[인터뷰] 송종환 주 파키스탄 대사
   
송종환 대사가 대사관 집무실에서 한국기업의 파키스탄 진출 현황에 대해 설명하고 있다.

바다로는 아라비아해, 육로는 중동, 중앙아시아, 중국과 인접해 있는 파키스탄. 지정학적 중요성 외에 인구(1억8000만명)와 자원의 규모로도 잠재력을 인정받고 있는 파키스탄이 지난해 5월 66년 만에 평화적 정권 교체에 성공하고 경제 발전에 시동을 걸고 있다.

지난해 7월 부임한 송종환 파키스탄 대사는 샤리프 총리가 주도하는, 이런 변화의 한 가운데서 한국과 파키스탄의 협력을 확대하기 위해 노력 중이다. 파키스탄의 수도 이슬라마바드에 있는 대사관에서 송 대사를 만나 파키스탄의 현재를 직접 들어봤다.

- 지난해 7월 파키스탄 대사로 부임 후 한창 바쁘게 일하시는 것으로 압니다. 파키스탄 생활은 어떠신지요?

작년이 한국·파키스탄 수교 30주년이었습니다. 부임하자마자 수교 30주년 행사로 바쁜 나날을 보내야 했습니다. 교민이 적은 곳이어서 외로울 것이라 생각하기도 했는데, 막상 와 보니 눈코뜰새 없더군요. 또 파키스탄에서 경제개발모델로서의 한국에 대한 관심이 높아지면서 각종 모임에 초대를 받고 있습니다.

테러 위험 점차 줄고, 정치적 안정 기대

- 우리나라 사람에게 파키스탄은 위험한 나라라고 인식되고 있습니다. 실제로 파키스탄 치안이나 정치 상황은 어떤가요?

파키스탄 하면 테러가 연상되고 있습니다. 지난해 5월에 총선 승리로 세 번째 집권한 샤리프 총리 정부가 치안 안정을 위해 노력하고 있지만 텔레반의 테러가 아직 근절되지 않았습니다. 아프가니스탄과 접경한 서북부 지역과 이란과 접경하고 있는 서남부 지역에서 주로 테러가 발생합니다.

그러나 지난해 총선을 통해 처음으로 평화적 정권 교체를 이뤄서 정치적 안정이 기대되고 있으며 파키스탄 국민들이 탈레반의 테러 공격에 염증을 느끼기 시작하면서 테러 건수도 줄어들고 있습니다.

- 경제적인 현황은 열악하지만 인구나 자원 보유를 감안하면 잠재력은 크다고 들었습니다.

현재까지 객관적인 지표로 보면 좋지 않습니다. 지난해 경제성장률이 3.6%, 1인당 국민소득이 1368달러에 불과해요. 외환보유고가 80억 달러에 불과하고 무역 규모도 작은데 그나마 적자입니다. 수입이 450억 달러로 수출 245억 달러보다 많아서 205억 달러의 적자입니다.

하지만 파키스탄의 잠재력에 대해선 긍정적인 시각이 많습니다. 실제로 파키스탄은 석탄, 가스, 구리, 금, 철광석 등 광물자원이 풍부하고 농산물도 면화 4위, 우유 4위, 밀 6위, 사탕수수 6위, 쌀 12위의 등의 생산량을 보입니다. 그리고 18~40세가 전체 인구의 57%인 1억 명이나 될 정도로 젊은 노동인구가 풍부합니다.

인구가 1억9000만 명으로 세계 6위이고 한반도의 3.6배가 되는 방대한 영토를 갖고 있기도 합니다. 임금(최저 임금 월 100달러)도 낮은 편이고요. 또 영어와 컴퓨터에 능한 숙련 기술자와 엔지니어들도 많습니다.

- 그렇다면 해외 투자자의 관심도 높을 것 같습니다.

존 케리 미 국무장관이 IMF가 67억 달러 규모의 대(對)파키스탄 금융지원을 하면서 제시한 경제개혁이 이루어지면 파키스탄이 미래의 경제대국이 될 가능성이 있다고 말한 바 있습니다. 물론 여성이나 소수민족의 경제 활동 참여가 확대돼야 한다는 전제가 있긴 합니다.

실제로 경제 회생을 최우선 과제로 삼고 있는 샤리프 총리의 친기업적 정책에 따라 지난해 7월부터 12월 말까지 외국인들의 파키스탄 투자액이 5억200만 달러에 달했습니다. 국제신용평가회사인 스탠다드푸어스가 경제 전망을 ‘안정(stable)’으로 표시하기도 했죠. 또 카라치 증시가 연간 49%의 상승을 했습니다.

인도양으로 진출하려는 중국에게 사활적 이익

- 파키스탄이 국제적으로 관심을 받는 것은 경제적 잠재력도 있지만 아무래도 지정학적 중요성이 크기 때문인 것 같습니다.

맞습니다. 파키스탄은 지정학적인 이유 때문이라도 중요한 국가입니다. 육지로는 서남아, 중앙아시아, 중국, 중동을 연결하는 통로임과 동시에 해양으로는 페르시아만 입구여서 지정학적으로 대단히 중요한 전략적 위치에 있습니다. 그렇기 때문에 미국에게 파키스탄은 전략적으로 매우 중요한 지역입니다.

‘대(對)테러 전쟁’에서 승리하기 위해서는 절대로 포기할 수 없는 지역이지요. 그리고 중국도 파키스탄에 사활을 걸고 있습니다. 중국은 안정적 석유 수송로를 확보하기 위해서는 인도양으로의 진출이 불가피합니다. 그렇기에 중국은 파키스탄의 과다르 항구를 인도양 진출의 교두보로 확보하기 위해 총력을 기울이고 있습니다.

- 현재 파키스탄과 우리나라 간 교역이나 교류 현황은 어떤가요? 양국 관계의 향후 전망도 말씀해 주시겠습니까?

제가 부임하기 전까지 교역량이 17억 달러에 불과했습니다. 저는 이것을 50억 달러까지는 확대할 목표를 갖고 있습니다. 파키스탄의 잠재력도 인도 못지 않은데 우리는 너무 인도에 치중하는 감이 있습니다.

기존의 전자, 화학, 제과, 철강, 철도·건설 등 인프라 개발 분야에 더해 수력이나 화력 발전 사업에 참여를 확대할 필요가 있습니다. 그리고 파키스탄은 전 국민의 66%가 농업에 종사하고 있는데 우리의 새마을운동에 대한 관심이 큽니다.

지난 1월 말에 우리나라 강창희 국회의장이 이끄는 여야 의원 대표단이 처음으로 파키스탄을 방문한 것은 매우 긍정적인 일이라 생각합니다. 이를 계기로 한국과 파키스탄 간의 정부와 의회, 경제계 인사의 인적, 물적 교류가 확대돼야 합니다. 전 파키스탄이 또 하나의 블루오션이 될 수 있다고 믿습니다.

Pakistan: At Crossroad of Security Challenges and Potentiality

The general perception of Pakistan is that it's a dangerous country associated with terrorism. The government of Prime Minister Nawaz Sharif who came to power for a third time, after winning the general elections back in May 2013, is carrying out stringent operations and holding negotiations to restore peace but terrorist activities are not subsiding.

Apart from terrorism, Pakistan is facing other problems like weak economic indicators. The low GDP growth rate of 3.6% during the fiscal year 2012~2013, national per capita income of 1,368 dollars, foreign exchange reserves of only 8 billion dollars, imports of 45 billion dollars with 24.5 billion dollars of exports are a few of the concerning issues. And major share of trade deficit of 20.5 billion dollars is being filled up largely by 13.9 billion dollars through the remittances of overseas Pakistani workers.

However, the majority's vision about Pakistan is positive. The first peaceful democratic transition of government through the general elections of 2013 has given political stability in the country. Prime Minister Sharif is known for his business friendly policies and in his third term it is clear that he has again focused on giving new life to Pakistan’s economy.

Foreign investment in Pakistan from July to December last year was amounted to 502 million dollars. Karachi Stock market ascended an amazing 49% last year, large scale manufacturing and production index rose by 8.4% from July to September, 2013. An international credit rating agency Standard and Poor's has rated Pakistan's economy as ‘stable outlook’.

Earlier, Goldman Sachs while announcing BRICS as the world's emerging economies, added Pakistan in a group that will follow them. On February 26, US Secretary of State John Kerry while talking to Sartaj Aziz, National Security and Foreign Affairs Advisor to Prime Minister Sharif, said that Pakistan had the potential to become a future economic tiger in Asia.

The reality is that Pakistan has abundant mineral resources of coal, gas, copper, gold, iron ore etc. and over 108 million low wages workforce aged between 18~40 years comprising of 57% of the total population. In the agriculture production, Pakistan ranks 4th in cotton, 4th in milk, 6th in wheat, 6th in sugar cane and 12th in rice in the world which shows its growth potential too.

In addition to that, Pakistan’s geographical location is very strategic, a connecting gateway to South West Asia, Central Asia, China and Middle East. Its 190 million population which is 6th largest in the world and 3.6 time bigger area than the Korean peninsula have marked it a big consumer market.

Chances can be occupied when all the enterprises and people call it difficult and in crisis situation. Before establishment of the bilateral diplomatic ties with China in 1992, Korean enterprises entered the Chinese market by sensing its potential despite knowing the fact that then closed communist China was not allowing the remittance of earned profits. In the same way more Korean companies should come to Pakistan where remittance of 100% profit is allowed at least.

Many Korean companies have already entered in the fields of electronic, chemical, confectionary, steel, infrastructure development mainly in the areas of railroad, harbor and road construction. They should enhance their participation in hydro and thermal power development projects, based on the government's declaration to get rid of the energy deficiency by 2017.

Considering the fact that 66% of population is engaged in agriculture, to adopt Korea's 'New Village Movement' in Pakistan seems necessary.

Korea's first national level delegation comprised of both ruling and opposition parties members led by the Honorable Speaker of the National Assembly of Korea paid an official visit to Pakistan on January 30~31, 2014. I hope such collaborations between our two friendly countries governments, parliaments, peoples and business circles will be increased in the years ahead. In sum Pakistan and Korea can enjoy a mutually beneficial relationship as they enter a new era of friendship and Pakistan certainly will turn into Korea’s another blue ocean.
