·25를 둘러싼 황당한 논쟁

태평양전쟁을 포함한 2차 세계대전의 여파로 미국 국민들은 아시아에 집중하는 것을 중단했다. 북한이 남한을 공격하기 거의 9개월 전 1949년 10월 1일 마오쩌둥의 붉은 군대가 중국 본토의 공산당을 장악했다. 장개석의 반공 체제를 지지하는 데 막대한 돈을 쏟아 부은 미국은 중국 본토에서 미국인의 생명이 헛되게 낭비되는 것을 단호히 반대했다.

미국은 장개석과 그의 군대가 도망친 타이완 섬을 최후의 보루로 장개석 정권의 편에 섰지만 트루먼은 아시아 대륙의 어느 곳에서도 ‘육지 전쟁’을 벌이는 것에 단호히 반대했다.딘 애치슨 국무장관은 1950년 1월 12일 워싱턴의 내셔널프레스클럽 연설에서 이 정책을 강조했다. 그는 “‘새로운 날’이 아시아에서 열렸다”고 말했다. “우리는 우리가 원하는 곳과 도움의 조건이 정말로 합리적이고 가능한 곳에서만 도움을 줄 수 있다.”

그는 구체적으로는 미국 알래스카를 벗어난 알류샨 열도에서 일본까지, 그리고 1870년대 일본에 합병된 오키나와, 류큐 열도까지의 ‘방어선’을 제시했다. 거기서부터 방어선은 미국이 40여 년 동안 식민지로 통치해 온 필리핀으로까지 확장되다가 2차 세계대전에서 일본에 패했다.
 

김일성 대학살과 미국인의 무지

미국 정보당국은 2차 세계대전 당시 하바로스크의 소련 육군 장교인 북한의 새 지도자 김일성이 중국의 마오쩌둥과 구 소련의 통치자 조세프 스탈린에게 남한을 침략하는 자신의 꿈을 지원하도록 요구한 사실을 몰랐다. 아시아에서의 새로운 시대에 대한 애치슨의 비전은 김일성의 막 저지르려던 대학살에 대해 미국인들이 얼마나 준비가 부실하고, 모르고 있었는지 분명하다.

나이든 한국인들은 69년 전 북한의 맹공을 기억한다. 이들 중 상당수는 어린 시절 북한군이 서울을 점령해 청년들을 붙잡아 북송하고 난 후 다시는 돌아오지 않은 장면을 기억한다. 그러나 중장년층과 젊은이들은 이런 사실을 잊은 모양이다. 대화로 화해를 갈망하는 정부 당국자들은 북한의 역할을 무시한다.

이 주제는 문재인 대통령과 김정은 간의 정상회담이나 그 부분에 대해 트럼프 대통령과 김정은 간에 조심스러워하며 언급되지 않는다. 분명히 그것은 너무 민감하고, 모든 대화를 끝낼 수 있는 확실한 방법으로 간주되고, 불필요하게 과거를 상기시키게 된다.그러나 역사의 교훈을 무시해서는 안 된다. 김정은은 할아버지 김일성의 헤어스타일과 일반적인 외모는 물론, 실제적이고 가상 적들에 대해 잔인한 억압을 흉내 낸다. 핵과 미사일 능력을 키움으로써 할아버지의 전철을 밟아 남한을 기꺼이 점령하려 할 것이다.
 

한국인들, 역사의 교훈 무시하면 안 돼

한국과 미국은 북한이 남한의 침략을 사과하고 인정할 것을 요구해야 한다. 북한은 사과해야 할 다른 많은 것이 있는데, 특히 그들이 다시는 돌아오지 않는 대규모의 수용소에 수만 명을 수용하는 가혹한 독재 체제다. 북한의 핵과 미사일 포기를 촉구하며, 한미 양국은 북한의 모든 정치범의 석방과 북한 주민들에게 가해지는 탄압을 중단할 것을 북한에 요구해야 한다.

아마도 한미 양국이 이러한 제안을 받아들일 것이라고 생각하는 것이 비현실적일 것이다. 또한 김정은이 이러한 제안들을 조롱과 모욕으로 거칠게 대응하기보다는 다르게 대응할 것으로 예상하는 것이 더 비현실적일지 모른다. 그러나 현실을 직시하지 않는 남북 간의 대화는 무의미할지 모른다. 한 가지 시발점은 북한이 69년 전 남한을 침략한 사실에 대해 사과를 요청하는 것이다.

The anniversary of the North Korean invasion of the South on June 25, 1950, conjures bitter memories and ridiculous controversy. The memories are bitter because the ensuing war resulted in the deaths of at least 2 million people, more than half of them civilians. The controversy is ridiculous because pro-North scholars, propagandists and activists persist in claiming that South Korea, and the United States, were responsible for provoking North Korea.

There was never any doubt as to who started the war. The Americans by the time it began had about 500 troops in South Korea, all of them in advisory or administrative roles. The U.S., under President Harry S. Truman, had refused to provide the South with fighter planes, armored vehicles, armor-piercing anti-tank weapons or artillery needed to fend off attack. The division of the peninsula at the 38th parallel between North and South was no doubt artificial and arbitrary, but the Americans believed it was stable.

The American public, in the aftermath of World War II, including the Pacific War against Japan, had ceased to focus on Asia. Nearly nine months before the North Korean invasion of the South, the Red Army of Mao Zedong on October 1, 1949, completed the Communist takeover of the Chinese mainland. Having expended vast sums in support of the anti-Communist “Nationalist” regime of Chiang Kai Shek, the U.S. decided firmly against wasting American lives on the Chinese mainland. The U.S. would stand by Chiang’s regime on the island redoubt of Taiwan, to which he and his forces had fled, but Truman was firmly opposed to fighting a “land war” anywhere on the Asia landmass.

Secretary of State Dean Acheson underlined that policy in an address at the National Press Club in Washington on January 12, 1950. “A new day” had “dawned in Asia,” he said. “We can help only where we are wanted and only where conditions of help are really sensible and possible.” Specifically, he sketched a “defensive perimeter” from the Aleutian Islands, off the U.S. territory of Alaska, to Japan and then on to the Ryukyu Islands, as he referred to Okinawa, annexed by Japan in the 1870s. From there, the perimeter would extend to the Philippines, which the U.S. had ruled as a colony for more than four decades, then lost to Japan in World War II.

U.S. intelligence was so terrible the Americans were unaware that North Korea’s new ruler, Kim Il Sung, a Soviet army officer in Khabarovsk during World War II, had been begging Mao and Soviet ruler Josef Stalin to support his dream of invading the South. Acheson’s vision of a new era in Asia made clear how ill-prepared, how unaware, were the Americans of the holocaust that Kim was about to perpetrate.

Older South Koreans remember the North Korean onslaught of 69 years ago. Many of them recall as children the sight of North Korean troops taking over Seoul, capturing young men and sending them to the North, never to return.

Middle-aged and young people, however, seem to have forgotten. Government officials, anxious for reconciliation through dialogue, ignore the North Korean role. The topic has gone carefully unmentioned in summit talks between President Moon Jae-in and Kim Jong-un or, for that matter, between President Donald Trump and Kim. Obviously, it’s deemed too sensitive, a sure way to end all dialogue, a needless reminder of the past.

No one, however, should ignore the lessons of history. Kim Jong-un imitates his grandfather’s hair style and general appearance as well as his cruel repression of foes, real and imagined. It should be plain, by building up his nuclear and missile capabilities, that he would love to follow in his grandfather’s footsteps and absorb the South. South Korea and the U.S. both should demand that North Korea not only admit its guilt for the invasion of the South but apologize deeply.

North Korea has much else for which to apologize, notably the harsh dictatorial system that consigns tens of thousands to a vast gulag from which most never come back. While calling for the North to give up its nukes and missiles, South Korea and the U.S. should demand an end to the unspeakable abuses perpetrated on North Korean citizens, including release of political prisoners.

It would be unrealistic to think that South Korea and the U.S. are going to follow this advice, and it would be still more unrealistic to imagine that Kim would respond in any way other than to hurl rhetorical taunts and insults. North-South dialogue will be meaningless, however, without facing up to realities. One way to begin would be to call on the North to apologize for invading the South 69 years ago.
