[글로벌뷰] 현장에서 본 대구 시민의 분노

대구=이곳 코로나바이러스의 진원지에서는 누가 책임이 있는지 아무도 의심하지 않는다. 진보 성향의 문재인 대통령은 모든 사람들에게 걱정하지 말고 패닉에 빠질 필요도 없다고 했다. 한국이 다음이 될 수 있다는 선정적인 소문을 무시하라며 공개적으로 촉구하고 중국의 비위를 맞췄다. COVID-19가 한국에 들어오게 된 데 대해 비난 받아야 한다.서울에서 남동쪽으로 170마일 떨어진 이 역사적인 중심지 대구에서 사이비 종교단체인 신천지 일부 신도들이 전파한 코로나 바이러스가 250만 명의 시민들을 위험에 빠뜨리고 있다.

지금 여기 있는 모든 사람들은 마스크를 쓰고 대부분의 사람들은 실내에 머물며 혼잡했던 교통은 한가하다. 한때 넘쳐나는 가게와 식당들은 꽉 닫혀 있다. 조선시대부터 500년 역사의 서문시장의 미로 같은 내부 속에서 방문객들은 수천 개의 상점들 사이를 돌아봤다. 수백 개 상점이 골목에 자리 잡고 있다. 윗층에도 수백 개의 상점이 있고 한때는 훌륭한 보석에서부터 직물, 전자제품에 이르기까지 열정적으로 물건을 운반하기도 했다. 이러한 것들이 이제 모두 자물쇠로 채워져 있거나 밧줄과 캔버스로 묶여 있고 판자로 둘러싸여 있으며 언제 다시 열릴지 아무도 짐작하지 못한다.

하얀 방호복을 입은 남성들로 구성된 팀이 골목길을 소독한다. 조용하고 작은 구멍이 있는 길바닥에 남아 있는 무시무시한 미생물이면 무엇이든 없앨 수 있기를 바라며 피해 상황을 살피던 성수영 씨는 문재인 대통령에게 분노를 터뜨렸다. 성씨는 자신이 대구 토박이라며 “그는 한국의 대통령이다.” “그는 국민의 안전을 책임져야 한다. 바이러스의 초기 예방할 시간을 놓쳤다. 그는 중국인들이 한국에 오는 것을 막지 않았다”고 말했다.

대부분의 사람들이 집에 머무는 동안 박근혜 대통령 시절 총리였고 박 대통령이 투옥된 후 3년전 문 대통령이 조기선거에서 승리하기 전까지 대통령 권한대행이었던 황교안 미래통합당 대표는 문제를 해결하겠다고 약속했다. 황 대표는 검은색 안면 마스크를 쓴 채 문을 닫은 가게와 식당 수천 곳을 다니며 “매우 불행하다. 하루빨리 해결되도록 최선을 다하겠다”고 말했다.

추론은 명백하다. 문 대통령과 그의 정부는 실패했다. 사실 누가 국민들을 더 화나게 하는지, 한국이 북한의 최고지도자 김정은을 제지할 수 있는 가장 큰 무역 파트너로서 의존하고 있는 위대한 권력인 중국과 잘 지내기를 열망하는 문 대통령의 중앙정부인지 또는 지금까지 진단된 수천 건의 대부분을 차지하는 신천지인지는 알 수 없다.

김현수 씨는 거의 빈 편의점을 운영하며 “문재인은 친절한 사람이다. 하지만 사회주의자 같다. 북한과 중국을 좋아한다”고 말했다. 김 씨는 마스크 등 필수품을 팔면서 상점에 온 몇 안 되는 고객들이 나누는 씁쓸함에 빠져든다. “2주 전 문 대통령은 중국인들이 한국에 올 수 있다고 말했다. 이제 사람들은 분노한다. 대구는 보수적인 도시다.

문 대통령은 진보적이다. 모든 국민이 문재인을 싫어한다”고 말했다.김 씨 가게는 신천지 교인 9000여명의 성소였던 10층짜리 사무실 건물 뒤편 좁은 거리에 있는데 교인 20만 명이 넘는 신천지 교주인 이만희는 자신을 예수 그리스도의 화신이라고 선포하고 구원을 받게 된다고 말한다. 현재 이 건물은 굳게 잠겨 있고 수백 명의 신도들이 이곳 지역병원에 입원해 있고 당국은 대구 신천지 교인 모두를 추적하고 있다.
 

정부 대책에 분노한 대구 시민들

교회 밖에는 흰옷을 입은 정부 의료진이 인근 골목의 먼지와 흙더미에서 바이러스를 찾기 위해 샘플을 채취하고 있었다. 그 팀의 한 의사는 구경꾼들에게 가까이 가지 말라고 경고했다. 그는 “여기는 위험하다”고 말했다.

한 간호사는 이 바이러스에 감염된 환자들로 꽉 찬 병원의 대부분 환자들이 신천지교회 신도들이라고 말했다. 정부가 우한에서 처음 발병한 후 중국인들을 멀리함으로써 고통을 막을 수 있었다며 그녀는 교회 신도들에게 화가 나지 않는다고 말했다. 그녀는 “정부 정책에 대해 매우 화가 난다”고 말했다. “우리가 이곳에 마스크가 필요할 때 중국에 많은 마스크를 보냈다. 마스크 값이 많이 올랐다”고 말했다.전 대사 출신인 이상덕 국제관계부시장은 외교적인 태도를 취하고 있다. “의견이 분분하다”고 했다. “우리는 신천지 신도가 누구인지 알아내야 한다. 신천지 신도를 알아내면 좀 더 효과적인 조치를 취할 수 있다.” 이 대사는 대구의 고통을 악용하며 정부에 반대하는 정치인들을 비난했다.

그리고 역사적으로 대구는 저항의 도시로서 박근혜 대통령의 몰락으로 3년 전 조기선거에서 문재인 대통령을 탄생시켰던 박근혜의 아버지 박정희 전 대통령의 고향이라는 사실을 주지 시켰다. 모두가 뭉쳐야 할 때라고 그는 말했다.

그는 한 달 안에 모든 것이 정상으로 되돌아올 것이라고 확신했다. 대구를 보면 현재 바이러스 치료약이 없고 더 많은 확진자가 나오며 병원에서는 환자들을 치료하기 위해 자원봉사자들과 의사와 간호사들이 필요한 상태에서 오랜 시간이 걸릴 것처럼 보인다.

Daegu, Suffering the Most, Seethes with Anger at Moon for Doing Too Little, Too Late, to Halt the Virus

DAEGU= Here at the epicenter of the coronavirus, no one has any doubt as to who is responsible. The liberal President Moon Jae-in is to blame for sucking up to China, enabling COVID-19 to get into the country after having publicly urged everyone not to worry, not to panic, just ignore the sensational rumors that Korea could be next.

Coronavirus, having struck at this historic center 170 miles southeast of Seoul among members of the fringe sect Shinjeonji, endangers all the city’s 2.5 million people. Now everyone here is wearing a face mask, most are staying indoors, normally roaring traffic is down to a trickle and once overflowing shops and restaurants are tight-shut.

In the labyrinthine maze of Seomun market, whose antecedents date 500 years into the early days of Korea’s last dynasty, visitors wander among rows of thousands of shops, hundreds nestled on sprawling alleys, hundreds more upstairs to upper floors, once madly purveying items ranging from fine jewelry to textiles to electronics and much else. Now all are padlocked, tied down with ropes and canvas, boarded up, and no one can guess when they will reopen.

As a team of men in white protective garb sprays the alleys, hopefully killing off whatever dreaded microbes linger on the pavement, in nooks and crannies, Sung Soo-young, checking to see the damage, vented his fury at Moon Jae-in. “He is president of Korea,” said Sung, describing himself as a typical resident of the city, just looking around. “He has to take care of the safety of the people. He lost time to prevent the spread of the virus. He did not stop the Chinese from coming to Korea.”

While most people stay home, Hwang Kyo-ahn, prime minister under Park Geun-hye before she was jailed and then acting president before Moon’s victory in the snap election three years ago, promised to set matters straight. “I am very unhappy,” said Hwang, wearing a black face mask, walking past thousands of shuttered shops and dining places. “I will do my best to get things done as soon as possible.”

The inference was clear -- Moon and his government had failed. In fact, it is difficult to know who angers people more, Moon’s central government, eager to get along with China, the great power that Korea depends on as its greatest trading partner, capable of restraining North Korea’s leader Kim Jong-un, or members of the Shincheonji sect, accounting for most of several thousand cases diagnosed so far.

“Moon Jae-in is a kind man,” said Kim Hyun-su, running an almost empty convenience store. “But he likes communists, North Korea and China.” Kim lapses into the bitterness shared by the few customers who come to the store, selling essentials, including face masks. “Two weeks ago Moon said the Chinese can come to Korea. Now people are crazy. Daegu is a conservative city. Moon is progressive. All people hate Moon Jae-in.”

Kim’s shop is on a narrow street behind the 10-story office building that was the “sanctuary” for about 9,000 members of the Shincheonji cult, whose leader, Lee Man-hee, proclaims himself as the embodiment of Jesus Christ and tells his followers, more than 200,000 throughout Korea, that they will be saved Christ. Now the building is locked tight and hundreds of church members are in hospitals here while authorities track down everyone in the church.

Outside the church, a government medical team, all clad in white, was taking samples, looking for the virus in the dust and dirt of nearby alleys. A medical doctor on the team warned on-lookers to stay away. “It is dangerous here,” he said.

At a hospital fully occupied by victims of the virus, a nurse said most are members of the church. She was not upset by the church members, just by the government that could have stopped the suffering by keeping out the Chinese after the first outbreak of the disease in Wuhan. “I am very angry about his policy,” she said. “He sent a lot of masks to China when we needed them here. The price of masks has gone way up.”

At city hall, a retired ambassador, Lee Sang Deok, vice mayor for international relations, adopts a diplomatic attitude. “There are a lot of opinions,” he said. “We must out who are members of Shincheonji. After we find out who are the members, we can take more effective measures.”

Ambassador Lee blamed “politicians" opposed to the government for exploiting the suffering. But then, he noted, “Historically Daegu is the city of resistance,” the birthplace of Park Chung-hee, father of Park Geun-hye, whose downfall enabled Moon to take over in the snap election three years ago. “This is the time we must be united together,” he said. “I am confident everything will get back to normal. Maybe in one month.”

In Daegu, that seems like a long way off as more cases arrive and hospitals plead for volunteers, doctors and nurses, to care for those suffering from a disease that knows no cure.
