카셈 솔레이마니 장군이 이란이 지원하는 미국에 대항하는 이라크 민병대를 독려하기 위해 바그다드에 도착했을 때 도널드 트럼프 미국 대통령의 명령에 따라 드론 공격으로 카셈 솔레이마니 장군을 사살한 사실은 김정은에게 심각한 문제를 직면하게 한다.

첫째, 북한당국은 북한 주민들이 그들의 지도자 또한 공격에 취약하다는 것을 깨닫게 될까 봐 이를 공개할 수 없다는 것이다. 미국의 무인기 공격은 그들이 핵무기와 미사일을 먼 곳으로 날려 보낼 수 있는 방어 수단이 될 것이라고 생각함에도 불구하고 김정은과 그의 장군들을 파괴할 수 있다. 김정은은 트럼프와의 친분이 그에 대한 공격 면책특권을 보장하지 않을 수도 있다는 점을 인식해야 한다.

김정은은 공개적으로 군부대나 공장, 농장을 방문하거나 평양에서 대규모 행사를 주재할 때 드물게 노출되는 위험성을 감안해야 한다. 둘째, 북한은 최근 몇 년간 수천 발의 단거리, 중거리 탄도미사일을 선적해오며 이란과 사실상의 동맹관계인 것을 매우 신중하게 분석해야 한다.

조지 W 부시 대통령은 2002년 미국 대통령으로서의 첫 국정연설에서 이란, 북한, 이라크를 ‘악의 축’에 포함시켰다. 김정은은 중동과 동북아시아에서 긴장이 고조되는 동안 이란과의 미래 관계 설정을 빨리 결정해야 한다.

북한과 테헤란 간의 관계는 매우 밀접하다. 북한과 이란은 핵 프로그램에 협력해 왔다. 이란은 아직 핵탄두를 실험하지 않았지만 이란 고문들은 2017년 마지막으로 열린 핵탄두와 장거리 미사일의 실험을 목격하고 있다.

그만큼 중요한 것은 현재 이란과 시리아에서 수백 명의 북한 사람들이 북한산 중거리 미사일 배치를 조언하고 있다는 점이다. 이들 중 일부 미사일은 솔레이마니가 죽은 후 이라크에 있는 미군 기지에 대한 공격에 틀림없이 사용되었다.

핵·미사일 개발에 북한과 이란 협력

당장 북한과 이란의 협력이 늘어날 수 있다는 관측이 나오겠지만 김정은이 주저하는 이유도 있다. 하나는 미국의 상당한 양보를 얻어내려고 위협하면서 자신의 경제 살리기에 자원을 쏟아 부으며 특히 제재의 완화를 꾀해야 한다는 점이다.

그는 무기 목록에 무시무시한 ‘새로운 전략 무기’를 자랑해 왔지만 그 위협은 실제보다 수사적인 것일지도 모른다. 미국은 그가 이 무기를 시험하기 전까지는 대응하지 않을 것이고 그 대응은 북한의 요구에 대한 압력에 굴복하기보다는 제재를 증가시키기 위한 것일 수도 있다.

셋째, 문제는 김정은이 솔레이마니의 죽음으로 이란 내부에서 일어나는 일의 함축성에 경각심을 가져야 한다는 것이다. 이란 당국이 잘못 발사된 이란의 미사일로 우크라이나 여객기에 탑승한 승객 176명 모두가 사망했다는 사실을 인정하자마자 젊은 이란인들이 거리로 뛰쳐나왔다.

놀랍게도 방송 보도들은 그들이 자신들의 통치자인 아야톨라 알리 하메네이에게 “죽음”을 외치고 그들의 길을 막기 위해 땅에 던져진 미국과 이스라엘 국기를 짓밟는 것을 거부하는 것을 보여줬다.

솔레이마니의 장례식에서 거대한 군중이 “미국에 죽음을”이라고 외치던 바로 전날을 생각하면 이렇게 갑작스럽게 민심이 변모하는 모습은 불안하기 그지없다. 이란은 독재정권일지 모르지만 김정은의 통치에 대한 약간의 반대 표시도 전혀 알려지지 않는 북한만큼 억압적이지 않다.

이미 솔레이마니가 살해되기 몇 주 전, 시위대들은 정권에 의해 부과된 억제책과 더불어 연료 가격의 급상승에 항의하며 테헤란과 다른 도시들로 이동했다. 군중을 진압하는 군인들의 모습, 수천 명 시위자들의 죽음 그리고 계속되는 소요사태에 대한 보도들은 솔레이마니가 살해되기 훨씬 전에 텔레비전 방송에 주요 뉴스가 되었다.

북한 관영매체들은 반대파들을 처형하거나 죽음을 뜻하는 수용소에 보내기 전에 자동적으로 고문하는 독재정권에 복종하고 있는 사회에서 그러한 반대 의견을 보도하지 않을 것이다. 그러나 북한 사람들은 불법 휴대폰과 당국의 광범위한 조사를 피해 외신을 통해 무슨 일이 일어나고 있는지 알아낼 것이 확실하다.

솔레이마니의 죽음으로 김정은은 외국의 공격과 내부의 반대에 대한 자신의 안전에 대해 걱정해야 한다. 국내든 해외든 그의 적들 중 누구도 당장 그를 공격하지는 않겠지만 그는 위험을 감수할 여유가 없다.

트럼프의 솔레이마니 참수 명령에서 보듯 이란 정권이 취약하다면 김정은은 이란과의 관계에 대해 생각해볼 필요가 있다. 아야톨라 알리 하메네이가 권력 장악력을 상실하고 새로운 지도자가 탄생하면 어떻게 될까.

아마도 이란의 차기 정권은 북한의 미사일을 구매하고 핵무기 제조방법을 교환하기를 원할지도 모르지만 중동지역에서 공격적인 활동을 억제할지도 모른다.  김정은은 해외의 공격이나 내부 반대파들의 공격에 대한 두려움으로 전보다 더 고립될지도 모른다.

The killing of Qassem Soleimani by an American drone aircraft on orders from U.S. President Donald Trump as the Iranian general arrived in Baghdad to spur on Iran-backed Iraqi militia against the U.S. confronts Kim Jong-un with serious problems.

The first is that North Korea cannot publicize the episode for fear its citizens will realize that their leader also is vulnerable. Attack from an American drone can also destroy Kim and his generals despite what he thinks is the defense afforded by nuclear weapons and missiles capable of sending them to distant targets. Kim has to recognize that his friendship with Trump may not guarantee him immunity from attack. He has to consider the danger to which he personally is exposed whenever he appears in public, visiting a military unit, a factory or a farm or on those rare occasions when he presides over a mass event in Pyongyang. Second, North Korea has to analyze very carefully its de facto alliance with Iran, to which it has shipped thousands of short-to-mid-range missiles in recent years. George W. Bush, in his first state of the union address as U.S. president in 2002, included Iran, North Korea and Iraq in an “axis of evil.” Kim must decide quite quickly about the future of relations with Iran while tensions rise in both the middle east and Northeast Asia.

Relations between Pyongyang and Tehran have been extremely close. North Korea and Iran have been cooperating on their nuclear program. Iran has yet to test a nuclear warhead, but Iranian advisers have been in North Korea witnessing tests of nuclear warheads and long-range missiles, last held in 2017. Just as important, hundreds of North Koreans are now on the ground in Iran and Syria advising on deployment of mid-range missiles made in North Korea. Some of these were undoubtedly used in attacks on U.S. bases in Iraq after Soleimani’s death.

The immediate view would be that North Korea and Iran may increase their collaboration, but there are reasons why Kim might hesitate. One is that he needs to dedicate his resources to reviving his own economy while attempting to intimidate the U.S. into serious concessions, notably relief from sanctions. He has boasted of a fearsome “new strategic weapon” in his inventory, but that threat may be more rhetorical than real. The U.S. is not going to respond until he tests this weapon, and then the response may be to increase sanctions rather than yield under such pressure to the North’s demands.

A third problem is that Kim should be alarmed by the implications of what’s happening inside Iran in the wake of Soleimani’s death. No sooner had Iranian authorities admitted that they were responsible for the downing of the Ukrainian airliner, shot down by a misfired Iranian missile, killing all 176 people on board, than young Iranians were on the streets. Shockingly, broadcast reports showed them shouting “death” to their own ruler, Ayatollah Ali Khamenei, and refusing to trample on American and Israeli flags thrown on the ground to block their way.

Considering that only the day before huge crowds had been shouting “Death to America” at the funeral for Soleimani, the display of such a sudden shift in popular sentiment was unnerving. Iran may be a dictatorship, but obviously it’s not nearly so repressive as North Korea where the slightest display of opposition to Kim’s rule is absolutely unknown.

Already, for weeks before Soleimani’s killing, demonstrators had taken to the streets of Tehran and other cities protesting sudden rises in fuel prices on top of restraints imposed by the regime. Images of soldiers suppressing crowds, reports of the deaths of thousands of protesters and ongoing unrest had become staples on television well before Soleimani’s killing.

North Korean state media is not going to report such dissent in a society that remains in submission to a dictatorship that automatically tortures foes before executing them or sending them to a gulag from which the only escape is death. People in North Korea are certain to find out what’s happening, however, from their own access through illicit cellphones and foreign media that escapes the pervasive scrutiny of authorities.

In the wake of Soleimani’s death, Kim has to worry about his own security against both foreign attack and internal dissent. None of his enemies, at home or abroad, is going to attack him right now, but he cannot afford to take risks. If the Iranian regime is vulnerable, as seen in Trump’s order to annihilate Soleimani and some of his top aides, Kim needs to ask about the future of the relationship with Tehran.

What if the Ayatollah Ali Khameini loses his grip on power and a new leader arises? The next Iranian regime may want to go on purchasing North Korean missiles and exchanging nuclear secrets, but it may also temper its aggressive activities around the middle east. Kim may be more isolated than ever while fearful of attack from abroad and dissent from within.
