Biden Faces Impasse on North Korea’s Nukes and Missiles After False Hopes Raised by Summits and U.S. Demand for Huge Payments for Bases in South

남북한 모두 올해뿐만 아니라 바이든 대통령 재임 기간 가장 어려운 외교정책 문제에 봉착한다. 바이든 외교팀은 당장 한국 문제에 최우선 순위를 두지 않을 수 있지만 김정은은 새 대통령에게 자신의 핵 프로그램에 집중하도록 아주 빨리 강요할 수 있다.
일관성 있는 대북정책 추구로 트럼프 대통령의 임기 중 가장 큰 실망스러운 일이 무엇인지 알 수 있다. 김정은은 2018년 6월 싱가포르에서 열린 트럼프-김 정상회담을 둘러싼 온갖 약속에도 불구하고 핵 프로그램을 포기하지 않았다. 전 세계가 볼 수 있도록 서명한 그들의 간단한 공동성명에서 그들은 ‘핵 없는 한반도’에 약속했다. 그러나 김정은은 최근 열린 노동당 대회에서 핵무기만이 자신의 외교정책의 본질적인 특징으로 남아 있다고 거듭 말했다.


트럼프는 2차 한국전쟁을 모면했다고 주장해 왔지만 김정은이 비핵화에 대한 어떤 확고한 약속을 취하지 않은 2019년 2월 하노이에서 열린 김정은과의 두 번째 정상회담에서 손을 뗐다. 그후 잠시 새로운 희망이 생긴 가운데 트럼프는 개인적인 호의와 우정의 모든 표현에도 불구하고 4개월 후 남북한 사이에 판문점 회담이 진행되는 동안 김정은과 어떤 결실도 거두지 못했다. 이제 바이든은 북한에 어떻게 단호하게 대처할지를 결정해야 한다. 오바마 대통령 시절 부통령이었던 바이든이 추구했던 ‘전략적 인내’나 혹은 양측의 타협과 양보를 위한 협상 중에서 선택할 수 있다.

바이든 대통령이 고려해야 할 한 가지는 한국의 좌파 성향 문재인 대통령이 화해를 이끌어내려는 의지이다. 남북간 교류가 1년 이상 지연되고 있는 상황에서 문 대통령은 가능하면 3월까지 빠르면 빠를수록 좋으며 바이든을 방문한 최초의 외국 지도자들 중 한 사람이 되어야 한다. 그후 문 대통령은 남북간 긴장 완화를 위해 시급히 필요한 대화에 대한 그의 열망은 토니 블링컨 국무장관과 제이크 설리번 국가안보보좌관이 이끄는 바이든과 그의 팀을 감동시키게 될 것이다.

‘북핵’ 기로에선 바이든의 선택, 변수는 문재인 정부

여러 가지 시나리오가 가능하다. 미국, 중국, 일본, 러시아를 비롯해 북한과 남한을 포함한 오랫동안 버려진 6자회담의 재개는 어려울 것으로 보이지만 문 대통령은 중국과 남북한 모두를 포함한 4자회담을 제안할 수도 있다. 바이든 대통령 팀은 대북정책을 검토한 후 확대 회담을 고려해야 하지만 미국은 제재가 그대로 유지되고 미군이 한국에 머무르는 한 중국이 항상 북한을 지지할 것이라는 현실에 직면해야 할 것이다. 미국 협상가들은 1990년대 후반 4자회담의 성과 없는 결과를 염두에 둘 것이다. 이전의 기록을 볼 때 새로운 다자 회담에 대한 낙관론은 터무니없을 것이다.


많이 논의될 또 다른 주제는 문 대통령과 그의 보좌관들이 주창했던 종전협정이다. 한 가지 큰 문제는 북한이 제재의 중단, 미군 철수 그리고 한미동맹의 붕괴 없이는 그러한 종전협정에 서명하는 것에 관심이 없을 것이라는 점이다. 북한은 1953년 7월 판문점에서 체결된 한국전쟁 정전협정을 한반도에서 미군 전력을 추방하고 궁극적으로 남북한을 북한에 인계하는 방법의 평화협정으로 대체하기를 원하고 있다.


현실을 고려할 때 유일한 즉각적인 선택은 코로나 대유행과 빈곤의 시기에 북한의 입장을 평가하기 위한 첫 번째 잠정적인 단계로서 예비회담을 여는 것이다. 한미 양국은 북한의 5개년 계획 실패에 대한 김정은의 초기 고백 이후 당대회에서 김정은의 위협적인 발언을 직접 이해할 필요가 있다. 트럼프는 막대한 경제적 원조의 미끼로 김정은이 핵과 미사일을 포기하도록 유혹했지만 실패했다. 협상자들은 이제 경제적 절박함으로 인해 김정은이 자신의 입장을 누그러뜨릴 수 밖에 없는지, 어쩌면 프로그램을 중단하거나 축소할 수도 있는지 알고 싶어 한다.


그러나 김정은이 미사일 시험발사를 더 지시함으로써 강경노선을 예고한다면 돌파구에 대한 환상은 사라질 것이다.


그는 회의가 끝난 후 퍼레이드에서 잠수함 발사 탄도미사일을 선보였는데 잠수함이 미국 해안에 탐지되지 않고 접근해 핵탄두 미사일을 발사할 수 있다는 경고였다. 북한이 더 많은 미사일 실험이나 어쩌면 7차 핵실험까지 감행할 것이라는 전망이 미국과 한국의 지도자들에게 경종을 울리고 있다. 김정은은 2017년 9월 북한의 마지막 핵실험과 두 달 뒤 마지막으로 장거리 미사일 실험을 지시했다. 트럼프는 2018년과 2019년의 정상회담으로 김정은이 모든 실험을 중단했다고 주장할지 모르지만 항상 핵과 미사일을 더 많이 제조하느라 바쁜 북한 과학자들과 기술자들은 그들의 수작업의 결과를 시험하기 위해 혈안이 되어 있다. 그러나 문 대통령은 여전히 북한이 비난할 것이 분명한 타협 정책을 선호할 것이다. 

바이든 앞에 놓인 어려운 숙제 ‘핵보유국’ 북한

바이든 대통령과의 원활한 관계를 위해 그는 현재 진행 중인 한미동맹을 지지해야 하지만 북한을 차치하고 성가신 문제들이 발생할 것이다. 한국의 전시작전통제권(OPCON)에 대한 의문이 제기되고 있다. 한국군과 미군이 실시간 군사비상사태에서 원활하게 협조할 수 있을지는 확실하지 않다. 최소한 그들은 북한 사람들을 항상 화나게 하는 합동 군사훈련, 즉 주로 컴퓨터를 통해 그들의 능력을 시험할 필요가 있다.


동시에 미국과 한국은 주한미군 기지와 병력 유지 비용에 대한 한국의 분담금에 대한 논쟁적인 장기 협상을 해결할 필요가 있다. 트럼프는 2만8500명의 주한미군 주둔 비용으로 지난해 9억2700만 달러의 5배가 넘는 50억 달러를 금년에 지불하라고 요구해 한미동맹을 크게 틀어 놨다. 바이든 팀은 올해 10억 달러 약간 넘는 금액에 대한 합의를 모색할 것이다. 바이든-문 정상회담에서는 이 문제가 거론되지 않을 수 있지만 한미 양국이 북한과의 대결에서 효과적으로 협력하기 위해서는 조속히 타협하는 것이 좋다.


트럼프는 대통령으로서 바이든이 해결하기 힘든 많은 문제들을 남겼다. 그의 모든 대화와 쇼맨십, 노벨 평화상 수상으로 그의 노력을 최고가 되려는 그의 소망 이후 북한은 한국, 일본, 미국 바이든과 그의 팀이 현재 그 어느 때보다도 더 어려워 보이는, 극복할 수 없는 문제에 직면한 사실상의 핵보유국으로 남아 있다. 희망적인 이유가 있다면 북한이 너무 약해 김정은이 지난 11월 대선에서 그의 친구인 트럼프를 이긴 것에 대해 그가 결코 축하하지 않았던 바이든에게 어떤 위협도 수행할 수 없다는 것이다.

Both Koreas, North and South, confront President Joe Biden with what may be his most difficult foreign policy problem not only this year but for the duration of his presidency. Biden’s foreign affairs team may not want to give Korea top priority right away, but North Korea’s Kim Jong Un may force the new president quite quickly to focus on his nuclear program.
The quest for a coherent policy vis-a-vis North Korea reflects what may be the single greatest disappointment of Donald Trump’s presidency. The North Korean leader never began to give up his nuclear program despite all the hype surrounding the Trump-Kim summit in Singapore in June 2018. Their brief joint statement, signed for all the world to see, promised their commitment to a “nuclear-free Korean peninsula.” Kim, however, has stated repeatedly, most recently at this month’s congress of his ruling Workers’ Party, that nuclear power remains the essential feature of his foreign policy.


Trump has gone on claiming to have averted a second Korean War, but he pulled out of his second summit with Kim in Hanoi in February 2019 when Kim held fast against any firm promise on denuclearization. Then, amid briefly renewed hopes, Trump got nowhere with Kim during a meeting at Panmunjom on the line between the two Koreas four months later despite all their expressions of personal good-will and friendship. Now Biden has to decide how firmly to deal with North Korea. Choices range between “strategic patience,” the policy of watchful waiting pursued when Biden was vice president under President Barack Obama, or negotiations in search of compromise and concessions on both sides.


One factor that Biden must consider is the desire of South Korea’s left-leaning president, Moon Jae-in for dialog leading to reconciliation. With North-South interaction stalled for more than a year, Moon should be among the first foreign leaders to call on Biden, the sooner the better, by March if possible.  He would then have the opportunity to impress on Biden and his team, led by Secretary of State Antony Blinken and National Security Adviser Jake Sullivan, his desire for dialog as urgently needed to move toward easing tensions.


A number of scenarios are possible. Resumption of long abandoned six-party talks, including the U.S., China, Japan and Russia, plus North and South Korea, would appear unlikely, but Moon might suggest four-party talks, including China and both Koreas. The Biden team, after a review of North Korea policy, should consider expanded talks, but the Americans would have to face the reality that China will always support North Korea as long as sanctions remain in place and U.S. troops stay in South Korea. U.S. negotiators will be mindful of the fruitless outcome of four-party talks in the late 1990s. In view of the previous record, optimism about new multilateral talks would be absurd.


Another much discussed possibility is an end-of-war agreement as advocated by Moon and his advisers. One major problem is that North Korea would not be interested in signing such a statement without an end to sanctions, withdrawal of U.S. troops and disruption of the U.S. alliance with South Korea. North Korea wants to replace the Korean War armistice signed at Panmunjom in July 1953 with a peace treaty on the way to expulsion of U.S. military power from the Korean peninsula and eventual takeover by the North of both Koreas.


Given the realities, the only immediate option may be preliminary talks as a first tentative step to assess the North Korean position in a time of pandemic and poverty. South Korea and the U.S. together need to get a first-hand understanding of the threatening tone of Kim Jong Un's remarks at the party congress after his initial confession of the failure of the North’s last five-year plan. Trump got nowhere in dangling vast sums in economic aid as a lure for Kim to give up his nukes and missiles. Negotiators now want to see if economic desperation might compel him to soften his position, perhaps even to suspend or curtail the program.


Fantasies of a breakthrough would evaporate, though, if Kim signals a hard line by ordering more missile tests. He showed off a submarine-launched ballistic missile at the parade after the congress, a warning that a submarine could approach American shores undetected and launch a nuclear-tipped missile. The prospect of North Korea conducting more missile tests, perhaps even a seventh nuclear test, alarms leaders in Washington and Seoul. Kim ordered North Korea’s last nuclear test in September 2017 and the last long-range missile test two months later. Trump may claim that the summitry of 2018 and 2019 got Kim to suspend all testing, but North Korean scientists and engineers, always busy fabricating more nukes and missiles, are eager to test the results of their handiwork.


Moon, however, would still prefer a compromise policy that North Korea is sure to denounce. In the interests of a smooth relationship with Biden, he must endorse the ongoing U.S.-Korean alliance, but nagging problems, aside from North Korea, are going to arise. Questions surround OPCON, South Korean operational control of forces in the event of war. It’s not clear whether South Korean and U.S. forces are fully capable of coordinating smoothly under OPCON in a real-time military emergency. At the least, they need to test their capabilities in intricate joint exercises, largely on computers, that always infuriate the North Koreans.


At the same time, the U.S. and South Korea need to resolve contentious protracted negotiations on South's contribution to the cost of maintaining U.S. bases and forces in the country. Trump badly upset the alliance by demanding South Korea pay $5 billion a year for having America’s 28,500 troops in Korea, more than five times the $927 million paid last year. Biden’s team will be looking for agreement on slightly more than $1 billion for this year. That topic may not come up in a Biden-Moon summit, but U.S. and South Korean negotiators had better come to terms soon for the alliance to work effectively in a showdown with the North.


Trump as president left many difficult issues for Biden to settle. After all his big talk, his showmanship, his dream of crowning his efforts with a Nobel peace prize, North Korea remains a de facto nuclear power holding its nukes and missiles like a club over South Korea, Japan and the U.S. Biden and his team face a seemingly insurmountable task that appears more difficult now than ever. If there is any reason for hope, it’s that North Korea is just too weak for Kim Jong Un to be able to carry out any of the threats with which he is greeting Joe Biden, whom he has never congratulated for defeating his friend Donald Trump in November’s presidential election.
